facilities help reduce congestion and<br />

improve mobility, and provide an<br />

additional source of funding for local<br />

construction and maintenance projects.<br />

Tolling continues to evolve, providing<br />

new opportunities to enhance mobility—<br />

but with increasingly complex technology<br />

and financing and operational strategies.<br />

<strong>Parsons</strong> <strong>Brinckerhoff</strong> is a pioneer in the<br />

implementation of <strong>toll</strong> facilities. We’ve<br />

supported the implementation and<br />

operation of <strong>toll</strong> facilities around the<br />

world, and continue to do cutting-edge<br />

work to support legislative and policy<br />

Case Study – I-25 Express Lanes, Denver, Colorado<br />

This project, which opened<br />

in 2006, was among the<br />

earliest HOV-to-HOT lane<br />

conversions in the U.S.<br />

and the first of its type<br />

in Colorado. <strong>Parsons</strong><br />

<strong>Brinckerhoff</strong> led the initial<br />

project feasibility studies<br />

for the Colorado Department<br />

of Transportation, including<br />

extensive public outreach<br />

to determine the level of<br />

acceptance of <strong>toll</strong>ing on<br />

conversion of existing<br />

Federal Highway Administration (FHWA),<br />

including the definitive guide for the<br />

implementation of HOT lane projects in<br />

the U.S. Having served as equity owner<br />

on the South Bay Expressway in<br />

California, the state’s first <strong>toll</strong> road built<br />

as a PPP, we also bring an owner’s<br />

perspective to our work.<br />
