Auxiliary Police Unit
SSPS has a 30 person Auxiliary Unit
OPP have Auxiliary Units but have a Provincial
Cap
Local Commander must obtain allotment from
other OPP locations to increase complement
Advantage to SSPS
Levack Management Consulting Inc. 8
Breath Analysis
SSPS and OPP Officers maintain the same
qualifications
Comparable no material difference
Levack Management Consulting Inc. 9
Canine
SSPS has 2 canine units living within communities
OPP canine cover larger districts which would
usually mean a longer response time on average
Faster response and number of available canine
should equate into more successful canine calls
for communities
Advantage to SSPS
Levack Management Consulting Inc. 10
Collision/Reconstruction
SSPS currently has several officers at
various levels of reconstructionist abilities
including a few at the highest level.
OPP operates on a tiered response with the
lower levels being handled locally but the
highest levels are deployed Provincially.
Levack Management Consulting Inc. 11
Collision/Reconstruction (cont’d)
SSPS's ability to handle all levels of
reconstruction locally is offset by the fact the
OPP do not charge the Municipality for the
higher level of accident reconstruction service
when called upon.
Comparable no material differences
Levack Management Consulting Inc. 12
Communication Centre
Local communications centre with local staff
and knowledge
Serving one Police Service vs. serving a very
large area, with numerous different towns/OPP
jurisdictions and large staff numbers
Advantage to SSPS
Levack Management Consulting Inc. 13
Community/School Services
Difficult comparison different staffing models
(Special Constables vs. Constables etc.)
OPP proposes 4 Constables to SSPS’s 1
Constable and 3 Special Constables
Levack Management Consulting Inc. 14
Community/School Services (cont’d)
SSPS staff are dedicated (but less qualified)
whereas OPP officers can get pulled to answer
calls for service.
Advantage to OPP
Levack Management Consulting Inc. 15
Court Security
Staffing complements are essentially the same.
Comparable no material differences
Levack Management Consulting Inc. 16
Crime Analysis
Normal function of any investigation division
Comparable no material differences
Levack Management Consulting Inc. 17
Crime Prevention
Both Services support crime prevention
programs
OPP would continue with current initiatives
Comparable no material differences
Levack Management Consulting Inc. 18
Criminal Intelligence
SSPS is a level 1 member of CISO (Criminal
Intelligence Service of Ontario) and has 1 full
time member of operating body and D/C is
involved in governing body
The SSPS model serves just their communities
with less chance of having to compete with other
OPP sections and towns.
Levack Management Consulting Inc. 19
Criminal Intelligence (cont’d)
OPP model drives intelligence gathering and
projects to specialized units and to higher levels
in organization
Advantage to SSPS
Levack Management Consulting Inc. 20
Criminal Investigations
OPP model calls for total of 11 FTE’s in crime
and street crime unit. (1 Sgt – Provincial
Responsibility)
SSPS currently operate with 9 FTE’s in like
branches
Levack Management Consulting Inc. 21
Criminal Investigations (cont’d)
Based on staff numbers should be higher level
of service
Advantage to OPP
Levack Management Consulting Inc. 22
Emergency Response
OPP teams are called in from a wider area and
there is no guarantee there will be any ERT
members stationed in the community
SSPS’s full containment team (12) mitigates
OPP by faster response capabilities which is
safer for local officers
Levack Management Consulting Inc. 23
Emergency Response (cont’d)
OPP’s higher level of response is still available
to SSPS so they currently have best of both
worlds!
Advantage to SSPS
Levack Management Consulting Inc. 24
Identification (SOCO)
SSPS has 2 full time identification officers and 8
SOCO’s.
OPP will maintain SOCO’s but identification
services are deployed regionally.
Advantage to SSPS
Levack Management Consulting Inc. 25
Major Crime Investigations
OPP have a Province wide mandate in this field
and clearly have the trained staff and experience
SSPS does have access through shared
agreements
Levack Management Consulting Inc. 26
Major Crime Investigations (cont’d)
OPP Commander would have quicker and
easier access
Advantage to OPP
Levack Management Consulting Inc. 27
Public Order Unit
OPP are owners of the unit.
SSPS has access but process to obtain the
service is easier for an OPP Commander
Advantage to OPP
Levack Management Consulting Inc. 28
Traffic Enforcement
SSPS have 5 Constables assigned to
traffic/marine plus 1 part time Special Constable
OPP propose 4 Constables for traffic/marine
Levack Management Consulting Inc. 29
Traffic Enforcement (cont’d)
SSPS should provide a higher level of service in
these areas based on staff alone
Advantage to SSPS
Levack Management Consulting Inc. 30
Underwater Recovery
OPP are owners of the unit
Again SSPS has access but an OPP
Commander would have quicker and more
direct access.
Advantage to OPP
Levack Management Consulting Inc. 31
Uniform Patrol
SSPS has 2 Sergeants and 10 Constables
dedicated to general patrol duties for each of 4
platoons
The OPP model calls for 1 Sergeant and 11
Constables which amounts to the same FTE’s
just less supervision
Levack Management Consulting Inc. 32
Uniform Patrol (cont’d)
The difference is not crucial to the success of
this important function in our opinion, thus the
comparable rating
Comparable.
Levack Management Consulting Inc. 33
Victim Assistance
SSPS supplies office to Executive Director of
VCARS
(Victims Crisis Assistance and Referral Service)
SSPS member sits on VCARS Board as Vice
Chair
Levack Management Consulting Inc. 34
Victim Assistance (cont’d)
OPP have said all relationships and working
arrangements such as above would continue
under an OPP Contract
Comparable no material differences.
Levack Management Consulting Inc. 35
Waterways Policing
SSPS has 5 Constables and 1 part time Special
Constable assigned to traffic/marine
OPP propose 4 Constables to traffic/marine
SSPS has defined committed hours to marine
policing
Levack Management Consulting Inc. 36
Waterways Policing (cont’d)
OPP unable to define marine commitment,
would be developed by Commander and Board
after contract.
Advantage to SSPS
Levack Management Consulting Inc. 37
Accountability/Responsiveness

Contract situation more of a cooperative
relationship
OPP Provincial Policy takes precedence over
local priorities
SSPS Board can direct a Chief under PSA
Levack Management Consulting Inc. 38
Accountability/Responsiveness (Cont’d)
Local Policies can be developed by the SSPS
Board
Advantage to SSPS
Levack Management Consulting Inc. 39
Annual Report
Chief must prepare an annual report for Board
and Council
OPP Commander prepares similar annual report
for the Board under section 10 of PSA
Levack Management Consulting Inc. 40
Annual Report (Cont’d)
Sample OPP reports are very similar to
Municipal Annual Reports
Comparable no material differences.
Levack Management Consulting Inc. 41
Business Planning
Under both a Municipal Police Service and OPP
contract 3 year business plans are developed
Comparable no material differences.
Levack Management Consulting Inc. 42
Disclosure Section 49 PSA (Secondary
Employment)
Both a Chief and an OPP Commander are
responsible for keeping the Board informed as
to secondary employment requests
Comparable no material differences.
Levack Management Consulting Inc. 43
Economies of Scale
Obvious advantage to an organization size of
OPP
Most evident in costing on civilian side of the
proposal
Advantage to the OPP
Levack Management Consulting Inc. 44
HR Management Costs
OPP picks up the HR issues and costs (on a go
forward basis) associated with any staff that
become OPP employees
Advantage to the OPP
Levack Management Consulting Inc. 45
Monitor Complaints Process
Both the Chief and OPP Commander are
responsible for reporting to the Board regularly
on any public complaints and their outcomes.
Comparable no material differences
Levack Management Consulting Inc. 46
Response Times
SSPS has excellent documented response
times to calls for service
OPP do not report response times and operate
on a tiered response system
Advantage to SSPS
Levack Management Consulting Inc. 47
Selection of Commander/Chief
More input by Board who hires and fires a Chief
Board has some input in Commander selection
but usually from an offering of OPP selected
candidates
Advantage to SSPS
