Renton Film Frenzy Attracts<br />

Youngest Filmmakers Yet<br />

Seattle hosts the<br />

largest international film<br />

festival in the United States<br />

and next year, it expands to<br />

Renton. In the meantime,<br />

Renton has its own emerging<br />

filmmakers and one quarter<br />

of the entries submitted to the<br />

Renton Film Frenzy IV local<br />

filmmaking competition<br />

were from Cedar River<br />

Montessori School.<br />

Four middle school<br />

students from Cedar River<br />

Montessori School became<br />

the youngest yet to enter<br />

Renton’s Film Frenzy film<br />

festival. Aiko Luckasavage<br />

12, Jake Gabrielson 12,<br />

Cooper Hanisco 13, and<br />

Ray Austill 14 alternated as<br />

producers and crew during<br />

a sleep-over at the school to<br />

create four short films for the<br />

competition.<br />

Ray won third place<br />

with his movie, including<br />

a trophy and $150 which<br />

he donated towards the<br />

class fundraising for a visit<br />

to Washington, DC. Aiko,<br />

along with the class, won<br />

for her movie by special<br />

recognition from the judges<br />

that, while the fifty hours<br />

were a challenge to produce<br />

one movie from a single<br />

team, they produced four! All<br />

of the students won a judges’<br />

Special Award certificate and<br />

the school took home two<br />

trophies.<br />

Their teacher, Lee<br />

Elliott, says, “I had just<br />

delivered an integrated<br />

curriculum using the creative<br />

process behind filmmaking as<br />

a means to inspire teamwork<br />

among my students – it was<br />

just a happy coincidence that<br />

the Film Frenzy came up just<br />

when they were ready for it.”<br />

Renton Film Frenzy<br />

is an annual competition in<br />

which budding filmmakers<br />

have fifty hours in which to<br />

write, shoot, and edit a four<br />

minute film in the Renton<br />

area before delivering it<br />

on disk before the cut-off<br />

time. To ensure the films<br />

are made in the given time<br />

slot, the applicants are give<br />

three last-minute curve-ball<br />

challenges to include in their<br />

productions.<br />

All 17 movies<br />

entered were shown free<br />

of charge to the public at<br />

Renton Civic Theater on the<br />

evening of Monday, October<br />

24. The following evening,<br />

prizes were awarded at a<br />

ceremony held at Renton/<br />

IKEA Performing Arts<br />

Center. A chance to meet and<br />

congratulate the filmmakers<br />

and learn more about their<br />

creative processes was held at<br />

The Whistle Stop Ale House<br />

on October 26.<br />

The <strong>Fairwood</strong> <strong>Flyer</strong> is a neighborhood<br />

newspaper owned and operated<br />

by the <strong>Fairwood</strong> <strong>Flyer</strong>, Inc. Its<br />

purpose is to publish a record of<br />

recurring meeting minutes for<br />

several homeowners associations,<br />

herald community events, inform<br />

homeowners of current actions of<br />

associations and neighborhoods,<br />

print stories of local interest, and<br />

provide a media for businesses to<br />

interact with the area’s residents. The<br />

publication is mailed mid-month to<br />

each resident’s home.<br />

Minutes of the Meeting<br />

October 18th, 2011<br />

The following is a summary<br />

of the meeting minutes and is not yet<br />

approved by the board.<br />

Board Members Present: Curt<br />

Others Present: 5 Homeowners. This<br />

monthly meeting was called to order at<br />

7:00 pm. at the King County Sheriff’s<br />

Office – <strong>Fairwood</strong> Storefront.<br />

Fire Department Report: Not Present<br />

Police Report:<br />

Report was not read at meeting<br />

but received afterwards: There were<br />

292 calls for service in September that<br />

generated case reports in the <strong>Fairwood</strong><br />

area. Only four were in our HOA area.<br />

One burglary, one vehicle theft, one car<br />

prowl and one robbery. The vehicle theft<br />

was an old Honda that has been stolen<br />

twice before. It is always recovered,<br />

someone is using it for transportation.<br />

The robbery was a case where two 12 year<br />

olds were pounced on by some older kids<br />

and had a cell phone and scooters taken.<br />

There were no weapons or injuries.<br />

Traffic contacts: 27; Parking<br />

contacts: 24; Park contacts: 2 (one<br />

incident, two kids)<br />

Approval of Last Month’s Minutes:<br />

Minutes were not present for<br />

signing due to absence of recording<br />

secretary. Valerie to print them and get<br />

them signed by board members.<br />

Homeowner Concerns:<br />

Homeowner had question<br />

regarding the cul-de-sac center medians<br />

and who’s responsibility it is to maintain.<br />

SoosCreekhadremovedtreesand the culde-sac<br />

had been left unlandscaped with<br />

crumbling curbs. George is to investigate<br />

this situation and see if King County<br />

has any maintenance responsibilities.<br />

Homeowners are responsible for the<br />

sidewalks and have also been responsible<br />

for the medians located in front of their<br />

properties.<br />

Also there was a question about<br />

soliciting in the area. We do have “no<br />

soliciting” signs posted at the entrances.<br />

Another homeowner asked<br />

if ACC could do anything about<br />

companies doing work at homes that<br />

park in front of driveways. Unfortunately,<br />

this is something that should be a<br />

common courtesy of these people, but<br />

homeowners should also make sure that<br />

workers are not blocking other homes or<br />

driveways.<br />

Committee Reports:<br />

Treasurer’s Report:<br />

The Treasurer reported that no<br />

liens were filed in the past 30 days and<br />

there have been no lien satisfactions.<br />

We are on target for the year<br />

with legal expenses still running higher.<br />

A proposed 2012 budget was<br />

presented taking into consideration the<br />

3% due increase passed at last month’s<br />

meeting. Discussion regarding each line<br />

item followed.<br />

George is to put together CAM<br />

projects that need to be done in 2012<br />

and the approximate expenses for our<br />

next meeting.<br />

ACC Report:<br />

ACC requests for the month:<br />

1. Reminder - Our CC&Rs and<br />

Rules and Regulations clearly state<br />

that exterior projects such as roofs,<br />

painting, fencing, decks, driveways,<br />

major landscaping and patios require<br />

the submission and approval of an<br />

ACC request before commencing<br />

the project. The ACC has up to 30<br />

days to respond to an ACC request<br />

but tries to respond much sooner<br />

than that. It is recommended that<br />

if a response to an ACC request<br />

has not been received within two<br />

weeks, the homeowner should<br />

contact the ACC Chairman via<br />

or by leaving a voice message at<br />

425-738-8611. For emergency type<br />

repairs notify the ACC Chairman as<br />

indicated above and mention that<br />

Elliott Farm Homeowner’s Association<br />

Annual Homeowners Meeting<br />

October 25, 2011<br />

The Elliott Farm Home Owners<br />

Association annual meeting was called<br />

to order at 7:05 by John Wruble. The<br />

Board members present were John<br />

Wruble, Linda North, Chris Rodrigues,<br />

Scott Paul, and Jeri Martin. Joy Church,<br />

bookkeeper was also present. Eighteen<br />

homeowners, including the Board<br />

members, were present.<br />

John welcomed all the homeowners<br />

and thanked them for coming and<br />

introduced the Board members. He also<br />

thanked Bruce King, our web master, for<br />

all the work he has done for us this past<br />

year. There was not a quorum present so<br />

he explained that nominations for Board<br />

and committee positions would be<br />

accepted but that an official vote would<br />

not be taken. The minutes were read<br />

and approved as written.<br />

Financial Statement: Joy Church<br />

reported that 10% of the 2011<br />

homeowner’s dues have not yet been<br />

paid and that we are about 2% ahead of<br />

last year in collecting them. In October<br />

we cashed in a CD when it matured<br />

which was used to pay for the fence<br />

project. Our regular monthly expenses<br />

were pretty much in line with last year.<br />

Chris and Joy went over the year-to-date<br />

spread sheet. Exceptions to our normal<br />

expenses were landscaping expenses for<br />

the arborist and fence projects.<br />

Architectural Report: Jeri stated there<br />

were no new submissions in October<br />

and that the issue of the white newly<br />

installed garage door had been resolved.<br />

She reported there had been 13<br />

requests submitted year-to-date from<br />

homeowners with 3 still pending. She<br />

also reported that an inspection of the<br />

homes in both Woodward and The<br />

Gables indicated that things are generally<br />

in good shape. Over the past year several<br />

homes have been painted and she said<br />

there are several others that need to at<br />

least have the trim painted. She also<br />

reminded us that prior to painting the<br />

exterior of our homes, a request needs<br />

to be submitted to ACC for approval.<br />

Paint colors need to be harmonious with<br />

the neighborhood in neutral colors and<br />

shades of white. She also mentioned<br />

that there are many homes with over<br />

grown shrubs that need maintenance.<br />

Violations are dealt with on a case to case<br />

basis, the major one being trash cans left<br />

out and owners allowing pets to leave<br />

messes on neighbor lawns<br />

Landscaping Report: Scott reported<br />

that the open spaces landscaping is<br />

looking pretty good. Malone’s has done<br />

an acceptable job of maintaining these<br />

areas. The path between Woodward and<br />

The Gables continues to be a problem<br />

and he has again asked them to clean it<br />

up.<br />

• In December, 2010 we had<br />

an arborist come and analyze<br />

our greenbelt area. On their<br />

recommendation, several trees were<br />

cut down or trimmed back.<br />

• Homeowners (19) made good<br />

use of the thatching and aerating<br />

equipment this year<br />

• The seasonal plantings were replaced<br />

with permanent plantings at The<br />

Gables entrance<br />

• Moss was treated in several open<br />

areas<br />

• A suggestion from the floor was<br />

made that we present Malone’s with<br />

a list of monthly expectations and<br />

if the work is not completed, we<br />

consider withholding a percentage<br />

of that month’s payment. It was also<br />

suggested we look at new bids from<br />

several landscapers for 2012.<br />

2011 Accomplishments: John presented<br />

a list of the accomplishments made<br />

during this past year.<br />

• The Gables entrance landscaping<br />

change – thanks is given to Linda<br />

North, Norm North, John Wruble,<br />

and Chris Rodrigues for their work<br />

in this project.<br />

• Common Area fence – Linda North<br />

headed up this project. Five bids<br />

were accepted prior to the Board<br />

deciding who would do the project.<br />

Fences were replaced at the lower<br />

entrance to The Gables as well as<br />

above the Tot Lot.<br />

• Sport Court Net and winch – This<br />

project is still in process. Dale<br />

Prior assisted us with the research<br />

for replacing the net and winch.<br />

The Board approved the project<br />

to be done in the spring. Dale also<br />

volunteered to remove the old net<br />

since it is now considered a potential<br />

injury risk.<br />

• Stop sign at SE 154th and 141st<br />

near future. It was suggested by a<br />

homeowner that one of the hedges at<br />

this intersection be lowered to assist<br />

with vision and that caution be used<br />

when approaching the intersection.<br />

It was also suggested by another<br />

homeowner that the intersection of<br />

143rd Ave SE and SE 157th Place<br />

in Woodward could benefit by<br />

some traffic control signage. John<br />

Wruble said he would bring it to the<br />

attention of King County DOT for<br />

review.<br />

• Neighborhood Night Out – This<br />

annual event was held in August<br />

at the Tot Lot and was considered<br />

a big success. There were many<br />

residents from both The Gables<br />

and Woodward present. Thank<br />

you to John and Becky Wruble<br />

for providing the ice cream and<br />

popsicles which were enjoyed by all!<br />

• Halloween 2010 – This was<br />

again a very successful event<br />

with approximately 50 children<br />

attending. The costumes were great,<br />

the treats tasty, and a good time was<br />

had by all. Thank you to Jeri Martin<br />

and Joyce Keil for their hard work in<br />

presenting this event.<br />

• Christmas Decorating contest,<br />

2010 – This popular contest was<br />

again held and the outside home<br />

decorations spectacular, as usual. We<br />

are considering a modification in<br />

judging for the 2011 contest which<br />

will be announced later.<br />

2011 Challenges<br />

• Burglaries – Over the past year<br />

there have been several burglaries<br />

and break-ins reported. It has been<br />

suggested that residents be alert to<br />

any suspicious activities going on<br />

and not hesitate to call 911. It was<br />

also suggested neighbors consider<br />

leaving their porch lights on at<br />

night, be sure any cars left outside<br />

are locked, and that garage doors<br />

be down and secured when not in<br />

use. Leaving extra keys under door<br />

mats and in flower pots is also not<br />

considered a good idea.<br />

• Foreclosures – There are currently 6<br />

foreclosures being processed. While<br />

these homes are vacant, neighbors<br />

have been asked to help keep<br />

the lawns mowed and sidewalks<br />

cleaned. If you see something<br />

needing attention and the home is<br />

listed with a realtor, give them a call<br />

as well.<br />

• General upkeep – Look around<br />

your property to determine if there<br />

is something needing attention.<br />

Shrubs are maturing and becoming<br />

overgrown in some areas, some<br />

homes need cleaning and/or<br />

painting. We were all asked to be<br />

aware that some trees were planted<br />

very close to water and sewer lines<br />

and may be impairing them.<br />

• Pet Refuse – There have been<br />

numerous reports of pet waste being<br />

left on lawns, including the Tot Lot<br />

and Sport Court lawns. Please be<br />

considerate of others when walking<br />

your pets, and always have them on<br />

leash and clean up after them.<br />

• 2011 Budget Review – An analysis<br />

of expenses was provided. With<br />

the exception of the arborist and<br />

fence project costs we maintained<br />

expenses well. It was shown that<br />

the routine costs used most of<br />

the budget and left very little for<br />

increasing maintenance expenses<br />

which will likely increase as our<br />

neighborhood ages.<br />

• 2012 Budget Review – Chris and<br />

John went over the proposed budget<br />

for 2012, showing why an increase in<br />

annual association dues is necessary.<br />

The dues had not been raised since<br />

they were started in 1998. The<br />

pressure of increased maintenance<br />

costs and a higher percentage<br />

of homeowners defaulting on<br />

their homeowner dues made it a<br />

requirement to raise the homeowner<br />

dues. The board had voted in August<br />

to raise the dues $45 (15%) starting<br />

in 2012. This was consistent with<br />

section 7.3 of the EFHOA CC&R’s.<br />

The budget will be posted on the<br />

website for all to review.<br />

• Comments from homeowners<br />

– It was suggested that we again<br />

consider having a Block Watch<br />

for our neighborhoods. Shirleann<br />

Nold and Christ Rodrigues both<br />

volunteered to be Block Watch<br />

Captains for their blocks and<br />

someone will be appointed to chair<br />

this very important project and see<br />

if we can generate enough interest to<br />

get it started.<br />

• Hill Erosion Issue – There is<br />

nothing new to report at this time.<br />

Our attorney is looking into the<br />

matter to determine what, if any,<br />

responsibility the HOA has, and<br />

what , if anything, needs to be done<br />

at this time.<br />

• • Election of 2012 Board<br />

Members - Since there were not<br />

enoughhomeownerspresenttomake<br />

a quorum, an official election could<br />

not be held. However, nominations<br />

were taken from the floor for open<br />

Board positions. Heidi Adamson<br />

was nominated, she graciously<br />

accepted, and the nomination<br />

was unanimously approved by the<br />

informal homeowner vote. There<br />

were several other names listed to<br />

fill vacated positions as well. A final<br />

determination and vote will be taken<br />

by the Board at the <strong>November</strong>, 2011<br />

meeting. We thank each and every<br />

person who has expressed an interest<br />

in helping fulfill these important<br />

and necessary positions.<br />

The meeting was adjourned at 9:15pm.<br />

The Board meetings are held the 4th<br />

Tuesday of every month. The next<br />

meeting will be held on <strong>November</strong> 22,<br />

2011 at 7:00 pm at the Nativity Lutheran<br />

Church. Residents are encouraged to<br />

attend.

October 9, 2011<br />

The October meeting of the<br />

<strong>Fairwood</strong> Crest Board was called to<br />

order at 7:00 PM on Oct. 4th at the<br />

<strong>Fairwood</strong> community sheriff’s office.<br />

Present were board members Bambi<br />

Castro, Greg Mangold, Diane Vandewall<br />

and Ellen Kraft. Also present were<br />

two homeowners, Sheriff Deputy Sam<br />

Shirley and <strong>Flyer</strong> staff Joyce Jones and<br />

Michael Oakley.<br />

Election of officers will be delayed until<br />

all board members are present.<br />

Security Report - Sam checked on a<br />

“camp” in the woods and did not see<br />

signs of current inhabitation.<br />

Secretary’s Report - Minutes for the<br />

Sept. meeting and the annual meeting<br />

were approved electronically.<br />

Treasurer’s Report - delinquent dues<br />

now total $33,000 including some legal<br />

fees that may be recouped.<br />

CC&Rs - one court order was awarded<br />

on a delinquent account of $1500.<br />

Another delinquent account of $1500<br />

is being paid at $500 per month. The<br />

Board voted to have our attorney pursue<br />

another delinquency to judgement.<br />

Common Properties -<br />

King County is repairing the<br />

sink hole. Molasses Creek will rise<br />

during the repair process and generators<br />

will be running 24 hours a day to pump<br />

the stream while the new pipe is placed.<br />

Nancy obtained a bid for a<br />

fenced off leash area in the middle section<br />

of the big park. The board voted to go<br />

ahead on this now and add posts with<br />

clean up bags at a later time. The area<br />

will be about 2/3 the size of a football<br />

field and will have a black 4 ft. chain link<br />

fence.<br />

<strong>November</strong> 2011 11<br />

entry need to be moved. Bambi will call<br />

an electrician who has worked in our<br />

neighborhood.<br />

The board also discussed<br />

planting two new trees in the lower park<br />

to provide some shade near the big toy.<br />

<strong>Flyer</strong> Report - Mike will check for hits<br />

on the web site. A proposal for <strong>Flyer</strong><br />

equipment and software improvements<br />

will be e-mailed to the board. The <strong>Flyer</strong><br />

bank statement will be given to the<br />

president as will a report on <strong>Flyer</strong> cash<br />

reserves.<br />

One homeowner requested and was given<br />

a season exception for a snowmobile on<br />

a trailer to be parked on his property<br />

through snow season.<br />

operation procedures manual for the<br />

common properties trustee. It will assist<br />

with transitions of trustees.<br />

Three homeowners have not paid<br />

2011 dues and two never paid<br />

2010 dues. Board approved moving<br />

cover bills due in <strong>November</strong> as the<br />

fiscal year ended October 31st and<br />

dues from the new fiscal year have<br />

not been collected yet.<br />

Block Watch: A volunteer is needed to<br />

chair the block watch group for next<br />

year. Please contact Chris Golden if<br />

you are interested. Our two parks<br />

are for Forest Estates residents and<br />

their accompanied guests only. No<br />

digging of any kind is allowed. Both<br />

parks close at dusk. Please remind<br />

your kids the parks are open during<br />

CC&R: The yard cleanup of one<br />

home that has been unoccupied<br />

for several years was completed by<br />

our landscaper. Another home in<br />

disrepair had a new roof installed after<br />

a successful short sale. The board<br />

reminds all homeowners that they are<br />

responsible for general maintenance<br />

of the curb and sidewalk adjacent to<br />

their homes. Please contact a board<br />

member with any CC&R compliance<br />

concerns.<br />

Landscaping: The traffic islands will<br />

all have one more clean up before<br />

the end of the year.The contract<br />

with our current landscaper was<br />

renewed for 2012 at the same cost<br />

as last year. A second bid for possible<br />

removal of trees in the Big Toy park<br />

was received. Randall will obtain<br />

one more bid. The broken basketball<br />

stand post in the park will be dug up<br />

and removed. Several homeowners<br />

have volunteered to help with a few<br />

repairs to the Big Toy structure.<br />

Chris will coordinate. The board<br />

asked for an estimate of repair costs<br />

before the work is initiated. Randall<br />

will investigate improved solar lights<br />

for the entrance. If you have any<br />

common area landscaping concerns,<br />

please contact a board member.<br />

2012 Budget: The 2012 budget was<br />

approved. The FEHOA annual<br />

meeting is scheduled for Thursday<br />

<strong>November</strong> 3rd at 7:00pm at Nativity<br />

Energy Credit & Rebates<br />

water heaters. Many of the utility<br />

programs also require homeowners<br />

to add more insulation to obtain<br />

the rebate. Attic, wall and, in some<br />

cases, under floor insulation must<br />

be added to get the utility rebate on<br />

new double pane windows or a high<br />

efficiency gas furnace and water<br />

heaters.<br />

For 2011 as an example, the<br />

Federal Tax Credit is 10% up to<br />

$200 for windows and skylights and<br />

10% up to $500 for exterior doors.<br />

This compares to the $1500 offered<br />

in 2009 when Obama signed the<br />

credit into law. While the credit<br />

isn’t as large as in 2009, homeowners<br />

that have yet to use their credit<br />

now have only a month and a half<br />

to take advantage of the program.<br />

No details have been released as to<br />

what is planned for 2012 in regards<br />

to tax credits. With 2012 being an<br />

election year, and the economy still<br />

not recovering, who can say what<br />

will come from Washington?<br />

No one can deny the benefits<br />

these programs have provided over<br />

the last few years. Millions of dollars<br />

are being saved by homeowners on<br />

their energy bills and the utilities<br />

are saving many more millions. It<br />

is cheaper for the utilities to provide<br />

<strong>November</strong> 2011 21<br />

homeowners and businesses rebate<br />

dollars for increasing the efficiency<br />

of their homes/buildings rather<br />

than having to search for new<br />

energy sources. Environmental<br />

issues aside, dams and power plants<br />

are expensive and no one wants one<br />

in their backyard.<br />

with no adult supervision. King County<br />

Sheriff responded and broke up the party<br />

External Affairs: Erin Aboudara<br />

On October 4th, the Board held<br />

an educational Emergency Preparedness<br />

meeting at <strong>Fairwood</strong> Golf & Country<br />

Club. The meeting was attended by<br />

about 45 homeowners and information<br />

was taught by 2 Renton Firefighters<br />

and a Deputy Director of King County<br />

Dept. of Emergency Management and<br />

2 volunteers from Renton Emergency<br />

Communications Service (ham radio<br />

operators) also participated.<br />

A few CERT team members<br />

from <strong>Fairwood</strong> Greens, including myself,<br />

also attended the meeting. After the<br />

earthquake in Japan earlier this year, a few<br />

homeowners requested that the Board<br />

hold an emergency preparedness meeting<br />

to inform residents on how to become<br />

prepared for several different types of<br />

likely emergencies that could affect the<br />

<strong>Fairwood</strong> area.<br />

I have extra print materials that<br />

I will bring to regular Board meetings<br />

until we run out that primarily deal<br />

with how to get prepared for natural<br />

disasters such as earthquakes or winter<br />

storms and potential hazards around<br />

your household and neighborhood after<br />

a major emergency.<br />

The Board encourages all<br />

homeowners to get their households<br />

prepared for a minimum of 3 days,<br />

preferably 7 days, of non-perishable food,<br />

fresh drinking water, medications, first<br />

aid supplies, and warm blankets for each<br />

member of the home and don’t forget to<br />

have enough supplies for your pets during<br />

an emergency. Keep extra clothing and<br />

jackets on hand to take with you if your<br />

home were to be damaged and you need<br />

to evacuate quickly. Batteries, flashlights<br />

and an emergency radio are very valuable<br />

items to have on hand as well.<br />

Renton Technical College offers<br />

many informative classes on preparedness<br />

and also CERT training is offered<br />

twice per year. I will keep homeowners<br />

informed as to when the next series of<br />

classes are available for registration. Some<br />

are free classes and others have a small fee.<br />

Lyon of Special Projects Committee,<br />

for helping me plan the meeting, for<br />

arranging the meeting location and<br />

creating the postcard invitations that were<br />

sent to all <strong>Fairwood</strong> Greens residents a<br />

few weeks ago! Her efforts are very much<br />

Toddler Park property encroachment-<br />

Jim Canterbury<br />

During process of viewing<br />

Toddler Park for recent work,<br />

topography was done and discovered<br />

land encroachment was done on the<br />

<strong>Fairwood</strong> Greens property. Homeowner<br />

has been waiting for several years for<br />

someone from the Board to contact him<br />

about this issue. He bought the property<br />

as is. The encroachment happened 20+<br />

years ago. Not likely that the HOA will<br />

go ahead with any litigation to get the<br />

property back based on cost and advice<br />

from the Association’s Attorney. A letter<br />

will be written outlining the reasons for<br />

the Board decision for the HOA files.<br />

Street Light poles- Jim Canterbury<br />

Recently Jerry Smith and I met<br />

with a person from PSE to address the<br />

light issues within the Greens. Currently<br />

there are 374 poles in the Greens, five<br />

different types. Discussion was held<br />

trying to see what PSE would be willing<br />

to do with the lights.<br />

Assignments for year 2011 – 2012 were<br />

passed out by Jim Canterbury.<br />

Cell Tower- cell tower<br />

has granted a building permit for a cell<br />

tower near BPA right of way.<br />

• Soos Creek Water was turned off<br />

about 30 feet of sidewalk which<br />

they replaced and dug up some of<br />

requests will now be coordinated<br />

by the CAM Chair and monthly<br />

reports will be submitted before<br />

each monthly meeting. Please<br />

contact the Board with any; areas of<br />

concern and we will do our best to<br />

accommodate. We have decreased<br />

patrol hours to 16 hours/month<br />

because of the time of year and this<br />

will let us increase the hours in the<br />

spring and summer.<br />

– this is a King County Law as well<br />

as our policy in our HOA Parks.<br />

Cold Weather Household<br />

“To Do” List<br />

1. Check the furnace - it may be time for new filters.<br />

2. Check the smoke detector - did you change the batteries in<br />

June?<br />

3. Check the carbon monoxide detector or install. Carbon<br />

monoxide is an odorless killer.<br />

4. Fire up your furnace once as warmer weather’s winding<br />

down to burn off any accumulated dust so you’re not trapped<br />

inside with “that burny smell” on the first cold day!<br />

5. It’s also a good time to run the oven’s cleaning cycle while<br />

it’s warm enough to leave windows open to catch the breeze.<br />

6. Have your furnace periodically checked by a professional<br />

to make sure it’s operating at peak efficiency and that your<br />

ducts are clear of dust & debris, properly sealed and aren’t<br />

leaking hot air into your attic or crawl-space!<br />

7. Have wood stove and fireplace chimneys checked and<br />

cleaned as needed. Chimney fires aren’t fun!<br />

8. Make sure any floor or baseboard heaters are clear and that<br />

nothing has been placed on top or against them over the -<br />

it’s one of the top causes of home fires.<br />

9. Check doors and windows to make sure seals and weatherstriping<br />

are doing their job. Feel any cool air coming in? That<br />

means heat is going out and costing you money.<br />

10. Clean out the rain gutters and make sure they’re flowing<br />

clearly before rainy season starts.<br />

11. Don’t forget to apply moss control or winterizer fertilizer to<br />

the lawn. It’s also the perfect time to over-seed your lawn.<br />

12. Check trees and large shrubs for weakened limbs or dead<br />

branches that should be removed.<br />

13. Think about planting some spring-blooming bulbs now for a<br />

burst of color in spring.<br />

14. Scrub down and cover the patio furniture so it’s ready to use<br />

at a moment’s notice when clear weather comes.<br />

15. Have you checked your tires and brakes recently? Fall means<br />

wet weather and slippery roads.<br />

16. It’s a good time to clean your car’s inside windows to remove<br />

any haze that only gets worse as windows fog up.<br />

17. Time to take the chains or cables out of the garage and put<br />

them back in the trunk so they’re ready in case icy roads<br />

suddenly appear.<br />

18. Put insulated covers on outdoor faucets - it may be a long,<br />

cold winter. Burst pipes can lead to costly repair bills.<br />

19. As temperatures drop, little furry varmints try to find ways<br />

into warmer areas. Make sure your crawl-space attic vent<br />

screens are tightly attached and in place - and the same<br />

goes for clothes dryer and cooktop vents. Little varmints<br />

can do big and costly damage to insulation and wiring (wire<br />

insulation is a tasty snack to them) under the house, in the<br />

attic or garage if they get in.

• if the net income of the business<br />

is subject to “double taxation”<br />

This article will introduce<br />

the five major business entity types<br />

and provide an overview of their<br />

major characteristics.<br />

SOLE PROPRIETORSHIP<br />

A sole proprietorship is the<br />

simplest form of business for an<br />

enterprise that is owned entirely<br />

by one person (a married couple<br />

that own 100% of a business can<br />

also elect to be treated as a sole<br />

proprietorship). If an individual<br />

operates a trade or business<br />

without taking any formal steps to<br />

organize a separate business entity,<br />

this business is “unincorporated”<br />

and will – by default – be treated<br />

as a sole proprietorship. This is<br />

the easiest business to organize<br />

with minimal legal restrictions.<br />

From the IRS’ perspective, the<br />

business owner and the business<br />

are considered to be the same. The<br />

business income and expenses are<br />

reported on Schedule C of the<br />

business owner’s individual income<br />

tax return.<br />

A sole proprietor is not<br />

an “employee” of and does not<br />

receive W-2 wages from his or her<br />

business, the business does not<br />

withhold or remit any taxes for the<br />

owner, and the business owner is<br />

responsible for the payment of all<br />

of their self-employment taxes (the<br />

“employer’s” and the “employee’s”<br />

share of FICA taxes) and income<br />

taxes on the business net income.<br />

The failure of sole proprietors<br />

to make adequate estimated tax<br />

payments throughout the year can<br />

result in large amounts of taxes due<br />

when they file their annual income<br />

tax returns, the assessment by the<br />

IRS of penalties and interest, and –<br />

in some cases – the inability of the<br />

business owner to continue being<br />

self-employed.<br />

A characteristic of a sole<br />

proprietorship is that the business<br />

owner of the business is personally<br />

liable for all debts incurred by the<br />

proprietorship. It is very important<br />

that owners of sole proprietorships<br />

understand and accept this liability.<br />

If they want to limit their personal<br />

liability, they should consider other<br />

business entity options.<br />

PARTNERSHIP<br />

A “general” partnership<br />

exists when two or more persons<br />

or legal entities jointly own an<br />

unincorporated business (a married<br />

couple that own 100% of a business<br />

can also elect to be treated as a sole<br />

proprietorship). A partnership is<br />

easy to organize and has minimal<br />

legal restrictions. There are no legal<br />

limitations on the number or type of<br />

partners in a partnership (although<br />

there are practical limitations). A<br />

partnership files a separate federal<br />

income tax return, and the partners<br />

are responsible for paying all taxes<br />

on their compensation and share<br />

of partnership income on their<br />

individual income tax returns<br />

(explained further in the following<br />

paragraph).<br />

Similar to a sole proprietor,<br />

a partner is not an “employee” of<br />

and does not receive W-2 wages<br />

from the partnership. A partner<br />

who works in the business does<br />

receive “guaranteed wages” from<br />

the partnership, but the partnership<br />

does not withhold any taxes from<br />

the partner’s guaranteed payments.<br />

To avoid major headaches, partners<br />

need to be aware of their estimated<br />

tax payment responsibility.<br />

A partnership offers greater<br />

flexibility than a corporation<br />

in dividing up profits, losses,<br />

ownership of capital, and making<br />

special allocations to partners. A<br />

general partnership may or may<br />

not have a written partnership<br />

agreement that spells out the rights<br />

and duties of the partners relative<br />

to the partnership assets, liabilities,<br />

income (loss) and control of<br />

business operations. Although<br />

a formal partnership agreement<br />

is not required, it is highly<br />

recommended and often will<br />

facilitate partnership ownership<br />

transfers or terminations.<br />

All general partners are<br />

“jointly and severally” liable for all<br />

partnership debts (which means<br />

that each partner can be held<br />

liable by third parties for the entire<br />

partnership debt).<br />

“S” CORPORATION<br />

A Washington-state<br />

corporation is a legal association<br />

formed to carry on a trade or<br />

business by filing articles of<br />

incorporation with the Washington<br />

State Secretary of State. Ownership<br />

is through owning shares of stock<br />

of the corporation, and each<br />

owner’s liability is limited. Forming<br />

a corporation may require complex<br />

and expensive legal procedures.<br />

Corporations are required to hold<br />

meetings of board members and<br />

shareholders as well as maintaining<br />

corporate minutes.<br />

If a corporation is owned<br />

by 100 or fewer shareholders that<br />

are individuals, estates, certain<br />

trusts, and certain charities<br />

(which describes most closely-held<br />

corporations), the owners of the<br />

corporation can file an election<br />

with the IRS to elect to be treated<br />

as an “S” Corporation. An “S”<br />

Corporation is a “flow-through<br />

entity” that does not pay income<br />

taxes on its net income. Instead,<br />

the “S” Corporation shareholders<br />

pay taxes on their shares of “S”<br />

Corporation net income on their<br />

individual income tax returns.<br />

“S” Corporation<br />

shareholders who work in the<br />

businessare“employees”andshould<br />

receive W-2 wages which are subject<br />

to payroll taxes. “S” Corporation<br />

owner/employees are required to<br />

receive “reasonable W-2 wages”<br />

for their work as employees of the<br />

corporation. After they have been<br />

paid their reasonable W-2 wages,<br />

these owner/employees (as well as<br />

owners who do not work in the<br />

business) can receive shareholder<br />

distributions that are not subject<br />

to payroll taxes. This opportunity<br />

to reduce the amount of payroll<br />

taxes paid by a “S” Corporation<br />

shareholder can result in significant<br />

tax savings if done properly. Failure<br />

to pay reasonable W-2 wages to<br />

“S” Corporation owner/employees<br />

is carefully monitored by the IRS<br />

and the reason that the IRS audits<br />

many “S” Corporations.<br />

“C” CORPORATION<br />

The process of forming a<br />

corporation is described in the first<br />

paragraph of the section on “S”<br />

Corporations. A “C” Corporation<br />

exists whenever a corporation does<br />

not file an election to be treated<br />

as an “S” Corporation. There is<br />

no limit on the number or type of<br />

shareholders of a “C” Corporation.<br />

A “C” Corporation files a separate<br />

income tax return and is required<br />

to pay corporate income tax on<br />

the net income of the corporation.<br />

Corporate owners who work in<br />

the business are employees of<br />

the corporation and receive W-2<br />

wages. Like not-owner employees,<br />

the corporation withholds income<br />

taxes and the employee’s portion of<br />

FICA taxes from the gross wages<br />

of owners. In addition to wages<br />

for work performed, owners of C<br />

corporations may receive dividends<br />

from the corporation. Dividends<br />

paid to corporate shareholders<br />

are paid out of previously-taxed<br />

retained earnings of the corporation<br />

and are not deductible by the<br />

corporation. Dividends received by<br />

shareholders are subject to tax on<br />

the shareholder’s individual income<br />

tax return. This is the “double<br />

taxation” that many business<br />

owners would like to avoid.<br />

LIMITED LIABILITY COMPANY<br />

Under the laws of most U.S.<br />

state, a Limited Liability Company<br />

(often referred to as an “LLC”) is a<br />

legal form for a business entity that<br />

provideslimitedliabilitytoitowners<br />

without much of the complexity<br />

required for a corporation. An LLC<br />

is a hybrid business entity having<br />

certain characteristics of both a<br />

corporation and an unincorporated<br />

business. The primary characteristic<br />

it shares with a corporation is<br />

limited liability, and the primary<br />

characteristic it shares with a sole<br />

proprietorship or a partnership<br />

is the availability of pass-through<br />

income taxation. An LLC is often<br />

more flexible than a corporation<br />

and is well suited for many small<br />

companies. The limited liability<br />

offered to owners of businesses<br />

organized an LLCs along with<br />

decreased complexity, restrictions<br />

and requirements make an LLC a<br />

very attractive way to set up many<br />

small businesses.<br />

The IRS does not have a<br />

separate income tax return for<br />

LLCs. Instead, an LLC reports as<br />

a sole proprietorship, partnership,<br />

“S” Corporation, or “C”<br />

Corporation depending on the<br />

number of owners of the LLC and/<br />

or tax-treatment election that has<br />

been filed with the IRS.<br />

IN CONCLUSION<br />

As summarized above, selecting<br />

the structure of your business is<br />

very important and has significant<br />

consequences to the business<br />

owner. Whether you are thinking<br />

about starting a new business, have<br />

already started your new business,<br />

or have a well-established business,<br />

I encourage you to carefully<br />

consider the different entity choices<br />

that are available for your business.<br />
