SCHEDULED TOTAL FIRE BAN EXEMPTIONS<br />
The <strong>NSW</strong> <strong>Rural</strong> <strong>Fire</strong> <strong>Service</strong> Commissioner, prior <strong>to</strong> the beginning of this fire season, approved changes <strong>to</strong> the standard list of exemptions<br />
that appear in the Government Gazette each time a Total <strong>Fire</strong> Ban is declared under Section 99 of the <strong>Rural</strong> <strong>Fire</strong>s Act 1997.<br />
The wording has been re<strong>view</strong>ed <strong>to</strong> be “simple English” and Schedules 1 <strong>Fire</strong> Fighting Activities, 6 Disposal of Waste/Putrescent<br />
Material, 7 Sugar Cane Harvesting, 12 Charcoal Production and 18 Any Other <strong>Fire</strong> Approved by the <strong>NSW</strong> RFS Commissioner are<br />
substantially the same.<br />
Schedule 2 dealing with Emergency Operations by emergency services under the SERM Act, Schedule 10, dealing with Bee Hive Smokers,<br />
Schedule 15 exempting Gas, Oil and Steelworks Exhaust Stacks and Schedule 17 exempting the Olympic Cauldron have been added.<br />
With privatisation and the increasing use of contrac<strong>to</strong>rs, we have broadened Schedules 5 and 8, <strong>to</strong> include those contrac<strong>to</strong>rs<br />
carrying out work on behalf of the Authorities.<br />
Schedule 3 <strong>Fire</strong>works, Schedule 4 Religious/Sacred Ceremonies, Schedule 9 Disposal of Diseased Animal Carcasses, Schedule<br />
14 Urgent and Essential Building Construction and Demolition and Schedule 16 Hot Air Balloons have been added with a<br />
requirement <strong>to</strong> seek consent from the fire service having jurisdiction in the local district and <strong>to</strong> make it clear that organisers<br />
of such events must comply with any direction or additional condition that may be imposed by the local fire service, which<br />
may also include that the activity not go ahead.<br />
Schedule 11 Food Preparation stated that gas or electric barbecues approved by Local Goverment Authorities on land approved<br />
by Local Government Authorities are exempt. This has been broadened <strong>to</strong> include gas or electric barbecues approved by<br />
National Parks and State Forests authorities on land approved by National Parks and State Forests.<br />
Schedule 13 Mining Operations has been broadened <strong>to</strong> include all mining rather than being restrictive <strong>to</strong> coal mining.<br />
