discussions on: (1) the importance<br />

of <strong>early</strong> intervention and family<br />

involvement <strong>for</strong> children with<br />

disabilities and (2) how the CG’s<br />

4 Corners<strong>to</strong>nes can be expanded<br />

<strong>to</strong> include more specific elements<br />

related <strong>to</strong> children with special<br />

needs.<br />

ANNEX 1<br />

UN Convention on the Rights of Persons with Disabilities<br />

(Overview of specific sections supporting families and young children with special needs)<br />

Preamble The States parties <strong>to</strong> the present Convention:<br />

(d) Re<strong>call</strong>ing the International Covenant on Economic, Social and Cultural Rights, the International Covenant on Civil<br />

and Political Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, the<br />

Convention on the Elimination of All Forms of Discrimination against Women, the Convention against Torture and<br />

Other Cruel, Inhuman or Degrading Treatment or Punishment, the Convention on the Rights of the Child, and the<br />

International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families.<br />

(e) Recognising that disability is an evolving concept and that disability results from the inter<strong>action</strong> between persons with<br />

impairments and the attitudinal and environmental barriers that hinder their full and effective participation in society<br />

on an equal basis with others.<br />

(g) Emphasising the importance of mainstreaming disability issues as an integral part of relevant strategies of sustainable<br />

development.<br />

(r) Recognising that children with disabilities should have full enjoyment of all human rights and fundamental freedoms<br />

on an equal basis with other children, and re<strong>call</strong>ing obligations <strong>to</strong> that end undertaken by States parties <strong>to</strong> the<br />

Convention on the Rights of the Child.<br />

(x) Convinced that the family is the natural and fundamental group unit of society and is entitled <strong>to</strong> protection by<br />

society and the State, and that persons with disabilities and their family members should receive the necessary<br />

protection and assistance <strong>to</strong> enable families <strong>to</strong> contribute <strong>to</strong>wards the full and equal enjoyment of the rights of<br />

persons with disabilities.<br />

Article 1: Purpose<br />

The purpose of the present Convention is <strong>to</strong> promote, protect and ensure the full and equal enjoyment of all human<br />

rights and fundamental freedoms by all persons with disabilities, and <strong>to</strong> promote respect <strong>for</strong> their inherent dignity.<br />

Article 3: General principles<br />

The principles of the present Convention shall be:<br />

(h) Respect <strong>for</strong> the evolving capacities of children with disabilities and respect <strong>for</strong> the right of children with disabilities <strong>to</strong><br />

preserve their identities.<br />

Article 4: General obligations<br />

3. In the development and implementation of legislation and policies <strong>to</strong> implement the present Convention, and<br />

in other decision-making processes concerning issues relating <strong>to</strong> persons with disabilities, States parties shall closely<br />
