Sporting Matters
Key points / key changes to competition regulation & club manual
Player registration
(Competitions Regulations 18.07)
• A player who has been fielded in the first, second, third qualifying round or play-off is entitled to play
for another club as from the group stage
3
Goalkeeper registration
(Competitions Regulations 18.08)
• Clubs must register a minimum of two goalkeepers in the A List
Abandoned matches
(Competitions Regulations 11.05 g.)
• The match must restart on the same spot where the abandoned match action ocurred
4
Non-use of shirt sponsor due to national legislation
(Competitions Regulations 19.13)
• If the national legislation applicable at the match venue prevents a visiting club from using its
approved shirt sponsor the following will apply:
• Club can play with no sponsor
• Club can play with a UEFA-endorsed programme (e.g. Respect campaign)
• Club can play with a charity in compliance with the UEFA requirements (introduced during the season
11/12)
• Club may wear advertising for another product of its sponsor (new as of 2012/13)
Yellow cards
(Competitions Regulations 22.02)
• Qualifying rounds:
• A player is suspended for the next competition match after three cautions in three different
matches (instead of two currently)
5
Medical requirements
(Competitions Regulations 14.18, Annex X and Club Manual page 131)
• The home club must ensure that minimum medical requirements are implemented on MD -1 and MD
(Annex X). These include, but are not limited to, the following points:
• A medical doctor must be present pitchside throughout MD -1 training and the match
• Special medical equipments must be present pitchside during the MD -1 training, warm-up and
the match:
• Defibrillator; Spinal board; Stretcher and first aid team; Equipped emergency medical bag
• A medical room located close to the dressing rooms and dedicated for players and referees. The
room must be fully equipped with first aid material
• A fully equipped ambulance must be present at the stadium for sole use of players, team officials,
referees and match officers.
Pitch conditions – Surface of the pitch
(Competitions Regulations 13.08 and Club Manual page 35)
• A club can change the surface of its pitch from natural grass to artificial turf or vice-versa once during
the season.
• This change must occur after the completion of the group stage.
• Such requests must be submitted to the UEFA administration by 1 December and the new pitch must
be in place 30 days prior to the first match in the round of 16.
6
Pitch conditions – Grass height/cut
(Competitions Regulations 13.07 and Club Manual page 35)
• For natural grass pitches, the height of the grass should ideally be cut between 20mm and 30mm. The
height of the grass may not in principle exceed 30mm
• The height of the cut should be the same for both the training session and the match.
• As per UEFA Circular letter, the grass should be cut in straight lines, across the width of the pitch,
perpendicular to the touch line. The bands should be of equal and regular width over the entire pitch.
Pitch conditions – Pitch watering
(Competitions Regulations 14.02 and Club Manual page 137)
• The schedule for pitch watering on match day up until 60 minutes to kick off must be communicated by
the home club at the organisational meeting.
• Additional pitch watering may take place after that time if the referee and both clubs agree:
a) between 10 and 5 minutes before kick-off, or
b) during half-time (for a maximum of 5 minutes).
• The referee is entitled to request changes to the schedule.
• The pitch must be watered evenly and not only in certain areas.
7
Pitch conditions – Additional inspections
(Competitions Regulations 13.06 and Club Manual page 35)
• In case of concerns related to the pitch condition, UEFA may decide to conduct additional inspections
(conducted by UEFA or by an external partner company).
• Further to such inspections, the cost of providing expert guidance or material from an external partner
company are to be assumed by the club concerned in line with its liabilities as set out in Article 13.06
of the Competition Regulations.
Pitch conditions – Alternative training ground
(Competitions Regulations 14.10 and Club Manual page 35)
• If holding a training session could render the pitch unfit for playing the match, an alternative training
ground approved by UEFA in advance must be made available by the home club.
• This alternative ground should be in excellent condition with sufficient floodlighting, in a safe and
protected environment and with appropriate dressing room facilities.
8
Pitch conditions
(Club Manual page 35)
• No markings other than those of the football pitch dimensions authorised by UEFA should be visible
on the pitch, e.g. no rugby field markings, national football pitch markings, etc.
• Clubs ensure that the area immediately adjacent to the pitch is safe for players. Clubs may be asked
by UEFA to ensure that this is the case.
Floodlighting installations
(Competitions Regulations 13.15 and Club Manual page 38)
• Details of the required floodlighting levels for matches are set out in the Club Manual (page 38).
• Clubs must ensure that floodlighting installations are maintained and provide UEFA with a valid
lighting certificate issued within the previous 12 months.
• UEFA reserves the right to appoint an independent expert who will check the levels of floodlighting.
Clubs are requested to cooperate fully with such inspections.
• In order to enforce the respect of the Laws of the Game, notably of the provisions forbidding people
sitting on the bench to have access to TV images during matches (Competitions Regulations 14.17),
the following guidelines apply:
• the use of technical devices to establish a direct contact with people outside the technical area is not allowed.
• the use of computers is allowed as long as they are not used online for the same purpose as mentioned
above.
• only the use of walkie-talkies between the team doctor and the bench to communicate whenever a player is
being treated on the pitch is allowed.
• The above prohibition covers the whole technical area, as well as the five additional technical seats.
10
Visiting team and referees’ matters
(Club Manual page 22-23)
• The home club must seek the cooperation of the local police to ensure the safety of the visiting team
and referees when travelling to and from the match.
• The day before the match, referees may request to have a light training session in the stadium, as
long as this does not interfere with the clubs’ training sessions.
• Clubs shall reserve a specific area for the referees’ pre-match warm-up.
