A Regular Meeting of the Freehold Regional High School District Board of Education was<br />

held on Monday, March 28, 2011, at 7:00 p.m., to present student awards, hold the Public<br />

Hearing on the Proposed 2011-2012 Budget, resume the regular meeting and the Board upon<br />

motion will convene into Closed Executive Session at Marlboro High School, 95 North<br />

Main Street, Marlboro, NJ 07746. President Lawson called the meeting to order at 7:00<br />

p.m. with the following in attendance:<br />

3. ANNOUNCEMENT: ADEQUATE NOTICE <strong>OF</strong> MEETING (10:4-10)<br />

President Lawson announced that:<br />

Pursuant to the Open Public Meetings Act, Chapter 231, Public Laws of 1975, this meeting<br />

has been duly advertised in the Asbury Park Press, issue of May 5, 2010 and March 16,<br />

2011. All municipal clerks of the townships and boroughs within the Regional High School<br />

District have been duly notified and the requirements of posting of notices have been met.<br />

4. PUBLIC HEARING ON PROPOSED 2011-2012 BUDGET<br />

Mr. Boyce presented the 2011-2012 Annual School Budget. The following items were<br />

RESOLVED that the proposed budget for the school year 2011-2012 as approved by the<br />

Board of Education on February 28, 2011 and advertised in THE ASBURY PARK PRESS<br />

issue of March 16, 2011 stating estimated revenues and appropriations be approved by the<br />

Board of Education of the Freehold Regional High School District<br />

The budget is available for examination by the public at the Office of the Secretary of the<br />

I-5 REVIEW <strong>OF</strong> CHAPTER 192/193 AUXILIARY SERVICES TO NON-PUBLIC STUDENTS<br />

WHEREAS, the Freehold Regional High School District Board of Education has received<br />

recommendations for correction and improvement from the Office of Fiscal Accounting and<br />

Compliance (“<strong>OF</strong>AC”) based on its reported findings from a nine-month audit of the 2008-2009<br />

Chapter 192-193 services provided by the Monmouth-Ocean Educational Services Commission<br />

(“MOESC”); and<br />

WHEREAS, the Freehold Regional High School District Board of Education has reviewed the<br />

<strong>OF</strong>AC report and discussed it with the administration of the Board of Education, who has consulted<br />

with the MOESC about the <strong>OF</strong>AC report, its findings and recommendations; and<br />

WHEREAS, because several of the findings and recommendations, albeit good practice, extend<br />

beyond the written and oral direction from the Department of Education, the MOESC is appealing<br />

certain of the report’s findings on behalf of itself and all affected Boards of Education; and<br />

WHEREAS, the MOESC, in addition to the appeal, has prepared a Corrective Action Plan for the<br />

Board of Education, which has been coordinated with the MOESC Corrective Action Plan, to enact<br />

the recommended practices, even though not all of the recommendations were required of the 2008-<br />

2009 Chapter 192-193 services, as directed by <strong>OF</strong>AC.<br />

NOW, THEREFORE, BE IT RESOLVED that the Freehold Regional High School District Board<br />

of Education accepts the <strong>OF</strong>AC report and adopts as its own the attached Corrective Action Plan<br />

(Attachment #2) as prepared by the MOESC.<br />

K-16 AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH MONMOUTH-OCEAN<br />

EDUCATIONAL SERVICES COMMISSION FOR NON-PUBLIC NURSING SERVICES<br />

RESOLVED that the Freehold Regional High School District Board of Education agrees that the<br />

Monmouth-Ocean Educational Services Commission shall provide Non-Public Nursing Services<br />

pursuant to the requirements of Chapter 226, Laws of 1991 on behalf of the Board of Education<br />

effective July 1, 2011 through June 30, 2021.<br />

K-17 APPROVAL <strong>OF</strong> THE SECRETARIAL AND THE CUSTODIAL/GROUNDS/MAINTENANCE<br />

CALENDARS FOR THE 2011-2012 <strong>SCHOOL</strong> YEAR<br />

RESOLVED that the Freehold Regional High School District Board of Education approves the<br />

Secretarial Calendar (Attachment #3) and the Custodial/Grounds/Maintenance Calendar<br />

(Attachment #4) for the 2011-2012 school year.<br />

Mr. Schwartz briefed the board on a recent court decision (Rutgers), and the impact on school<br />

district executive sessions.<br />

The board discussed holding an additional meeting. Mr. Lawson directed the administration to<br />

establish a meeting on April 11, 2011 at 7:00 pm at 11 Pine Street, Englishtown NJ 07726.<br />

O. RESOLUTION: Holding Closed Meeting (10:4-9, 12)<br />

Motion by W. Bruno, seconded by B. Hochberg and carried by unanimous roll call vote to adopt the<br />
