association with BEE & BIS

Buildings & Energy Efficiency
• Demand for commercial space driven by an increasing
share of service sector in the Indian Economy.
• Over 70% of the total building stock in 2030 is yet to
come.
• Current stock of about 1.2 billion sqm is estimated to
grow to 4 billion sqm in 2030.

Buildings & Energy Efficiency
• Annual energy consumption by commercial buildings
about 70,000 GWh at present.
• Most commercial buildings have an EPI of 200 to 400
kWh/sq m per year.
• Energy conscious building design shown to bring this
down to 100 to 150 kWh/sq m per year

Energy Conservation Building Code
(ECBC)
• Introduced in 2007 under the Energy Conservation Act
2001 of Indian Parliament.
• Sets minimum energy performance standards for design
& construction of large commercial buildings.
• Encourages energy efficiency without compromising
building function, comfort, health or productivity of
occupants.
• Bureau of Energy Efficiency (BEE) under the Ministry of
Power is mandated to implement the ECBC.

ECBC
• Applies to Commercial Buildings with a connected
load more than 500 kW, contract demand more than
600 kVA. Recommended for buildings with air-conditioned
area of more than 1000 sq m.
• Based on ASHRAE 90.1
• Building components include:
1. Building envelope (walls, roof, windows)
2. Lighting (indoor & outdoor)
3. HVAC System
4. Service water heating & pumping
5. Electrical systems (motors, transformers etc)

ECBC
Addresses Geographical Conditions
Five Climatic Zones In India
• Composite (e.g. New Delhi)
• Hot / Dry (e.g. Ahmedabad)
• Hot / Humid (e.g. Kolkata)
• Moderate (e.g. Bangalore)
• Cold (e.g. Shillong)

Building Envelope Design Strategy
under ECBC
• Minimize conduction losses by using insulation and
window material with low U value
• Minimize convection losses & moisture penetration by
reducing leakage and use of vapour barrier
• Minimize radiation losses by using light colour coating
with high reflectance and glazing with low Solar Heat
Gain Coefficient (SHGC)
• Use of natural light and natural ventilation

ECBC Impact
• Case studies show that use of ECBC can reduce
building energy consumption by 30% to 40%
• Initial Cost may be up 10% to 15%, but payback 5 to 7
years.
• Most cost effective way to comply with ECBC is to
design buildings with due regard to climate & sun.
• Nationwide enforcement of ECBC can save 1.5 billion
kWh per annum at present levels.

ECBC Implementation
• Mandatory for building requiring MOEF clearance
(>20,000 sq m)
• Mandatory for Central Govt. Buildings
• Most Green Buildings are ECBC compliant
• ECBC is to be enforced by the State Govt.
• Has been adopted by Rajasthan, Odissa and
Poducherry. Soon to be notified in Uttar Pradesh,
Andhra Pradesh & Karnataka.

BEE Building Star Labeling Program
• Launched in Feb. 2009
• Buildings rated on a 1 to 5 star range with 5 star being
most efficient.
• 5 Categories of buildings – office buildings, hotels,
hospitals, retail malls, IT parks in 5 climatic zones.
• Applicable to Buildings with connected load>100kW
• Building rating based on EPI (kWh/sq m/year)
• To create public recognition and demand for such
buildings

BEE Building Star Labeling Program
Example
Office Building with more than 50% Area
Air-conditioned
(Hot & Humid Zone)
• 1 Star - 200 – 175 kWh/sq m/year
• 2 Star - 175 – 150
• 3 Star - 150 – 125
• 4 Star - 125 – 100
• 5 Star - < 100

BEE Star Labeled Equipment &
Appliances
• Star Labeling Program Launched in May
2006
• Provides the consumer an informed
choice about appliance energy savings
• Labels appliance from 1 star to 5 star
depending on energy efficiency
• Mandatory for – Refrigerators, Room
A.C., TFL & Distribution Transformers
• Voluntary for appliances such as washing
m/c, televisions, ceiling fans, storage
water heaters, gas stoves, domestic
pumps & general purpose motors.

Indian Green Building Movement
• Promoted by IGBC.
• IGBC vision is to make India a world leader in
green buildings by 2015.
• Presently more than 1300 buildings with over 1
billion sq. ft. registered for certification.
• More than 600 IGBC Accredited Professionals

To summarize
the outlook for enhanced building energy
efficiency in India is very bright as there is a huge
potential for energy savings and for use
of energy saving technologies, equipments and
systems.
