Regional Thematic Preparatory Meeting for the 5 th World Summit on Media for Children INTRODUCTION AND BACKGROUND Disquiet about the impact of mass media on children has been growing among thinking adults over the past several decades, particularly since the rise of television as a vital feature of the media landscape. Efforts have been made in various parts of the world during this period to minimise the negative aspects of this impact, especially with regard to violence and prurience in the media. At the same time, several initiatives have also attempted to maximise the positive potential of the media in the areas of information, education, entertainment and creativity. As a result of this concern, interest and action, children’s programming began to receive considerable attention and broadcast time, at least in some countries. In the process a number of interesting and innovative programmes for children were produced and the most successful of these were also adapted and used in other settings. The idea of a World Summit on Television and Children arose in the 1990s, mainly because of the widespread perception that TV “...it is clear that there is an urgent need to step up multipronged efforts to harness the tremendous positive potential of the media to serve the interests of Asian children.” programming for children was changing -- and not for the better. It was, in fact, perceived to be under threat in a variety of ways. With the process of globalisation also getting well under way, it was clear that this critical issue could no longer be confined within national borders but had to be addressed across geographical and other boundaries. The Regional Thematic Preparatory Meeting for the Fifth World Summit on Media for Children, held in Kuala Lumpur, Malaysia, on 28 May 2006 -- on the eve of the third Asia Media Summit -- was a significant milestone in the ongoing worldwide effort to promote quality media by, for and about children. Asia is home to a large proportion of the world’s children. On the whole Asian children benefit from the strong family structures and ties that still prevail in the region. However, many of them also have to contend with the downside of rigid family formations, roles and expectations, especially with regard to the pressure to conform (in the socio-cultural sphere) and perform (particularly in the educational sphere).
