MESSAGE FROM MAYOR JOHN GRAY
It is with great pleasure that I introduce the citizens of Oshawa to our Parks, Recreation and Culture
Strategy. Vision 2020 illustrates a future where the City’s parks and recreation system is
comprehensive and accessible and integrated seamlessly with all of our leisure service partners.
The Strategy points to an expanded emphasis on culture and to ongoing development in the areas of special
event celebrations; facility, trail and waterfront developments; and tourism initiatives.
Nearly 600 citizens, stakeholders and visionary leaders volunteered their perceptions of what was good,
not so good and desired about leisure and cultural service provision in Oshawa. They spent more time
helping us to craft a Strategy that will address our short falls and maximize our strengths so that the
quality of leisure and cultural opportunities in the City will grow and be sought after by both residents and
visitors. It is a delight to see how much of the City’s Community Strategic Plan’s vision and goals are
directly reflected in Vision 2020.
On behalf of your City Counsellors and staff, I thank and congratulate you for helping to create a plan that
will bring many social, health, emotional and economic benefits to our community for many years to come.

I thank the community for its invaluable contribution in developing an exciting and progressive
Parks, Recreation and Culture Strategy.
“In order to plan your future wisely, it is necessary that you understand and appreciate your past.” The
Vision 2020 document captures this sentiment through pictures that present Oshawa’s rich history of parks,
recreation and cultural facilities and activities. It carries forward an emerging theme from the Community
Strategic Plan as it reflects upon the past, clarifies the present and inspires the future.
We will continue to work closely with the community to realize the Strategy’s eight goals and forty-one
objectives into achievable strategies and action plans. Annual updates on the implementation of 2020 will
be provided to the community.
I am confident that the vision, goals and objectives presented in this document will support and
enhance the personal wellness of our citizens and the community’s pride in our parks, recreation and
culture facilities and services.
