Chesapeake, Virg<strong>in</strong>ia –<strong>Open</strong> <strong>Roads</strong> <strong>Consult<strong>in</strong>g</strong>, Inc. announces the deployment of its <strong>RTIMIS</strong> TM<br />

system <strong>in</strong> West Virg<strong>in</strong>ia. <strong>RTIMIS</strong> (Real-time Traffic Incident Management Information System)<br />

greatly enhances the regional situational awareness with<strong>in</strong> the West Virg<strong>in</strong>ia Department of<br />

Highways (WVDOH) by enabl<strong>in</strong>g seamless data <strong>in</strong>tegration between the Charleston Traffic<br />

Management Center (TMC), the Metro 911 Dispatch Emergency Communications Center (ECC)<br />

and the Cabell County 911 Computer-Aided-Dispatch (CAD) system. Data from each<br />

<strong>in</strong>dependent source are shared, viewed, and dissem<strong>in</strong>ated amongst all stakeholders via a web<br />

browser.<br />

The deployment of the <strong>RTIMIS</strong> system <strong>in</strong> West Virg<strong>in</strong>ia is just one more step towards realiz<strong>in</strong>g<br />

their long-term Statewide ITS Initiative goals. “In 2007, West Virg<strong>in</strong>ia <strong>in</strong>itiated its strategic ITS<br />

plan with the focus of provid<strong>in</strong>g a third dimension to our transportation system by employ<strong>in</strong>g<br />

advanced communications and technologies to its <strong>in</strong>frastructure to provide for a safer and more<br />

efficient transportation system,” notes Bruce E. Kenney III, P.E., the ITS Coord<strong>in</strong>ator and<br />

Systems Management Eng<strong>in</strong>eer at the WVDOH.<br />

Mr. Kenney goes on to say “With the open<strong>in</strong>g of our central Charleston TMC <strong>in</strong> November of<br />

2008, as well as two em<strong>in</strong>ent satellite TMC’s, we are very excited with the prospects of <strong>RTIMIS</strong><br />

as an <strong>in</strong>tegral component of our overall ITS deployment.” The implementation of <strong>RTIMIS</strong> will<br />

allow WVDOH to expand its regional <strong>in</strong>cident management capabilities and leverage the <strong>Open</strong><br />

<strong>Roads</strong>’ <strong>Open</strong>TMS Enterprise Suite, West Virg<strong>in</strong>ia’s traffic management solution currently<br />

deployed <strong>in</strong> the Charleston TMC.<br />

transportation stakeholders, such as 911 dispatch centers, emergency operations centers, and<br />

leverages exist<strong>in</strong>g technology <strong>in</strong>vestments without requir<strong>in</strong>g new systems, creat<strong>in</strong>g no barriers<br />

for systems <strong>in</strong>tegration and stakeholder participation.<br />

<strong>RTIMIS</strong> is implemented as an external service that filters, fuses, and formats event data from<br />

stakeholder systems <strong>in</strong>to <strong>in</strong>dustry standards. The result<strong>in</strong>g event feed is made available to the<br />

stakeholders to display <strong>in</strong> their own systems and published to a Web Viewer to provide a<br />

common operational picture.<br />
