1993 (Cont’d) training and employment to avoid long-term welfare dependence. The Automotive<br />

Facility was paid off. Parking lot #1 was redesigned and rebuilt. Most of the wooden<br />

framed buildings were re-roofed.<br />

1994 Three new signs were constructed; one at Springbrook and Mulford, one at the Mulford<br />

Road entrance and one at the Springbrook entrance. The entrance signs have<br />

computerized message boards. The batch plant lot was paved. A cold storage facility was<br />

constructed for Theater and maintenance.<br />

1995 The Springbrook entrance was moved concurrent with the widening of the road. New<br />

bleachers were installed in the PEC. Emergency call boxes were installed around the<br />

campus and at off campus college locations. The new Hewlett Packard mainframe using<br />

CARS software was phased in for payroll processing.<br />

1996 On January 9, 1996, the Property Tax Appeal Board reduced the assessed valuation of the<br />

Byron Station for the tax years 1989, 1990, 1991 and 1992. Based on this decision, the<br />

Ogle County Board of Review set the 1995 assessed valuation of the Byron Station at<br />

$471,791,515, a reduction of $523,969,287 from the originally published 1996 assessed<br />

valuation of $995,760,802. This reduces the <strong>College</strong>’s annual tax revenue by $1,414,717<br />

for the tax year 1995. The PTAB decision has been appealed at the 2nd District Appellate<br />

Court in Elgin. The Ogle County Board of Review decision has been appealed at the 15th<br />

Judicial Circuit Court.<br />

<strong>Rock</strong> <strong>Valley</strong> <strong>College</strong>, in conjunction with Fox <strong>Valley</strong> Education Alliance, was awarded a<br />

$600,000 grant from the Illinois Manufacturers Association for training of member company<br />

employees.<br />

<strong>Rock</strong> <strong>Valley</strong> <strong>College</strong> Technology Center was designated a regional Best Manufacturing<br />

Practices Center of Excellence by the University of Maryland and the National Institute of<br />

Standards and Technology to service companies in the North Central states.<br />

1997 The 2nd District Appellate Court in Elgin upheld the Property Tax Appeal Board’s opinion<br />

that reduced the assessed valuation of the Byron Station. The Ogle County<br />

Intergovernmental Agency appealed the ruling to the Illinois State Supreme Court, where it<br />

awaits a decision.<br />

<strong>Rock</strong> <strong>Valley</strong> <strong>College</strong> was designated the Northern Illinois Manufacturing Extension Center,<br />

a sub-center of the Illinois Manufacturing Extension Center. The <strong>College</strong> is providing<br />

extension services to small and mid-sized manufacturers in the northern third of Illinois.<br />

This activity is funded through a multi-year grant from the National Institute of Standards<br />

and Technology.<br />

<strong>Rock</strong> <strong>Valley</strong> <strong>College</strong>, in conjunction with the Fox <strong>Valley</strong> Education Alliance, was awarded a<br />

$750,000 grant from the Illinois Manufacturing Association for training member company<br />

employees.<br />

Windows were replaced in Classroom Buildings I and II, the Educational Resource Center,<br />

and the old campus buildings.<br />

1998 Dr. Karl J. Jacobs retired as President of <strong>Rock</strong> <strong>Valley</strong> <strong>College</strong> on October 31, 1997, after<br />

serving as president since January 20, 1969.<br />
