307. Dr Murray stated that <strong>the</strong> generic Model passport <strong>for</strong> international movement <strong>of</strong> competition<br />

horses, as established within <strong>the</strong> Chapter 5.12 <strong>of</strong> <strong>the</strong> <strong>OIE</strong> Terrestrial Code should be <strong>the</strong><br />

reference to establishing import and re export protocols including certification <strong>for</strong><br />

competition horses between PRC Authorities and <strong>of</strong>ficials from <strong>the</strong> countries <strong>of</strong> origin. High<br />

level quarantine capabilities are seen as essential.<br />

308. A basic and critical element <strong>for</strong> allowing <strong>the</strong> establishment <strong>of</strong> EDFZ is Veterinary<br />

Infrastructure and Standard Operating Procedures. This also needs policy and program<br />

support at <strong>the</strong> political and industry level with <strong>the</strong> provision <strong>of</strong> adequate resources.<br />

Legislation and support systems to ensure that diseases <strong>of</strong> equines are subject to <strong>of</strong>ficial<br />

controls and to support disease reporting from <strong>the</strong> local level is also crucial.<br />

309. The need <strong>for</strong> an overall Quality Assurance Plan (QAP) supported by Standard Operating<br />

Procedures (SOPs). was also remarked.<br />

310. Main conclusions from <strong>the</strong> Mission supported <strong>the</strong> construction scheme and made a number <strong>of</strong><br />

recommendations <strong>for</strong> <strong>the</strong> consideration <strong>of</strong> <strong>the</strong> PRC and <strong>OIE</strong> to enhance activities in areas<br />

such as surveillance, laboratory systems, protocol and certification arrangements, training<br />

and staff development and <strong>the</strong> need <strong>for</strong> strong monitoring and evaluation.<br />

311. Dr Murray summarised key elements <strong>of</strong> <strong>the</strong> approach as follows:<br />

1. Highly effective partnership arrangements between key government<br />

organizations and horse industries<br />

2. A strong business planning approach with clear timelines <strong>for</strong> completion <strong>of</strong><br />

Project activities<br />

3. Political support and adequate resources<br />

4. High level coordination<br />

5. Strong governance and legislative processes<br />

6. High effective and pr<strong>of</strong>essional technical services<br />

7. Effective international negotiation skills to develop sound, safe and practical<br />

protocols and health certification requirements<br />

8. Sound training proposals <strong>for</strong> technical and related staff<br />

312. Dr Murray highlighted important developments made by PR China to facilitate international<br />

movement <strong>of</strong> horses to <strong>the</strong> EDFZ, including among o<strong>the</strong>rs, traceability system <strong>for</strong> horses, and<br />

<strong>the</strong> participation <strong>of</strong> Chinese <strong>of</strong>ficers in PVS activities, such <strong>the</strong> <strong>OIE</strong> PVS Gap Analysis training<br />

seminar held in <strong>OIE</strong> HQs in April 2009.<br />

313. He stated that although <strong>the</strong> initial purpose <strong>of</strong> <strong>the</strong> proposal <strong>of</strong> EDFZ is to support a specialized<br />

event, such as <strong>the</strong> <strong>Asia</strong>n Games, <strong>the</strong> facilities will be developed as an International Equestrian<br />

Centre. This will likely mean <strong>the</strong> need <strong>for</strong> ongoing EDFZ status as horses, people and equipment are likely<br />

to continue to move to and from <strong>the</strong> Zone. This experience, as well as previous similar events would indicate<br />

<strong>the</strong>re are a series <strong>of</strong> guiding principles that can apply to <strong>the</strong> development <strong>of</strong> EDFZs <strong>for</strong> specific events.<br />

314. Finally Dr Gardner expressed that such principles, if documented in as a publication such as <strong>the</strong><br />

<strong>OIE</strong> Technical and Scientific Review series <strong>for</strong> example, would serve as useful reference material<br />

and provide scope <strong>for</strong> country self declaration procedures in <strong>the</strong> growing competition and<br />

equestrian event arena. It is necessary to ensure <strong>the</strong> use <strong>of</strong> up-to-date <strong>OIE</strong> terminology and<br />

ensure full adherence to <strong>OIE</strong> principles and practices. Given <strong>the</strong> complexity <strong>of</strong> <strong>the</strong> subject<br />

however, <strong>OIE</strong> should <strong>of</strong>fer to send expert Missions to advise on EDFZs should Members so<br />

request. Funding could be provided by <strong>the</strong> country, industry and o<strong>the</strong>r interested donors.<br />

315. He ended by stressing that key to <strong>the</strong> integrity <strong>of</strong> an EDFZ and animal health arrangements are<br />

sound Veterinary Services, strong veterinary leadership and an effective chain <strong>of</strong> command, and<br />

he encouraged all Members to enter <strong>the</strong> <strong>OIE</strong> PVS Process.<br />
