DESCRIPTION/SUBJECT MATTER:<br />
<strong>Council</strong> has received a request from Alliance Project Group Pty Ltd for a 12 metre Works Zone<br />
in front of 3 <strong>Winnie</strong> <strong>Street</strong>, <strong>Cremorne</strong>. The area is presently zoned ‘No Stopping’ due to the<br />
traffic lights at Military Road. The Works zone forms part of the Construction Management<br />
Plan (CMP) that has been approved by <strong>Council</strong>’s Planning and Development Engineers.<br />
RECOMMENDATION:<br />
THAT <strong>Council</strong> approve the temporary Works Zone for 3 <strong>Winnie</strong> <strong>Street</strong>, <strong>Cremorne</strong> as detailed<br />
in the report and subject to the attached conditions of approval along with conditions of<br />
approval for the CMP as approved by <strong>Council</strong>’s Planning and Development Section Engineers.

<strong>Council</strong> has received a request from Alliance Project Group Pty Ltd (Alliance) for a 12 metre<br />
Works Zone in front of 3 <strong>Winnie</strong> <strong>Street</strong>, <strong>Cremorne</strong>. The area is presently zoned ‘No Stopping’<br />
due to the traffic lights at Military Road. The Works Zone forms part of the Construction<br />
Management Plan (CMP) that has been approved by <strong>Council</strong>’s Planning and Development<br />
Engineers.<br />
Under Development Application Consent No 212/11 Alliance lodged a CMP, which has been<br />
approved by <strong>Council</strong>’s Planning and Development Section Engineers. This approval calls for<br />
a Works Zone of 12 metres in front of the property in the existing ‘No Stopping’ area.<br />
The requested Works Zone is the only street frontage for the development and is required for<br />
loading and unloading of deliveries to the site and for concrete pours. The Works Zone will be<br />
required for 20 weeks, starting as soon as approval has been given.<br />
Given the location of the site and the impact the Works Zone will have on the local area traffic,<br />
the operating hours of the Works Zone will be reduced to 10.am to 2.30pm Monday to Friday<br />
and 8.30am to 12.30pm Saturday. Any disruption of traffic is to occur outside of peak hours.<br />
The 2.30pm cut off is due to the schools in the area and the increased volume of traffic they<br />
create.<br />
As this location is within close proximity to the traffic lights at Military Road, the developer is<br />
required to obtain approval from the Roads and Maritime Services (RMS) for the Works Zone<br />
at this location.<br />
All material and vehicles are to be removed from the area no later then 2.30 pm to ensure that<br />
the roadway is clear for the afternoon peak hour traffic. If the company is not able to achieve<br />
this then the Works Zone will be removed, under notice.<br />
CONDITIONS OF APPROVAL<br />
1. Installation of the Works Zone for 3 <strong>Winnie</strong> <strong>Street</strong> is subject to the applicant paying all<br />
appropriate <strong>Council</strong> advertised fees and charges, including the cost of the signage.<br />
2. A Road Occupancy Licence is required from RMS for the duration of the Works Zone.<br />
3. A qualified traffic controller is to direct entering and exiting vehicles on <strong>Winnie</strong> <strong>Street</strong><br />
whilst ensuring no pedestrians or vehicles enter the zone of heavy vehicle movement.<br />
4. Access to properties 290 Military Road, McDonalds, and 1 Parraween <strong>Street</strong> and other<br />
properties is to be maintained at all times.

5. The residents/occupiers of 290 Military Road and 1 Parraween <strong>Street</strong> are to be regularly<br />
updated with the construction progress, particularly in relation to construction vehicle<br />
movements, and be provided with a phone number to contact the site manager.<br />
6. Any approved Works Zone is to be used only to pick up and drop off material and<br />
equipment. Construction vehicles are not to wait or park in the Works Zone.<br />
7. At no time shall <strong>Winnie</strong> <strong>Street</strong>, Military Road, Parraween <strong>Street</strong> or any other road be<br />
blocked by any vehicle or works associated with the construction of the proposed<br />
development. Through traffic on <strong>Winnie</strong> <strong>Street</strong>, Military Road, Parraween <strong>Street</strong> and any<br />
other road is to be maintained at all times.<br />
8. <strong>Winnie</strong> <strong>Street</strong>, Military Road, Parraween <strong>Street</strong> or any other road are not to be used as a<br />
waiting area for trucks delivering to or awaiting pick up of materials etc. from the proposed<br />
development.<br />
9. Construction vehicles are not to queue in <strong>Winnie</strong> <strong>Street</strong>, Military Road, Parraween <strong>Street</strong><br />
or any other road.<br />
10. Materials are to be stored on-site. At no time, are materials to be stored on <strong>Winnie</strong> <strong>Street</strong>,<br />
Military Road, Parraween <strong>Street</strong>, or any other road or any <strong>Council</strong> property.<br />
11. Trucks may only enter and leave the construction site in a forwards direction; or be under<br />
the control of a qualified traffic controller.<br />
12. Mobile cranes shall be located wholly on-site.<br />
13. All traffic control plans are to e prepared by an appropriate qualified person, holding and<br />
RMS “Design and inspect Traffic Control Plans” ticket.<br />
14. Approval must be obtained from <strong>Council</strong> for all temporary construction vehicular<br />
crossings.<br />
15. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with<br />
Australian Standard 1742.3 and 1742.10.<br />
16. If pedestrians are diverted, pram ramps must be provided in accordance with Australian<br />
Standard 1428.1<br />
17. If the footpath on <strong>Winnie</strong> <strong>Street</strong> is blocked to pedestrians, an alternative pedestrian access<br />
path is to be proved to the satisfaction of <strong>Council</strong>’s Traffic Engineer.<br />
18. If a Permit to Stand Plant is required, for a mobile crane or for any other purpose,<br />
application must be made to <strong>Council</strong> a minimum of two weeks prior to any proposed<br />
works.<br />
19. If a Permit to Stand Plant is required, for a mobile crane or for any other purpose,<br />
application must be made to NSW Police, Harbourside Local Area Command, a minimum<br />
of 48 hours prior to any proposed works.<br />
20. A qualified traffic controller is to direct all traffic when the Works Zone is being used.<br />
21. A traffic route map and conditions are to be made available to truck drivers engaged for this<br />
development.<br />
22. A list of truck drivers’ names with their licences and vehicle plate numbers and conditions<br />
are to be kept on-site by the applicant at all times and be made available for inspection by<br />
<strong>Council</strong> Officers, Police Officers and <strong>Council</strong> Rangers.<br />
23. All vehicles and materials are to be removed from the <strong>Winnie</strong> <strong>Street</strong> Works Zone by<br />
2:30pm daily.<br />
24. Parking Bays and any other on-street parking areas are not to be barricaded.<br />
25. <strong>Council</strong> is to be reimbursed for any damage to <strong>Council</strong> signs.<br />
26. Construction vehicles using the Works Zone my only approach the site southbound on<br />
<strong>Winnie</strong> <strong>Street</strong>. Construction vehicles may not undertake u-turn manoeuvres in <strong>Winnie</strong><br />
<strong>Street</strong>.<br />
27. Repeated failure to comply with these conditions will result in removal of any Works Zone

28. Prior to the installation of the Works Zone signs, the applicant must pay the appropriate<br />
fees and acknowledge acceptance of these conditions of approval, in writing.
