An Integrated Vision for Hutt City – making
our city a great place to live, work
and play
Sept 2009
Public Workshop

Draft
Introduction
Council’s vision for Hutt City is “A great place to live, work and
play”. Lower Hutt’s attributes mean that it is well placed to play
role in the region into the future.
Surrounded by hills and sea with a river flowing through, Lower
Hutt offers residents a rich variety of places they can call home.
Some of our residential villages are renowned for heritage and
history by the sea, some are nestled amongst the hills and others
are located centrally.
Working close to home is an option for Hutt residents with a
number of significant employment hubs e.g. commercial and light
industrial at CBD and Petone Central, medical sector at Boulcott,
heavy industry at Seaview, Avalon and Gracefield for science,
technology and research. Smaller businesses & shops operate out
of neighbourhood shopping centres & people work from home.
As destinations, visitors come for places that make Lower Hutt
unique in the Wellington Region - we have museums, seaside
villages as well as a unique collection of galleries, cafes,
restaurants and shopping experience. We also have
neighbourhoods that serve as ‘wilderness gateways’ - visitors
need not travel far to enjoy pristine natural forests, bush and the
wild Southern coastlines.
Not everyone is in the Hutt for leisure or work – residents and
visitors participate in a wide range of sports. Places like Taita and
Naenae boast regionally significant sports facilities. These
neighbourhoods attract visitors and residents as sports
destinations e.g. Walter Nash Stadium, Fraser Park and the
Naenae Swimming and Fitness Complex. Hutt also has
recreational green spaces including golf clubs, the Petone
Recreational Ground and Hutt Park in Seaview.

What is great about our neighbourhoods?
Purpose
This report takes a high-level review of our city - the uniqueness of each
neighbourhood, its people and communities, it’s economy and its natural
environment. In particular, we were interested in finding out the strengths of
communities within each neighbourhood in order to develop an approach to
leisure and well being to complete Council’s “great place to live, work and
play” vision.
Building on existing visions and strategies in existence, this report:
• takes a preliminary look at how Council could further foster the future
growth of each neighbourhood with a particular focus on leisure and well
being and the economy and
•provides a template for rationalising the many vision documents and
strategies related to economic development, the environment and leisure
and wellbeing.
Draft

What is great about our neighbourhoods?
Methodology
The preliminary findings in this report came from a series of senior officers’
workshops held in early-mid 2010. Officers met to brainstorm new
ideas and integrate development from existing projects across
Council. Councillors have taken part in two workshops the results of
which have contributed to the development of this report and
Community Boards and Community Committees have also fed in
through their local community plans and a workshop.
Assumptions
Ideas generated from the workshops needed to:
Draft
• Build on existing strengths of a community and its unique identity
• Apply economic development and environmental sustainability
principles
• Develop partnerships across the community and rationalise where
possible
• Make communication a key cornerstone of the process
• Integrate and look for opportunities
• Identify and develop regional/sub regional destinations
• Look at providing a central neighbourhood group of facilities and
services
• Focus on asset renewal not just asset maintenance
• Ensure that we enhance and develop social connectedness
• Ensure ‘Community Prosperity’ outcomes of:
i. An attractive local economy for residents and businesses
ii. Retention of business achievers and a skilled workforce
iii. Attraction and nurturing of high quality businesses
iv. Support and promotion of local businesses
