The Project
The West Virginia Department of Transportation, Division of Highways, (WVDOH) sought a
system integrator to provide design/build service for a fully operational Transportation
Management Center (TMC) within the WVDOH Central Headquarters with a backup TMC and
Training Center located at Marshall University’s Rahall Transportation Institute in Huntington.
The project included the facility design/build, a central Advanced Transportation Management
System (ATMS) implementation and ITS systems integration.
The Challenge
WVDOH planned an aggressive seven-month project schedule to design/build the TMC and
implement the integrated ATMS solution.
Key Project Tasks:
• Facility design, material and equipment
procurement, contractor oversight of facility
remodel to accommodate the TMC
• Off-the-shelf Advanced Transportation
Management System (ATMS) solution that
can be delivered with minimal or no
software development
• Capability to integrate multi-agency systems
within West Virginia and surrounding states
The Approach
Open Roads designed the new TMC by retrofitting space within the WVDOH facility. Open Roads
provided the turn-key ATMS solution utilizing their Commercial-Off-the-Shelf (COTS) OpenTMS
Enterprise TM Suite and its Data Gateway middleware software for standards-based ITS data
exchange. This solution provides WVDOH with the tools to support traffic management, incident
management, video wall and desktop video management, and data sharing with the 911 centers
throughout the state.
