Semiannual Report to the Congress<br />

others informed on problems relating to disaster<br />

operations and assistance programs, and progress<br />

regarding corrective actions. EMO focuses is on<br />

safeguarding Federal funds, by reviewing internal<br />

controls and monitoring and advising DHS and<br />

FEMA <strong>of</strong>fcials on contracts, grants, and purchase<br />

transactions.<br />

The Offce <strong>of</strong> Information Technology Audits<br />

(ITA) conducts audits and evaluations <strong>of</strong> DHS’<br />

information technology (IT) management, cyber<br />

infrastructure, systems integration, and systems<br />

privacy activities protections. ITA reviews the<br />

cost-effectiveness <strong>of</strong> acquisitions, implementation,<br />

and management <strong>of</strong> major systems and telecommunications<br />

networks across DHS. ITA audits<br />

systems that affect privacy to assess whether the<br />

organizational governance, culture, and safeguards<br />

comply with Federal privacy requirements. In<br />

addition, it evaluates the systems and related<br />

architectures <strong>of</strong> DHS to ensure that they are<br />

effective, effcient, and implemented according to<br />

applicable policies, standards, and procedures. The<br />

<strong>of</strong>fce also assesses DHS’ cybersecurity program<br />

as mandated by the Federal Information Security<br />

<strong>Management</strong> Act (FISMA). In addition, ITA<br />

conducts audits and provides technical forensics<br />

assistance to OIG <strong>of</strong>fces in support <strong>of</strong> OIG’s fraud<br />

prevention and detection program.<br />

The Offce <strong>of</strong> Inspections (ISP) provides the<br />

<strong>Inspector</strong> General with a means to analyze<br />

programs quickly and to evaluate operational<br />

effciency, effectiveness, and vulnerability. This<br />

work includes special reviews <strong>of</strong> sensitive issues<br />

that arise suddenly and congressional requests<br />

for studies that require immediate attention. ISP<br />

may examine any area <strong>of</strong> the Department. In<br />

addition, it is the lead OIG <strong>of</strong>fce for reporting on<br />

DHS intelligence, international affairs, civil rights<br />

and civil liberties, and science and technology.<br />

<strong>Inspector</strong>s use a variety <strong>of</strong> study methods and<br />

evaluation techniques to develop recommendations<br />

for DHS. Inspection reports are released to DHS,<br />

Congress, and the public.<br />

The Offce <strong>of</strong> Investigations (INV) investigates<br />

allegations <strong>of</strong> criminal, civil, and administrative<br />

misconduct involving DHS employees, contractors,<br />

grantees, and programs. These investigations<br />

can result in criminal prosecutions, fines, civil<br />

monetary penalties, administrative sanctions, and<br />

personnel actions. INV also provides oversight<br />

and monitors the investigative activity <strong>of</strong> DHS’<br />

various internal affairs <strong>of</strong>fces.<br />

The Offce <strong>of</strong> <strong>Management</strong> (OM) provides<br />

administrative support functions, including OIG<br />

strategic planning; development and implementation<br />

<strong>of</strong> administrative directives; OIG’s information<br />

and <strong>of</strong>fce automation systems; budget<br />

formulation and execution; correspondence<br />

control; personnel and procurement services;<br />

security; training and workforce development;<br />

and oversight <strong>of</strong> the travel and accounting services<br />

provided to OIG on a reimbursable basis by the<br />

Bureau <strong>of</strong> the Public Debt. OM also prepares<br />

OIG’s annual performance plan and semiannual<br />

reports to Congress.<br />
