Parking Fund<br />
The Parking Division <strong>of</strong> the <strong>Montpelier</strong> Police Department<br />
consists <strong>of</strong> one full-time Community Service Officer and<br />
three part-time CSOs. The big news in parking for 2011 is<br />
the installation <strong>of</strong> three new solar powered parking permit<br />
vending machines located at Capital Plaza, 60 State Street, and<br />
Blanchard Court lots. These devices also allow the convenience<br />
<strong>of</strong> paying with credit/debit cards.<br />
The <strong>Montpelier</strong> Parking Division will continue to manage<br />
the parking needs <strong>of</strong> the <strong>City</strong> in a pr<strong>of</strong>essional, efficient, and<br />
financially responsible manner.<br />

Program<br />
Planning Department<br />
Mission: To serve the community by facilitating the creation and<br />
preservation <strong>of</strong> a healthy, safe, sustainable, and high quality living<br />
environment through the management <strong>of</strong> an effective, on-going<br />
planning and implementation process.<br />
This broad mission is carried out through several areas <strong>of</strong><br />
responsibility:<br />
• To protect and enhance <strong>Montpelier</strong>’s natural and built<br />
environment;<br />
• To strengthen the local economy and tax base;<br />
• To meet housing needs <strong>of</strong> low and moderate income<br />
residents;<br />
• To engage the community in planning for growth and<br />
change;<br />
• To provide information and service to the public; and<br />
• To be accountable to our citizens.<br />
These goals are addressed by <strong>Montpelier</strong>’s Planning, Zoning,<br />
and Community Development programs. The planning<br />
functions, which include land use regulation, historic<br />
preservation, and floodplain management, are managed by the<br />
Director, the Planning and Zoning Administrator, Planning<br />
Assistant, and GIS specialist.<br />
The housing, loan, and economic development activities are<br />
carried out through our role as the Community Development<br />
Agency (CDA) for the <strong>City</strong> <strong>of</strong> <strong>Montpelier</strong>. Staff in the<br />
department who is dedicated to this role includes the<br />
Community Development Specialist and at least half <strong>of</strong> the<br />
Director <strong>of</strong> Planning and Community Development’s time<br />
and effort. The VISTA volunteers we have in the <strong>of</strong>fice are<br />
invaluable in terms <strong>of</strong> community engagement and providing<br />
information and service to the public.<br />
This department could not do all that it does without the<br />
thoughtful and hard work by its staff and the individuals who<br />
volunteer on commissions and committees, the support from<br />
local <strong>of</strong>ficials, and the participation <strong>of</strong> citizens and other people<br />
and departments within and outside <strong>of</strong> <strong>City</strong> Hall. <strong>Montpelier</strong> is<br />
especially fortunate to have so many highly motivated, skilled,<br />
and interested citizens willing to give <strong>of</strong> themselves, their time,<br />
and their energies to make so many things happen.<br />
PLAnnInG<br />
Planning Commission: We welcomed new members to the<br />
Planning Commission in 2011: The two youth positions are<br />
now filled by students at <strong>Montpelier</strong> High School – Emily<br />
Campbell and Reed Bingham. Eileen Simpson and Kim<br />
Cheney are also new appointments in 2011, taking the place <strong>of</strong><br />
David Borgendale and Missa Aloisi. David Borgendale served<br />
on the Planning Commission for more than 15 years, and was<br />
most recently Chair <strong>of</strong> the Central <strong>Vermont</strong> Regional Planning<br />
Commission; his contributions to planning in the city and the<br />
region will be missed.<br />

Zoning Revision: Since the Master Plan was adopted in 2010,<br />
our next major task is to revise the zoning so that it conforms<br />
to the new plan. This is required by state law, and makes the<br />
land use controls we have in place enforceable in court. The<br />
city has received two municipal planning grants from the<br />
State <strong>of</strong> <strong>Vermont</strong> that allow us to contract with staff from the<br />
Central <strong>Vermont</strong> Regional Planning Commission to assist<br />
with the revision. In 2011, we held over 25 meetings around<br />
the community to get citizen input into the zoning for their<br />
neighborhood, and have now moved into the final drafting<br />
phase <strong>of</strong> the initiative. We have prepared revised zoning maps<br />
in anticipation <strong>of</strong> the new ordinance. The maps are built on<br />
the neighborhoods in the city, to prepare zoning that reflects<br />
a sense <strong>of</strong> place for areas with similar functions, uses, and built<br />
