At the <strong>Traffic</strong> <strong>Committee</strong> meeting on 3 <strong>February</strong> 2012 it was resolved:<br />

THAT <strong>Council</strong> install “No Right Turn 6am-10am Mon-Fri” signage on West St into<br />

Holtermann Street for a trial period of six months and the matter be reviewed in six<br />

months time.<br />

The “No Right Turn 6am-10am Mon-Fri” signs were installed on 16 July 2012.<br />

Before the signs were installed a notification letter was sent out to the residents in the<br />

surrounding area advising them of the changed traffic conditions.<br />

A feedback link was also set up on council’s web page to allow the community to<br />

provide <strong>Council</strong> with their views on the trial “No Right Turn” restriction. At the time<br />

of writing this report <strong>Council</strong> had received 77 submissions on this trial.<br />

<strong>Traffic</strong> counts in the impacted streets were obtained prior to the “No Right Turn 6am-<br />

10am Mon-Fri” signs being installed and during the trial period in order to determine<br />

the effectiveness of the restriction.<br />

Recommending:<br />

1. THAT <strong>Council</strong> remove the “No Right Turn 6am-10am Mon-Fri” signage on West<br />

St into Holtermann Street as soon as possible.<br />

2. THAT <strong>Council</strong> advertise the removal of the signage in the Mosman Daily and<br />

<strong>Council</strong>’s website.<br />

3. THAT <strong>Council</strong> advise Holtermann Precinct of its decision.<br />

Resolved to recommend:<br />

1. THAT <strong>Council</strong> remove the “No Right Turn 6am-10am Mon-Fri” signage on West<br />

2. THAT <strong>Council</strong> advertise the removal of the signage on West Street into<br />

Holtermann Street, Crows Nest in the Mosman Daily and <strong>Council</strong>’s website.<br />

3. THAT <strong>Council</strong> advise Holtermann Precinct of its decision to remove the signage<br />

on West Street into Holtermann Street, Crows Nest<br />

4. THAT <strong>Council</strong>’s EPS Department continue to monitor the traffic situation in<br />

Holtermann Street.<br />

<strong>Council</strong>, the Police, the RMS and the two MP respresentatives voted for the<br />

recommendation. <strong>Council</strong>lor Reymond did not support the recommendation.

Impact on Bicycles: The current “No Right Turn 6am-10am Mon-Fri” restriction also<br />

applies to cyclists, which pushes them to turn right at the traffic signals at Ernest St, which<br />

may create a safety issue.<br />

Impact on Pedestrians: Conflicts between vehicles and pedestrians due to increased vehicle<br />

volumes in Ernest Lane where there is no footpath for pedestrians has been raised as a safety<br />

issue.<br />

On 3 <strong>February</strong> 2012 the <strong>Traffic</strong> <strong>Committee</strong> approved the installation of a “No Right Turn<br />

6am-10am Mon-Fri” sign on West St into Holtermann for a period of six months and that the<br />

matter be reviewed in six months time.<br />

The signs were installed on 16 July 2012 and the trial finished on 16 January <strong>2013</strong>.<br />

As part of the trial a notification letter was sent out to the residents in the surrounding area<br />

advising them of the changed traffic conditions. A feedback link was also set up on<br />

<strong>Council</strong>’s web site to allow the community to provide <strong>Council</strong> with their views on the trial<br />

“No Right Turn”. We have received 77 submissions on this trial, the majority from residents<br />

who live in the <strong>North</strong> <strong>Sydney</strong> <strong>Council</strong> area and who were against the signs.<br />

<strong>Traffic</strong> counts in the impacted streets were obtained prior to the No Right Turn 6am-10am<br />

Mon-Fri signs being installed and during the trial period to determine the effectiveness of the<br />

restriction.<br />

The results of the traffic counts and the feedback are detailed below.<br />

Enforcement<br />

NSW Police carried out enforcement of the “No Right Turn 6am-10am Mon-Fri” restriction<br />

during the trial period. A total of 218 traffic infringement notices was issued over 19 days<br />

between 4 September 2012 and 23 November 2012 for “disobey no right turn sign”.<br />

Holtermann Street experienced a reduction of 217 vehicles during the AM peak and an<br />

overall reduction of 168 vehicles per day during the trial.<br />

Ernest Lane (+90) and Ernest Street (+138) experienced increases in west-bound traffic<br />

volume during the AM peak. Ernest Street (-797) experienced an overall decrease in daily<br />

traffic volumes whilst Ernest Lane (+74) experienced a significant increase in daily traffic<br />

volumes, more than double those observed prior to the No Right Turn restriction, although<br />

still well below the environmental goal for local access ways of 100 vehicles per hour.<br />

It is clear that a large proportion of displaced Holtermann Street vehicles are using Ernest<br />

Lane to travel west during the AM peak. This is not a desirable outcome given the restricted<br />

width of Ernest Lane.<br />

Burlington Street appears to have a significant increase in westbound traffic and a similar<br />

decrease in eastbound traffic, whilst the total vehicle volume has generally remained<br />

unchanged. There have been no notable changes to the traffic conditions to explain such a<br />

deviation in the eastbound traffic so it is assumed that the east and west data for one of the<br />

reports were accidentally switched around. Therefore it is assumed that Burlington Street has<br />

experienced negligible impact since the No Right Turn restriction was installed.<br />

Therefore, whilst the “No Right Turn 6am-10am Mon-Fri” restriction has resulted in a<br />

reduction in vehicle volumes in Holtermann Street during the AM peak, the displaced traffic<br />

has not been dispersed to Ernest Street and Burlington Street as anticipated. The majority of

vehicles are using Ernest Street and Ernest Lane to travel westbound which has the potential<br />

to impact on amenity in those streets, particularly due to the restricted width of Ernest Lane<br />

and impacts on the traffic signals at Ernest Street and West Street, due to an increase in the<br />

number of right-turning vehicles at the signalised intersection.<br />

Of the respondents who provided feedback during the trial period, 10% were in favour of the<br />

No Right Turn restriction and 85% were against the restriction. Of those against the<br />

restriction, 78% are residents of <strong>North</strong> <strong>Sydney</strong> <strong>Council</strong>.

Respondents In Favour of Retaining No Right Turn during AM peak from West St into<br />

Holtermann St<br />

While we are fully supportive of the new “No Right Turn 6am-10am” restriction on<br />

Holtermann, no one, and I mean NO ONE, is adhering to the new restriction. In the<br />

30 seconds or so I that I could see the intersection in my walk to work today I saw no<br />

fewer than 8 cars make the turn. My wife and neighbour had the same experience<br />

yesterday. For it to be effective, and for us to gauge the usefulness in the six month<br />

trial, it needs strong enforcement for a period of time.<br />

The restriction is a six month trial but unless enforcement begins soon it will be<br />

pointless. This week I have observed no fewer than six cars in three minutes each day<br />

making what is now an illegal turn. Whether it's through lack of concern or because<br />

the sign is too high, that figure extrapolated out is over 500 cars per day! And that's at<br />

the relatively low volume time of 7:30am. What is the council going to do about<br />

enforcement during this trial?<br />

This is fantastic as a resident it makes our street safer, so many people are flaunting<br />

the rule and turning right though - please ask <strong>North</strong> <strong>Sydney</strong> police to monitor this!<br />

<strong>Council</strong> recently installed a trial no‐right turn sign from West Street into Holtermann<br />

Street that operates from 6‐10am (thankyou). Unfortunately a small proportion of<br />

traffic is now using Ernest Lane as an alternative route. They are overtaking<br />

stationary traffic in West Street in order to make the right turn in an unsafe manner,<br />

and they are travelling at unsafe speeds in a single lane lane‐way where the garages<br />

have limited visibility of oncoming cars. In addition, <strong>Council</strong> services (garbage,<br />

recycling etc) may travel in the opposite direction in the same general time period on<br />

some days. Would it be possible to install a no‐right turn sign in West Street to<br />

protect Ernest Lane for the same trial period as for Holtermann Street? Otherwise I<br />

think there will be an accident.<br />

Thank you for arranging the police to be in our street yesterday. They pulled over and<br />

booked only about 1% of the drivers ignoring the No Right Turn. This was due to the<br />

sheer numbers doing this and the limited resources they had. This still leaves the<br />

majority of drivers oblivious of the No Right Turn. I was wondering if the police<br />

could redirect all the drivers they are unable to book back down Thomas Lane and<br />

simply advising them that they will be booked next time if they continue to ignore<br />

the sign. I think this will then make many more drivers aware of the No Right Turn<br />

which is what we are really trying to achieve. Also residents are reporting that many<br />

drivers are now using Ernest Lane as their new rat run (in blue below); not<br />

unexpected so a another No Right Turn will be needed there in the future.<br />

I think it's been brilliant having the no right turn restriction in place on weekday<br />

mornings and I hope that <strong>Council</strong> decides to make it permanent. It has definitely<br />

prevented traffic blockages on West St of people queuing behind cars wanting to turn<br />

right into Holtermann St.<br />

I would like this rule to be made permanent. As a resident of 10 yrs in the area<br />

without a car I travel on foot power everywhere. I find that cars swinging into & out

of West St & Holtermann St have very little respect for pedestrians. I care for my<br />

very young grandchildren who live in Ernest St, walking home from Cammeray<br />

School from 4pm daily is often life threatening due to the speed of traffic turning at<br />

this T intersection.<br />

Respondents Against Retaining No Right Turn during AM peak from West St into<br />

Holtermann St<br />

I wish to complain about the recent ‘no right turn’ for southbound traffic on West<br />

Street that turns into Holtermann Street. I acknowledge that this is a trial no right<br />

turn and that we have the right to make suggestions, hence this e-mail. My usual<br />

traffic route is to take Alpha Road, take the ramp, turn right onto West Street and<br />

then turn right again to get to my workplace which is on the corner of West Street<br />

and Holtermann (the not-for-profit organisation Rising Generations). We have our<br />

own car park at the back of our office. It is a terrible inconvenience to not be able to<br />

turn right onto Holtermann Street, the street I work on. The street prior to<br />

Holtermann is Huntington and this is a one way only street, so I cannot turn there,<br />

and with a no right hand turn at Ernest Street also, I am adding a solid 5-8minutes<br />

more to have to get to my work place and this is a huge inconvenience. May I please<br />

propose that the no right hand turn for southbound traffic on West Street into<br />

Holtermann Street please be taken down as it causes a terrible inconvenience not only<br />

to myself but my 11 other colleagues that also use this road to get to our workplace.<br />

The No right turn sign at the corner of Holtermann St is causing a problem for access<br />

to St Leonards. I am against <strong>Council</strong>'s suggestion to trial the no right turn sign<br />

especially during the mornings. There are so many no right turns along West St, that<br />

it is becoming almost impossible to access Crows nest or St Leonard's in the<br />

The No Right Turn on this street causes congestion on the West St/Ernest St<br />

intersection. I have seen this daily recently on my walk to my <strong>North</strong> <strong>Sydney</strong> offices<br />

from home. The right turn that used to exist at Holtermann St did not cause disruption<br />

to traffic in the morning and the only advantage from the change falls to Holtermann St<br />

residents by way of lower traffic volume. This is not reasonable or fair, as it places<br />

undue stress on other residents and users of West St and Ernest St. Holtermann St<br />

already has speed humps – there should be no further impediments to allowing traffic<br />

on Holtermann St in the morning. Please remove this No Right Turn sign.<br />

I am disappointed at the decision to put a no right turn sign at Holtermann st in<br />

Crows Nest. Please accept this email as negative feedback for the purposes of the<br />

trial period. There is already a lack of west bound streets into the crows nest area, and<br />

this addition will exacerbate the problem.<br />

I believe it would be the wrong decision to make this a permanent arrangement as it<br />

adds to congestion at the corner of West Street and Ernest Street and either requires a<br />

driver trying to get to Chandos Street or any of the streets parallel to Chandos either<br />

to turn right again at the next traffic light or to turn right into to the laneway that runs<br />

between Ernest and Holtermann, which is hardly appropriate for anything more than<br />

light traffic. As there is little or no congestion in Holtermann Street or at the<br />

roundabout at the end of it, it is difficult to understand what the purpose of banning<br />

right hand turns might be. It’s not a particularly narrow street and doesn’t have a

school or other vulnerable facility on it and it has commercial businesses present (in<br />

other words it’s not a residential‐only street). While I’m sure that those who do live<br />

on it would prefer it be quieter, it’s always been a moderately busy street; it’s not a<br />

laneway that people are taking a short cut through, it’s a road that has always been<br />

used to connect two other principal streets. Further, I would like to complain about<br />

the form of ‘consultation’ being carried out. The signs that say that there will be a<br />

consultation period are tiny. I only realised what they were when I deliberately<br />

stopped to read them. The print is tiny, and too small to read from a car. In other<br />

words, no driver who didn’t stop to read the signs would ever know that council is<br />

seeking feedback. This is clearly not genuine consultation; it would appear more that<br />

<strong>Council</strong> has already made up its mind Finally, if council does decide to persist with<br />

its decision, an exception should at least be made for bicycles. To force bicycle riders<br />

to turn right at Ernest street – a very busy road – and share the route with heavy<br />

traffic when a quieter safe route is available with no impact on any other user or<br />

resident is, frankly, stupid and counter to other initiatives to improve bike safety.<br />

I am writing to voice my opinion regarding the New “No Right Turn” at Holtermann<br />

St from West St Cammeray. I use this right hand turn twice a week to go to work at<br />

St Leonards. I travel along this street around 7am and at that time there is very little<br />

or no traffic coming in the opposite direction so I do not hold any traffic up behind<br />

me when I make that right hand turn. However if I have to travel onto the lights at<br />

Ernest St to turn right this holds me up for a considerable amount of time as there is<br />

no green arrow at that intersection and you have to either wait for a couple of change<br />

of lights or run an orange light taking the risk of causing an accident. I want to state<br />

that I am not in favour of keeping the No right Turn at Holtermann Street. This has<br />

no benefit to anyone. You have already taken the ”Turn Left at anytime with care”,<br />

sign away from West St/Ernest St intersection, this is just another inconsiderate<br />

decision by council.<br />

You have recently introduced a "no right turn" between 6am and 10am Mon - Friday<br />

from West St into Holtermann St. This is ludicrous, there are enough driving<br />

restrictions in the city already. Everywhere I go people are doing U-turns just to be<br />

able to turn into the road they want. There is no reason for this new restriction,<br />

people turning right in Holtermann rarely stop the traffic flow along West St. It is the<br />

best and simplest route into Crows Nest and St Leonards so why stop people doing<br />

this Town planning gone mad!<br />

New No Right Hand Turn Sign at cnr. Holtermann and West Streets, Crows Nest I<br />

travel from Cammeray to St. Leonards during a.m. peak hour and usually turn right<br />

into Holtermann Street. The new No Right Hand Turn from 6am - 10 am now forces<br />

me to the traffic lights at Ernest Street, to then travel on busy Ernest Street and into<br />

busy Alexander Street, making my journey twice as long. There is no hold up of<br />

traffic by vehicles turning right into Holtermann Street when I travel about 7.45 am.<br />

If at some stage there is any slowing of traffic, it would be better to have a "No<br />

Standing between 6am - 10 am" for parked cars in West Street opposite Holtermann<br />

Street. Ernest Street and Alexander Street were busy enough prior to this new sign,<br />

and now traffic will be even more.<br />

between the hours of 6am to 10am week days. Interestingly, the prevalence of several<br />

speed humps and 1 hour parking restrictions on this street for many years clearly<br />

show that this street has and always will be a thoroughfare for traffic. I understand<br />

that this decision was made as a result of increased traffic flow due to the installation<br />

of a roundabout at the intersection of Holtermann Street and Alexander Street, Crows<br />

Nest. I also understand that the results of the Community Survey showed an<br />

overwhelming majority did not want any change to the traffic conditions. Further,<br />

<strong>Council</strong>’s original letter accompanying the survey on 23rd <strong>February</strong> 2011 states "If a<br />

change in the existing traffic arrangements at these locations is not considered<br />

warranted by the community, then these proposals may not proceed". This letter<br />

implies that <strong>Council</strong> will abide by the Community’s wishes in this regard and the<br />

proposed traffic restriction most certainly goes against these wishes. As a Cammeray<br />

resident who needs to drive from Cammeray to the far side of Crows Nest and St<br />

Leonards every morning, I do not support the traffic restriction and ask that <strong>Council</strong><br />

abide by the Community’s wish and remove it. I would like to draw to <strong>Council</strong>’s<br />

attention that installing a no right turn sign has only resulted in increasing traffic in<br />

other streets and served no real purpose to the residents of Holtermann Street. For<br />

example, travellers coming from Cammeray, Neutral Bay, Cremorne etc can still<br />

drive westbound along Ernest St before turning right onto West and left into<br />

Holtermann Street. Hence, this does not decrease traffic through Holtermann Street<br />

(as vehicles are legally turning left) and only serves to increase traffic in other areas.<br />

The traffic congestion on Amherst and Miller Street intersection at peak period is<br />

further testimony to this. Rather than council causing drivers to divert through other<br />

streets and increase build up of traffic in the overall area, I urge <strong>Council</strong> to consider<br />

other solutions – for example removing the above mentioned poorly positioned<br />

roundabout and pedestrian crossing that combine to cause this ‘apparent’ increase in<br />

traffic.<br />

I live around the corner in Edwin St, Cammeray and I have been driving this way to<br />

work for two years. It is not a dangerous intersection, there is no congestion when I<br />

pass through up to 8am each day and the existing multiple speed humps keep the<br />

traffic safe. This unnecessary 'no right turn' sign takes me on a circuitous route via 2<br />

sets of lights adding 5 minutes to my journey and for no apparent reason. Please be<br />

advised that I am against this 'no right turn' sign and request that it be removed.<br />

This is a ridiculous thing. All is doing is making cars turn on the Holtermann Lane to<br />

get to Holtermann St. Worse, it is making drivers take longer on the road as now<br />

everyone turns on right onto Ernest St, which is dangerous and can cause more<br />

accidents. I can not comprehend the real reason for this trial and perhaps you should<br />

explain more. I am local resident and I am completely opposed to this prohibition to<br />

stay permanently as it is making it more dangerous for drivers to turn onto other<br />

streets as well as increasing delays in traffic.<br />

The "No Right Turn" is a bad and unnecessary change. This change forces ourselves<br />

and others to turn right instead on the already heavily congested Ernest Street and<br />

typically adds at least five minutes to our travel in the mornings. It is also<br />

unnecessary, as the roundabout at Holtermann and Alexander was a<br />

sensibleimprovement to traffic flow, and Holtermann is rarely backed up much even<br />

in peak hour but this improvement is now largely negated by the inability of<br />

southbound west st traffic to turn right. If the change was for safety or to reduce

hold-ups on West st, then it is also pointless, as it is easy to turn right safely into<br />

Holtermann without holding up traffic, since half the time there is little or no<br />

oncoming traffic (when west st lights are red). We've lived here for 25years, and this<br />

change is just not a good idea.<br />

This sign is clearly not well thought out, at peak hour there are dozens of motorists<br />

who need to use Holtermann Street as a means of reaching the latter half of St<br />

Leonards and the Pacific Hwy. It is the lack of this sign which has prevented the<br />

chaos that is now occurring with cars being backed up on West St for almost half an<br />

hour as the set of lights is so short no cars can get through. In fact, the only reason it<br />

isn't a lot worse than it is because motorists are tired of waiting and are willing to cop<br />

the fine by making the illegal turn thus freeing up the street. If everyone was obeying<br />

this stupid sign then I guarantee traffic would be backed up all the way down West St<br />

preventing cars from exiting the motorway for hours in peak hour. Do yourselves a<br />

favor and spend five minutes at this intersection at 8:15 and tell me it's a good idea.<br />

This change has added a huge amount of time to my journey to work every morning.<br />

As there is no right hand turn arrow at Ernest St it is lucky if one car can get around<br />

so the traffic in West St is becoming gridlocked. The building of the roundabout on<br />

the Holtermann and Alexander had such a great impact on traffic flow and most of<br />

that benefit has now been lost. I appreciate that more cars may be using Holtermann<br />

but we live close to the city and need to expect that we will have traffic. It isn't like<br />

cars are speeding down Holtermann. Please take off this no right turn.<br />

Hi NSC, This no Right turn 6am - 10am provides no value and shifts traffic to other<br />

areas of Crows Nest, increasing congestion and increasing the risk of accidents. The<br />

alternate routes to get Pacific Hwy provide considerable increased time and the other<br />

right turn options have high chance of an accident, as at this time to turn right the<br />

only Safe option is on yellow light. The right turn into Hotelman provide safe and<br />

visible entrance to the street. I have never seen the hotelman roundabout with traffic<br />

that does not flow within a few minutes and is a fantastic and safe route into Crows<br />

nest. I object to the continuation of this NO RIGHT turn and feel it will a detriment<br />

to traffic flow and even Increase the risk of serious accidents. I hope with this<br />

feedback you can remove the No Right Turn as soon as possible. I am free to expand<br />

or explain this in more detail should you need it. Thank you for your time.<br />

Can I also suggest that if council decides to make this change permanent after the<br />

trial period that it considers installing right turn arrows at the traffic lights from West<br />

St onto Falcon St and from West St onto Earnest St to reduce the increased burden on<br />

West St brought on by the change.<br />

I am strongly against this no right turn at West St into Holtermann St. We have<br />

children at Cammeray Public School and will have for another 9 years. The<br />

roundabout at Holtermann and Alexander made the route between school and home<br />

much easier and safer (being off the major roads of Ernest Street and Brook St being<br />

the other alternative) and now it is rendered almost useless. We use public transport<br />

as much as possible and particularly for getting to work after dropping kids at school.<br />

This block on our route makes the whole process more dangerous as we now use the<br />

Brook Street access point and getting from Cammeray out onto Brook St is a<br />

nightmare. There is clear sight in all directions from West St into Holtermann St,

I have lived in Cammeray for the past 6 years. My husband works in <strong>North</strong> <strong>Sydney</strong><br />

and I work in St Leonards. I am writing to object to the current "no right turn" from<br />

West Street into Holtermann Street during weekday mornings. I'm unsure of why this<br />

has been put in place, as I don't believe that traffic turning into this street causes any<br />

hold ups yet the rule means cars needing to get to Crows Nest or St Leonards have to<br />

take an extended route. If anything, there should be a no parking rule on West Street<br />

opposite the entrance to Holtermann, so that traffic is able to go around cars turning<br />

right here. I would support this sign and rule being removed once the trial is over.<br />

Hi there, I am just writing to in relation to the new no right turn onto Holtermann<br />

Street from West Street. I have been paying attention to this for a few weeks now and<br />

watching as people approach the sign. I have noticed that this sign has now done<br />

much in relation to stopping people from turning right. Quite often I drive down<br />

Holtermann street to turn onto West street and because of the number of people still<br />

disregarding this sign causes traffic to really back up as people on Holtermann street<br />

are unable to get onto West street. This morning While i waited to turn onto West<br />

street at roughly 8.50am i counted 4 cars that illigally turned onto Holtermann street<br />

before i was able to get onto West street. At present I do not feel that motorists are<br />

paying any attention to this sign as they would prefer to cut onto west street so they<br />

are not banked up to turn at the traffic lights at Ernest street. Unless police are willing<br />

to moniter this and catch people turning illigally every now and then I feel that the<br />

sign may be wasted and pointless. Please note that this is not a complaint, but<br />

feedback as per the yellow sign on the pole.<br />

I do not support the 'no right hand turn' at this location. It unnecessarily forces drivers<br />

further down west street to get into crows nest /narremburn or willoughby. I kindly<br />

request that it be removed prior to or the end of the trial.<br />

This makes the traffic very much worse indeed. I work in St Leonards and it adds 10<br />

minutes to my trip. I am not sure what the objective is to close off the traffic along<br />

Holtermann. There are not many routes left!! It only banks up the traffic along West<br />

Street and Ernest Street even more. Going the route of Flat Rock Drive is impossible<br />

as only one car at a time can turn left off Small Street. It adds an an extra 10 minutes<br />

on to a trip which should only take 10 – 15 minutes at the most. I may as well be<br />

living in the city. To be honest, in the morning there isnt much traffic going up<br />

Holtermann so I am not sure what the object is to stop traffic along the street. Please<br />

consider removing this ristriction<br />

We are residents in Ernest Street, and since the above changed have noted a<br />

significant increase in traffic now turning right into Ernest Lane as an alternative. In<br />

3-5 minutes this morning (around 0745) 5-6 cars & motorbikes have used the lane,<br />

all turning right off West Street. I was walking the lane and I assure you they were<br />

traveling considerably faster than residents travel.<br />

I want to register strong disapproval of this trial. West street traffic is now banked up<br />

for blocks as everyone is stuck waiting for people to turn right at earnest St . There is<br />

only one line of traffic because of parked cars so everyone is stuck whether you are<br />

turning or going straight ahead. Sometimes traffic is banked up back to the

by us. If we tell you we don't support something then you need to listen to us. The<br />

roundabout at Holtermann was a godsend. Then a few whiners in Holtermann<br />

decided that they didn't want the traffic. Typical "not in my backyard" behaviour.<br />

They need to share it. Why should Ernest and Burlington cop all the traffic and<br />

Holtermann gets reduced? I travel from Crows Nest to <strong>North</strong>bridge in the morning to<br />

drop off kids. The roundabout made Holtermann safe and shaved heaps of time off<br />

my morning commute. Cannot believe that <strong>Council</strong> thinks it's appropriate to install<br />

No Right Turns on local streets and for what reason? There is minimal traffic coming<br />

from West towards Holtermann. People turning into Holtermann Street never created<br />

any danger to anyone and didn't hold up traffic (the traffic and lights at Ernest do a<br />

good enough job of that). So why the NO Right Turn? No danger, no holding up<br />

traffic. Me thinks it has been done just to appease the good people of Holtermann<br />

who need to deal with it.<br />

No happy with the No Right Turn on West St. No reason for it.<br />

I am writing to provide feedback on the no right turn on West St and Holtermann<br />

Street. I am totally opposed to the <strong>Council</strong> doing this. The surveys showed a lack of<br />

support and I am unclear why the <strong>Council</strong> would decide to proceed. Ernest St and<br />

Burlington Streets are really busy. Holtermann St residents need to share the traffic<br />

flow. The roundabout works really well. It means that Alexander St is safe to use and<br />

in the mornings when traffic around Crows Nest is heavy, it is important to give<br />

people more access to alternate options. I don't understand why the <strong>Council</strong> is<br />

positively discriminating in favour of Holtermann Street residents. Why not block off<br />

Ernest St, Burlington St, Falcon St? Why just Holtermann. I heard on the grapevine<br />

from other residents that Genia made a "deal" with Holtermann St residents and<br />

promised them this no right turn. I didn't believe it at the time - that sounds really<br />

bad. But suddenly the no right turn goes up & I have to wonder if the gossipers are<br />

correct. Was Holtermann St promised a no right turn - even when the general and<br />

wider community doesn't support it? Seems awfully wrong to me. I am really angry<br />

about the no right turn. I also heard that on Friday 14 September the police were<br />

booking people which also seems dreadfully unfair when it is supposed to be a trial<br />

and it's hardly dangerous to turn right - there's hardly any oncoming traffic - seems<br />

like a complete waste of police resources to have them booking local residents= o<br />

turn into a local street. I guess if it stays the last laugh is on Holtermann St residents<br />

who can't access their own street in the mornings if they duck out for bread. They<br />

need to crawl onto the clogged Ernest St, trawl down that street, wait at the lights,<br />

crawl down Alexander St and then turn right. Ha! But seriously can't believe that the<br />

<strong>Council</strong> has done this. Smells really wrong and is not supported by the community at<br />

To whom it may concern - I cannot believe that the <strong>Council</strong> has gone against the<br />

wishes of the community and installed the no right turn from West St & Holtermann<br />

Street. After reading the results of the community survey I did not believe that the<br />

<strong>Council</strong> - who are elected by the community - would go against the results of the<br />

survey and what people have said. There was little support for this initiative and yet a<br />

few weeks ago, I noticed the signs go up. What a disgraceful act from an elected<br />

<strong>Council</strong>. The community at large says "no thanks" and so a small group of elected<br />

people say "Yes please" - AND what I find most galling... this is called a TRIAL and<br />

yet there were Police at the corner pulling people over and fining them on Friday 14<br />

September. I COULD NOT BELIEVE IT. The <strong>Council</strong> has decided to turn on its<br />

own people but putting the police onto local residents (who by the way should be out<br />

looking for real crime instead of smugly pulling over residents simply trying to get to<br />

work, or get kids to schools or day care. So excellent job <strong>Council</strong>lors. I was so<br />

thrilled when commonsense was shown & the roundabout was installed at<br />

Holtermann Street, it turned Holtermann Street into a viable & useful alternative to<br />

the clogged up Ernest Street or Burlington St. It cleared 15 min from my daily slog<br />

from Cammeray School to a day care in Crows Nest. It was working, residents were<br />

largely happy and life proceeded on – until <strong>Council</strong> decides to ignore the wishes of<br />

the community and turn a perfectly legitimate right hand turn into an illegal act,<br />

followed up by siccing the police onto its residents. I am disgusted and I intend to<br />

report this matter to my local Minister.<br />

I live one house removed from Ernest Lane and I am very concerned indeed at the<br />

volume of traffic that is now using Ernest Lane as a 'rat fun' since the no right hand<br />

turn in to Holtermann Street (coming from Cammeray) during peak hours has been in<br />

place. All very nice for the folk in Holtermann not to have the traffic but I see a<br />

disaster looming for unwary residents backing onto Ernest Lane. More and more cars<br />

are approaching Ernest Street lights (from Cammeray) and turning into Ernest Lane<br />

and travelling at quite high speeds, this volume will only increase as the tail back at<br />

the lights in the morning is enormous. It was a folly at best to stop the right hand turn<br />

into Holtermann Street. Not only do commuters now use Ernest Lane, but the volume<br />

of traffic in Burlington Street has increased dramatically as well. All residents should<br />

be sharing the load without favouritism shown to what are most likely the most<br />

outspoken residents; those in Holtermann Street.<br />

I have just received a ticket from the police for turning left into Holtermann St.I have<br />

worked in Crows Nest for over 3 years and sometimes take this street (but not<br />

always) and could not see the signs as they are only new, there are lots of trees on the<br />

corner, pedestrians cross there so I am more so looking for them. I think it is<br />

disappointing that we are getting charged over $200 and losing points when this is<br />

just a trial! I totally understand that the police are just doing their jobs and that it is<br />

good to ensure residence in the area are happy but there are many companies in an<br />

near this street so to be stopping people turning when it is not blocking traffic to turn<br />

left or causing any issues it a bit ridiculous in my eyes. People have bought in those<br />

areas knowing that they live near the heart of Crows Nest. Please at least do not<br />

charge when it is just a trial, you can at least give warning to drivers but to charge is<br />

very disappointing and with the near perfect driving record I have I will be fighting<br />

this!!

I would like to make a formal complaint regarding the new no right turn sign from<br />

West Street into Holtermann Street I have live just 30 or 40 meters from that<br />

intersection for 6 years. I have made the turn there probably 1,000+ times. Last week,<br />

I was fined for turning there as I was going to Castle Hill to take my daughter to her<br />

very last day of school. Not only do I very much disagree with the no right turn, but<br />

the thing that makes my blood boil is the extremely heavy handed approach by the<br />

council and the police in enforcing such a new provision. I see it as an unfortunately<br />

normal and extremely greedy revenue gathering exercise by the <strong>Council</strong> – again<br />

which is sadly typical of this council. I am very embarrassed to say I am live in an<br />

I am writing to oppose the trial of a "No right-hand turn" sign recently installed at the<br />

corner of Holtermann and West Streets, Crows Nest. As a resident of the area for<br />

more than 20 years, I speak with significant experience when I say that the sign's<br />

installation is ill-considered and disruptive to morning traffic flow. After years of the<br />

roads around that area generally being difficult to navigate, your department finally<br />

installed an incredibly useful roundabout at the intersection of Holtermann ST and<br />

Alexander St, at the other end of Holtermann St. This roundabout is fantastic and<br />

significantly improved traffic flow around the area. However, its utility is basically<br />

reduced to zero when you won't allow people to turn from West St into Holtermann<br />

St. <strong>Traffic</strong> turning right rarely holds up traffic AT ALL - and when it does, it is only<br />

for a few seconds at most. I use this turn every morning for work, so again I have a<br />

lot of experience with the flow of traffic in the area. What a sad waste of money to<br />

render the roundabout more or less useless. I hope that you can have this sign<br />

removed after its trial period.<br />

Senior Police Lady who booked me very clearly told me this was not a police issue –<br />

it is a local council and RTA issue. Seem no one wants to take responsibility to<br />

do they not simply provide warnings. To impose such steep fines on a ‘trial’<br />

modification is crazy. It is an unnecessary and over-controlling approach to traffic<br />

looking to validate their own decisions – not overturning their own decisions! I have<br />

As a resident of 9 yrs in the above address, I have seen an heavy increase in traffic<br />

volume along West Street. I do think the roundabout in Alexander Street has been of<br />

benefit to traffic flow, BUT would like the RTA/ <strong>North</strong> <strong>Sydney</strong> <strong>Council</strong> to consider a<br />

roundabout at the intersection of Holtermann & West Street, to ensure vehicle traffic<br />

& the heavy flow of bike traffic travels at a safe speed. At the moment West Street<br />

stopping traffic from turning right up Holtermann st would help traffic flows. All this<br />

has done is create a traffic jam as less cars are able to move through the traffic light<br />

cycle, which results in more cars/gridlock on West street. Once cars have turned right<br />

onto Ernest st they are then subjected to wait at a second set of traffic lights and turn<br />

right again into Alexander Street. This will add up to 10 minutes during the peak time<br />

of day to a trip. The alternative is to turn down Ernest Lane which has not been<br />

maintained (patched up tar/pot holes) and not designed for the high flow of traffic<br />

that has been forced there by this no right turn sign. This is also a dangerous route to<br />

take as cars are exiting their driveways<br />

I cycle daily to work and this no right turn means that I have to turn right at the<br />

following set of lights which itself poses more risks and increases the volume of<br />

traffic that I have to deal with down Ernest St. Of all the sections of road I now ride<br />

from Seaforth to St Leonards this has become the most dangerous section. I agree<br />

with reducing the traffic for local residents but would prefer if the right turn could be<br />

made as an exception for bicycles<br />

Stopping/Restricting traffic from turning right into Holtermann from West is a<br />

disaster. Please remove the no right hand turn sign at West/Holtermann . Please look<br />

at the traffic lights at the Ernest/West and Falcon/West intersections - with no right<br />

hand turn filter and single lanes of traffic along West it causes delays every day.<br />

I am a resident of the <strong>North</strong> <strong>Sydney</strong> area and have been since May 2011. I very much<br />

enjoy living in such a lovely community, however, I wish to raise an issue. This issue<br />

being of the "NO RIGHT TURN" sign which has been put up on the corner of West<br />

St and Holtermann St in Cammeray. I was away for the month of September only<br />

being made aware of this change on my return. I do not recall reading anything about<br />

the placement of this sign or there being any protesting as I for one would have<br />

definitely argued against it. I did a quick read though of this year's <strong>Council</strong> Meetings,<br />

Agendas, <strong>Minutes</strong> and <strong>Traffic</strong> <strong>Committee</strong> reports but was unable to find any<br />

information as to why the sign was put up. It has been of terrible inconvenience for<br />

myself as this was the route I took to get to work (I'm a nurse at Royal <strong>North</strong> Shore<br />

Hospital). I was unaware of any traffic issues before as I was turning right into<br />

Holtermann on an almost daily basis. It now adds an extra 15minutes for me to get to<br />

work as turning right into Ernest can be difficult due to there being no turning lights.<br />

If there had been an issue with turning into Holtermann then the <strong>Council</strong> should have<br />

made turning lights on both Ernest and Falcon St as now it has just further bought<br />

traffic into these areas with difficult access for drivers to turn. I would be happy to<br />

come and take this issue up in the next meeting if able.<br />

the no right turn now means cyclists using cycle way west trying to join cycleway<br />

north have now to make their right turn at Ernest street across oncoming peak hour<br />

traffic. (one cyclist hit badly already) another side effect of this whole traffic problem<br />

(started with the building of the unneeded roundabout at Holtermann and Alexander)<br />

accidents increased dramatically along with on mass rat running. is vehicles heading<br />

south on west street doing a crash U turn just past Holtermann street in west street<br />

then turning left into Holtermann . remove the round about or make it no right turn at<br />

Holtermann and Alexander.

The majority of the feedback received from the community during the trial period was against<br />

the No Right Turn 6am-10am Mon-Fri restriction.<br />

If <strong>Council</strong> were to decide to retain the No Right Turn 6am-10am Mon-Fri restriction from<br />

West Street into Holtermann Street then it is recommended that consideration be given to<br />

installing a No Right Turn 6am-10am Mon-Fri restriction from West Street into Ernest Lane<br />

and a controlled right turn arrow from West Street (southbound) into Ernest Street<br />

(westbound) at the signalised intersection. As the <strong>Traffic</strong> <strong>Committee</strong> is aware these measures<br />

would require further community consultation and investigation, including concurrence from<br />

Roads and Maritime Services. <strong>Council</strong> has already invested a significant amount of resources<br />

to consult the community in relation to the Holtermann Street matter and additional<br />

treatments are unlikely to generate a favourable response from the wider community. On this<br />

basis it is recommended that the No Right Turn 6am-10am Mon-Fri from West Street into<br />

Holtermann Street restriction be removed.

the practical completion of the roundabout and if for either of these counts the AADT volume<br />

to determine their opinion with regard to the installation of the following:<br />

• A half road closure on the northern side of Holtermann Street (east), just east of Alexander<br />

Lane<br />

A traffic count was undertaken in Holtermann Street in June 2010. The AADT was 3,197 and<br />

the 85 th percentile was 48 km/h.<br />

3,486 and the 85 th percentile was 48 km/h.<br />

The matter was considered at the <strong>North</strong> <strong>Sydney</strong> <strong>Traffic</strong> <strong>Committee</strong> meeting on the 4 <strong>February</strong><br />

2011 where it was resolved:<br />

THAT as per the previous <strong>Council</strong> resolution, <strong>Council</strong> survey the community to<br />

determine their opinion with regard to the installation of the following:<br />

Comments<br />

<strong>Council</strong> received hundreds of comments from the community. The comments below are<br />

representative of the types of comments received:<br />

Whatever you do, keep the round about and pedestrian crossing. It is the only safe way for<br />

people to walk around this area.<br />

Holterman street is a through street and the residents must be willing to share the volume of<br />

traffic. Making these changes means that other streets and laneways will have more traffic and<br />

the potential for accidents is increased. Please - everyone should share the traffic burden. These<br />

changes only favour Holterman Street.<br />

Hello - the changes to Holtermann Street are one of the best things that <strong>North</strong> <strong>Sydney</strong> <strong>Council</strong><br />

has done in recent times. I travel between Cammeray and Crows Nest twice a day between a<br />

school in Cammeray and a day care in Crows Nest. The Holtermann St changes have made a<br />

potentially dangerous trip (coming out from Holtermann St without a roundabout) into a<br />

breeze. It has also cut travel times by approx 15 min in total.<br />

I hope the views of all residents and not just residents who live in Holtermann st are taken into<br />

account in making a wise decision regarding this issue.<br />

1.Remove the pedestrian crossing from new round about on the intersection of Alexander and<br />

Holterman Streets. Place this further down the road if necessary as there is adequate pedestrian<br />

access further up Alexander Street.<br />

I am concerned any change will cause traffic to find alternative routes down West St (between<br />

Ernest and Falcon) up Burlington St / Lane (already congested). Also the laneway often has<br />

children playing and any increased traffic and no road speed monotoring proposes great risk to<br />

their safety. Pedestrian and cyclists safety on West should also be considered as any increase in<br />

traffic will pose a potential risk in the area around the Tafe<br />

We are concerned that any of the proposed changes will result in an increase of traffic on<br />

Burlington Street where we live.<br />

the installation of the roundabout at Holtermann and Alexander Sts has been a traffic nightmare<br />

as commuters benefit from using it to the detriment of commuters/traffic using Ernest St lights.<br />

I am in favour of removing it.<br />

Many of the proposals make it very difficult to access Huntingdon St, mainly behind<br />

Devonshire Street. This lane is already quite difficult to access, thanks to Huntingdon being<br />

one-way from West Street, and no-right-turn into Devonshire from Alexander St. Please have<br />

regard to residents needing to access this lane. Thanks!<br />

As a first comment, the roundabout on Holtermann/Alexander has significantly improved<br />

traffic safety, it has slowed the traffic on Alexander and has made a very big difference for<br />

pedestrians. The <strong>Council</strong> is complimented for doing this work.

<strong>Council</strong> should note that its reluctance/inability to approve development of a Woolworths<br />

supermarket in Crows Nest means that residents have to use Neutral Bay or <strong>North</strong>bridge.<br />

Therefore the need for access from the north and east is essential. As it is, even the shortest trip<br />

around Crows Nest is complicated and illegible because of one-ways, turn restrictions, no<br />

entries and the like.<br />

I note, as a resident, that Holtermann is quiet and empty most of the day. Instead of restricting<br />

movements on this street (which may satisfy residents on Holtermann, but negatively impact<br />

on Devonshire, Ernest and Huntington) the <strong>Council</strong> should consider augmenting the existing<br />

traffic calming arrangements - perhaps like Burlington.<br />

As a ratepayer I do not think any of the proposals suggested is good use of my money and the<br />

do nothing option is best.<br />

I believe the roundabout (Holtermann/Alexander intersection), should be removed, and stop<br />

signs installed on Holtermann Street at the intersection with Alexander.<br />

This would allow traffic to flow freely along Alexander Street, and would discourage traffic<br />

from using Holtermann Street. Under no circumstances should further traffic<br />

impediments/restrictions (ie no right turns)be installed which will force traffic onto Ernest<br />

Street.<br />

The existing arrangement is fine. I don't want more traffic in Ernest Street which is close to<br />

capacity already.<br />

One of the main congestion points that has not been offered is to remove the pedestrian<br />

crossing at Holtermann on Atchison. THAT is the main cause of congestion at peak hour.<br />

Congestion in Alexander Street has built up noticeably since the installation of the roundabout<br />

at Holtermann Street. Any of the proposed traffic modifications will only further slow the<br />

fluidity of traffic in what is already a high traffic area.<br />

There is no easy solution and any amendments will only have a flow on effect somewhere else.<br />

It is well known that the residents of Holtermann Street have had a committee in place for<br />

considerable time attempting, for a number of years, to have changes made to traffic flows into<br />

Holtermann.<br />

There has, over the past few years been a general increase in all traffic around Crows Nest and<br />

St Leonards. This is partly due to the increased density with the construction of unit blocks and<br />

the number of businesses and to the general increase in traffic in <strong>Sydney</strong>. Unless there is a<br />

dramatic change, e.g. significantly improved public transport, the traffic levels will continue to<br />

increase. <strong>Council</strong>’s web site contains the following comment “<strong>North</strong> <strong>Sydney</strong> <strong>Council</strong> has<br />

62,000 residents and 51,000 people who work in the area, as well as other visitors to the area.<br />

All of these people generate a lot of demand for travel by public and private transport within<br />

the <strong>North</strong> <strong>Sydney</strong> area. There is also a large amount of through traffic generated by regional<br />

travel through the municipality”. What we are seeing on ALL streets is an increase in traffic<br />

through growth. This cannot be avoided particularly as the <strong>Council</strong> has noted with the volume<br />

of through traffic now being experienced.

Ernest Street the residents accept that there will be high traffic volumes including buses, that is<br />

a fact of today’s traffic environment. However, I believe that other roads such as Holtermann<br />

Street should carry their share of traffic without further changes. This creates fairness for the<br />

ALL residents. Ernest Street does and will always carry significantly more traffic than<br />

Holtermann Street Holtermann Street as well as other streets are necessary must continue to<br />

carry their share of traffic to ensure there are alternative routes to keep the traffic flowing<br />

through Crows Nest. Any changes to existing traffic flows would result in Ernest Street<br />

becoming a major blockage of traffic as, other than Falcon Street there would be no other<br />

options through this part of Crows Nest.<br />

I am asking that <strong>Council</strong> consider ALL residents of Crows Nest and not bow to the wishes of<br />

the residents of one street.<br />

Please consider allowing right hand turns from Falcon into Alexander, most of the traffic that<br />

comes via West into Ernst/Burlington/Holtermann is driving around this no right hand turn.<br />

Removing the restriction from Falcon right into Alexander will greatly reduce traffic across the<br />

residential streets of holtermann, ernst, west and burlington.<br />

Residents in Holtermann St need to get used to traffic - it's part of living in a big city.<br />

The roundabout is not the problem . The pedestrian crossing is the problem. When people<br />

cross, traffic is held up. There never used to be a crossing at that point and I would suggest that<br />

if you took the crossing out, your traffic problems would all but disappear. Pedestrians could<br />

continue using the traffic controlled crossing a few metres up the street.<br />

My office is at 109 Alexander St with my carpark in Holtermann St, and my office front door<br />

opening on to Holtermann St. We watch the movement of traffic all day long. The current<br />

round-a-bout is great and has stopped the accidents that we used to witness regularly.<br />

Changing turning and reducing road widths will increase travel times and greenhouse gases<br />

unnecessarily when I have not noticed a marked increase in traffic on Holtermann St. This all<br />

seems very pointless.<br />

Leave the street as is!!! Why do you constantly have to change things that work? Find<br />

something that really needs fixing!!<br />

Holtermann Street Resident Comments<br />

Holtermann St is the "short-cut" to busy Crows Nest. The new Alexander ST roundabout only<br />

facilitates the use of this short-cut. The increased use of Holtermann as the short-cut has<br />

degraded the amenity of Holtermann St. If the roundabout stays, the residents will be<br />

disadvantaged by difficult access to their properties. The pedestrian crossing is useful as is<br />

provides a safe to cross.<br />

I always thought streets and roads were made for traffic use and these days there is such a<br />

volume of cars using all roads its an impossible solution to where to the situation car be<br />

resolved by cutting the right hand or left hand into any streets I do not have a car but I find the<br />

roundabout at Holtermann and Alexander St very good especially the pedestrian crossing.<br />

As I am not a driver I use the pedestrian crossing so I hope that the crossing will still be safe to

use.<br />

We believe that:<br />

a) a half road closure on the northern side of Holtermann (2) is inconvenient for the residents<br />

of Holtermann Street. Additionally, should this occur considerable traffic would turn down<br />

Alexander Lane into Huntington Street and head east along a narrow laneway to West Street -<br />

a most unsatisfactory situation.<br />

b) access to Holtermann, Ernest & Sophia Streets should NOT HAVE 24 hour "No Right Turn"<br />

(3A, 4A & 5A) restrictions - constrains entry to Holtermann Street residents.<br />

c) we believe that the alternatives (3B, 4B & 5B) whilst may warranted in some quarters -<br />

could this be deferred to a later date when further traffic information becomes available.<br />

Ernest Lane will also need a 'No Right Turn 6am-10am Mon-Fri'.<br />

Also suggest speed bumps in Sophia Street between Ernest and Holtermann (without removing<br />

any parking spaces) if you do not put in 'No Right Turn' signs in - the speed in which drivers<br />

go down there is ridiculous.<br />

Most in favour of the half road closure on the northern side of Holtermann Street.<br />

Very unhappy that the decision to put a roundabout on the junction of Alexander Street and<br />

Holtermann Street.<br />

Options 3A and 4A result in residents not being able to access the street from the east i.e.<br />

travelling from the Neutral Bay direction.<br />

All 3 restrictions are required in concert for this to be effective<br />

The half road closure is the best option listed but a better option would be a full road closure<br />

at the same location. This would also allow for future road narrowing and increased parking in<br />

the street with some of it being potentially metered. The local Greek Church and main street<br />

would benefit as would the residents.<br />

I have particular concerns regarding option 2 which may funnel more eastbound traffic down<br />

Huntington lane- already a dangerous narrow thoroughfare with houses and garages opening<br />

directly to the street without any footpaths- and impedes resident access to Holtermann Street<br />

from the west.<br />

Greek Church<br />

The Greek Church located on Holtermann Street provided the following comments:<br />

The Greek Orthodox Parish & Community of <strong>North</strong>ern & Western Suburbs “Taxiarchis<br />

Michael O Panormitis” objects to the proposed traffic changes for the following<br />

reasons:<br />

(a) The current traffic management facilities, including the newly constructed<br />

roundabout at the intersection of Alexander and Holtermann Streets, are operating<br />

efficiently and have greatly improved access to and from Hotermann Street whilst also<br />

enhancing pedestrian safety;<br />

(b) As a significant proportion of Parishioners reside within suburbs to the east of<br />

Crows Nest, vehicular access to the Church would be greatly hampered for those<br />

Parishioners by the proposed changes;<br />

(c) The proposed traffic changes would also result in difficulties for funeral and<br />

wedding vehicles travelling to and from the Church for related services.<br />

In essence, the Parish is of the opinion that the existing traffic measures offer a good<br />

balance between reasonable access to the locality whilst also enhancing pedestrian<br />

safety and that the proposed changes will result in unecessary access restrictions for<br />

Parishioners and other church related users and service providers.<br />

NSW Fire Brigade Comments<br />

As always NSWFB is concerned with access for emergency response. If this is not<br />

effected we have no concerns.<br />

Discussion<br />

The majority of survey respondents (68.8%) support retaining the existing traffic arrangements<br />

in Holtermann Street and Ernest Street.<br />

All respondents to the survey are impacted by the proposals. The people most directly<br />

impacted by the various options are the residents in Burlington Lane, Burlington Street, Ernest<br />

Street, Holtermann Street and Sophia Street. Any traffic removed from Holtermann Street will<br />

naturally flow to these other streets. For ease of discussion, this group with be called the Core<br />

Impacted Group (CIG). The majority of CIG respondents (56.6%) support retaining the<br />

existing traffic arrangements. The majority of Holtermann Street residents (60.5%) do not<br />

support retaining the existing traffic arrangements.<br />

Just 6.1% of survey respondents support Option 2, a half road closure on the northern side of<br />

Holtermann Street, just east of Alexander Lane. It is therefore recommended that this option<br />

be abandoned.

restriction for westbound vehicles on Ernest Street into West Street. 22.0% of CIG<br />

respondents support Option 3B and 33.7% of Holtermann Street respondents support Option<br />

3B. Given the still relatively low support for this option, it is recommended that it be<br />

abandoned.<br />

Just 7.5% of survey respondents support Option 4A a “No Right Turn” restriction for<br />

southbound vehicles on West Street into Holtermann Street. It is therefore recommended that<br />

this option be abandoned.<br />

22.8% of survey respondents support Option 4B, a “No Right Turn 6am – 10am Mon - Fri”<br />

restriction for southbound vehicles on West Street into Holtermann Street. 38.5% of CIG<br />

respondents support Option 4B and 73.3% of Holtermann Street respondents support Option<br />

4B. There is clear majority support from Holtermann Street respondents for this option.<br />

However, given the CIG and wider community do not support the proposal, it is difficult to<br />

recommend that <strong>Council</strong> proceed with Option 4B.<br />

Just 11.7% of survey respondents support Option 5A a “No Right Turn” restriction for<br />

westbound vehicles on Ernest Street into Sophia Street. It is therefore recommended that this<br />

option be abandoned.<br />

25.8% of survey respondents support Option 5B, a “No Right Turn 6am – 10am Mon - Fri”<br />

restriction for westbound vehicles on Ernest Street into Sophia Street. 39.0% of CIG<br />

respondents support Option 5B and 67.4% of Holtermann Street respondents support Option<br />

5B. There is clear majority support from Holtermann Street respondents for this option.<br />

However, given the CIG and wider community do not support the proposal, it is difficult to<br />

recommend that <strong>Council</strong> proceed with Option 5B.

Following a resident survey, <strong>Council</strong> submitted a <strong>Traffic</strong> Management Plan to the<br />

RTA seeking approval for the installation of a “No Right Turn 6am – 10am Mon –<br />

Fri” restriction for southbound motorists on West Street, preventing them from<br />

turning into Holtermann Street.<br />

The RTA has written to <strong>Council</strong> indicating that they do not support the installation of<br />

this No Right Turn restriction.<br />

The matter was considered at the <strong>North</strong> <strong>Sydney</strong> <strong>Traffic</strong> <strong>Committee</strong> meeting on the 22<br />

July 2011 where it was resolved that a report be prepared for the next <strong>Council</strong><br />

meeting.<br />

Recommending:<br />

THAT the information be received.<br />

THAT the Mayor write to the Director-General of the Roads and Maritime Services<br />

regarding approval for the installation of a “No Right Turn 6am – 10am Mon – Fri”<br />

recommendation be proceeded with in regards to the right turn from West Street into<br />

BACKGROUND<br />

The matter was considered at the <strong>North</strong> <strong>Sydney</strong> <strong>Traffic</strong> <strong>Committee</strong> meeting on the 22 July<br />

SUSTAINABILITY STATEMENT<br />

The sustainability implications are of a minor nature and as such did not warrant a detailed<br />

assessment.<br />

DETAIL<br />

<strong>Council</strong> installed a roundabout at the intersection of Holtermann Street and Alexander Street,<br />

Crows Nest in December 2009. Since the roundabout was installed vehicle volumes have<br />

increased on Holtermann Street, particularly in the morning peak. As part of the approval for<br />

the roundabout, <strong>Council</strong> resolved that if after 12 months the daily volume of vehicles in<br />

Holtermann Street was greater than 2,800 then <strong>Council</strong> would re-survey the community to<br />

determine their opinion on a range of traffic modifications.<br />

In summary, since the installation of the roundabout, Holtermann Street has experienced an<br />

increase of 1,158 vehicles per day. Ernest Street (-709) and Burlington Street (-530) have<br />

experienced a combined decrease of 1,239 vehicles per day.<br />

Survey<br />

The Holtermann Street survey was sent out on the 23 <strong>February</strong> 2011 and the community was<br />

given until 25 March 2011 to respond. A total of 1,672 surveys were sent out and <strong>Council</strong><br />

received 574 responses. This represents a response rate of 34.3% which is very high.<br />

The survey results above were considered at the <strong>North</strong> <strong>Sydney</strong> <strong>Traffic</strong> <strong>Committee</strong> meeting on<br />

the 29 April 2011 where it was resolved:<br />

This recommendation was subsequently adopted by <strong>Council</strong> on the 15 May 2011.<br />

Impact of the Proposed No Right Turn (Option 4B)<br />

A “No Right Turn 6am – 10am Monday – Friday” restriction would reduce vehicle volumes<br />

by reducing the “rat run” of traffic from Cammeray/ West Street, through Holtermann Street<br />

and then to Alexander Street/ Crows Nest/ St Leonards and beyond.<br />

An analysis demonstrates that it is likely that 512 vehicles will be displaced during the 6am to<br />

10am Monday to Friday time period if the proposal were to proceed. This will result in the<br />

following traffic modifications:<br />

The above numbers demonstrate that should this proposal proceed it is likely that both Ernest<br />

Street and Burlington Street will experience greater vehicles volumes in the time period of<br />

6am – 10am than they did prior to the installation of the roundabout. However, over the<br />

entire day, they will still experience slightly lower vehicle volumes than they did prior to the<br />

installation of the roundabout. Conversely, Holtermann Street will experience lower vehicles<br />

volumes in the time period of 6am – 10am, which is the intent of the proposal. Over the<br />

entire day, Holtermann Street will still have higher vehicle volumes than they did prior to the<br />

installation of the roundabout. It should be noted that the projected AADT for Holtermann<br />

Street and Burlington Street will now be almost equal, which is appropriate given they are<br />

both residential streets, albeit on the edge of a major shopping precinct.<br />

A sensitivity analysis was also submitted to the RTA as part of the <strong>Traffic</strong> Management Plan.<br />

It demonstrated that under a variety of scenarios, the above general comments remain true.<br />

RTA Correspondence<br />

<strong>Council</strong> staff submitted a <strong>Traffic</strong> Management Plan to the RTA for the No Right Turn<br />

restriction on the 9 June 2011.<br />

On the 1 July 2011, the RTA provided the following response:<br />

Thank your for your letter and attached <strong>Traffic</strong> Management Plan (TMP) regarding<br />

<strong>Council</strong>'s proposal for a time restricted right turn restriction to be introduced on West<br />

Street into Holtermann Street (East)<br />

<strong>Council</strong>'s letter to the community of 23 RD <strong>February</strong> 2011 states "If a change in the<br />

existing traffic arrangements at these locations is not considered warranted by the<br />

community, then these proposals may not proceed". The results of the consultation<br />

process clearly reflect the wishes of the local community for no changes to be made to<br />

the existing traffic flow arrangements at West Street / Holtermann Street (East).<br />

Given that the local community has clearly indicated its satisfaction with existing<br />

traffic flow arrangements, the RTA can not support <strong>Council</strong>'s proposal for a time<br />

restrictive right turn restriction on West Street at Holtermann Street (East).

Garden beds in Rosalind Street to narrow the<br />

street as a form of traffic calming are listed<br />

for consideration as part of the <strong>Traffic</strong><br />

Strategy review and may be a more suitable<br />

treatment for this street than speed humps.<br />

1. Motorists turning left from Military Road<br />

into Young Street can reasonably expect<br />

pedestrians to be crossing the road near<br />

the intersection and are required under the<br />

Australian Road Rules to give way to<br />

pedestrians crossing in Young Street.<br />

There is a traffic island at the intersection<br />

to assist pedestrians to cross Young Street<br />

in two intervals. There is also warning<br />

signage at the intersection reminding<br />

turning motorists to watch for<br />

pedestrians.There were no accidents<br />

recorded in the past 5 years of available<br />

RMS accident data.<br />

<strong>Council</strong> is currently undertaking an audit<br />

of all pedestrian facilities across the LGA<br />

to identify where safety improvements<br />

can be made.<br />

2. It is not desirable for vehicles to reverse<br />

in busy shopping areas with significant<br />

pedestrian activity. However there is no<br />

regulatory sign to prohibit such<br />

movements and it would therefore not be<br />

easily enforced. There is pedestrian<br />

fencing, kerb extensions and landscaping<br />

near Grosvenor Lane to guide pedestrians<br />

to preferred crossing points with reduced<br />

crossing distances.<br />

restriction for southbound motorists on West Street into Holtermann Street, Crows Nest,<br />

I have taken careful note of your comments.<br />

As you are aware, <strong>North</strong> <strong>Sydney</strong> <strong>Council</strong> has resolved that this restriction be installed for<br />

southbound motorists on West Street into Holtermann Street.<br />

Roads and Maritime Services (RMS) advises that it will agree to a six month trial of the<br />

restriction at this location. However, the council would need to monitor eommunity<br />

attitude and assess the support for the restriction at the end of the trial. This would be<br />

similar to the trial that was conducted in October 2009 at Prospect Avenue and<br />

Macpherson Street, Cremorne.<br />
