Open Roads Consulting Introduces RTIMIS in West Virginia
Chesapeake, Virginia –Open Roads Consulting, Inc. announces the deployment of its RTIMIS TM
system in West Virginia. RTIMIS (Real-time Traffic Incident Management Information System)
greatly enhances the regional situational awareness within the West Virginia Department of
Highways (WVDOH) by enabling seamless data integration between the Charleston Traffic
Management Center (TMC), the Metro 911 Dispatch Emergency Communications Center (ECC)
and the Cabell County 911 Computer-Aided-Dispatch (CAD) system. Data from each
independent source are shared, viewed, and disseminated amongst all stakeholders via a web
browser.
The deployment of the RTIMIS system in West Virginia is just one more step towards realizing
their long-term Statewide ITS Initiative goals. “In 2007, West Virginia initiated its strategic ITS
plan with the focus of providing a third dimension to our transportation system by employing
advanced communications and technologies to its infrastructure to provide for a safer and more
efficient transportation system,” notes Bruce E. Kenney III, P.E., the ITS Coordinator and
Systems Management Engineer at the WVDOH.
Mr. Kenney goes on to say “With the opening of our central Charleston TMC in November of
2008, as well as two eminent satellite TMC’s, we are very excited with the prospects of RTIMIS
as an integral component of our overall ITS deployment.” The implementation of RTIMIS will
allow WVDOH to expand its regional incident management capabilities and leverage the Open
Roads’ OpenTMS Enterprise Suite, West Virginia’s traffic management solution currently
deployed in the Charleston TMC.

RTIMIS TM is a scalable platform to improve regional traffic management by fusing and
exchanging real-time incident information across multiple stakeholders. Through RTIMIS,
transportation stakeholders, such as 911 dispatch centers, emergency operations centers, and
transportation operations centers can share critical data and create a common situational
awareness to support regional transportation operations and emergency response. RTIMIS

leverages existing technology investments without requiring new systems, creating no barriers
for systems integration and stakeholder participation.
RTIMIS is implemented as an external service that filters, fuses, and formats event data from
stakeholder systems into industry standards. The resulting event feed is made available to the
stakeholders to display in their own systems and published to a Web Viewer to provide a
common operational picture.
