Radiological Protection<br />

Committee on Radiation Protection and Public Health (CRPPH)<br />

The objective of <strong>the</strong> CRPPH is to facilitate <strong>the</strong> understand<strong>in</strong>g and implementation of a system<br />

of radiological protection that addresses regulator and practitioner needs, and more appropriately<br />

positions scientific radiological protection considerations with<strong>in</strong> <strong>the</strong> broader context<br />

of social judgment and risk governance.<br />

Highlights<br />

• A co-ord<strong>in</strong>ated programme of Fukushima-related activities was established, focus<strong>in</strong>g on<br />

contributions to <strong>the</strong> organisation of workshops <strong>in</strong> Japan, stakeholder engagement and recovery<br />

management, <strong>the</strong> management of emergency situations, <strong>the</strong> framework for post-accident trade <strong>in</strong><br />

food and commodities, and <strong>the</strong> operational protection of severe accident management workers.<br />

• The CRPPH agreed to work with <strong>the</strong> International Atomic <strong>Energy</strong> <strong>Agency</strong> (IAEA) and several<br />

o<strong>the</strong>r <strong>in</strong>ternational organisations to revise <strong>the</strong> IAEA Safety Requirements for Preparedness and<br />

Response for a <strong>Nuclear</strong> or Radiological Emergency, GS-R-2.<br />

• Several events were organised: a workshop on good practice <strong>in</strong> effluent management, <strong>the</strong><br />

3 rd Workshop on Science and Values <strong>in</strong> Radiological Protection Decision Mak<strong>in</strong>g and <strong>the</strong> 6 th Asian<br />

Regional Conference on <strong>the</strong> Evolution of <strong>the</strong> System of Radiological Protection <strong>in</strong> Japan.<br />

• A study was f<strong>in</strong>alised on <strong>the</strong> radiological management of transient nuclear power plant workers<br />

and on <strong>in</strong>tegrated risk management <strong>in</strong> nuclear power plants.<br />

• A <strong>report</strong> assess<strong>in</strong>g <strong>the</strong> results of <strong>the</strong> International <strong>Nuclear</strong> Emergency Exercise 4 (INEX-4) was<br />

completed.<br />

Radiological protection consequences of<br />

<strong>the</strong> Fukushima Daiichi accident<br />

Follow<strong>in</strong>g <strong>the</strong> Fukushima Daiichi accident, <strong>the</strong><br />

CRPPH established a framework to make its experience<br />

available to <strong>the</strong> Japanese government and<br />

at <strong>the</strong> same time, to start collect<strong>in</strong>g lessons learnt<br />

from <strong>the</strong> accident. To this end, a number of activities<br />

were launched under CRPPH auspices, <strong>in</strong> particular<br />

<strong>in</strong> areas of its traditional strength, namely <strong>the</strong><br />

evolution of <strong>the</strong> system of radiological protection,<br />

stakeholder <strong>in</strong>volvement <strong>in</strong> radiological protection<br />

decision mak<strong>in</strong>g, emergency management and occupational<br />

exposure. The Committee’s work <strong>in</strong> this<br />

area has been co-ord<strong>in</strong>ated <strong>in</strong>ternally by a specially<br />

mandated expert group, with<strong>in</strong> <strong>the</strong> NEA through<br />

Discuss<strong>in</strong>g stakeholder <strong>in</strong>volvement <strong>in</strong> post-nuclear<br />

emergency management.<br />

active contacts with <strong>the</strong> Committee on <strong>Nuclear</strong><br />

Regulatory Activities (CNRA) and <strong>the</strong> Committee on<br />

<strong>the</strong> Safety of <strong>Nuclear</strong> Installations (CSNI), and <strong>in</strong>ternationally<br />

through <strong>the</strong> Inter-<strong>Agency</strong> Committee on<br />

Radiation Safety.<br />

With nearly two years of post-accident experience,<br />

<strong>the</strong> CRPPH identified concrete activities to<br />

support its members <strong>in</strong> a co-ord<strong>in</strong>ated fashion with<br />

o<strong>the</strong>r ongo<strong>in</strong>g Fukushima-related activities. These<br />

<strong>in</strong>cluded <strong>the</strong> collection of emergency and recovery<br />

management lessons, develop<strong>in</strong>g a <strong>report</strong> on <strong>the</strong><br />

implementation of new International Commission<br />

on Radiological Protection (ICRP) recommendations<br />

<strong>in</strong> post-accident and recovery activities, actively<br />

participat<strong>in</strong>g <strong>in</strong> and support<strong>in</strong>g two ICRP dialogues<br />

with stakeholders <strong>in</strong> Japan, and <strong>the</strong> development of a<br />

framework for trade <strong>in</strong> food and goods com<strong>in</strong>g from<br />

contam<strong>in</strong>ated territories.<br />

Evolution of <strong>the</strong> <strong>in</strong>ternational system of<br />

radiological protection<br />

With <strong>the</strong> completion and approval of <strong>the</strong> new <strong>in</strong>ternational<br />

Basic Safety Standards (BSS) with <strong>the</strong> IAEA<br />

and <strong>the</strong> six o<strong>the</strong>r co-sponsor<strong>in</strong>g organisations (EC,<br />

FAO, ILO, PAHO, UNEP and WHO), <strong>the</strong> focus of <strong>the</strong><br />

evolution of <strong>the</strong> system of radiological protection<br />

turned to emergency and recovery management.<br />

Follow<strong>in</strong>g <strong>the</strong> 2009 recommendations of <strong>the</strong> ICRP <strong>in</strong><br />

<strong>the</strong>se areas, <strong>the</strong> IAEA agreed that its 2002 IAEA Safety<br />

Requirements for Preparedness and Response for a<br />
