Introduction<br />

1. Following <strong>the</strong> invitation <strong>of</strong> <strong>the</strong> Government <strong>of</strong> P. R. China, <strong>the</strong> <strong>26th</strong> <strong>Conference</strong> <strong>of</strong> <strong>the</strong> <strong>OIE</strong><br />

<strong>Regional</strong> <strong>Commission</strong> <strong>for</strong> <strong>Asia</strong>, <strong>the</strong> Far East and Oceania was held in Shanghai from 16 to 20<br />

November 2009.<br />

2. A total <strong>of</strong> 112 participants, comprising <strong>OIE</strong> Delegates and/or nominees <strong>of</strong> 27 Members and<br />

senior <strong>of</strong>ficers from 9 regional and international organisations attended <strong>the</strong> conference as well<br />

as 6 observers. In addition, representatives <strong>of</strong> <strong>the</strong> private sector were present. Dr Bernard<br />

Vallat, <strong>OIE</strong> Director General, Dr Carlos Correa, President <strong>of</strong> <strong>the</strong> <strong>OIE</strong>, Dr Zhang Zhongqiu,<br />

<strong>OIE</strong> Delegate <strong>of</strong> <strong>the</strong> host country, Pr<strong>of</strong>essor Toshiro Kawashima, President <strong>of</strong> <strong>the</strong> <strong>OIE</strong><br />

<strong>Regional</strong> <strong>Commission</strong> <strong>for</strong> <strong>Asia</strong>, <strong>the</strong> Far East and Oceania, Dr Gastón Funes, Head <strong>of</strong> <strong>the</strong> <strong>OIE</strong><br />

<strong>Regional</strong> Activities Department, Dr Mara Gonzalez, Deputy Head <strong>OIE</strong> <strong>Regional</strong> Activities<br />

Department, Dr Alain Dehove, Coordinator <strong>of</strong> <strong>the</strong> <strong>OIE</strong> World Animal Health and Welfare<br />

Fund, Dr Teruhide Fujita, <strong>OIE</strong> <strong>Regional</strong> Representative <strong>for</strong> <strong>Asia</strong> and <strong>the</strong> Pacific, Dr Ronello<br />

Abila, <strong>OIE</strong> Sub <strong>Regional</strong> Representative <strong>for</strong> South East <strong>Asia</strong> and Dr Francesco Berlingieri,<br />

Deputy Head <strong>of</strong> <strong>the</strong> <strong>OIE</strong> Animal Health In<strong>for</strong>mation Department also participated in <strong>the</strong><br />

<strong>Conference</strong>. The speakers <strong>of</strong> Technical Items I and II, namely Pr<strong>of</strong>essor Hiroshi Kida and Dr<br />

Gardner Murray honoured <strong>the</strong> <strong>Conference</strong> by <strong>the</strong>ir presence.<br />

Opening Ceremony<br />

3. Her Excellency Ms Uyunqimg, Vice Chairman <strong>of</strong> <strong>the</strong> Standing Committee <strong>of</strong> China’s National<br />

People’s Congress addressed <strong>the</strong> audience expressing her happiness <strong>for</strong> being present in such<br />

an important event as <strong>the</strong> <strong>26th</strong> <strong>Conference</strong> <strong>of</strong> <strong>the</strong> <strong>OIE</strong> <strong>Regional</strong> <strong>Commission</strong> <strong>for</strong> <strong>Asia</strong>, <strong>the</strong> Far<br />

East and Oceania.<br />

4. She commented on how significant this <strong>Conference</strong> is in <strong>the</strong> promotion <strong>of</strong> agriculture to fight<br />

against poverty and to ensure food safety and public health.<br />

5. Ms Uyunqimg remarked <strong>the</strong> importance <strong>of</strong> <strong>the</strong> region as a key part on <strong>the</strong> global role on<br />

animal health.<br />

6. She mentioned that more attention should be paid to <strong>the</strong> improvement <strong>of</strong> <strong>the</strong> animal health<br />

situation.<br />

7. Ms Uyunqimg emphasized how much this conference would develop <strong>the</strong> collaboration among<br />

<strong>OIE</strong> Members on <strong>the</strong> streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong>ir ability to achieve <strong>the</strong>ir challenges on animal<br />

diseases control and food safety. P. R China gave great importance on <strong>the</strong> development <strong>of</strong><br />

veterinary services and since in recent years it has adopted major commitments including<br />

legislation and technical revisions to improve its veterinary working system and <strong>the</strong> veterinary<br />

legislation, to increase <strong>the</strong> investment in veterinary infrastructure, to enhance veterinary<br />

scientific research, to promote <strong>the</strong> improvement <strong>of</strong> animal husbandry in order to increase <strong>the</strong><br />

animal disease control and safety <strong>of</strong> animal products.<br />

8. To conclude Her Excellency, Ms Uyunqimg underlined <strong>the</strong> fact that China pays especial<br />

attention to <strong>the</strong> international cooperation. This <strong>Conference</strong> is an example <strong>of</strong> it and it would<br />

promote <strong>the</strong> increase <strong>of</strong> <strong>the</strong> collaboration between China and <strong>the</strong> <strong>OIE</strong> Members to work<br />

toge<strong>the</strong>r in pushing <strong>for</strong>ward <strong>the</strong> development <strong>of</strong> Veterinary Public Health in <strong>the</strong> World.<br />
