TO THE HONOURABLE 

THE LIEUTENANT GOVERNOR IN COUNCIL 

The undersigned has the honour to report that: 

1 Section 3 of The Forest Resources Management Regulations 

provides, in part, as follows: 

3(2) The minister may withdraw land from a provincial 

forest with the written approval of the Lieutenant Governor 

in Council. 

(3) Where land is withdrawn from a provincial forest by 

the minister: 

(a) the written approval of the Lieutenant Governor 

in Council and the reasons for withdrawing the land are 

to be published in the Gazette; and 

(b) the areas described in Part III are deemed to be 

amended accordingly. 

2 Section 27 of The Provincial Lands Act provides, in part, as 

follows: 

27(1) Subject to this Act and any applicable regulations, 

the minister may sell provincial lands on any terms and 

conditions that: 

(a) the minister considers appropriate; and 

(b) are not inconsistent with any terms and conditions 

that are prescribed in the regulations. 

3 Section 4 of The Crown Resource Land Regulations 


4(1) Subject to the approval of the Lieutenant Governor 

in Council, the minister may sell Crown resource land in 

accordance with this section if the Crown resource land is 

not part of a provincial forest. 

4 All requirements of The Crown Resource Land Regulations, 

and all other relevant laws and regulations in force and all 

relevant agreements have been fulfilled. 

5 It is in the public interest to withdraw from the “Northern 

Provincial Forest” the land identified below which is required for 

recreational/residential purposes. 

6 It is advisable and in the public interest to sell the provincial 

land identified below for recreational/residential purposes to 

Jerry Knutson and Madeleine Knutson for the total price of 

$5,500.00 and to complete the necessary documents for title 

transfer. 

The undersigned has the honour, therefore, to recommend that 

Your Honour’s Order do issue: 

(a) pursuant to section 3 of The Forest Resources 

Management Regulations approving withdrawal by the 

Minister of Environment of the land identified below from 

the “Northern Provincial Forest”; and 

(b) pursuant to section 4 of The Crown Resource Land 

Regulations approving sale by the Minister of Environment 

of the provincial land identified below to Jerry Knutson and

The undersigned has the honour to report that:

ALTERATION OF BOUNDARIES — CITY OF SASKATOON AND 

THE RURAL MUNICIPALITY OF CORMAN PARK NO. 344 

1 Pursuant to section 43 of The Cities Act, the Council of the 

City of Saskatoon has submitted an application to alter its 

boundaries to the Minister of Government Relations in the form 

prescribed by the Minister together with: 

(a) a map showing the proposed alteration of boundaries 

which involves withdrawing territory from the Rural 

Municipality of Corman Park No. 344 and adding it to the 

City of Saskatoon; 

(b) a certified copy of a resolution of the Council of the 

City of Saskatoon requesting the proposed alteration; and 

(c) a certified copy of a complementary resolution of the 

Council of the Rural Municipality of Corman Park No. 344 

affected by the proposed alteration. 

2 Therefore, as it is considered desirable to alter the 

boundaries of the City of Saskatoon, the undersigned hereby 

orders, pursuant to sections 43, 44 and 51 of The Cities Act that: 

(a) the boundaries of the Rural Municipality of Corman 

Park No. 344 and the City of Saskatoon be altered by 

withdrawing from the Rural Municipality and adding to the 

City the territory described in Schedule A; 

(b) Schedule B is conclusively deemed to be the legal 

description of the boundaries of the City of Saskatoon; and 

(c) the alteration shall take effect on and from the first 

day of January, 2005.

wastes allowable under Minister’s Approval WPF 2004-04 into

1 Installations shall be subject to the approval of a field 

representative of the Department prior to initial waste disposal. Any 

subsequent modifications to such installations shall also be subject to

2 All injection volumes shall be metered with an approved 

Department method. 

3 This approval does not authorize Newalta Corporation to 

inject hazardous wastes and/or waste dangerous goods into the 

injection wells, unless approved in Waste Processing Facility 

Minister’s Approval WPF 2004-04, as amended from time to 

time. 

4 Pressure tests to ensure casing integrity shall be performed 

as required by the Department throughout the life of the wells.

Department method. 

4 An application to plugback shall be submitted and approved 

through the Department field office prior to re-completing the 

above well for salt-water disposal. 

5 The injection packer shall be set within 5 m of the disposal 

perforations. 

This approval does not authorize the applicant to dispose of 

salt-water without the consent of all the mineral owners, other 

than the Crown, that might reasonably be adversely affected by 

such disposal.

The Licensed Practical Nurses Act, 2000

BYLAW AMENDMENTS 

Proposed amendments (except clause 11(e)) to the 

regulatory bylaws of the Saskatchewan Association of 

Licensed Practical Nurses: 

Section 3 amended 

Section 3 is amended by adding the following clause 

after clause (a): 

“(a.1) graduate practical nurse”. 

New subsection 4.1 

The following section is added after Section 4: 

“Graduate practical nurse 

“4.1(1) Registration in the Association as a graduate 

practical nurse is available to any person who has successfully 

completed his or her practical nurse education program in 

Saskatchewan for the period from completion of the practical 

nurse education program until he or she has successfully 

completed the examinations required by section 8. 

“(2) A graduate practical nurse is entitled to practice 

only under the direct supervision of a person licensed to 

practice as a licensed practical nurse, a registered nurse, or 

a registered psychiatric nurse.


“(3) A graduate practical nurse is entitled to the following 

privileges of membership: 

(a) to attend and participate but not vote at all 

meetings of the Association; 

(b) to receive any notices and newsletters from the 

Association”. 


The following subsection is added after subsection 10(1): 

“(1.1) A graduate practical nurse may obtain a conditional 

licence by submitting the required application form, provided by 

the Association, together with the prescribed fee, on or before 

December 1 in each year”. 

Subsection 10(2) is repealed and the following 

substituted: 

“(2) A licensed practical nurse or graduate practical nurse 

who does not obtain or renew a licence ceases to be licensed, and 

is not entitled to practise or work as a licensed practical nurse or 

graduate practical nurse, as the case may be, as at January 1 of 

the year for which the licence is required”. 


Clause 11(c) repealed and the following substituted: 

“11(c) work at least 1250 registered working hours in licensed 

practical nurse activities approved by the Council during the 

previous five years, or such longer period that the Registrar may 

approve, or successfully complete a re-entry course that is 

designated by the Council”. 

New Clause 11(d): 

“11(d) complete the continuing education inventory on the 

form provided by the association for that purpose and submit it 

with the licensing renewal form and the annual practising 

licence fee to the registrar on or before December 1”.

Life Canada have entered into a Stacking Policies Transfer and 

Assumption Agreement pursuant to which certain assets of 

Standard Life Canada have been transferred to the Branch and 

the Branch has assumed the liability of Standard Life Canada 

under individual insurance policies and group insurance po1icies 

issued by Standard Life Canada or issued jointly by Standard 

Life Canada and the Branch, other than structured settlement 

assignment and assumption agreements entered into by Standard 

Life Canada and investments in Standard Life Canada pooled 

funds. 

The Canadian head office of Standard Life and the head office 

of Standard Life Canada is located at: 

1245 Sherbrooke St. W, Montreal, Quebec H3G 1G3. 

The effective date of these transactions was December 31, 2004.

Under the provisions of The Land Titles Act, His Honour the Lieutenant Governor, by and with the advice of the Executive Council, 

has been pleased to Order that the fees to be exacted by each registrar of a land registration district, or by his deputy or the acting 

registrar, as the case may be, in the event of the death or absence from office of the registrar, for the services in connection with 

proceedings for sale and foreclosure of mortgages to be done and performed by a registrar shall be those which are set out in the 

following table of fees, namely:
