According to the single point estimate 258,264 PLHIV are in need of ART, including 15,716 children. At the end of<br />
December 2007, a total of 90,212 PLHIV were receiving ART, and the number of clients ever started was 122,243. Of<br />
the total number of people receiving ART at the end of 2007, 4,534 were children 14 years or younger 45 .<br />
Coverage at the end of December 2006 was 21.93%, compared to 34.93% at the end of December 2007: a rapid<br />
rate of scale up that was stimulated by the Millennium AIDS Campaign (see Best Practice in Section V). The national<br />
health sector Road Map for Accelerated Access to HIV Prevention, Care and Treatment set a target of 110,600 patients<br />
receiving ART by the end of 2007. Thus far the country has achieved 81.6% of the target.<br />
Comparisons of ever-started figures with PLHIV currently receiving treatment and a recent cohort study by HAPCO<br />
suggest a high rate of patients lost to follow up. The cohort study found that nearly 30% of patients who initiated ART<br />
either die, stop treatment or are lost to follow up. PEPFAR has estimated lost to follow up at 25% 46 . Efforts to reduce<br />
this figure, including an improved patient tracking system, are ongoing.<br />
