Case Study – I-25 Express Lanes, Denver, Colorado
This project, which opened
in 2006, was among the
earliest HOV-to-HOT lane
conversions in the U.S.
and the first of its type
in Colorado. Parsons
Brinckerhoff led the initial
project feasibility studies
for the Colorado Department
of Transportation, including
extensive public outreach

to determine the level of
acceptance of tolling on
the HOV lanes. The firm
also developed plans
for including SOV users;
evaluated future traffic
operations and toll/ITS
requirements for
conversion of existing
I-25 HOV lanes to HOT
lanes; assessed the
improvements. Our staff has developed
major research documents for the U.S.
Federal Highway Administration (FHWA),
including the definitive guide for the
implementation of HOT lane projects in
the U.S. Having served as equity owner
on the South Bay Expressway in
California, the state’s first toll road built
as a PPP, we also bring an owner’s
perspective to our work.
