sources of artificial noise and generally few obvious signs of human<br />
influences. Glenridding/Patterdale is the largest settlement, with a<br />
population of 460 people. Other villages in the area – Askham, Pooley<br />
Bridge and Penruddock - provide some basic services and facilities for<br />
their communities. There are several smaller villages mainly along the<br />
valleys in the area.<br />
3.13.3 The East area has good connections with Penrith, outside of the<br />
<strong>National</strong> <strong>Park</strong>, and Penrith is a major influence on communities in the<br />
East. The A6 provides another link to settlements outside of the <strong>National</strong><br />
<strong>Park</strong>. The A66 links Penruddock with Penrith. The A592 also provides a<br />
link over Kirkstone pass, between the east area and the central/south<br />
distinctive area. There is a network of minor roads in the north east and<br />
in the ‘cul de sac’ valleys of Haweswater and Wetsleddale. Penrith is on<br />
the main London to Glasgow rail line and on the M6 (Junctions 40/41),<br />
providing easy links to major UK cities.<br />
3.13.4 Ullswater is one of the four navigable lakes in the <strong>National</strong> <strong>Park</strong>. It has<br />
established lake based transport routes. The Ullswater Steamer service<br />
links settlements on the western shore of the lake with Howtown and<br />
with the fells on the eastern shore.<br />
3.13.5 House prices in the East area are high, particularly when compared with<br />
figures for average incomes. There is significant demand for second and<br />
holiday homes in the area, and they make up 18 percent of the housing<br />
stock.<br />
3.13.6 There is no main retail centre in the East distinctive area, reflecting the<br />
low population and traditional pattern of the small settlements that<br />
characterise the area. The cafes and restaurants in Glenridding and<br />
Pooley Bridge are an important component of the tourism trade that<br />
these settlements attract. Penrith, outside of the <strong>National</strong> <strong>Park</strong>, is the<br />
main retail centre for communities in the East area.<br />
3.13.7 The settlements are attractive places to live due to the accessibility to<br />
Penrith and its employment opportunities. The area has a good<br />
reputation for schools, open spaces and low levels of crime. There are<br />
small primary schools in Penruddock and Glenridding/Patterdale. There<br />
are limited sports and recreation facilities, due to the small size of the<br />
settlements. Communities in Penruddock, Pooley Bridge and Askham<br />
tend to travel to Penrith to access sport and recreation facilities.<br />
3.13.8 Agriculture and tourism play a significant part in shaping this area’s<br />
economy. The majority of firms are small, lifestyle and family established<br />
businesses and there is a high incidence of entrepreneurship and<br />
business start-ups. There is a higher proportion of self-employment and<br />
people working from home when compared to other areas in the<br />
<strong>National</strong> <strong>Park</strong>, with 28 percent of the workforce in Pooley Bridge,<br />
Glenridding/Patterdale and Askham working from home.<br />

3.13.9 Penrith is the main employment centre for people from the East area,<br />
and provides serviced industrial plots at Eden Business <strong>Park</strong>. However,<br />
there are concerns about the ability of the current utilities infrastructure<br />
in Penrith to support any further development.
