Section 1<br />

Introduction<br />

1.1 Purpose<br />

The purpose of this review is for the Public Sector Commission (the Commission) to:<br />

1 verify that the current list of <strong>Government</strong> boards <strong>and</strong> committees is accurate <strong>and</strong><br />

correct for inclusion in the Database of <strong>Government</strong> boards <strong>and</strong> committees <strong>and</strong><br />

publication of the Register of <strong>Government</strong> boards <strong>and</strong> committees;<br />

2. reconcile the current list of <strong>Government</strong> boards <strong>and</strong> committees to the June 2009 list<br />

of <strong>Government</strong> boards <strong>and</strong> committees;<br />

3. where appropriate, recommend the further reduction in the number of <strong>Government</strong><br />

boards <strong>and</strong> committees; <strong>and</strong><br />

4. recommend policies <strong>and</strong> processes related to the administration of information on<br />

<strong>Government</strong> boards <strong>and</strong> committees.<br />

Successful completion of this review will enable the Register of <strong>Government</strong> boards <strong>and</strong><br />

committees to be published on the government website <strong>and</strong> assist in the population of data<br />

in the Database of <strong>Government</strong> boards <strong>and</strong> committees.<br />

This is not a statutory review within the meaning of s.24B of the Public Sector Management<br />

Act 1994 (PSM Act), but has been undertaken in accordance with the Public Sector<br />

Commissioner's general functions.<br />

1.2 Background<br />

Four key reviews' of the operation of government in the last 20 years <strong>and</strong> an Auditor<br />

General's performance examination2 of boards that govern statutory authorities in Western<br />

Australia have each highlighted significant issues in the manner in which <strong>Government</strong><br />

boards <strong>and</strong> committees have been administered by successive governments.<br />

Most recently, the Economic Audit Committee's Putting the Public First report established<br />

<strong>Government</strong> boards <strong>and</strong> committees as a priority3, <strong>and</strong> the Premier's remarks to Parliament<br />

on 19 May 20104 confirmed the need to make significant improvements in the administration<br />

of these bodies.<br />

The Premier has indicated that the current <strong>Government</strong> has committed to resolve these<br />

issues, including ensuring that the <strong>Government</strong> boards <strong>and</strong> committees system is open <strong>and</strong><br />

accountable to the publics.<br />

In response, the <strong>Government</strong> has implemented several initiatives:<br />

the development of a database to manage information related to <strong>Government</strong> boards<br />

<strong>and</strong> committees;<br />

the restriction of remuneration to external members of boards <strong>and</strong> committees<br />

(Premier's Circular 2010/02) <strong>and</strong> weekly scrutiny of Cabinet Submissions to ensure<br />

compliance with the circular;<br />

the commitment to the publication of the Register of <strong>Government</strong> boards <strong>and</strong><br />

committees;<br />

communication with Ministers' offices <strong>and</strong> <strong>Government</strong> agencies in order to improve<br />

the quality of information available on <strong>Government</strong> boards <strong>and</strong> committees; <strong>and</strong><br />

an update of the Interested Persons Register.<br />

A process of continuous improvement by <strong>Government</strong> in its approach to the operation of<br />

boards <strong>and</strong> committees is essential if gains are to be made <strong>and</strong> sustained. Key elements of<br />

this ongoing process are considered by the Commission to include:<br />

regular examination by the relevant portfolio of whether the work being undertaken by<br />

a <strong>Government</strong> board or committee should be undertaken by <strong>Government</strong>;<br />

regular considerations by the relevant portfolio whether a <strong>Government</strong> board or<br />

committee is the most effective <strong>and</strong> efficient way for <strong>Government</strong> to undertake a<br />

particular task, or whether it could be done more effectively <strong>and</strong> efficiently within a<br />

public sector agency;<br />

establishing a coordinated <strong>and</strong> consistent process for the management of information<br />

on <strong>Government</strong> boards <strong>and</strong> committees;<br />

ensuring information in Cabinet Submissions includes the information required to<br />

administer <strong>Government</strong> boards <strong>and</strong> committees; <strong>and</strong><br />

resolving any design, technical <strong>and</strong> administrative issues with the <strong>Government</strong> boards<br />

<strong>and</strong> committees database.<br />

1.3 Recommendations<br />

The review of <strong>Government</strong> boards <strong>and</strong> committees by the Commission makes the following<br />

recommendations to <strong>Government</strong>.<br />

Recommendation 1<br />

That the <strong>Government</strong> notes the results of the Commission's verification <strong>and</strong><br />

reconciliation of the current list of <strong>Government</strong> boards <strong>and</strong> committees <strong>and</strong> those<br />

reported to exist in June 2009.<br />

Recommendation 2<br />

That the <strong>Government</strong> approves publication of the resulting Register of <strong>Government</strong><br />

boards <strong>and</strong> committees established by this review. (Appendix 1.)<br />

Recommendation 3<br />

That the relevant portfolios take action to abolish the identified <strong>Government</strong> boards<br />

<strong>and</strong> committees.<br />

Recommendation 4<br />

That the Department of the Premier <strong>and</strong> Cabinet <strong>and</strong> the Commission establish a<br />

memor<strong>and</strong>um of underst<strong>and</strong>ing or other appropriate arrangements to clarify the joint<br />

management of matters related to <strong>Government</strong> boards <strong>and</strong> committees.<br />

Recommendation 5<br />

That the Department of the Premier <strong>and</strong> Cabinet develop <strong>and</strong> propose amendments to<br />

the Cabinet H<strong>and</strong>book <strong>and</strong> the template for Cabinet Submissions relating to the<br />

establishment, changing or terminating of <strong>Government</strong> boards <strong>and</strong> committees; <strong>and</strong><br />

changes to membership of <strong>Government</strong> boards <strong>and</strong> committees, to ensure that all<br />

required information to keep an accurate database of records for each <strong>Government</strong><br />

board or committee is explicit in each Cabinet Submission.<br />

Recommendation 6<br />

That the Department of the Premier <strong>and</strong> Cabinet ensure sufficient dedicated resources<br />

are provided to manage the <strong>Government</strong> boards <strong>and</strong> committees Cabinet processes,<br />

Database <strong>and</strong> Register.<br />

Recommendation 7<br />

That the:<br />

7.1 <strong>Government</strong> adopt the policy, that part time public servants be paid for<br />

membership on <strong>Government</strong> boards <strong>and</strong> committees, if it is clearly<br />

demonstrated to the satisfaction of the relevant Minister that; the part-time<br />

public servant's board or committee work will happen in their own time; <strong>and</strong><br />

potential conflicts of interest will be appropriately managed;<br />

7.2 <strong>Government</strong> adopt the policy, that university academics be eligible for<br />

remuneration irrespective of whether they are from a public or private<br />

university; <strong>and</strong><br />

7.3 Department of the Premier <strong>and</strong> Cabinet develop guidelines to address the range<br />

of circumstances associated with remuneration of private sector employees <strong>and</strong><br />

professionals.<br />

1.4 Role<br />

<strong>Government</strong> boards <strong>and</strong> committees can play an important role in good governance within<br />

government by providing independent <strong>and</strong> expert governance or advice. They can also<br />

provide an effective link between government <strong>and</strong> the community.<br />

<strong>Government</strong>s generally have one or more of the following four reasons for establishing a<br />

governance or advisory board or committee in preference to using a departmental structure<br />

to undertake a specific public role. These are to:<br />

enable participation by government in commercial or semi-commercial operations;<br />

provide capacity for decisions <strong>and</strong> advice that are independent from government;<br />

provide an avenue for the input of specialist knowledge <strong>and</strong> expertise not normally<br />

available in government; <strong>and</strong>/or<br />

facilitate high level engagement <strong>and</strong> 'ownership' by specific groups.<br />

1.5 Criteria<br />

The two main policy instruments governing the administration of information <strong>and</strong> approvals<br />

related to <strong>Government</strong> boards <strong>and</strong> committees are the:<br />

1. Cabinet H<strong>and</strong>book Department of Premier <strong>and</strong> Cabinet 2009<br />

2. Premier's Circular State <strong>Government</strong> <strong>Boards</strong> <strong>and</strong> <strong>Committees</strong>: 2010/02<br />

Having clear <strong>and</strong> unambiguous criteria for:<br />

a. determining if a body is a <strong>Government</strong> board or committee <strong>and</strong> should appear in the<br />

Database of <strong>Government</strong> boards or committees; <strong>and</strong><br />

b. determining if <strong>Government</strong> board or committee in the Database should appear on<br />

the Register of <strong>Government</strong> boards <strong>and</strong> committees (published list);<br />

is essential for the effective administration <strong>and</strong> public reporting of these bodies.<br />

The Cabinet H<strong>and</strong>book reads as follows in relation to the making of appointments to<br />

<strong>Government</strong> boards <strong>and</strong> <strong>Committees</strong>:<br />

7.4 Appointments to boards<br />

Appointments to boards which are established by statutes which specify that<br />

appointments are to be made by the Minister or the Governor in Executive<br />

Council must he brought to Cabinet.<br />

While appointments to committees set up by the Minister or the CEO of<br />

an agency are not usually subject to the Cabinet process, where the<br />

purpose or function of the board may have a major impact on<br />

government policy or cross over Ministerial responsibilities, or when<br />

members are paid a fee, the matter should be brought to Cabinet.<br />

All board appointments are added to the <strong>Government</strong> <strong>Boards</strong> <strong>and</strong><br />

<strong>Committees</strong> website at www.boards.dpc.wa.gov.au following Cabinet's<br />

decision or the Executive Council meeting (if applicable).<br />

<strong>Government</strong> established a new definition for <strong>Government</strong> boards <strong>and</strong> committees in July<br />

20106. A 'Board or a Committee' is defined as an entity that has one or more external<br />

members who receive remuneration for their services (other than reimbursements for<br />

travel expenses).<br />

CRITERIA<br />

The below criteria have been applied by the Commission during the course of this review for<br />

the purpose of establishing the current <strong>Government</strong> boards <strong>and</strong> committees to be included in<br />

the Database <strong>and</strong> listed on the Register <strong>and</strong> reconciling these lists to prior records.<br />

<strong>Government</strong> boards <strong>and</strong> committees that satisfy the following criteria are to be included on<br />

the Database of <strong>Government</strong> boards <strong>and</strong> committees:<br />

The establishment, change of name, termination of or appointment of persons<br />

to the board or committee is submitted to Cabinet.'<br />

REGISTER OF GOVERNMENT BOARDS AND COMMITTEES (PUBLISHED LIST)<br />

<strong>Government</strong> boards <strong>and</strong> committees that are on the Database of <strong>Government</strong> boards <strong>and</strong><br />

committees that meet the following criteria will be included on the Register of <strong>Government</strong><br />

boards <strong>and</strong> committees (Published List);<br />

The board or committee has one or more external members who receive<br />

remuneration for their services (other than reimbursements for travel expenses).<br />

SUB-COMMITTEES<br />

External members excludes those on the public payroll, including all current<br />

State, Commonwealth <strong>and</strong> Local <strong>Government</strong> employees; current <strong>and</strong> retired<br />

judicial officers; <strong>and</strong> current employees of public academic institutions.8<br />

Sub-committees that satisfy the following criteria will be included on the Database of<br />

<strong>Government</strong> boards <strong>and</strong> committees:<br />

The establishment, change of name, termination of or appointment of persons<br />

to the sub-committee is submitted to Cabinet.<br />

Sub-committees that are included on the Database of <strong>Government</strong> boards <strong>and</strong> committees<br />

shall be separately listed on the Register of <strong>Government</strong> boards <strong>and</strong> committees (Published<br />

List) when:<br />

The sub-committee has one or more external members (who are not already a<br />

member of the parent board or committee) who receive remuneration for their<br />

services (other than reimbursements for travel expenses).<br />

Section 2<br />

Reconciliation<br />

2.1 Background<br />

Since early 2009, Department of the Premier <strong>and</strong> Cabinet <strong>and</strong> the Commission have<br />

undertaken an ongoing review of <strong>Government</strong> boards <strong>and</strong> committees. This work has<br />

focussed on three main areas:<br />

1. rationalising the number of boards <strong>and</strong> committees;<br />

2. establishing new guidelines about the remuneration of members; <strong>and</strong><br />

3. improving the management of information relating to <strong>Government</strong> boards <strong>and</strong><br />

committees.<br />

On 1 June 2009, the Premier announced that there were 1,2769 <strong>Government</strong> boards <strong>and</strong><br />

committees, 518 of which had at least one paid member. The Premier's media<br />

statement indicated that in his view both numbers were relatively high in comparison to other<br />

states with larger populations <strong>and</strong> that the <strong>Government</strong> would work to reduce the number of<br />

<strong>Government</strong> boards <strong>and</strong> committees.<br />

During the second half of 2009, <strong>and</strong> in line with the Economic Audit Committee's<br />

recommendations, the Department of the Premier <strong>and</strong> Cabinet worked with Ministerial<br />

Chiefs of Staff <strong>and</strong> relevant agencies to rationalise the number of <strong>Government</strong> boards <strong>and</strong><br />

committees. The Queensl<strong>and</strong> <strong>Government</strong>'s 'threshold test,' which determines whether a<br />

board or committee is the most appropriate type of body to fulfil a given function, was<br />

applied.10<br />

Minister's offices <strong>and</strong> agencies were presented with a list of portfolio relevant <strong>Government</strong><br />

boards <strong>and</strong> committees <strong>and</strong> were asked to update the list. This included addressing the<br />

following questions with respect to each <strong>Government</strong> board or committee <strong>and</strong> indicating<br />

whether each should be abolished immediately, abolished after legislative amendments,<br />

end-dated, or considered necessary to retain:<br />

Does the activity (board or committee functions) need to be done?<br />

Should government undertake this activity?<br />

Is there a compelling reason why a department cannot undertake the activity?<br />

In July 2010, the Premier released Premier's Circular 2010/02, which clarified eligibility<br />

for remuneration for members of <strong>Government</strong> boards <strong>and</strong> committees, limiting it to<br />

only 'external' appointees. <strong>Government</strong> board or committee members who are on the<br />

public payroll as an employee of any Australian government body are by implication<br />

considered to be ineligible for remuneration.<br />

Further steps were taken to improve the administration of information on <strong>Government</strong> boards<br />

<strong>and</strong> committees. The historical list of boards <strong>and</strong> committees was shown to be unreliable<br />

when a series of parliamentary questions on boards, committees, reviews <strong>and</strong> taskforces<br />

produced varying answers. This highlighted the difficulty of obtaining consistent <strong>and</strong> current<br />

information from Minister's offices <strong>and</strong> line agencies.<br />

Two steps were taken to address this situation:<br />

1. In addition to restricting remuneration, Premier's Circular 2010/02 emphasised the<br />

need for all appointments to be considered by Cabinet".<br />

2. The Department of the Premier <strong>and</strong> Cabinet <strong>and</strong> the Commission agreed to jointly<br />

produce a database module that was integrated with the existing Public Sector<br />

Commission Agency Information <strong>and</strong> Senior Executive Service (AISES) database.<br />

However, by June 2011, it had become clear that the new <strong>Government</strong> boards <strong>and</strong><br />

committees database was not operating effectively. As a result, the public list was<br />

removed from the Commission's website on '17 June 2011 <strong>and</strong> the use of the AISES<br />

database module was temporarily suspended.<br />

The Department of the Premier <strong>and</strong> Cabinet then took the following steps in order to produce<br />

a new list of boards <strong>and</strong> committees that is consistent with this new definition:<br />

The list was changed to include only boards <strong>and</strong> committees with paid members, in<br />

line with the new definition. (Note: The Department of the Premier <strong>and</strong> Cabinet did<br />

not examine whether all paid members were external because this information had<br />

not been collected during the request for information <strong>and</strong> it was assumed that as<br />

members were being paid they were external.)<br />

Minister's offices <strong>and</strong> line agencies were asked to correct <strong>and</strong> update the information<br />

from the inaccurate AISES list;<br />

All Cabinet approval sheets since <strong>September</strong> 2008 were checked to identify any<br />

boards <strong>and</strong> committees that had not been listed already;<br />

Inquiries were made to Ministers' offices regarding any previously unlisted boards<br />

<strong>and</strong> committees that appeared on the approval sheets.<br />

This process resulted in a list of 388 boards <strong>and</strong> committees as of 17 August 2011. A<br />

high level review by the Commission of a 10 per cent r<strong>and</strong>om sample of the list of 388<br />

<strong>Government</strong> boards <strong>and</strong> committees as at 17 August 2011 found the list to be generally<br />

accurate given the limitations of the information at h<strong>and</strong> (i.e. the Department of the Premier<br />

<strong>and</strong> Cabinet did not specifically examine whether each of the 388 Paid <strong>Government</strong> boards<br />

<strong>and</strong> committees had external members at the time of compilation of the list.).<br />

The list of 388 Paid <strong>Government</strong> boards <strong>and</strong> committees that was assumed to have external<br />

members was updated <strong>and</strong> maintained by the Department of the Premier <strong>and</strong> Cabinet during<br />

the course of this review.<br />

As of 19 January <strong>2012</strong>, the list of Paid <strong>Government</strong> boards <strong>and</strong> committees being<br />

maintained by the Department of the Premier <strong>and</strong> Cabinet totalled 372 Paid <strong>Government</strong><br />

boards <strong>and</strong> committees. The reduction in the total number of Paid <strong>Government</strong> boards <strong>and</strong><br />

committees from 17 August 2011 (totalling 388) to 19 January <strong>2012</strong> (totalling 372) was due<br />

to the net effect of creations, abolitions of boards <strong>and</strong> committees <strong>and</strong> corrections to the list.<br />

The list of 19 January <strong>2012</strong> was used as a reference point in the reconciliation. From this<br />

time til the conclusion of the reconciliation, <strong>21</strong> <strong>September</strong> <strong>2012</strong>, the Commission maintained<br />

its own list of Paid <strong>Government</strong> boards <strong>and</strong> committees.<br />

2.2 Reconciliation Results<br />

The results of the Commission's efforts to reconcile the total number of <strong>Government</strong> <strong>Boards</strong><br />

<strong>and</strong> <strong>Committees</strong> <strong>and</strong> the total number of Paid <strong>Government</strong> Board <strong>and</strong> <strong>Committees</strong> are<br />

presented over page.<br />

In reviewing the results readers should note the following:<br />

1,283 <strong>Government</strong> <strong>Boards</strong> <strong>and</strong> <strong>Committees</strong> (including a duplicate entry for the Road<br />

Safety Council) were included in the reconciliation as being in existence at 1 June<br />

2009. This is 7 more than the 1,276 referred to in the Premier's statement of that<br />

date. The reason for the increase is that:<br />

The Department of the Premier <strong>and</strong> Cabinet provided the Commission with a<br />

list of <strong>Government</strong> boards <strong>and</strong> committees as of 1 June 2009 (totalling 1,280).<br />

This is 4 more than the total quoted in the Premier's media release of 1 June<br />

2009. This list has been used by the Commission as the primary source data<br />

for the reconciliation.<br />

The Commission identified 3 more boards <strong>and</strong> committees which it considers<br />

should be included in the list of <strong>Government</strong> boards <strong>and</strong> committees as of 1<br />

June 2009. These are the Fire <strong>and</strong> Emergency Services Authority Board; the<br />

Legal Costs Committee <strong>and</strong> the Premier's Science <strong>and</strong> Innovation Council.<br />

519 Paid <strong>Government</strong> <strong>Boards</strong> <strong>and</strong> <strong>Committees</strong> were included in the reconciliation as<br />

being in existence at 1 June 2009. This total was arrived at by the following means:<br />

The Department of the Premier <strong>and</strong> Cabinet provided the Commission with a<br />

list of Paid <strong>Government</strong> boards <strong>and</strong> committees (totalling 493) in support of<br />

the list of Paid <strong>Government</strong> boards <strong>and</strong> committees as of 1 June 2009<br />

(totalling 518). 25 Paid <strong>Government</strong> boards <strong>and</strong> committees as of 1 June<br />

2009 were unknown <strong>and</strong> the Department of the Premier <strong>and</strong> Cabinet also<br />

advised that:<br />

the list was compiled from a set of notes dated 13 to 16 November<br />

2009.<br />

there is no evidence that it was a complete list.<br />

its relationship with the total of 518 Paid <strong>Government</strong> boards <strong>and</strong><br />

committees quoted in the Premier's media statement of 1 June 2009<br />

is unclear.<br />

Upon review by the Commission it was found that the list totalling 493<br />

contained, one duplicate (-1), two cells containing one committee (-1) <strong>and</strong> two<br />

cells containing (+2), the net effect of which on the total was nil.<br />

During the course of the reconciliation the Commission also identified from<br />

comparative analysis 26 boards <strong>and</strong> committees, which it considers should be<br />

included in the list of Paid <strong>Government</strong> boards <strong>and</strong> committees as of 1 June<br />

2009. This brings the total for the purpose of the reconciliation to 519 Paid<br />

<strong>Government</strong> boards <strong>and</strong> committees as of 1 June 2009.<br />

The methodology used for the review reconciliation is discussed further in Appendix 2.<br />

KEY RESULTS<br />

The key results from the application of the recommended review criteria are:<br />

the reduction in the number of <strong>Government</strong> boards <strong>and</strong> committees to be included<br />

in the Database of <strong>Government</strong> boards <strong>and</strong> committees from 1,283 in June 2009 to<br />

379 as of <strong>21</strong> <strong>September</strong> <strong>2012</strong>;<br />

the reduction in the number of Paid <strong>Government</strong> boards <strong>and</strong> committees to be<br />

included on the Register of <strong>Government</strong> boards <strong>and</strong> committees from 519 in June<br />

2009 to 332 as of <strong>21</strong> <strong>September</strong> <strong>2012</strong>; <strong>and</strong><br />

that only three boards or committees from the Database of <strong>Government</strong> boards<br />

<strong>and</strong> committees have been identified <strong>and</strong> recommended for future abolition.<br />

Recommendation 1<br />

That the <strong>Government</strong> notes the results of the Commission's verification <strong>and</strong><br />

reconciliation of the current list of <strong>Government</strong> boards <strong>and</strong> committees <strong>and</strong> those<br />

reported to exist in June 2009.<br />

Recommendation 2<br />

That the <strong>Government</strong> approves publication of the resulting Register of <strong>Government</strong><br />

boards <strong>and</strong> committees established by this review. (Appendix 1).<br />

Section 3 - Proposed Abolitions<br />

3.1 Alternatives<br />

Premier's Circular 2010/02 advises that 'Ministers <strong>and</strong> agencies are encouraged to continue<br />

to use interdepartmental working groups, drawing upon external advice <strong>and</strong> engaging in<br />

other forms of consultation that do not involve the establishment of a <strong>Government</strong> board or<br />

committee'.<br />

In reviewing the current total list of <strong>Government</strong> boards <strong>and</strong> committees it is evident to the<br />

Commission that different departments <strong>and</strong> authorities have different underst<strong>and</strong>ings about<br />

when a board or committee is necessary to undertake a particular role.<br />

Two examples of this are:<br />

When independent expert advice or decision making is required, the use of paid expert<br />

panels, rather than committees, could be used. This includes community <strong>and</strong>/or<br />

industry-based 'expert' advisory, consultative, selection or appeal panels.<br />

When <strong>Government</strong> boards have sub-committees (e.g. finance or audit subcommittees)<br />

that required external specialist (e.g. internal auditor), these expertise<br />

could be paid for on a contract for service basis, rather than being appointed as a<br />

member of the sub-committee that receives sitting fees.<br />

It may be advantageous for the Department of the Premier <strong>and</strong> Cabinet to provide further<br />

guidance to agencies on the circumstances resulting in a body being considered a<br />

<strong>Government</strong> board <strong>and</strong> committee. For example, it is considered unlikely that selection <strong>and</strong><br />

recruitment panels, which included a contracted external human resource consultants are<br />

intended be considered a <strong>Government</strong> board <strong>and</strong> committee. Though such a body may be<br />

consider by some to satisfy the general definition.<br />

3.2 Abolition Criteria<br />

The Commission has examined the current <strong>Government</strong> boards <strong>and</strong> committees <strong>and</strong> sought<br />

the advice of Minister's offices <strong>and</strong> relevant agencies. The aim of this examination was to:<br />

confirm that the current list of boards <strong>and</strong> committees is correct; <strong>and</strong><br />

consider whether the current list could be further rationalised.<br />

Each Chief of Staff was requested to coordinate <strong>and</strong> collate the following analysis:<br />

1. Need for the board or committee<br />

1.1 Determine whether this role is still required.<br />

1.2 If it is still required, then is it performing a role that could be<br />

completed outside of government, or does it need to be undertaken<br />

by government.<br />

1.3 If it is a required role for government, then could it be undertaken by<br />

Based upon the recommendation of the Environment portfolio, the Dieback Consultative<br />

Council is currently being considered for abolition by the Department <strong>and</strong> Environment <strong>and</strong><br />

Conservation (DEC). The primary activity related to this function is undertaken by DEC <strong>and</strong><br />

the purpose of the council was for departmental liaison. The portfolio return to this review<br />

has indicated that the activity of the Dieback Consultative Council is no longer required to be<br />

undertaken.<br />

The <strong>Government</strong> is proceeding to change the Fire <strong>and</strong> Emergency Services Authority<br />

(FESA) from a statutory authority to a government department. Legislative amendments will<br />

be required to give effect to this change <strong>and</strong> will include the abolition of the FESA board.<br />

Minister O'Brien<br />

Commerce portfolio intends to abolish the Building Surveyors Qualifications Committee<br />

following conclusion of its activities.<br />

Joint Administration<br />

The whole of <strong>Government</strong> can be considered to consist of three sectors, consistent with the<br />

PSM Act:<br />

1. <strong>Government</strong>;<br />

2. Public Sector; <strong>and</strong><br />

3. Public Service.<br />

<strong>Government</strong> boards <strong>and</strong> committees exist <strong>and</strong> operate in all three sectors.<br />

The Department of the Premier <strong>and</strong> Cabinet's role in relation to <strong>Government</strong> boards <strong>and</strong><br />

committees is to:<br />

® manage the cabinet processes relating to the establishment <strong>and</strong> maintenance of<br />

<strong>Government</strong> boards <strong>and</strong> committees <strong>and</strong> using the data extracted from Cabinet<br />

Submissions to maintain the Database <strong>and</strong> Register of <strong>Government</strong> boards <strong>and</strong><br />

committees.<br />

The Commission's role in relation to Public Sector boards <strong>and</strong> committees is to:<br />

recommend remuneration for board or committee chairpersons <strong>and</strong> members <strong>and</strong><br />

is involved in their training, advice <strong>and</strong> support; <strong>and</strong><br />

support <strong>and</strong> monitor boards <strong>and</strong> committees on the Register in relation to<br />

compliance with the public sector Code of Ethics, Public Sector St<strong>and</strong>ards, Codes<br />

of Conduct <strong>and</strong> the Public Interest Disclosure Act 2003.<br />

4.1 Role of the Department of the Premier <strong>and</strong> Cabinet<br />

In its role in providing support for the functions of Executive Council, Cabinet <strong>and</strong><br />

Parliament, <strong>and</strong> administrative policy advice <strong>and</strong> support to ministerial offices, the<br />

Department of the Premier <strong>and</strong> Cabinet has direct involvement in the process to establish,<br />

monitor <strong>and</strong> maintain information (Database <strong>and</strong> Register) relating to <strong>Government</strong> boards<br />

<strong>and</strong> committees.<br />

The Commission considers, that as Cabinet Submissions contain the key information<br />

relating to the establishment, change <strong>and</strong> abolition of boards or committees <strong>and</strong> the<br />

associated management of their membership, the Cabinet Services Division of the Cabinet<br />

Secretariat should continue to be the operational area with responsibility <strong>and</strong> accountability<br />

for managing the <strong>Government</strong> boards <strong>and</strong> committees Database <strong>and</strong> Register.<br />

It is the Commission's view that, the Cabinet Services Division of the Cabinet<br />

Secretariat should have exclusive responsibility <strong>and</strong> accountability for both:<br />

1. Database of <strong>Government</strong> boards <strong>and</strong> committees; <strong>and</strong><br />

2. Register of <strong>Government</strong> boards <strong>and</strong> committees (Published List).<br />

The Department of the Premier <strong>and</strong> Cabinet should also continue in its role as the principal<br />

policy agency for matters related to <strong>Government</strong> boards <strong>and</strong> committees.<br />

4.2 Role of the Public Sector Commission<br />

The Public Sector Commissioner is a statutory office holder, the general functions of which<br />

are prescribed in S.20A of the PSM Act.<br />

The functions of the Commissioner include the following<br />

(a) to promote the overall efficiency <strong>and</strong> effectiveness of the Public Sector,<br />

having regard to the principles set out in section 7;<br />

(b) to advise Ministers, chief executive officers <strong>and</strong> chief employees of changes,<br />

improvements <strong>and</strong> management practices which, in the opinion of the<br />

Commissioner, should be implemented in order to improve the efficiency <strong>and</strong><br />

effectiveness of the whole or any part of the Public Sector;<br />

(c) to plan for the future management <strong>and</strong> operation of the Public Sector;<br />

(d) to perform other functions that are conferred on the Commissioner under this<br />

Act or any other Act.<br />

The Commissioner is supported in his/her functions by the Commission.<br />

The Commission is not always involved in the establishment of <strong>Government</strong> boards <strong>and</strong><br />

committees, but takes a lead role in the transfer of employment functions, employment<br />

powers <strong>and</strong> responsibility for assisting in the administration of legislation from one entity to<br />

another. This includes creating, amalgamating, changing the status of <strong>and</strong> abolishing senior<br />

executive service organisations, senior executive service organisations <strong>and</strong> non-senior<br />

executive service organisations (Schedule 2, PSM Act).<br />

The Commission also supports <strong>and</strong> monitors Public Sector boards <strong>and</strong> committees in<br />

relation to compliance with the public sector Code of Ethics, Public Sector St<strong>and</strong>ards, Codes<br />

of Conduct <strong>and</strong> the Public Interest Disclosure Act 2003.<br />

Accordingly, given the Commission's oversight of effectiveness, efficiency <strong>and</strong> accountability<br />

it is appropriate that it be directly involved in the policy <strong>and</strong> operational aspects relating to<br />

the creation, changing <strong>and</strong> abolition of Public Sector <strong>Government</strong> boards <strong>and</strong> committees,<br />

particularly, where they have employment powers.<br />

4.3 Future Joint Management<br />

As the effective <strong>and</strong> efficient operation of boards <strong>and</strong> committees is a key element to the<br />

proper functioning of <strong>Government</strong>, the Commission considers that formally specifying the<br />

roles <strong>and</strong> responsibilities of both the Department of the Premier <strong>and</strong> Cabinet <strong>and</strong> the<br />

Commission in the joint management of <strong>Government</strong> boards <strong>and</strong> committees is worthwhile.<br />

Recommendation 4<br />

That the Department of the Premier <strong>and</strong> Cabinet <strong>and</strong> the Commission establish a<br />

memor<strong>and</strong>um of underst<strong>and</strong>ing or other appropriate arrangements to clarify the joint<br />

management of matters related to <strong>Government</strong> boards <strong>and</strong> committees.<br />

Section 5 - Management of boards <strong>and</strong> committees<br />

5.1 Policies<br />

The current policy <strong>and</strong> procedures relating to boards <strong>and</strong> committees is available in the<br />

Premier's Circular Number: 2010/02 issued on 26 July 2010 <strong>and</strong> titled State <strong>Government</strong><br />

<strong>Boards</strong> <strong>and</strong> <strong>Committees</strong> <strong>and</strong> in the Cabinet H<strong>and</strong>book 2009.<br />

In addition, the Public Sector Commission provides background <strong>and</strong> operational information<br />

about government boards <strong>and</strong> committees at:<br />

5.2 Establishment <strong>and</strong> Abolition<br />

Establishment<br />

The Premier's Circular 2010/02 states that:<br />

All establishments, abolitions (including those due to expiration), changes in name<br />

<strong>and</strong> appointments to boards <strong>and</strong> committees are matters for Cabinet consideration.<br />

The Cabinet H<strong>and</strong>book reads that the only way a board or committee can be formed is with<br />

the approval of Cabinet.<br />

7.4 Appointments to boards<br />

Appointments to boards which are established by statutes which specify that<br />

appointments are to be made by the Minister or the Governor in Executive Council<br />

must be brought to Cabinet.<br />

The H<strong>and</strong>book goes on to read that:<br />

While appointments to committees set up by the Minister or the CEO of an agency<br />

are not usually subject to the Cabinet process, where the purpose or function of the<br />

board may have a major impact on government policy or cross over Ministerial<br />

responsibilities, or when members are paid a fee, the matter should be brought to<br />

Cabinet.<br />

Despite the guidance provided in the Cabinet H<strong>and</strong>book, some <strong>Government</strong> 1 boards <strong>and</strong><br />

committees have been created without Cabinet approval.<br />

Under the criteria recommended by this review a board or committee is only considered a<br />

<strong>Government</strong> board <strong>and</strong> committee when:<br />

The establishment, change of name, termination of or appointment of persons to<br />

the board or committee is submitted to Cabinet.<br />

The Commission considers that this definition is appropriate given that the only consistent<br />

business process to enable Cabinet Services officers to identify <strong>and</strong> obtain data related to<br />

<strong>Government</strong> boards <strong>and</strong> committees is when the matter is submitted to Cabinet.<br />

The business processes required in establishing a <strong>Government</strong> board or committee have<br />

been under review by the Department of the Premier <strong>and</strong> Cabinet <strong>and</strong> new templates <strong>and</strong><br />

proposed amendments to the Cabinet H<strong>and</strong>book are under development by the Department<br />

of the Premier <strong>and</strong> Cabinet.<br />

Abolition<br />

The Cabinet H<strong>and</strong>book currently indicates that if the name, structure or function of a board<br />

or committee changes then the matter should be submitted to Cabinet for approval.<br />

Similarly, proposals to amalgamate or abolish a board or committee should be submitted to<br />

Cabinet.<br />

Submissions to abolish a <strong>Government</strong> board or committee should include the background,<br />

the achievements (if any), the reasons why the board is to be abolished, any savings<br />

envisaged <strong>and</strong> any likely negative impacts.<br />

Proposals to change or abolish a board or committee or extend a sunset provision should be<br />

clearly spelt out in the Cabinet Submission. Some boards <strong>and</strong> committees have effectively<br />

been abolished by ceasing operations with the required submission being made to Cabinet.<br />

The Commission considers that the Cabinet Submission template should be revised, to<br />

ensure such information is clear. This should reduce the risk of the information not being<br />

identified because it is embedded within the text of a Cabinet Submission.<br />

5.3 Appointments <strong>and</strong> Reappointments<br />

All new appointments <strong>and</strong> re-appointments to boards <strong>and</strong> committees must have the<br />

approval of Cabinet (as per the Cabinet H<strong>and</strong>book).<br />

This process appears to be well understood by ministerial <strong>and</strong> officers from support<br />

agencies <strong>and</strong> should be retained except for some minor adjustment to the processes <strong>and</strong><br />

template.<br />

As discussed above, proposed amendments to the current templates have been developed<br />

in consultation with Cabinet Services officers <strong>and</strong> the revised templates have also been<br />

workshopped with a small reference group of Ministerial <strong>and</strong> agency officers who frequently<br />

use these templates. There are also proposed amendments to the Cabinet H<strong>and</strong>book to<br />

reflect these changes.<br />

Recommendation 5<br />

That the Department of the Premier <strong>and</strong> Cabinet develop <strong>and</strong> propose amendments to<br />

the Cabinet H<strong>and</strong>book <strong>and</strong> the template for Cabinet Submissions relating to the<br />

establishment, changing or terminating of <strong>Government</strong> boards <strong>and</strong> committees; <strong>and</strong><br />

changes to membership of <strong>Government</strong> boards <strong>and</strong> committees, to ensure that all<br />

required information to keep an accurate database of records for each <strong>Government</strong><br />

board or committee is explicit in each Cabinet Submission.<br />

5.4 New Database<br />

Following the Hicks review a central Register of <strong>Government</strong> boards <strong>and</strong> committees was<br />

established on 1 May 2003 within the Department of the Premier <strong>and</strong> Cabinet. This system,<br />

the Western Australian <strong>Government</strong> Information Vault operated until October 2010 after the<br />

officer who programmed <strong>and</strong> managed the system left. This meant that custom reports<br />

could not be generated <strong>and</strong> significant problems of data reliability were experienced.<br />

Information from this system was never made publicly accessible.<br />

In 2010, a joint Department of the Premier <strong>and</strong> Cabinet <strong>and</strong> Commission decision was made<br />

to produce a database that was integrated with the existing Public Sector Commission<br />

Agency Information <strong>and</strong> Senior Executive Service (AISES) database. This database was<br />

designed to:<br />

hold more detailed information on each board or committee (e.g. the membership; date<br />

of each member's appointment, <strong>and</strong> recommended sitting fee);<br />

make it easier to create reports that summarise information (including the public list of<br />

boards <strong>and</strong> committees, which states the name of each board or committee, the portfolio<br />

in which it resides, <strong>and</strong> the Minister responsible); <strong>and</strong><br />

generate automatic emails to Ministerial Offices notifying them of appointments that are<br />

due to expire or the need to carry out annual reviews.<br />

However, using AISES to manage <strong>Government</strong> boards <strong>and</strong> committees have been<br />

unsuccessful for the following reasons:<br />

a slow user interface hampering timely data entry;<br />

information from past databases was not imported;<br />

some data cannot be edited;<br />

difficulty finding staff resources in Cabinet Services to keep the database up to date; <strong>and</strong><br />

lack of reliable <strong>and</strong> complete information to put into the database (Cabinet submissions<br />

sometimes lack required detail, past databases are considered unreliable, <strong>and</strong><br />

information obtained from agencies may contain errors).<br />

As a result, a decision was recently made to develop a new, st<strong>and</strong>-alone database to<br />

manage data on <strong>Government</strong> boards <strong>and</strong> committees. Like AISES, the proposed system will<br />

contain the following information for each board or committee:<br />

brief description of function, including legislation (if any) <strong>and</strong> contact details;<br />

date first created/paid member appointed;<br />

active, abolished;<br />

next review date;<br />

expiry date;<br />

for each member:-<br />

name, gender (possibly ethnicity) <strong>and</strong> age b<strong>and</strong> (<strong>and</strong> possibly unique identifier);<br />

position (e.g. chair; deputy chair, member etc.);<br />

appointment date (both first appointment <strong>and</strong> latest appointment);<br />

appointment expiry date;<br />

remuneration (sitting fee) rate;<br />

details for past members (non-active) retained;<br />

date fees were determined by PSC (or other means);<br />

whether travel/expense reimbursement is provided;<br />

funding source (e.g. consolidated funds, industry-funded, or self-funded);<br />

whether Executive Council approval is needed to appoint members;<br />

TRIM file number; <strong>and</strong><br />

audit information (who has edited the database <strong>and</strong> what they did).<br />

This should allow the new system to generate reports to answer questions on the number of<br />

<strong>Government</strong> board <strong>and</strong> committees <strong>and</strong> Paid <strong>Government</strong> board <strong>and</strong> committees at any<br />

point in time. Data will also be available on the number created/abolished in any given time<br />

frame <strong>and</strong> general membership profiles (including number of memberships held by any<br />

individual). Once captured in the new database, most of this information could also be made<br />

public.<br />

However, the current list of boards <strong>and</strong> committees (showing name, portfolio <strong>and</strong> Minister) is<br />

currently being updated <strong>and</strong> maintained manually by the Department of the Premier <strong>and</strong><br />

Cabinet.<br />

Addressing these issues <strong>and</strong> realising the potential of the new database will require:<br />

commitment of an additional internal administrative support to Cabinet services (estimate<br />

a level 5 officer for 3 day per week) to update information on committees that have<br />

appointments made each weekly Cabinet meeting <strong>and</strong> to work proactively to ensure all<br />

data is current;<br />

improved design/specification for the new database to make data input easier <strong>and</strong> to<br />

exp<strong>and</strong> fields <strong>and</strong> reporting capability; <strong>and</strong><br />

ensure that information required is available from the Cabinet submissions.<br />

Recommendation 6<br />

That the Department of the Premier <strong>and</strong> Cabinet ensure sufficient dedicated resources<br />

are provided to manage the <strong>Government</strong> boards <strong>and</strong> committees Cabinet processes,<br />

Database <strong>and</strong> Register.<br />

Section 6<br />

Remuneration<br />

The authority to remunerate <strong>Government</strong> boards <strong>and</strong> committees derives from statutory<br />

provision or endorsement by Cabinet. The remuneration rate is recommended by the Public<br />

Sector Commissioner or, where provided by statute, the Salaries <strong>and</strong> Allowances Tribunal<br />

(SAT). The only case where SAT applies is for members of the Corruption <strong>and</strong> Crime<br />

Commission.<br />

Prior to the establishment of the Commission, the Minister for Public Sector Management<br />

(the Premier) advised on remuneration. In practice this role was previously delegated by the<br />

Premier to the Director General of the then Department of the Premier <strong>and</strong> Cabinet. This<br />

function is now performed by the Public Sector Commissioner.<br />

The purpose of the Commission's function of advising on remuneration rates is to promote<br />

consistency <strong>and</strong> relativity in remuneration of <strong>Government</strong> boards <strong>and</strong> committees.<br />

Guidelines for the reimbursement of travel expenses are contained in Public Sector<br />

Commissioner's Circular 2009-20.<br />

6.1 Ineligible Members<br />

<strong>Boards</strong> <strong>and</strong> committees have members from diverse backgrounds, with some being full time<br />

employees in the public, private or non-government organisation sectors, some being part<br />

time public or private or non-government organisation employees, <strong>and</strong> some being not<br />

employed, including people who are retired. In line with the definition of a board or<br />

committee (Premiers Circular 2010/02), the following members of a <strong>Government</strong> board or<br />

committee are currently considered by the Department of the Premier <strong>and</strong> Cabinet to be<br />

ineligible to receive remuneration:<br />

members on the public payroll, including all current State, Commonwealth <strong>and</strong> Local<br />

<strong>Government</strong> employees (part time or full time);<br />

current employees of public academic institutions; <strong>and</strong><br />

current <strong>and</strong> retired judicial officers.<br />

Former Members of Parliament who completed their parliamentary term <strong>and</strong> retired in<br />

the previous 12 months are eligible to sit on a board or committee they may be<br />

eligible if twelve or more months have passed since being in the Parliament.<br />

All others who sit on <strong>Government</strong> boards <strong>and</strong> committees are considered by the Department<br />

of the Premier <strong>and</strong> Cabinet to be potentially eligible for remuneration.<br />

6.2 Remuneration process<br />

The process of remunerating board <strong>and</strong> committee members <strong>and</strong> determining the<br />

appropriate fee structure is commonly (but not always) required by statute to be<br />

recommended by the Public Sector Commissioner.<br />

The fact that a person has been appointed to a <strong>Government</strong> board or committee does not<br />

automatically entitle the member to be remunerated. The following need to be taken into<br />

account:<br />

the authority to pay members; <strong>and</strong><br />

<strong>Government</strong> policy restricting payment to certain members.<br />

Reimbursement of expenses (e.g. food or travel) incurred in performance of official board or<br />

committee functions are normally managed outside the remuneration framework. Agencies<br />

typically use the Australian Taxation Office practices as a guide.<br />

It is noted that a significant number of <strong>Government</strong> boards <strong>and</strong> committees have no paid<br />

members.<br />

6.3 Eligibility Changes<br />

In reviewing remuneration eligibility arrangements the Commission consulted with <strong>and</strong> took<br />

guidance from the Department of the Premier <strong>and</strong> Cabinet, as the principal relevant policy<br />

agency. Based upon this, the Commission considers that the payment of part-time public<br />

servants <strong>and</strong> of university academics should be allowed.<br />

The Commission considers that public servants who are currently ineligible for payment, but<br />

only work part-time should be eligible provided the member can clearly demonstrate that<br />

his/her board or committee duties will be undertaken outside of work hours <strong>and</strong> that potential<br />

conflicts of interest between a person's part-time work <strong>and</strong> their board or committee duties<br />

will be appropriately managed.<br />

The Commission considers that university academics have highly specialised knowledge,<br />

skills <strong>and</strong> experiences that place them in a unique position to make a valuable contribution to<br />

the work of <strong>Government</strong> boards <strong>and</strong> committees. However, universities are increasingly<br />

expecting academics to account for their time involved in non-core activities, to 'contract out'<br />

their services <strong>and</strong> to undertake such work in time that is over <strong>and</strong> above their normal work<br />

hours.<br />

An inconsistency in the current policy is that academics from The University of Notre Dame<br />

are eligible for remuneration, whereas those from public academic institutions are not.<br />

Given that a significant proportion of Notre Dame's operating income derives from public<br />

sources, the policy that disallows remuneration of public university academics, but allows<br />

private university academics to be remunerated could be seen as somewhat inequitable. For<br />

both reasons it is therefore recommended that all university academics should be eligible for<br />

remuneration.<br />

A third area for consideration is remuneration of private sector employees. Currently,<br />

members who are private sector employees are generally eligible for remuneration. This<br />

area is not as clear-cut as others, <strong>and</strong> there are at least two scenarios that warrant further<br />

consideration:<br />

1. First, when a <strong>Government</strong> board or committee is established to enable private<br />

companies or industry groups to provide input into a government process relating<br />

to their business or industry, it is the Commission's view that the company or<br />

industry group should be prepared to provide the services of their representative<br />

'free of charge'.<br />

a. In such circumstances the member's primary purpose is to represent the<br />

interests of the company or the membership of the industry group.<br />

b. This may be the case for boards <strong>and</strong> committees in several areas of<br />

government <strong>and</strong> is particularly relevant in the State Development, Commerce,<br />

Transport, Energy <strong>and</strong> Agriculture <strong>and</strong> Foods portfolios.<br />

2. Second, where a <strong>Government</strong> board or committee has a member who is selfemployed<br />

or is a private sector employee <strong>and</strong> does not represent the interests of<br />

their company or industry group, their time in preparing for <strong>and</strong> attending board or<br />

committee meetings reduces their ability to work <strong>and</strong> earn commensurate to their<br />

normal hours, it is the Commission's view that the remuneration may be<br />

appropriate. For example, medical practitioner in private practice serving on<br />

health advisory committees.<br />

It appears to the Commission that further consideration is required in relation to the policies<br />

for the remuneration of private sector employees <strong>and</strong> professionals. The Commission<br />

considers it is important to establish clear <strong>and</strong> consistent guidelines on remuneration in<br />

these instances <strong>and</strong> to ensure that the potential conflicts of interest will be appropriately<br />

managed.<br />

Categories <strong>and</strong> information is not available on the professional classification (e.g. part-time<br />

public servants, private sector employee, university academics) of members of <strong>Government</strong><br />

boards <strong>and</strong> committees. The Commission considers that this information would be of value<br />

<strong>and</strong> should be included in the new <strong>Government</strong> boards <strong>and</strong> committees. Accordingly, the<br />

Commission is unable to forecast the impact of any recommended changes to members<br />

entitled to receive remuneration, other than to recognise that the recommended changes will<br />

only potentially increase the number Paid <strong>Government</strong> <strong>Boards</strong> <strong>and</strong> <strong>Committees</strong>. Any<br />

changes to remuneration rules should apply to new member appointees.<br />

Approved changes in eligibility to remuneration for <strong>Government</strong> board <strong>and</strong> committee<br />

members (i.e. academics <strong>and</strong> part-time public servants) will commence for existing members<br />

Recommendation 7<br />

That the:<br />

7.1 <strong>Government</strong> adopt the policy, that part time public servants be paid for<br />

membership on <strong>Government</strong> boards <strong>and</strong> committees, if it is clearly<br />

demonstrated to the satisfaction of the relevant Minister that; the part-time<br />

public servant's board or committee work will happen in their own time; <strong>and</strong><br />

potential conflicts of interest will be appropriately managed;<br />

7.2 <strong>Government</strong> adopt the policy, that university academics be eligible for<br />

remuneration irrespective of whether they are from a public or private<br />

university; <strong>and</strong><br />

7.3 Department of the Premier <strong>and</strong> Cabinet develop guidelines to address the range<br />

of circumstances associated with remuneration of private sector employees <strong>and</strong><br />

professionals.<br />

Reconciliation Methodology<br />

In its efforts to verify <strong>and</strong> reconcile the data on <strong>Government</strong> boards <strong>and</strong> committees<br />

between <strong>September</strong> <strong>2012</strong> <strong>and</strong> June 2009, the Commission has:<br />

reviewed the data available from the Department of the Premier <strong>and</strong> Cabinet;<br />

conducted research;<br />

consulted with relevant portfolios <strong>and</strong> agencies; <strong>and</strong><br />

provided the reconciled lists to portfolios for final verification.<br />

Assumptions/Limitations<br />

In relation to the review reconciliation the following assumptions <strong>and</strong>/or limitations<br />

apply:<br />

The Department of the Premier <strong>and</strong> Cabinet provided the Commission with a list<br />

of <strong>Government</strong> boards <strong>and</strong> committees as of 1 June 2009 (totalling 1,280). This<br />

is 4 more than the total quoted in the Premier's media release of 1 June 2009.<br />

This list has been used as the primary source data for the reconciliation.<br />

The Department of the Premier <strong>and</strong> Cabinet is unable to produce a reliable list of<br />

Paid <strong>Government</strong> boards <strong>and</strong> committees as of 1 June 2009 (totalling 518).<br />

The Department of the Premier <strong>and</strong> Cabinet provided the Commission with a list<br />

of Paid <strong>Government</strong> boards <strong>and</strong> committees (totalling 493) in support of the list of<br />

responsibility of your ministerial portfolio is accurate <strong>and</strong> correct;<br />

advising of any required amendments, changes or additions to the data in the<br />

report on boards <strong>and</strong> committees that are the responsibility of your ministerial<br />

portfolio; <strong>and</strong><br />

providing any comments or views on the draft review recommendations.<br />
