contract to be brought back to the <strong>Board</strong> for final consideration and ratification in Open Session on<br />
July 17, <strong>2012</strong>.<br />

National Superintendent of the Year.<br />
BOARD REPORT<br />
1. Mr. Eric Padget made comments regarding the <strong>2012</strong> graduation ceremonies stating that each<br />
high school is unique and providing academic excellence. Mr. Padget congratulated Assistant<br />
Superintendent Suzette Lovely as the newly appointed Superintendent of Carlsbad and<br />
extended best wishes.<br />
2. Mrs. Judi Carmona indicated that she continues to receive regular e-mail updates from State<br />
Senator Bob Huff and Assemblyman Chris Norby. Mrs. Carmona also indicated that she<br />
attended the <strong>Yorba</strong> <strong>Linda</strong> Chamber of Commerce breakfast honoring our district’s scholarship<br />
recipients. Mrs. Carmona expressed her appreciation for the experience of riding along with our<br />
special education students indicating what a wonderful and caring relationship our bus driver<br />
Ms. Allyson Holt has with PYLUSD students. Mrs. Carmona expressed that she, Dr. Domene<br />
and Mrs. Buck met with Assemblyman Norby regarding the affect that the proposed budget will<br />
have on the district. Mrs. Carmona also indicated that she attended many district events<br />
including Senior Awards nights, Mabel Paine’s 50 th Anniversary celebration, Volunteer tea at<br />
Parkview and Glenview, and Kraemer Middle Schools Showcase of GATE student<br />
presentations and performance assembly.<br />
3. Mrs. Carrie Buck made comments regarding the visit to Assemblyman Norby’s office regarding<br />
the budget. Mrs. Buck discussed the GATE program indicating that she has concerns regarding<br />
the homework policy for GATE students. Mrs. Buck requested that a survey be conducted and<br />
a study session regarding homework for GATE students. Mrs. Buck attended Senior Projects<br />
commenting how this process can change career paths.<br />
4. Mrs. Carol Downey expressed how much she enjoyed the District’s awards ceremonies and<br />
graduations. Mrs. Downey also indicated how grateful she was to be able to present her<br />
grandson with his high school diploma.<br />
5. Mrs. Karin Freeman addressed the request for a study session regarding the homework policy<br />
for the GATE program. Mrs. Freeman made comments regarding her attendance as a <strong>Board</strong><br />
Member to the NOCROP graduation ceremonies; Mable Paine’s 50 th Anniversary celebration;<br />
and El Dorado’s Senior Projects. Mrs. Freeman extended congratulations to Suzette Lovely<br />
and expressed how much she would be missed.<br />

On motion of Trustee, Eric Padget, duly seconded and carried, the following resolution was<br />

WHEREAS, the State of California, Department of General Services executed contract No. 1-<br />
11-23-20 for the procurement of Trucks, Vans and Utility Vehicles.<br />
WHEREAS, this agreement is extended to other public schools, community colleges and public<br />
agencies within the State of California; and<br />
WHEREAS, the Public Contract Code Section 20118 provides for purchasing through another<br />
public entity as a viable and useful tool, and<br />
WHEREAS, the <strong>Placentia</strong>-<strong>Yorba</strong> <strong>Linda</strong> <strong>Unified</strong> School District <strong>Board</strong> of Education determines<br />
that it is in the best interest of the district to purchase school and office furniture under the same terms<br />

RESOLUTION TO ESTABLISH TEMPORARY INTERFUND TRANSFERS OF FUND MONEYS<br />
ON MOTION of Member Eric Padget, seconded by Member Carrie Buck, the following<br />
resolution is hereby adopted:<br />
WHEREAS, the governing board of any school district may direct that moneys held in any fund<br />
or account may be temporarily transferred to another fund or account of the district for payment of<br />
obligations as authorized by Education Code Section 42603; and<br />
WHEREAS, the transfer shall be accounted for as temporary borrowing between funds or<br />
accounts and shall not be available for appropriation or be considered income to the borrowing fund or<br />
account; and<br />
WHEREAS, amounts transferred shall be repaid either in the same fiscal year, or in the<br />
following fiscal year if the transfer takes place within the final 120 calendar days of a fiscal year;<br />
NOW THEREFORE, BE IT RESOLVED that the Governing <strong>Board</strong> of the <strong>Placentia</strong>-<strong>Yorba</strong> <strong>Linda</strong><br />

RESOLUTION NO. 31<br />
Authorization to Apply For and Secure Grant Funding from the<br />
South Coast AQMD PA #<strong>2012</strong>-15 AB 923 School Bus Replacement Program<br />
Whereas, the <strong>Board</strong> of Trustees of the <strong>Placentia</strong>-<strong>Yorba</strong> <strong>Linda</strong> <strong>Unified</strong> School District of Orange<br />
County, State of California, has determined the District's transportation needs; and<br />
Whereas, the District is in need of replacing seven school buses under PA #<strong>2012</strong>-15 released by<br />
the South Coast AQMD at the April 6, <strong>2012</strong> SCAQMD <strong>Board</strong> Meeting, and said program to be<br />
administered by the South Coast AQMD when awards are announced at the SCAQMD <strong>Board</strong> meeting<br />
on November 2, <strong>2012</strong>.<br />
Whereas, this grant is for replacement of pre-<strong>19</strong>94 model year school buses with a mandatory<br />
school district match portion. The grant application process for these South Coast AQMD AB 923 funds<br />
requires that the school board commit in advance through this resolution to providing the match funds<br />
for all of the buses awarded, in addition to committing to pay for any additional options above the grant<br />
amount, such as required special needs equipment, that might also be on the bus granted and ordered<br />
from the bus vendor. The <strong>Board</strong> of Trustees, by this resolution, is also showing that they are fully<br />
committed to obtaining these grants and following through with all of the requirements of this grant<br />
program.<br />
Whereas, the school match requirements and the cost of the additional options required for seven<br />
buses, is up to $15,000 per bus, for a total of up to $105,000 to be paid by <strong>Placentia</strong>-<strong>Yorba</strong> <strong>Linda</strong><br />
<strong>Unified</strong> School District.<br />
Now, therefore, be it resolved that the <strong>Board</strong> of Trustees of the <strong>Placentia</strong>-<strong>Yorba</strong> <strong>Linda</strong> <strong>Unified</strong><br />
School District does hereby authorize the School District's Representative to apply for and secure all<br />
possible funding for the replacement of seven school buses with a commitment by this <strong>Board</strong> through<br />
this resolution to pay all school match money required, and additional option costs, on any buses<br />
granted through the South Coast AQMD AB 923 Program, PA #<strong>2012</strong>-15.<br />

RESOLUTION NO. 27<br />
OF THE PLACENTIA-YORBA LINDA UNIFIED SCHOOL DISTRICT GOVERNING BOARD<br />
DETERMINING STEPS TO ENSURE AVAILABILITY OF TEXTBOOKS AND INSTRUCTIONAL<br />
MATERIALS FOR <strong>2012</strong>-13<br />
WHEREAS, Education Code Section 601<strong>19</strong> establishes steps and procedures to ensure the availability<br />
of textbooks and instructional materials in order to be eligible to receive funds for that purpose, and;<br />
WHEREAS, the procedures require that school districts take appropriate action to ensure the<br />
availability of textbooks and instructional materials on a yearly basis, and;<br />
WHEREAS, pursuant to Education Code Sections 601<strong>19</strong> and 60422(b), the <strong>Board</strong> is required to hold a<br />
public hearing to encourage participation by parents, teachers, members of the community interested in<br />
the affairs of the school district, and bargaining unit leaders, and;<br />
WHEREAS, the <strong>Board</strong> is required to provide 10 days’ notice of the public hearing or hearings, and;<br />
WHEREAS, the notice shall contain the time, place, and purpose of the hearing and be posted in three<br />
public places within the school district, and;<br />
WHEREAS, the hearing shall be held at a time that will encourage the attendance of teachers and<br />
parents and guardians of pupils who attend the schools in the district and shall not take place during or<br />
immediately following school hours, and;<br />
WHEREAS, the governing <strong>Board</strong> of a school district, as part of the required hearing, shall also make a<br />
written determination as to whether each pupil enrolled in a foreign language or health course has<br />
sufficient textbooks or instructional materials that are consistent with the content and cycles of the<br />
curriculum frameworks adopted by the state board for those subjects, and;<br />
WHEREAS, the governing <strong>Board</strong> shall also determine the availability of laboratory science equipment<br />
as applicable to science laboratory courses offered in grades 9-12, inclusive, and;<br />
WHEREAS, a public hearing was held on <strong>June</strong> <strong>19</strong>, <strong>2012</strong> and;<br />
WHEREAS, the <strong>Board</strong> is required to make a determination as to whether each pupil in each school in<br />
the district has sufficient textbooks or instructional materials, or both, that are aligned to the content<br />
standards adopted pursuant to Education Code Section 60605 in each of the following subjects, as<br />
appropriate, that are consistent with the content and cycles of the curriculum framework adopted by the<br />

This excludes home study. Such courses shall be periodically reviewed and designated by the<br />
Assistant Superintendent, Educational Services, to meet this requirement.<br />
NOTE: In accordance with Education Code 51225.3, alternative means for students to complete<br />
the above prescribed courses of study may be developed and implemented with the approval of<br />
the superintendent or designee.<br />
3. Beginning with the class of 2006, each student completing grade 12 shall have successfully<br />
passed the state high school exit examination (CAHSEE) in language arts and mathematics as<br />
a condition of high school graduation. (Education Code 60851, 60859)<br />
4. Students who attempt but do not pass the California High School Exit Exam must participate in<br />
a prescribed intervention program provided by the school. This program may include before and<br />
after-school support, CAHSEE preparation materials, intervention classes, summer intervention<br />
programs and individual tutoring and mentoring. Students who have completed these<br />
requirements and do not pass the CAHSEE may be granted a Certificate of Achievement.<br />
5. Maintain an acceptable level of citizenship during the period of high school enrollment up to and<br />
including the final graduation ceremony.<br />
6. Transfer students must meet all requirements for high school graduation established by the<br />
State of California. Transfer students who had met the requirements of their former districts prior<br />
to enrollment will be required to meet only those requirements of this district which may<br />
reasonably be expected during the time remaining in the normal four-year period of attendance.<br />
An evaluation indicating remaining requirements shall be made immediately upon receipt of<br />
transfer records. This evaluation shall be interpreted to each student and parent/guardian

concerned. Principals or their designated representatives shall have the authority to exercise<br />

7. Pursuant to Education Code 51430, the <strong>Placentia</strong>-<strong>Yorba</strong> <strong>Linda</strong> <strong>Unified</strong> School District may<br />
authorize retroactive high school diplomas to former students who are veterans of World War II,<br />
the Korean War, and the Vietnam War, and to former students who were interned during World<br />
War II, under the conditions specified below.<br />
A retroactive high school diploma may be granted to a former student who was interned by<br />
order of the federal government during World War II or who is an honorably discharged veteran<br />
of World War II, the Korean War, or the Vietnam War, provided that he/she was enrolled in the<br />
district immediately preceding the internment or military service and he/she did not receive a<br />
diploma because his/her education was interrupted due to the internment or military service.<br />

In addition, the <strong>Board</strong> may retroactively grant a diploma to a deceased former student who<br />
satisfies the above conditions. The diploma shall be received by the deceased student’s next of<br />

Principals are designated the authority to resolve issues which may arise in the transition<br />
periods caused by changes in graduation requirements.<br />

REQUIREMENTS FOR GRADUATION FROM CONTINUATION HIGH SCHOOL<br />
The <strong>Board</strong> of Education establishes the following requirements for the satisfactory completion of the<br />
continuation high school program of study and for the granting of the diploma of graduation. The<br />
student will:<br />
1. Successfully complete a minimum of 210 credits. (To be applied toward the completion of this<br />
requirement, any credit taken outside of the district program while attending a district high<br />
school must be approved in advance by the principal or his designee and by the<br />
parent/guardian and must relate to identified goals of the student.)<br />
