SUMMARY MINUTES, CALLED BOARD OF DIRECTORS MEETING (Continued)<br />

BUSINESS<br />

Committee determined that the charges in the complaint were sustained.<br />

The Board of Directors accepted the report of the E&G<br />

Committee and after due consideration of the report, all evidence<br />

presented, and all discussion, disposed of this matter as follows:<br />

Mr. Naomi is immediately placed on one (1) year conditional<br />

probation. If Mr. Naomi releases any untruthful information about<br />

the National <strong>KWVA</strong>, Inc., as sustained by the E&G Committee, a<br />

vote for the expulsion by the Board of Directors, using Business<br />

without a Meeting, is authorized, and in this case, the vote must<br />

be by a simple majority only.<br />

4. Charles C. Smith<br />

The E&G Committee presented a report today concerning a<br />

complaint it received and subsequently investigated. The E&G<br />

Committee determined that the charges in the complaint were sustained.<br />

The Board of Directors accepted the report of the E&G<br />

Committee and after due consideration of the report, all evidence<br />

presented, and all discussion, disposed of this matter as follows:<br />

Mr. Smith is immediately placed on one (1) year conditional<br />

probation. If Mr. Smith releases any untruthful information about<br />

the National <strong>KWVA</strong>, Inc., as sustained by the E&G Committee, a<br />

vote for the expulsion by the Board of Directors, using Business<br />

without a Meeting, is authorized, and in this case, the vote must<br />

be by a simple majority only.<br />

5. Robert A. Fuoco<br />

The E&G Committee presented a report today concerning a<br />

complaint it received and subsequently investigated. The E&G<br />

Committee determined that the charges in the complaint were sustained.<br />

The Board of Directors accepted the report of the E&G<br />

Committee and after due consideration of the report, all evidence<br />

presented, and all discussion, disposed of this matter as follows:<br />

Mr. Fuoco is immediately expelled from the organization.<br />

The meeting was adjourned at approximately 0945 hours.<br />

Remaining Board members who desired to visit the National<br />

Office in Camp Beauregard assembled at 1020 hours and proceeded<br />

with the tour. Board members continued to depart<br />

throughout <strong>Jan</strong>uary 15 and 16.<br />

Navy Admiral Assumes<br />

JPAC Command<br />

HICKAM AFB, HAWAII – Army Brig. Gen. Michael C.<br />

Flowers relinquished command of the Joint POW/MIA<br />

Accounting Command Friday, <strong>Jan</strong>. 4, at 9:30 a.m. during a ceremony<br />

officiated by Adm. Timothy J. Keating, commander of U.S.<br />

Pacific Command. Rear Adm. Donna Crisp assumed command.<br />

The ceremony marked the end of a 30-year career for Flowers,<br />

who received his commission in 1977 as an aviation officer<br />

through the University of Kansas ROTC. During his service,<br />

Flowers served in combat during Operations Urgent Fury, Desert<br />

Storm and Desert Shield. He also took part in peace-keeping operations<br />

in Haiti and Kosovo.<br />

Flowers is the second commander in JPAC’s history. During<br />

his two-year assignment, JPAC conducted over 150 recovery missions<br />

and identified nearly 200 missing service members, to<br />

include the first-ever World <strong>War</strong> I identification and the first identification<br />

using nuclear DNA.<br />

Rear Admiral Donna L. Crisp will assume JPAC command.<br />

Crisp, a graduate of California State University at Long Beach,<br />

was commissioned in 1974. She is the former Director for<br />

Manpower and Personnel for the Joint Staff in Washington, D.C.<br />

This assignment to Hawaii is the fourth for Crisp during her<br />

more than 30 years of service. She was most recently stationed on<br />

Oahu with Pacific Fleet between 2002 and 2004.<br />

Rear Adm. Crisp is a Master Training Specialist and Secretary<br />

of Defense Reengineering Excellence award recipient. Her personal<br />

decorations include the Defense Superior Service Medal<br />

with one oak leaf cluster, Legion of Merit with three gold stars, the<br />

Meritorious Service Medal with two gold stars, the Navy<br />

Commendation Medal, the Navy Achievement Medal, and various<br />

other unit and service medals<br />

A WWII veteran friend of mine once related the following<br />

to me: He was in the Air Force, stationed on one of the islands<br />

in the South Pacific. He said that when darkness fell on that<br />

island, all the animals and birds become quiet—so quiet, in<br />

fact, that one could hear the proverbial pin drop.<br />

One night, while on guard duty around three a.m., he heard<br />

what sounded like birds calling to each other. He immediately<br />

informed the officer in charge, who got a patrol together and<br />

went in search of the “birds.”<br />

Sure enough, they captured some very young Japanese soldiers<br />

in new uniforms, trying to infiltrate. They were replacements,<br />

not informed or aware of the habits of the environs.<br />
