CORPORATE PERFORMANCE OCCUPATIONAL HEALTH AND SAFETY The provision of a safe environment is an essential and particularly sensitive issue in forensic mental health. Forensicare has a strong commitment to the safety and health of staff and others involved in our activities, and has an active Occupational Health and Safety Program. This program is supported by the Occupational Health and Safety Committee, management and elected Health and Safety representatives. The Occupational Health and Safety Committee consists of representatives from all operational areas, and is responsible for overseeing health and safety issues and monitoring the organisation’s performance. During 2005- 2006, the Occupational Health and Safety Committee met bi-monthly, and wherever possible, the Committee gave priority to managing issues at a workplace level. Achievements in 2005-2006 – • the Designated Work Groups were reviewed and realigned to organisational needs • Occupational Health and Safety representatives were duly elected, in keeping with legislative requirements • terms of reference of the Committee were reviewed. Initiatives planned for 2006-2007 – • review policies and processes • Occupational Health and Safety/Risk Management training to be provided for managers and Occupational Health and Safety representatives • improve Occupational Health and Safety reporting within the organisation to include performance indicators measuring the engagement of staff with Occupational Health and Safety improvement programs. There were no reportable incidents requiring notification to WorkSafe during the year. CRITICAL INCIDENT STRESS MANAGEMENT PROGRAM The Critical Incident Stress Management Program (CISM) provides debriefing, defusing, staff stocktakes and individual support to staff following incidents, including threats and assaults on staff. CISM continues to be accessed by staff across the service. The program was provided by 19 team members in 2005- 2006. Four refresher training courses were held during the year for all CISM team members, and promotion of the program is now established as a routine component of our staff orientation and aggression management training programs. 250 200 150 100 50 Utilisation of Critical Incident Stress Management Program 0 53 196 160 127 9 2002- 2003 2003- 2004 Note - In 2002-2003 the Critical Incident Stress Management program was supported by additional sessions provided by an external consultant which are not included in the recorded Critical Incident Stress Management data. EMPLOYEE ASSISTANCE PROGRAM Forensicare provides an Employee Assistance Program, which enables all staff and their immediate family access external, confidential counselling and support. During the past year, staff utilisation of the program was 4.6%, a decrease from 7.7% in 2004-2005 (across all industries, the average utilisation rate of these services is 4%). The usage rate reflects a strong reputation for making a positive impact on staff. The Employee Assistance Program is available in addition to the services available through the Critical Incident Stress Management Program. CODE OF CONDUCT 2004- 2005 Forensicare acts in accordance with the Code of Conduct for the Victorian Public Sector, August 2003. PROTECTING OUR STAFF – INFECTION CONTROL 30 No. of staff support interventions 18 15 2006- 2007 No. of incidents Forensicare has a strong commitment to protecting our staff. An Infection Control Committee, which includes the Infection Control Manager and a microbiologist from Austin Hospital, is responsible for minimising the risk of infection within Forensicare. The Committee has developed organisation-wide infection control manuals and established a contractual arrangement with the Austin Hospital to provide relevant education and support to Forensicare. A 'Community Immunity' initiative operates to provide staff with free screening and immunisation. Free flue vaccinations are provided for staff, and there has been a significant increase in staff using this program (from 36 staff in 2003- 2004 to 71 staff in 2005-2006). Other immunisations available include Tetanus, Diptheria, Varicella, Measles, Mumps, Rubella, Hepatitis B and Polio. 47
