2.11.3 Consequential or attributional LCA<br />

All systems exam<strong>in</strong>ed apply an attributional LCA approach, except for the<br />

suggestion from 2.-0 Consultants. The Danish EPD-system, which is currently<br />

be<strong>in</strong>g developed, will <strong>in</strong> contrast to this use consequential LCA. As no PCRdocuments<br />

or EPD’s are available it is not possible to address the experiences<br />

from this system.<br />

2.11.4 Cut-off rules<br />

The cut-off rule is <strong>in</strong> general 1 or 2 %, based on mass, with 5 % be<strong>in</strong>g the<br />

maximum for total exclusions. As a general rule, materials/substances<br />

contribut<strong>in</strong>g significantly to one or more of the impacts considered, must not be<br />

excluded, <strong>and</strong> <strong>in</strong> some schemes, products with unwanted properties, broadly<br />

def<strong>in</strong>ed, must be <strong>in</strong>cluded.<br />

2.11.5 Allocation rules<br />

The allocation rules for Multi-<strong>in</strong>put <strong>and</strong> Multi-output processes are rather similar<br />

<strong>in</strong> all schemes. When deal<strong>in</strong>g specifically with recycl<strong>in</strong>g <strong>and</strong> re-use, however,<br />

significant differences are observed. The Swedish <strong>and</strong> French systems specify<br />

that secondary materials enter a system with (almost) no impacts from earlier<br />

life cycles. The UK system allocates accord<strong>in</strong>g to the number of loops, the<br />

Dutch system accord<strong>in</strong>g to market prices <strong>and</strong> the German system accord<strong>in</strong>g to<br />

an exam<strong>in</strong>ation of current <strong>and</strong> future conditions with respect to collection of <strong>and</strong><br />

markets for secondary products. With the given procedural differences it is<br />

judged that this aspect can lead to large differences <strong>in</strong> the <strong>environmental</strong><br />

profiles produced. In contrast to this, the approach by 2.-0 Consultants avoids<br />

allocation, i.e. all allocation is assumed to be done when establish<strong>in</strong>g the Input-<br />

Output database used to describe the <strong>environmental</strong> impacts from background<br />

processes.<br />

2.11.6 LCA/LCI-<strong><strong>in</strong>formation</strong> <strong>in</strong>cluded<br />

The EPD-schemes exam<strong>in</strong>ed vary considerably with respect to their<br />

requirements regard<strong>in</strong>g which results to present. The basic elements required<br />

are tabulated below.<br />
