V. Police Firing<br />

There was an ongoing confrontation between the governing All India Dravida Munnetra<br />

Kazhagam (AIADMK) and opposition Dravida Munnetra Kazhagam (DMK) Parties in <strong>Tamil</strong><br />

<strong>Nadu</strong>.<br />

On 12 August 2001, the DMK Party staged a rally in Chennai. The police opened fire, and<br />

five men were killed. DMK legislator Perumal, elected from Saidapet in the preceding May,<br />

was injured.<br />

On 13 August 2001, Perumal died.<br />

Rangan, Karcheri village, Kinathukadavu<br />

On 14 May 2001 at 8.30pm, at Karacheri village, some Gownder people told Rangan, an<br />

Arunthathiyar, to get down from the bus he was riding towards Chettipalayam. They beat<br />

Rangan brutally before taking him the house of Village Gownder. There, while Rangan was<br />

bleeding and semi-conscious, the Gownder people forced him to sign a blank paper before<br />

releasing him.<br />

Rangan filed a complaint with the police, but they refused to register it.<br />

On 16 May 2004, violent incidents in Kalappatti village left about seventy-five houses in<br />

ashes. The affected Arundhathiyas ran away fearing for their lives; the eight in the worst<br />

condition underwent treatment in the emergency ward of the Government Hospital.<br />

The police, who arrived after the violence, banned entry of any new persons to Kalappatti.<br />

They denied permission to human rights organizations, social organizations, political parties,
