A pamphlet comparing the terms of the Versailles
Treaty with Ge rmany's method of dealing with conquered
countries should be given wide circu18tion.
3. Treatment of the German People after tho

occupied by Allied forces, that simultaneously there
will be uprisings of slave labor and of civilians in
