UEFA Youth League 2013/14 2

1. Introduction 

UEFA will organise a new Under-19 club competition, the UEFA Youth 

League, for the 2013/14 season. 

The competition is open to the 32 youth teams of the clubs which qualify for 

the group stage of the 2013/14 UEFA Champions League. 

This format will remain for a second year before a review is held, which also 

ensures that the UEFA Youth League runs alongside the existing club 

competition cycle which ends after the 2014/15 season. 

The trophy will be named after the UEFA honorary president Lennart 

Johansson.

The 2013/2014 UEFA Youth League regulations were approved by the UEFA Executive Committee on the 28 th of March in Sofia, Bulgaria.

AGE CATEGORY (§ 19.02) 

Each club may have a maximum of 20 players on their list and those players 

must be born on or after 1 January 1995. 

CLUB TRAINED PLAYERS (§ 19.07) 

As a minimum ten places on the list are reserved exclusively for players who have been 

eligible to play for the club concerned an uninterrupted two-year period directly prior to 

the start of the competition. 

Note. Players can be changed for each match (§19.08) 



PARTICIPATION WITH DIFFERENT CLUBS AND/OR OTHER UEFA COMPETITIONS 

(§19.08) 

A player may not play in the competition for more than one club in the 

course of the same season. (§ 19.08) 

PARTICIPATION IN OTHER UEFA COMPETITIONS (§ 19.09) 

Any player who is fielded in three or more UEFA Champions League or UEFA Europa 

League matches (as of the group stages of those competitions) in the course of the 

2013/14 season ceases to be eligible to play in the UEFA Youth League.

7. Disciplinary regulations 

CARRYING FORWARD OF MATCH SUSPENSIONS 

A player suspended in UYL is also suspended in UCL if the match is taking 

place in the same week. 

A player suspended in UCL is also suspended in UYL if the match is taking 

place in the same week. 


8. Competition system (Article 6) 

GROUP STAGE: Based on draw for UEFA Champions League group stage. 

KNOCK OUT STAGE: Road to the Final concept 

All draws made at the same time.

• Winners of the group vs. Runners-up 

• Winners of the group play at home (single leg) 

• Country protection

In the knock out phase, in case of draws after the normal playing 

time, the winning team will be determined directly by kicks from 

the penalty mark, (no extra time). 


9. Equality of points in the group stage (§ 6.04) 

If two or more teams are equal on points on completion of the group matches, the following criteria are applied 

to determine the rankings (in descending order): 

a) higher number of points obtained in the group matches played among the teams in question; 

b) superior goal difference from the group matches played among the teams in question; 

c) higher number of goals scored in the group matches played among the teams in question; 

d) higher number of goals scored away from home in the group matches played among the teams in question; 

e) if, after having applied criteria a) to d), two teams still have an equal ranking, criteria a) to d) are reapplied exclusively to 

the matches between the two teams in question to determine their final rankings. If this procedure does not lead to a 

decision, criteria f) to i) apply; 

f) superior goal difference from all group matches played; 

g) higher number of goals scored from all group matches played; 

higher number of coefficient points accumulated by the club in question, as well as its association, over the previous five 

seasons (see paragraph 9.02). 

h) lower disciplinary points total based on yellow and red cards received during the group stage 

(red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points) 

i) drawing of lots 


10. Match dates & kick-off times (Article 7 & 8) 

Unless the teams and UEFA agree otherwise, group stage matches, round of 16 

matches and quarter-finals will be played in UEFA Champions League match 

weeks. 

In the group stage, the teams will, in principle, play their matches in conjunction 

with those of their senior teams, on either Tuesday or Wednesday to increase the 

learning process of the experience. If both teams and the UEFA Administration 

agree, matches may also be played on Monday or Thursday. 

With the exception of matches that are televised, home teams are free to decide 

on kick-off times (after consultation with the visiting team). 


11. Ideal UEFA Champions League / UEFA Youth League match week schedule 

Note: Each club will be free to decide its own organisation and schedule. 

The above proposal is the ideal schedule for the youth team in terms of costs and UCL experience.

13. Match venues & stadiums 

Match venues must be chosen by the home club and announced to its 

opponents and UEFA administration by the deadline set by the latter and 

communicated by circular letter. 

The home club must ensure that the match venues is easily accessible and is 

not located more than 45-minute bus drive from the venue where the senior 

team will play its UEFA Champions League match. 

Matches in the competition must be played in a stadium with meets the 

structural criteria of category 1, as defined in the UEFA Stadium 

Infrastructure Regulations. The UEFA administration may grant an exception 

to specific structural criterion for the stadium category in question in cases of 

particular hardship and upon reasoned request. 

Clubs would be asked to announce more than one venue for availability 

reasons, and in case higher requirements are needed to ensure proper TV 

coverage. 

Possibility to play the UYL matches in different stadia. 



The UEFA flag and the Respect flag must be flown at the stadium at all 

matches in the competition. They will be provided to the clubs by their 

association. 

The UEFA Youth League centre board must be installed at all the matches, in 

accordance with UEFA’s instructions. 

Note: A club manual for the UEFA Youth League will be sent in due time for the participating clubs. 



The clubs form partnership with UEFA to create the best development and experience for the young players. 

The clubs should support and help each other to accommodate their respective needs (in particular 

agreements on match dates & kick-off times should be suitable for both teams). 

The clubs should adopt fair play on the pitch, as well as for the preparation and organisation of the matches. 

Without the close cooperation between clubs the UEFA Youth League will not be able to achieve the 

development goals defined.

15. Final week format & venues 

In principle, the semi-finals and final will take place in the same venue. Venue and dates to be confirmed. 


16. Financial Provisions 

Article 26 

A. Group phase, Round of 16 and Quarter-finals 

26.01 The home club retains its revenue (sale of tickets, sale of refreshments, sale of concessions, etc.) and pays all match organisational costs (rental of match 

stadium, floodlighting, rental of training ground for the visiting club, security and medical arrangements, if applicable, installations for the TV production, etc.). 

26.02 The home club ensures the transportation of the visiting team delegation from their arrival in the city of the match until their departure. 

26.03 The travel and accommodation costs of the visiting team (up to 24 persons) will be borne by UEFA on the basis of the reimbursement policy 

communicated by UEFA at the start of the season. The difference between the UEFA contribution and the effective travel and accommodation costs will be 

borne by the visiting team. 

Note: Reimbursement policy to be sent in June 2013. 


16. Financial Provisions 

Article 27 

B. Semi-finals and final 

27.01 UEFA will ensure the organisation of these matches and will pay for all 

related costs (including the transportation of the teams on-site). 

27.02 The travel and accommodation costs of the four teams (up to 24 

persons) will be borne by UEFA on the basis of the reimbursement policy 

communicated by UEFA prior to the semi-finals. The difference between the 

UEFA contribution and the effective travel and accommodation costs will be 

borne by the teams. 


17. Marketing Guidelines 

“Marketing rights” include: 

advertising (including perimeter boards) 

sponsorship, 

hospitality, 

licensing, 

merchandising, 

publishing, 

betting/gaming 

Clubs can exploit the Marketing rights for their home matches in the group phase, round of 16 and Quarter-finals (subject to UEFA’s guidelines). 

Semi-final/final will be marketed centrally by UEFA and will be linked to the UCL Commercial Programme. 

Key Points 

Clubs can sell pitch perimeter advertising, but must install UEFA Youth League centre board; 

Any use of the UEFA Youth League Mark must be submitted in advance to UEFA for approval; 

Clubs can run promotions in relation to its participation in the UEFA Youth League using the UEFA Youth League Mark; 

Clubs should not create any association between the competition and any third party; 

Clubs can use the Mark on t-shirts, scarves and caps, but these items must not include any third party brands/logos and may only be sold through official 

club outlets. 

Note: The complete Marketing & broadcast guidelines will be sent in due course. 


17. Media approach 

No obligations for players to be exposed to media request. 

(Possible if clubs want to use this opportunity as Media training 

for the young players). 

Potential requests to staff members to conduct interviews. 

MEDIA 

Collaboration needed from the clubs to send pictures of the 

players/matches to UEFA for editorial purposes. 


18. Educational messages 

The UEFA Youth League will be used as an opportunity to relay educational messages as part of UEFA Respect campaigns including anti-racism & discrimination, peace 

& reconciliation, football for all, health, etc. The educational programme will also include anti-doping and match-fixing prevention messages. 


19. Ambassadors 

"Football legends inspire dreams; they have an even greater commitment towards the fans who try to emulate those dreams. If efficiently managed and 

involved in relevant projects or initiatives, those football legends will have a direct impact and positive influence on football communities across Europe 

and beyond. “ 

Clubs will be requested to appoint an ambassador (ideally an iconic player of the club – in activity 

or not) to represent and promote the competition within the club and to the public.
