3) Thirdly, HLA faces with the lack of design methodologies in previous distributed
simulation standards such as Distributed Interactive Simulation (DIS). It provides a
Federation Development and Execution Process (FEDEP), standardized by IEEE
since 2003 through a set of recommended practices [6].
Several IESTA simulation technological solutions are very close to those adopted by the
Virtual Airspace Simulation Technology Real-Time (VAST-RT) Project at NASA Ames
Research Center, part of the Virtual Airspace Modeling and Simulation (VAMS) Project [7,
8]. Furthermore, the adoption of HLA for IESTA benefits from the experience gained by
ONERA from the “Airport of the Future” previous Project [9, 10, 11].
6.2 IESTA Platform Architecture Design

The IESTA platform architecture, depicted in figure 1, is built around a set of computing
resources, software and data bases devoted to a set of given functions and phases. In the
following, these functions and components are briefly described:
1) The Scenario Development and Platform Management (SDPM) function offers a
set of tools to design the simulation scenario (airport selection, aircraft schedule,
flights plans, fleet characteristics, etc). Other software are intended to handle the
