Amends to include in the definition of grand larceny in the fourth degree the theft of religious<br />
property located outside and within 100 feet of the building or structure of worship. This bill<br />
would make it criminal interference with religious worship in the first degree, a class E felony,<br />
when one intentional damages the property of a place of religious worship in excess of one hundred<br />
dollars while committing criminal interference with religious worship in the second degree.<br />

An act to amend Chapter 598 of the Laws of 2002 and Chapter 607 of the Laws of 2003 relating<br />
to assaults against certain employees of the Metropolitan Transportation Authority. The<br />
intentional causing of physical injury to a station cleaner or terminal cleaner would be classified<br />
as a D felony.<br />

This bill would expand the definition of dangerous contraband to include telecommunications<br />
and electronic recording devices. A frightening and very real example of what can<br />
happen has in fact happened in Brazil. Cell phones were smuggled into prisons and used to organize<br />
riots at 29 prisons. The result: 15 people were killed and 8,000 guards and relatives were<br />
held hostage. In Ontario, an inmate was charged with running a drug ring from prison. Britain,<br />
Thailand, India, and Japan have all reported incidents of cell phones being discovered in their<br />
prisons. In the United <strong>State</strong>s there are at least ten states that are contemplating enacting or<br />
have already adopted statutes making it a crime to possess or introduce electronic devices into<br />
their detention facilities: Arkansas, Colorado, Tennessee, Iowa, Pennsylvania, Mississippi, Ohio,<br />
Louisiana, Texas, and Illinois.<br />

This bill would criminalize as a misdemeanor deceptive practices in connection with any election.<br />
Additionally, this bill would create a new electoral crime of voter suppression, punishable<br />
as a misdemeanor. Finally, this bill would increase the penalties for violations of the electoral<br />
franchise statutes contained in Article 17 of the election law.<br />
