The undersigned has the honour to report that:<br />

1 Section 3 <strong>of</strong> The Forest Resources Management Regulations<br />

provides, in part, as follows:<br />

3(2) The minister may withdraw land from a provincial<br />

forest with the written approval <strong>of</strong> the Lieutenant Governor<br />

in Council.<br />

(3) Where land is withdrawn from a provincial forest by<br />

the minister:<br />

(a) the written approval <strong>of</strong> the Lieutenant Governor<br />

in Council and the reasons for withdrawing the land are<br />

to be published in the Gazette; and<br />

(b) the areas described in Part III are deemed to be<br />

amended accordingly.<br />

2 Section 27 <strong>of</strong> The Provincial Lands Act provides, in part, as<br />

follows:<br />

27(1) Subject to this Act and any applicable regulations,<br />

the minister may sell provincial lands on any terms and<br />

conditions that:<br />

(a) the minister considers appropriate; and<br />

(b) are not inconsistent with any terms and conditions<br />

that are prescribed in the regulations.<br />

3 Section 4 <strong>of</strong> The Crown Resource Land Regulations<br />

provides, in part, as follows:<br />

4(1) Subject to the approval <strong>of</strong> the Lieutenant Governor<br />

in Council, the minister may sell Crown resource land in<br />

accordance with this section if the Crown resource land is<br />

not part <strong>of</strong> a provincial forest.<br />

4 All requirements <strong>of</strong> The Crown Resource Land Regulations,<br />

and all other relevant laws and regulations in force and all<br />

relevant agreements have been fulfilled.<br />

5 It is in the public interest to withdraw from the “Northern<br />

Provincial Forest” the land identified below which is required for<br />

recreational/residential purposes.<br />

6 It is advisable and in the public interest to sell the provincial<br />

land identified below for recreational/residential purposes to<br />

Jerry Knutson and Madeleine Knutson for the total price <strong>of</strong><br />

$5,500.00 and to complete the necessary documents for title<br />

transfer.<br />

The undersigned has the honour, therefore, to recommend that<br />

Your Honour’s Order do issue:<br />

(a) pursuant to section 3 <strong>of</strong> The Forest Resources<br />

ALTERATION OF BOUNDARIES — CITY OF SASKATOON AND<br />

THE RURAL MUNICIPALITY OF CORMAN PARK NO. 344<br />

1 Pursuant to section 43 <strong>of</strong> The Cities Act, the Council <strong>of</strong> the<br />

City <strong>of</strong> Saskatoon has submitted an application to alter its<br />

boundaries to the Minister <strong>of</strong> <strong>Government</strong> Relations in the form<br />

prescribed by the Minister together with:<br />

(a) a map showing the proposed alteration <strong>of</strong> boundaries<br />

which involves withdrawing territory from the Rural<br />

Municipality <strong>of</strong> Corman Park No. 344 and adding it to the<br />

City <strong>of</strong> Saskatoon;<br />

(b) a certified copy <strong>of</strong> a resolution <strong>of</strong> the Council <strong>of</strong> the<br />

City <strong>of</strong> Saskatoon requesting the proposed alteration; and<br />

(c) a certified copy <strong>of</strong> a complementary resolution <strong>of</strong> the<br />

Council <strong>of</strong> the Rural Municipality <strong>of</strong> Corman Park No. 344<br />

affected by the proposed alteration.<br />

2 Therefore, as it is considered desirable to alter the<br />

boundaries <strong>of</strong> the City <strong>of</strong> Saskatoon, the undersigned hereby<br />

orders, pursuant to sections 43, 44 and 51 <strong>of</strong> The Cities Act that:<br />

(a) the boundaries <strong>of</strong> the Rural Municipality <strong>of</strong> Corman<br />

Park No. 344 and the City <strong>of</strong> Saskatoon be altered by<br />

withdrawing from the Rural Municipality and adding to the<br />

City the territory described in Schedule A;<br />

(b) Schedule B is conclusively deemed to be the legal<br />

description <strong>of</strong> the boundaries <strong>of</strong> the City <strong>of</strong> Saskatoon; and<br />

(c) the alteration shall take effect on and from the first<br />

day <strong>of</strong> <strong>January</strong>, <strong>2005</strong>.<br />

Conservation Act, approval is granted to Upton Resources<br />

Partnership to drill and complete one horizontal well in the<br />

Frobisher-Alida Beds underlying legal subdivision 15 and 16 <strong>of</strong><br />

Section 15-5-33 W1M, in accordance with plans filed with<br />

<strong>Saskatchewan</strong> Industry and Resources as Document No. H.W. 809<br />

and subject to the following:<br />

1 A maximum allowable rate <strong>of</strong> production shall be assigned.<br />

modify a waterflood project in the Southwest Success Voluntary Unit.<br />

1 Installations shall be subject to the approval <strong>of</strong> a field<br />

representative <strong>of</strong> the Department prior to initial waste disposal. Any<br />

subsequent modifications to such installations shall also be subject to<br />

the approval <strong>of</strong> a field representative <strong>of</strong> the Department.<br />

2 All injection volumes shall be metered with an approved<br />

Department method.<br />

3 This approval does not authorize Newalta Corporation to<br />

inject hazardous wastes and/or waste dangerous goods into the<br />

injection wells, unless approved in Waste Processing Facility<br />

maximum <strong>of</strong> 8 900 kilopascals (kPa).<br />

3 All injection volumes shall be metered with an approved<br />

Department method.<br />

4 An application to plugback shall be submitted and approved<br />

through the Department field <strong>of</strong>fice prior to re-completing the<br />

above well for salt-water disposal.<br />

5 The injection packer shall be set within 5 m <strong>of</strong> the disposal<br />

perforations.<br />

This approval does not authorize the applicant to dispose <strong>of</strong><br />

salt-water without the consent <strong>of</strong> all the mineral owners, other<br />

than the Crown, that might reasonably be adversely affected by<br />

such disposal.<br />

BYLAW AMENDMENTS<br />

Proposed amendments (except clause 11(e)) to the<br />

regulatory bylaws <strong>of</strong> the <strong>Saskatchewan</strong> Association <strong>of</strong><br />

Licensed Practical Nurses:<br />

Section 3 amended<br />

Section 3 is amended by adding the following clause<br />

after clause (a):<br />

“(a.1) graduate practical nurse”.<br />

New subsection 4.1<br />

The following section is added after Section 4:<br />

“Graduate practical nurse<br />

“4.1(1) Registration in the Association as a graduate<br />

practical nurse is available to any person who has successfully<br />

completed his or her practical nurse education program in<br />

<strong>Saskatchewan</strong> for the period from completion <strong>of</strong> the practical<br />

nurse education program until he or she has successfully<br />

completed the examinations required by section 8.<br />

“(2) A graduate practical nurse is entitled to practice<br />

only under the direct supervision <strong>of</strong> a person licensed to<br />

practice as a licensed practical nurse, a registered nurse, or<br />

a registered psychiatric nurse.

“(3) A graduate practical nurse is entitled to the following<br />

privileges <strong>of</strong> membership:<br />

(a) to attend and participate but not vote at all<br />

meetings <strong>of</strong> the Association;<br />

(b) to receive any notices and newsletters from the<br />

Association”.<br />

Section 10 amended<br />

The following subsection is added after subsection 10(1):<br />

“(1.1) A graduate practical nurse may obtain a conditional<br />

licence by submitting the required application form, provided by<br />

the Association, together with the prescribed fee, on or before<br />

December 1 in each year”.<br />

Subsection 10(2) is repealed and the following<br />

substituted:<br />

“(2) A licensed practical nurse or graduate practical nurse<br />

who does not obtain or renew a licence ceases to be licensed, and<br />

is not entitled to practise or work as a licensed practical nurse or<br />

graduate practical nurse, as the case may be, as at <strong>January</strong> 1 <strong>of</strong><br />

the year for which the licence is required”.<br />

Section 11 amended<br />

Clause 11(c) repealed and the following substituted:<br />

“11(c) work at least 1250 registered working hours in licensed<br />

practical nurse activities approved by the Council during the<br />

previous five years, or such longer period that the Registrar may<br />

approve, or successfully complete a re-entry course that is<br />

designated by the Council”.<br />

New Clause 11(d):<br />

“11(d) complete the continuing education inventory on the<br />

form provided by the association for that purpose and submit it<br />

with the licensing renewal form and the annual practising<br />

licence fee to the registrar on or before December 1”.<br />

The Office <strong>of</strong> the Queen’s <strong>Printer</strong> requires 30-days’ notice <strong>of</strong><br />

cancellation <strong>of</strong> subscriptions to the Gazette before refunds<br />

can be issued.<br />

The Office <strong>of</strong> the Queen’s <strong>Printer</strong> no longer issues invoices<br />

for any products under a value <strong>of</strong> $20, and instead requires<br />

prepayment for all such items.

TARIFF OF FEES UNDER “THE LAND TITLES ACT.”<br />

Regina, Wednesday, February 17, 1909.<br />

Under the provisions <strong>of</strong> The Land Titles Act, His Honour the Lieutenant Governor, by and with the advice <strong>of</strong> the Executive Council,<br />

has been pleased to Order that the fees to be exacted by each registrar <strong>of</strong> a land registration district, or by his deputy or the acting<br />

registrar, as the case may be, in the event <strong>of</strong> the death or absence from <strong>of</strong>fice <strong>of</strong> the registrar, for the services in connection with<br />

proceedings for sale and foreclosure <strong>of</strong> mortgages to be done and performed by a registrar shall be those which are set out in the<br />

following table <strong>of</strong> fees, namely:<br />

REGISTRATION FEES ON SALE AND FORECLOSURE OF MORTGAGES UNDER THE LAND TITLES ACT.<br />

Inspecting notice <strong>of</strong> exercising power <strong>of</strong> sale in<br />

mortgage and instructions as to service ......................... $2 00<br />

Instructions as to advertising and sale <strong>of</strong> property ................. 3 00<br />

Fee on every other application to registrar for<br />

instructions during proceedings....................................... 1 00<br />

Registration <strong>of</strong> transfer from mortgagee and transmission<br />

(including the issue <strong>of</strong> certificate <strong>of</strong> title) ................... 5 00<br />

And in addition fees payable to the Assurance Fund.<br />

Order <strong>of</strong> Registrar for foreclosure and transmission<br />

including certificate <strong>of</strong> title............................................... 10 00<br />
