OpenTMSWeb is a browser-based command and
control interface to the OpenTMS Enterprise
Advanced Transportation Management System
(ATMS). OpenTMSWeb serves three purposes:
• Provides read-only, remote monitoring access to
managers and stakeholders
• Provides limited device control to Operators from
any remote location with internet access
• Offers a public-facing website to share device and
incident data with the traveling public
OpenTMSWeb extends the capability of the OpenTMS
platform by allowing remote users a real-time view
into weather, congestion, alerts, work zones, dynamic
message sign postings, and active incidents throughout
the reporting area. During high profile incidents and
operations, managers are provided with situational
awareness in order to ensure that the incident has
been responded to according to the Standard
Operating Procedures (SOP).

Real-Time Situational Awareness for Stakeholders
OpenTMSWeb provides stakeholders outside the TMC the ability to monitor performance.
OpenTMSWeb is a thin-client interface to OpenTMS Enterprise ATMS that has the ability to provide a
completely secure, view-only look into the current status of the Transportation system. OpenTMSWeb
is not designed to completely replace or replicate the rich functionality available through the OpenTMS
client at a Transportation Management Center (TMC). Rather, it allows remote users a real-time view
into weather, congestion, alerts, work zones, CCTV images or video streams, dynamic message sign
postings, and active incidents throughout the reporting area.
OpenTMSWeb has access to operational information about an incident within the “Incident Details”
page. This includes information on the incident life cycle, information for responding agencies, and an
incident timeline that provides a chronological summary of key incident management activities. During
high profile incidents, operations managers have the information they need in order to ensure that the
incident has been responded to effectively.
Web-based Command and Control
OpenTMSWeb gives operators the
ability to perform standard
command and control of devices and
typical incident response operations
via an internet connection.
OpenTMSWeb offers the user the ability
to display and clear dynamic message
signs, control cameras and other devices
remotely during emergent situations
when it’s not practical or possible for the
necessary operations staff to physically
get to the TMC. To access the control
aspect of the website, the user is
required to login and their credentials are authenticated with the OpenTMS Security Module. Future
command and control functions are in development, such as HAR control and access to the Situation
Manager to allow for full incident management capabilities.
Namely, by utilizing the command and control functionality and the incident timeline functionality in
OpenTMSWeb, TMC Operators can effectively control and share information to monitor and/or
manage incidents across regional boundaries. TMCs can capitalize on additional situational awareness
and a wider ring of influence when responding to substantial incidents and emergent situations.
