Recommendation:
Karen Alexander and Nancy Vidler, on behalf of the Lambton Shores Phragmites Community Group,
recommend…..
….that…..the Municipality of Lambton Shores takes advantage of this unique opportunity to become a
leader in the province by supporting a coordinated, comprehensive approach to Phragmites control
throughout the entire Municipality of Lambton Shores. This program will enable the Municipality to
leverage various funding sources in support of this program.
Options:
1. Hire experienced personnel to work with Municipal staff to coordinate Phragmites
Management including (a) development of a comprehensive Management Plan, (b)
obtaining required permits for Phragmites control, (c) landowner education and outreach
(d) coordinating all required Phragmites occurrence mapping, (e) leveraging additional
funding, (d) coordinating and overseeing implementation of Phragmites control, and (e)
assessing program efficacy
2. Assign specific Municipal Staff/Department to coordinate Phragmites Management which
will include (a) preparing a comprehensive Management Plan, (b) obtaining required
permits for Phragmites control, (c) landowner education and outreach (d) coordinating all
required Phragmites occurrence mapping, (e) leveraging additional funding, (d) coordinating
and overseeing implementation of Phragmites control, and (e) assessing program efficacy
3. A combination of Options 1 and 2.
4. Hire, or assign, existing Municipal Staff/Department to coordinate Phragmites control
exclusively on Municipal properties, including ditches.
5. Status quo
Attachment 1: The Challenge
Phragmites australis (Common reed / Phragmites) is considered to be the most aggressive invasive
species of marsh ecosystems in North America and Canada’s worst invasive plant. First observed in the
late 1940’s in Lake St. Clair this robust grass is now established in most Lake Erie and Huron wetlands
and is getting a foot hold in Lake Superior coastal habitats. It is also a common site along Ontario’s major
highways and secondary roads which act as major spread vectors. Once established it can spread very
quickly and the longer a management program is delayed, the more costly and extensive the effort
required.
Within the Municipality of Lambton Shores most of the invasive Phragmites is present on non-municipal
land which greatly complicates management efforts. Without a well planned and executed effort
effective Phragmites management cannot be achieved and financial resources will be wasted.
Currently Phragmites is being managed in Port Franks and a short and long term multi-partnered program
is in place. This program was spearheaded by the Lambton Shores Phragmites Community Group (LSPCG)
which is composed of a group of dedicated individuals who have donated countless hours. They have also
been instrumental in initiating a successful Phragmites control effort in Grand Bend and expanding
outreach to other areas throughout the Municipality of Lambton Shores along with assistance from Dr.
Janice Gilbert. Through site visits to these areas and in talking with a number of property owners it quickly
became apparent that a serious issue with Phragmites exists within all of the small communities present
along the shoreline south of Kettle Point. It was also apparent that many landowners have been struggling
with Phragmites for a number of years and are frustrated with the challenges involved in its control. Some
have been trying to deal with the plant on their own and employing environmentally harmful, illegal, or
ineffective management techniques. Others find the problem too overwhelming to deal with and are very
cognizant of the fact that efforts to control Phragmites on their property alone, without similar efforts all
along the shoreline, will be futile. In all cases there was great interest and support for a well managed and
comprehensive control program. Many of these areas fall within the jurisdiction of the St. Clair
Conservation Authority however, to date there has been no interest in taking the lead on Phragmites
control initiatives. There is also a large section of coastal wetland that is Crown land just south of Kettle
Point. The OMNR have been contacted and there is interest in dealing with the Phragmites on this
property however they are not able to assist with Phragmites control throughout the entire Municipality.
What is required at this stage is a comprehensive Management Plan to be developed to guide both
short- and long-term Phragmites control initiatives for all of Lambton Shores. The ‘Plan’ should include
information on: 1) the current extent of Phragmites, 2) site specific control options, 3) associated costs,
4) required permits, 5) site prioritization, and 6) short-and long-term management capacity and
infrastructure requirements. It is anticipated that once this plan is in place, and each of the affected
stakeholders are engaged, many of the local community groups will financially support the control
initiatives and assist with their implementation. This ‘Plan’ will prove invaluable for leveraging the
remaining required funds from outside sources and also for tracking program effectiveness.
The Municipality of Lambton Shores will be providing a critical leadership role by supporting the
development of a comprehensive, effective, and efficient Phragmites management strategy. This
proactive approach will ultimately save time, money, and effort and become a positive model for other
municipalities. It will also put Lambton Shores at the forefront of Phragmites management in Ontario
thereby highlighting the progressive and strong leadership in our community.
Attachment 3: Option 1 Proposal
It is recommended that Janice Gilbert be contracted to develop the Municipality of Lambton Shores
Phragmites Management Plan. Karen Alexander (Lake Huron Centre for Coastal Conservation) will be
subcontracted by Janice to assist with portions of the plan. Nancy Vidler (Chair) of the Lambton Shores
Phragmites Community Group has offered to continue assisting on a voluntary basis. Dr. Gilbert
developed a 5 year Phragmites Management Plan for Kettle and Stony Point First Nations and has been
managing the implementation of their Phragmites control program. She has also initiated assessments
of Phragmites throughout the Municipality of Lambton Shores. Karen Alexander assisted with the
Phragmites management program at Kettle Point by providing valuable educational and outreach
materials. She also mapped Phragmites along Lambton Shores as part of her comprehensive report on
Phragmites invasion along the Lake Huron coastline. Nancy Vidler has been actively engaged in meeting
with individual landowners and obtaining valuable information. Other LSPWG members have also been
involved in these efforts and would be available to assist as required.
Based upon the scope of this project and the anticipated data collection yet required, it is estimated that
$15,000 be budgeted.
Lambton County to fight phragmites on a larger scale
Heather Wright
QMlAgency
They're everywhere and it's time to
do somethingaboutit.
That's the message from Lambton
County councilors after hearing the
phragmites, an invasive tall grass, is
clogging up virtually every ditch in the
county not maintained by landowners.
Lambton Shores Mayor Bill Weber
first raised concern about the"weeds,
saying they were clogging up ditches
restricting drainage.
Over the summer, students mapped
the locations of the weed stands. Iason
Cole, Lambton's manager of public
works, says Weber's concerns were well
founded. Phragmites are literally everywhere.
"Phragmites are present everywhere
throughout the county where
there is not a maintained lawn or a
curbside environmenti' he told councilors
at a recent committee meeting.
Cole says the county only cuts roadside
ditch areas twice a year to keep
costs down. That won't be enough to
keep the phragmites under control. And
Cole says publicworks crews have to be
careful not to cut the stalks when they're
in seed. "The seeds are just prolific...
you'll have more phragmites by cutting
a grown stalk dornrn than noti'
Cole says the county has tried using
herbicide and selective cutting in some
small areas thisyea4, but councilors say
it is time for a more aggressive
approach.
Weberwho firstraised concern about
the invasive weed nearly 18 mon*ths
ago, says private group in Lambton
Shores has had success removing
phragmites from the Port Franks area,
but more needs to be done.
"\,Ve've studied i! mapped it, GPS-ed
it; when are we going to put some
moneyin the budget and control a large
area?l' says Weber.
"My criticism is we're doing absolutely
nothing and it is proliferatinginto
the neighbouring (farm) fields and the
farmers are blaming usi says Lambton
CountyWarden Steve Arnold. "Take a
section of the county and take a couple
of hundred of kilometers and do something...take
Lambton Shores or Warwick
and just do it...Just show them this
is what we're doing here to see if it
worksl'
The council committee agreed itwas
time for action asking staffto come up
with a long-range plan to control phragmites.
Thatwill return to a committee
meeting before budget so money can
be set aside for the program.
Under the right conditions, invasive Phragmites can"reach a towering height of five metres.
Lake Huron Centre for Coastal Conservation
Organizational Background
The Lake Huron Centre for Coastal Conservation was cofounded
in 1998, by Geoff Peach and Patrick Donnelly.
Geoff and Pat each worked for over 10 years as shoreline
conservation specialists on Lake Huron. It became evident
that government involvement (at all levels) in the coastal
environment was ad hoc, inconsistent, and fractured over
many agencies and jurisdictions. In the absence of a
coherent government direction or involvement on the coast
of Lake Huron, the Centre for Coastal Conservation was
developed as a grassroots organization that could respond
to the needs of the coastal environment and local
communities.
A founding Board of Directors was established, and included
some well established conservationists in the region.
1. Dr. Wayne Caldwell, Huron County Planner and
Professor at University of Guelph.
2. Matthew Pearson, Environmental Planning
Consultant, BM Ross & Associates.
3. Martin Parker, Municipal Clerk and Naturalist.
4. Brian Kelly, Lawyer
The Centre was incorporated as a non-profit corporation,
and received its charitable status in October, 1998. The
objects of the organization, as outlined in its Letters Patent,
are:
a) To preserve, protect, restore and improve the natural
resources and environment of Lake Huron.
b) To promote shoreline conservation through
demonstration projects, education programs and local
stewardship initiatives.
c) To promote increased dialogue, communication and
co-operation amongst levels of government, citizens
and community groups in conserving the Lake Huron
coastal environment.
d) To promote coastal related academic research to be
carried out along the Lake Huron shoreline.
In 2003, after extensive community consultation, the Centre
developed a Strategic Plan. This was an effort to formalize
the work of the Centre and set a course for the future. The
26
1

Lake Huron Centre for Coastal Conservation
community reaffirmed the Centre’s priorities for Lake Huron
as:

Water Quality
Coastal Processes
Biodiversity, and
Climate Change
The community also identified what programs the Centre
should focus its efforts. These included:

Research
Education and
Community outreach
For its first twelve years of operation, the Centre’s presence
existed as a “virtual office” whose ‘storefront’ was its internet
website. Much of the Centre’s body of work would be
accessible to the public through the internet. Centre staff
worked at a home-based office in Blyth until 2010, when a
physical storefront office was established in Goderich,
Ontario.
Funding
When the Centre was being developed, the intent was
to develop a model where the operation was funded 1/3
by each of the federal, provincial and municipal
governments. The municipal funds could be obtained
through partnering with Conservation Authorities who could
then levy their shoreline municipalities. The benefit of this
partnership would be an institutional relationship between
the Centre as the coastal based organization, and the
Conservation Authorities as the watershed based
organizations. That partnership, it was believed, could aid in
consistent program delivery. As it turned out, only Saugeen
Conservation and Maitland Valley Conservation Authority
became full partners. Other CAs were not willing or able to
pursue similar funding arrangements with their
municipalities. Both federal and provincial governments
embarked on budget cutting exercises in the intervening
years and were reluctant to commit long term funding. The
Maitland and Saugeen CAs each commit $10,000 annually
27
2

Lake Huron Centre for Coastal Conservation
to the Centre’s operation. These CAs and their municipalities
receive ‘preferred client’ services for their commitment.
The Centre’s funding has generally been project based.
Since its inception, the Centre has been awarded over $1.4
million in grants.
As a charitable organization, the Centre receives donations
from time to time. In 2009, the Centre received a generous
bequest from Mr. Jolley in the amount of $75,000. This
funding enabled the Centre to open its storefront office in
Goderich and hire an office staff person for one year.
The Centre also receives revenue for fee-for-service
activities, where outside organizations or individuals pay
directly for specific services.
What is the Coastal Centre?
The Lake Huron Centre for Coastal Conservation was founded in 1998 with the goals of protecting and restoring
Lake Huron’s coastal environment and promoting a healthy coastal ecosystem.
While many grassroots advocacy groups address local issues within the region, the Coastal Centre is the only
grassroots organization focused on protecting the coastal environment lake-wide.
We also recognize that our work has to include the economic and social dimensions of sustainability. We believe
that our coastal communities cannot have a healthy economy unless they have a healthy environment.
OUR PRIORITIES
Our mission is to provide leadership and expertise,
in collaboration with partners, to achieve a
healthy Lake Huron coastal ecosystem.
WATER QUALITY
The quality of our nearshore coastal waters has become
a point of great concern to the Lake Huron community
in recent years.
BIODIVERSITY
The biological diversity of Lake Huron’s coast is being
compromised by over-development, fragmentation of
habitat, the spread of alien invasive species, and
damage to sensitive coastal environments.
Scan this QR code with your smartphone to browse
the Coastal Centre website
CLIMATE CHANGE
Climate change has far reaching implications for the
Lake Huron environment. All of us who work, rest or
play along the Lake Huron coast will be affected.
COASTAL PROCESSES
Coastal processes like water level fluctuations, flooding,
erosion, coastal wetland processes, and beach and
dune systems are vital to the ecology of Lake Huron.
ECONOMIC TASK FORCE REPORT 2012 5
CHAPTER ONE – FOCUS AND FRAMING
Introduction
The 2010 Municipal council of Lambton Shores began strategic planning meetings
beginning 2011. During the Lambton Shores strategic planning sessions council, through
exercises designed to bring forth recommendations to amend and design the strategic plan,
agreed that the formation of an Economic Development Committee (EDC) would greatly
enhance council’s ability to act proactively with regards to Economic Development.
The research and the recommendations within this report will allow proactive decisions
by council to allow the Municipality to mature within the broader scope of the strategic plan.
Timely recommendations from an EDC will give access to a more efficient use of time and allow
information to be available from citizens focused upon economic development in Lambton
Shores.
Council passed a motion to create an Economic Task Force (ETF) to create
recommendations for the formation of an EDC providing the following mandate.
To undertake the exploratory and background work necessary to establish an Economic
Development Committee and prepare preliminary recommendation for Council for inclusion in
the Strategic Plan.
46

ECONOMIC TASK FORCE REPORT 2012 6
Systems Analysis of the Opportunity
The blend of Municipal Council and Economic Development of this Municipality is
complex. The duty of the Council is to encourage Economic Development while balancing the
needs and wants of the electorate. In certain circumstances the goals of the two are incongruent.
While easily agreed that more jobs enhance the quality of life of residents, the perceptions of the
nature of Economic Development is not always positive. On the other hand business willing to
invest in the Municipality may find Municipal Policies restrictive and perceive a resistance to
their objectives. Municipal Council must attempt to achieve the expectations of business while
balancing the wishes of an electorate and the expectations of business.
Lambton Shores is a diverse community of communities supporting many business
sectors, varying from agriculture, tourism and all services, private and public. The opportunities
available to these sectors also vary dramatically as the global economic system adjusts.
Lambton Shores is also a Municipality that belongs to and is a partner the larger entity of
Lambton County. The County also has the mandate to best balance the needs of an electorate and
business interests on a larger scale. The importance of having policies and making decisions
which are congruent with county policy is vital to ensure the minimum duplication of services
and the greatest utilization of services available be used effectively.
Lambton Shores is required to ensure that all provincial and Federal Acts are enforced
and incorporated into municipal policies and by-laws. Policies incorporating these Acts may
seem to disturb the balance between residents and business interests. It is important for council to
know where its jurisdictional boundaries are and what options are available to minimize negative
47

effect.
Organizational Context
The Lambton Shores Municipal web site describes Lambton Shores as;
A thriving community of neighbourhoods, both rural and urban, encompassing the
shores of Lake Huron.
(http://www.lambtonshores.ca/living/ourcommunity/index.htm 2001).
And further explains that;
The Municipality of Lambton Shores came to be when the Towns of Bosanquet
and Forest, and the Villages of Thedford, Arkona and Grand Bend amalgamated
in 2001. Lambton Shores is home to …businesses and a longstanding farming
industry. Our 12,000-plus residents include young families, retirees, and everyone
in between. (http://www.lambtonshores.ca/living/ourcommunity/index.htm
2001).
Lambton Shores maintains a road infrastructure of approximately 700km of roads, paved
and gravel, one sewer system with four sewage plant facilities, street lights throughout the
Municipality, waterlines, two arenas, and numerous recreational parks and fields and trail
systems.
Official documents approved by the Municipal council and are utilized as guiding
documents are; The Official plan, The Parks and Leisure Recreational Master Plan, The
Community Design Plan, The Roads Needs Study, The Grand Bend Beach Study and numerous
policies ranging from; Grant procedures, liquor by-laws and various “good neighbour” by-laws.
48

ECONOMIC TASK FORCE REPORT 2012 8
The operations and running of Lambton Shores is accomplished through a staff of
Municipal Employees which are divided into departments. The Municipal web site explains as
follows;
The Municipality of Lambton Shores is comprised of three departments:
Community Service, Finance and Clerks.
The Community Services Department is responsible for a multitude of municipal
services in The Municipality of Lambton Shores. From the maintenance and
rehabilitation of our local infrastructure including roads, sewers, water mains,
sidewalks, street lights, to parks, harbours, beaches and cemeteries. Community
Services employees are a highly visible and familiar presence in the lives of the
citizens of Lambton Shores.
The Finance Department is responsible for the administration and maintenance of
all financial records; including the day to day administration of the capital and
operating budgets; financial reports, billing and collection of municipal taxes and
water and sewer, processing of accounts receivables and accounts payable.
The Clerks Department has responsibility for Council and Committee services,
administration of Building Inspection, licensing, by-law enforcement including
animal control, and parking enforcement, official records, cemetery administration
and the day to day administration of planning, zoning, and severances.
ECONOMIC TASK FORCE REPORT 2012 9
CHAPTER TWO – CONDUCT OF RESEARCH
Research Approach
To complete the mandate from Council forming recommendations for the formation of an
effective EDC, a research method needed to be selected. With the scope and scale of the
mandate combined with a short research window opportunity and the availability of a small ETF
group, an action research approach was determined.
Action research allows for the use of qualitative and or quantitative research decisions to
be combined and acted upon during the process. The opportunity to revisit assumptions and
conclusions during the research process was deemed essential for this mandate. Using an action
research process, a relatively small group is able to amend thought paths continuing towards the
formation of recommendations necessary to complete this mandate.
With recommendations of the ETF for the formation of an EDC the form of information
encouraged was principally social in nature. Economic development for the; use of, bettering of
and growth of society directed the approach of the research chosen.
Comprehensive understanding of the information gathered from residents and social
institutions required to have contributions of social opinions encouraging a full and open
opportunity to generate dialogue. Therefore, a social based research approach was essential.
Schutz writes;
The basic postulate of the methodology of social science therefore must be the
following: Choose the scheme of reference adequate to the problem you are
interested in, consider its limits and possibilities, make its terms compatible and
consistent with one another. (Schutz, 1970, 270.)
Using this reasoning a qualitative approach to complete this mandate was decided.
50

ECONOMIC TASK FORCE REPORT 2012 10
For this mandate using a qualitative approach to the research a qualitative method
encouraging insight to the needs of the Municipality was selected. Ted Palys in his book
Research Decisions writes. “Exploratory research (sometimes called formu-lative research) aims
to gain insights into a phenomenon often in order to formulate a more precise…hypothesis.”
(T,Palys, 2003, 72.). Exploratory research, using an inductive method of qualitative research is
strategic in nature which generates initial exploration where a theory or direction emerges.
Allowing for the short time span combined with a small group to effectively meet the mandate
and produce, relevant, insightful recommendations for council this method was selected.
The recommendations for council to consider are the result of using an action research
qualitative approach utilizing an inductive exploratory research method.
Task Force Participants
The formation of the ETF began with an advertisement for nine citizens to be selected to
be members of the ETF. The quality of the applications dictated that the ETF be expanded to
fourteen in order to include the largest cross-section of the population and to accept a
representative of the Forest Business Improvement Association (BIA) and the Grand Bend
Chamber of Commerce (CoC).
Two Councillors were selected co-chairs of the ETF and the Mayor sat as ex-officio. One
member of staff was present to keep minutes and record recommendations as identified.
The ETF members consisted of representatives from; both genders, industry, agriculture,
tourism, service representatives and ages ranging from twenty two to mid to late sixties. A broad
spectrum of political ideologies was present allowing for full and productive debate.
51

ECONOMIC TASK FORCE REPORT 2012 11
Task Force Conduct
With the members selected discussions were held to decide priorities and data collection
methods for the recommendations. Meetings were held the first and third Wednesday of each
month beginning in May through October. Meetings, while under the structure of a committee
were modified to allow round table discussion encouraging the maximum flow of thoughts,
concepts and assumptions to be discussed and debated.
Invitations were extended to Tourism Sarnia Lambton (TSL), Sarnia Lambton Economic
Partnership (SLEP) and the Sarnia Lambton Business Development Corporation (SLBDC) to
explore partnerships and information.
Teams were formed within the ETF to recognize what industry business types were
available within Lambton Shores and tasked to create a master list to add to the existing SLEP
data base.
The ETF tasked itself with the creation of a mandate statement for the EDC to work
within.
Two surveys were created to receive data from the general public and
entrepreneurs to verify and augment recommendations composed by the ETF. The
surveys were available in hard copy and also available on the Municipal web-site.
Five public meetings were held throughout Lambton Shores to allow residents to give
opinion and feedback and were asked to fill out the surveys.
The data from the surveys were compiled and grouped according to the general consensus
of the ETF.
52

ECONOMIC TASK FORCE REPORT 2012 12
Data Analysis
ETF meetings were held under the format of a committee with flexibility through the use
of a round table setting, enabling and promoting full and frank debate exploring all issues and
assumptions regarding what economic development meant to each member of the ETF. Final
recommendations and amendments to recommendations were voted upon and recorded in the
minutes.
Using the inductive exploratory method of qualitative research, survey results were
analyzed in a qualitative manner identifying trends and grouping identifying deeper meaning to
the data received. Open ended questions from both surveys were grouped into the following subsections;
recreation, infrastructure, social, services, negative and positive.
Ethical Issues
Fewer than one hundred survey results were received for compilation; while valuable they
represent only a small proportion of the general public. From this small proportion the ETF was
careful not to focus exclusively and to focus more upon the general flavour of the information
received and grouped for insight.
Past history within Lambton Shores and political ideology were evident from all sides of
the debates. However, all participants respected the diverse points of view brought to the
meetings and allowed to be heard. The amount of respect for the diplomatic methods used during
the process allowed for civil and productive sessions.
ECONOMIC TASK FORCE REPORT 2012 13
CHAPTER THREE – TASK FORCE PROJECT RESULTS AND CONCLUSIONS
Task Force Findings
Round table discussions identified a need for the EDC to have a mandate to work under.
The following mandate was suggested.
The definition of Economic Development as determined by the Economic Development Task
Force is:
Economic Development in Lambton Shores is the process by which we create, retain and
reinvest wealth by mobilizing human, financial, physical and natural resources which
generate marketable goods and services, promote business retention and expansion and
create job growth for the betterment of our citizens.
Discussions identified that an EDC needs to be formed for the long term and that the
most efficient committee for this body will be a standing committee.
The E.D.T.F. will recommend that the committee be a standing committee rather than an
adhoc committee. The E.D.T.F. also agreed that the committee should be advisory and have
Councillors and people from the community with specific background knowledge. The chair
does not have to be a Council member.
The committee should include:
Voting Members
Non-Voting Members
2 Councillors Lambton Shores C.A.O
1 Mayor Advisory Professionals- S.L.E.P & T.S.L.
6-8 Citizens
Sub-sequent debate of the membership of the EDC revolved around the importance of
having maximum representation at the municipal and county level. It was decided that a
recommendation that a county council member be the best candidate to best represent Lambton
Shores as a member of the EDC. Further discussion revolved around the issue of whom. The
54

ECONOMIC TASK FORCE REPORT 2012 14
office of Deputy Mayor was identified as the office best suited to represent the EDC at two levels
of government. The Deputy Mayor has access to both levels of government and even though the
Mayor is ultimately accountable for the total operation of municipal government and therefore is
hard pressed to place a large amount of focus on economic development a Deputy Mayor can
work with the Mayor at the county level to have a more coherent strategy in forwarding the
interest of Lambton Shores.
E.D.T.F. 12-0905-03 Moved by Glen Van Valkenburg
Seconded by Sarah Hornblower
That the recommendation for the makeup of the Economic Development Committee be
altered to include:
1 Mayor (Ex Officio)
1 Deputy Mayor
6 Citizens
Discussions identified the importance of enhanced representation of economic
development for Lambton Shores at the two tiers of government. Creating a permanent position
tied to the political office of Deputy Mayor will alter the job description of that office. The office
will be a member of the EDC but not necessarily the chair. The chair will be held by the most
qualified member elected by the other members and approved by council. The EDC will be better
able to advise council with a primary contact permanently tied to the office of Deputy Mayor.
The EDC will act as an advisory board for council and the Deputy Mayor will be able to more
effectively represent Lambton Shores at the county level, ideally being involved with the county
level economic development offices.
E.D.T.F. 12-0905-02 Moved by Sarah Hornblower
Seconded by Jean Hill
That the Deputy Mayor be included on the Economic Development Committee, to
promote economic development at the municipal and county levels.
Carried
Include mandate and job description for Deputy Mayor
Discussions surrounding EDC funding identified the amount of work required by EDC
members, conferences, expositions, travel, administration support and honourariums. It is
recommended that an initial budget be approved after a staff report be requested to outline costs
associated with it.
Budget
The Economic Development Committee will need an administrative budget and a budget
to cover; supplies, marketing and promotional tools, mileage, honourariums, professional
development and conferences. The budget can be added to in the future, through requests to
Council. The E.D.T.F. will recommend that the E.D.C. have a budget for the above items as a
contingency fund. Large expenses such as the purchase of land, for example, would have to be
passed through Council.
Communication was a discussion area that reoccurred throughout the meetings and tied with it
customer service from the municipal offices.
Communication
Communication is important and a recommendation could be to develop a system to keep up to
date on technology, to have information added to the website and to provide an email address to
communicate through.
Lambton Shores should brand itself as a place to grow for everybody. Lambton Shores needs to
have a sustainable economy and community and promote positive growth.
There is a strong belief that farmland must be left as farmland.
We can’t force development.
SURVEY COMPILATION AND TRENDS
A full transcript of all survey comments can be made available upon request.
Using the structure determined at the September 19 meeting, the survey results for general survey
questions 6, 7, and entrepreneurial survey questions14 and 15 were sorted into the following categories:
a Recreation
b Infrastructure
c Social
d Services (including tourist services)
e Negative (comment not related to question)
f Positive (comment not related to question)
-- Not Applicable
General survey question 8 will also be included in the report, however the answers did not require sorting
as the question was simply asking for a definition.
General Survey Question 5 Results
Question 6 Results
Infrastructure and social seem to be the biggest concerns.
If you compare the results from question 5 and question 6, they support each other.
Question 7 Results
The citizens want better services
and infrastructure. Overall, they're
satisfied with the recreation, and
social aspects. The negative
comments are centered around
some decisions that were made.
57

ECONOMIC TASK FORCE REPORT 2012 17
Entrepreneurial Question 14 Results
Question 15 Results
There were a lot of negative responses for question 14. Recreation, services and infrastructure are all
considered good improvements in the past five years.
For question 15, infrastructure such as sewers and parking and some services are considered projects to
be completed to improve quality of life in Lambton Shores.
Many negative comments throughout the survey reflected a perception that customer
service around information from the municipal office was insufficient. Customer service was the
main theme of complaint. The Municipality is currently performing a survey to gather research
concerning communication. It is recommended that the results of that future survey be referred to
the EDC for study and inclusion in the resulting reference material listed in this document. Both
surveys showed a need for continuous improvement surrounding; infrastructure, social and
recreation. The EDC identifying the most economical and effective mechanisms to strategically
provide guidance to council should be a recommendation.
58
