Proposed Changes to the PSA Constitution and By-Laws Michael J. Wineland PSA Constitution Committee Chair The Constitution Committee, composed of M. J. Wineland, M. S. Lilburn, M. T. Kidd, R. E. Buresh, and T. York, with approval from the PSA board is recommending the following amendments to our Constitution regarding committees. Note strikethrough text for deletions and underlined text for insertions. Proposed change to BY-LAWS. ARTICLE 10. Committees. Section 7. There shall be a committee whose duty is to administer the activities of the United States of America (USA) Branch of the World’s Poultry Science Association (WPSA). The activities of the USA Branch of the WPSA include: 1) the exchange of knowledge in all areas of poultry science in accord with Article II of the Constitution of the WPSA; 2) cooperation with trade associations in promoting better understanding among the poultry industries of all countries; 3) the promotion of poultry scientists’ participation in international efforts related to poultry science and the poultry industry; 4) providing for the participation of the USA members in the World’s Poultry Congresses by enlisting the cooperation of appropriate government agencies to facilitate the accreditation of an official delegation, by promoting industry participation in the Congresses, and by securing travel grants for members to participate in the Congress program; 5) increasing USA membership in the WPSA; 6) nominating candidates for membership on the Council of the WPSA; 7) providing USA councilors representatives and participating in the meeting of the WPSA councilors representatives at each World Congress; and 8) conducting other functions, as may arise, related to the interests of the USA poultry industry in its relationship to the WPSA. The committee shall consist of six individuals who are members of the USA Branch of the WPSA in good standing and who have a demonstrated interest in international poultry activities. Each committee member will serve four-year terms, with the committee electing its own President, Vice-President, and Secretary-Treasurer every 4 2 years. Rationale: The President, Vice-President, and Secretary-Treasurer will begin serving their terms in January of the year following the World Congress. One-half of the members of the committee will be chosen every two years: during the year of the World Congress and during the second year following the Congress. The president of the Poultry Science Association, Inc. will serve as ex officio member with the right to vote only during a tiebreaker. In the event that the president of the Poultry Science Association is not a member of the USA Branch of the WPSA, the board of directors of the Poultry Science Association will appoint an individual who is a member of the USA Branch of the WPSA to serve as ex officio member. The president of the Poultry Science Association will appoint one individual who is a member of the USA Branch of the WPSA during each appointment year, and the membership of the USA Branch of the WPSA will elect two other members by ballot during June of each election year. The standing committee shall select the names on the ballot for the elected positions, with a provision for write-in candidates. The two individuals with the highest vote from those nominated during the World Congress year will also serve as members of the board of the Poultry Science Association Foundation, Inc. (Article 9 of the By- Laws) during their four-year term. Committee members appointed or elected during the year of the Congress will begin their service on the Committee in January following the World Congress. Those members appointed or elected two years after the World Congress will begin their terms on the Committee in January following their election. The funds of the USA Branch of the WPSA will be placed in a restricted account within the Poultry Science Association Foundation, Inc. (Article 9 of the By- Laws). Expenditure of these funds must be approved by the standing committee of the USA Branch of the WPSA, which will request dispersal of funds in a manner consistent with the goals of the WPSA. Proposed Change to Appendix of Constitution: Current wording: Annual Meeting Program Committee Appendix A 6. World’s Poultry Science Association Lectureship. (a) The Program Chairperson will contact the WPSA-USA Committee and the Canadian Branches of the World’s Poultry Science Association (WPSA) to determine if they will sponsor the WPSA Lectureship, the extent of their financial involvement, and whether they wish to nominate a speakers for the WPSA Lectureship. (b) Nominations of additional speaker candidates may be made from any other source. (c) (b) In those years when the WPSA has indicated its intent to sponsor a lectureship, the Program Chairperson WPSA-USA Committee and the Canadian Branch of the WPSA will identify a speaker and topic and will obtain a commitment from that individual. will submit a list of at least three acceptable candidates as speakers. (d) Final selection of the list of acceptable speakers is made by the Board of Directors. Nominating Committee Report Sally Noll Chair The Nominating Committee, comprising C. Novak, A. Donoghue, J. Remus, A. Giesen, J. Carey, and M. Lacy, express their appreciation to the PSA members who submitted names for consideration as future leaders of our association. We respectfully recommended the following slate of candidates to the PSA board, which will be voted on by the membership attending the annual business meeting in St. Louis, Missouri. Smith, University of Tennessee Director #1 Chris Ashwell, North Carolina State University Audrey McElroy, Virginia Tech Director #2 Karen Christensen, OK Farms Don McIntyre, Adisseo Candidate Bios President: Michael J. Wineland North Carolina State University Michael Wineland, a native of Wisconsin, earned his BS, MS, and PhD degrees at the University of Wisconsin– Madison. He spent three years as an extension poultry specialist and assistant professor at West Virginia University before joining the faculty at North Carolina State University (NCSU) as an extension specialist. At NCSU, his responsibilities have been to develop extension education programs for the broiler breeder and the hatchery industries. A few of these programs included the development and use of mechanized nesting systems and proper lighting management for broiler breeders and pullets. More recently, Wineland’s program emphasis has been directed toward incubation management. He organizes and conducts a number of programs, including the North Carolina Broiler Breeder and Hatchery Management Conference and the NCSU Hatchery Management Workshop, for industry clientele. He also currently serves as the departmental extension leader at NCSU, helping to facilitate the extension programs of eight other extension specialists. He is active in graduate education and the mentoring of honor students at NCSU. For the last eight years, he has taught a portion of the Breeder and Hatchery Management class held during the summer at the University of Wisconsin, which is organized by the Midwest Consortium. He has served PSA as secretary–treasurer (2004 to 2006) and on a number of committees, a few being the Environmental Quality Committee, Long-Range Planning Committee, and Extension Committee. First Vice President: Michael Kidd University of Arkansas Mike Kidd received his PhD from North Carolina State University in 1994 under the direction of P. R. Ferket (nutrition advisor) and M. A. Qureshi (immunology advisor). From 1994 to 1999, he worked for Nutri-Quest Inc. as a research manager and subsequently as a research director, in charge of global poultry research and development. He joined the faculty of the Department of Poultry Science at Mississippi State University in 1999. At Mississippi State University, he served in professorial roles from 1999 to 2006 and as department head from 2006 to 2010. His current role is director of the Center of Excellence for Poultry Science and department head of the Poultry Science Department at the University of Arkansas. He has published more than 350 peer-reviewed manuscripts, book chapters, proceedings, articles, or abstracts. From 1997 to the present, he has served as an editorial reviewer for Poultry Science and the The Journal of Applied Poultry Research. From 2006 to 2009, he served one term as subject editor (Nutrition) for The Journal of Applied Poultry Research. From 2005 to 2008, he served as director for the PSA. Secretary–Treasurer: R. Michael Hulet Pennsylvania State University R. Michael Hulet is an associate professor in the Department of Poultry Science, Penn State University, University Park. He earned his BS and MS degrees in animal science from Brigham Young University and was awarded a PhD in poultry science from Texas A&M University in 1981. He was employed as an extension specialist at Virginia Tech from 1981 until 1993, when he accepted a position in the Poultry Science Department at Penn State University. Hulet has taught the Advanced Management course for the past four years, and he will be teaching the Poultry Production and Management course in the future. His current research interests include incubation, hatchery management, and nutrient and environmental management for meat birds. He provides leadership for regional and local poultry management meetings in Pennsylvania. He is active in many Pennsylvania poultry activities, including the PennAg Poultry Health Committee, Poultry Meat and Egg Committee, and Pennsylvania Farm Show poultry contests. Hulet has served for many years on the Program Committee for the National Poultry Waste Management Meeting and has served as meeting chair and as other committee chairs for the bi-yearly meeting since 1988. In 2010, he was awarded the Phibro Animal Health Poultry Science Extension Award. Hulet has been a PSA member since 1973 and has published many articles in Poultry Science and The Journal of Applied Poultry Research. He has been active on many PSA committees, including Nominations, Extension Affairs, and Environmental Quality, and has served recently as the program meeting chair for the Production, Environment, and Management section for the combined meetings in San Antonio, Texas. He served on committees for the National Chicken Council and National Turkey Federation in advising and developing animal welfare guidelines. Hulet has served as an associate editor for Poultry Science and Biology of Reproduction, and on the review board of The Journal of Applied Poultry Research. Hulet was the PSA representative to PAACO (Professional Animal Auditor Certification Organization) for four years and has served as treasurer on their board of directors for the last (continued pg 6) PSA NEWSLETTER 5
