formulate the sta.n.dardl a.cceptabk to us. As a community, we feel that obscenity, profa.n.ity, and<br />

malicious interferenct are repulsive to us and are therefore unacceptable offenses to our Community<br />

Standard.<br />

Violations ofthese regulations hintkr and impede future growth in tht Service. especioJly<br />

among young peopu. Continued fai,lure to enforce tMae rrgulatioM will serio.uly jeopardize tht basis<br />

and purpose ofthe <strong>Amateur</strong> Service as qpressed in Part 97.1 ofthe Buks.<br />

The FCC has not empowered <strong>Amateur</strong>s to impo,e kgall41lCtioru or penalties a.ga.inst violator,<br />

ofit, Rules. Only the FCC can enforce its regulations and thereby preserve our Community Sta.n.d.o.rt:lI.<br />

Thtrefore. we implore the Federal Communications Commission to reorder tht prioritie, oftla.oM<br />

resources assigned to the <strong>Amateur</strong> <strong>Radio</strong> Service and provide swilt. just, and compute enforcement of<br />

these Regulations.<br />
