1. Introduction<br />
UEFA will organise a new Under-19 club competition, the UEFA Youth<br />
League, for the 2013/14 season.<br />
The competition is open to the 32 youth teams of the clubs which qualify for<br />
the group stage of the 2013/14 UEFA Champions League.<br />
This format will remain for a second year <strong>be</strong>fore a review is held, which also<br />
ensures that the UEFA Youth League runs alongside the existing club<br />
competition cycle which ends after the 2014/15 season.<br />
The trophy will <strong>be</strong> named after the UEFA honorary president Lennart<br />
Johansson.<br />

The 2013/2014 UEFA Youth League regulations were approved by the UEFA Executive Committee on the 28 th of March in Sofia, Bulgaria.<br />

6. Player eligibility<br />
AGE CATEGORY (§ 19.02)<br />
Each club may have a maximum of 20 players on their list and those players<br />
must <strong>be</strong> born on or after 1 January 1995.<br />
CLUB TRAINED PLAYERS (§ 19.07)<br />
As a minimum ten places on the list are reserved exclusively for players who have <strong>be</strong>en<br />
eligible to play for the club concerned an uninterrupted two-year period directly prior to<br />
the start of the competition.<br />

6. Player eligibility<br />
PARTICIPATION WITH DIFFERENT CLUBS AND/OR OTHER UEFA COMPETITIONS<br />
(§19.08)<br />
A player may not play in the competition for more than one club in the<br />
course of the same season. (§ 19.08)<br />
PARTICIPATION IN OTHER UEFA COMPETITIONS (§ 19.09)<br />
Any player who is fielded in three or more UEFA Champions League or UEFA Europa<br />
League matches (as of the group stages of those competitions) in the course of the<br />
2013/14 season ceases to <strong>be</strong> eligible to play in the UEFA Youth League.<br />

7. Disciplinary regulations<br />
CARRYING FORWARD OF MATCH SUSPENSIONS<br />
A player suspended in UYL is also suspended in UCL if the match is taking<br />
place in the same week.<br />

8. Competition system (Article 6)<br />
GROUP STAGE: Based on draw for UEFA Champions League group stage.<br />
KNOCK OUT STAGE: Road to the Final concept<br />
All draws made at the same time.<br />

In the knock out phase, in case of draws after the normal playing<br />
time, the winning team will <strong>be</strong> determined directly by kicks from<br />
the penalty mark, (no extra time).<br />

9. Equality of points in the group stage (§ 6.04)<br />
If two or more teams are equal on points on completion of the group matches, the following criteria are applied<br />
to determine the rankings (in descending order):<br />
a) higher num<strong>be</strong>r of points obtained in the group matches played among the teams in question;<br />
b) superior goal difference from the group matches played among the teams in question;<br />
c) higher num<strong>be</strong>r of goals scored in the group matches played among the teams in question;<br />
d) higher num<strong>be</strong>r of goals scored away from home in the group matches played among the teams in question;<br />
e) if, after having applied criteria a) to d), two teams still have an equal ranking, criteria a) to d) are reapplied exclusively to<br />
the matches <strong>be</strong>tween the two teams in question to determine their final rankings. If this procedure does not lead to a<br />
decision, criteria f) to i) apply;<br />
f) superior goal difference from all group matches played;<br />
g) higher num<strong>be</strong>r of goals scored from all group matches played;<br />
higher num<strong>be</strong>r of coefficient points accumulated by the club in question, as well as its association, over the previous five<br />
seasons (see paragraph 9.02).<br />
h) lower disciplinary points total based on yellow and red cards received during the group stage<br />
(red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points)<br />

10. Match dates & kick-off times (Article 7 & 8)<br />
Unless the teams and UEFA agree otherwise, group stage matches, round of 16<br />
matches and quarter-finals will <strong>be</strong> played in UEFA Champions League match<br />
weeks.<br />
In the group stage, the teams will, in principle, play their matches in conjunction<br />
with those of their senior teams, on either Tuesday or Wednesday to increase the<br />
learning process of the experience. If both teams and the UEFA Administration<br />
agree, matches may also <strong>be</strong> played on Monday or Thursday.<br />
With the exception of matches that are televised, home teams are free to decide<br />
on kick-off times (after consultation with the visiting team).<br />

Note: Each club will <strong>be</strong> free to decide its own organisation and schedule.<br />
The above proposal is the ideal schedule for the youth team in terms of costs and UCL experience.<br />

13. Match venues & stadiums<br />
Match venues must <strong>be</strong> chosen by the home club and announced to its<br />
opponents and UEFA administration by the deadline set by the latter and<br />
communicated by circular letter.<br />
The home club must ensure that the match venues is easily accessible and is<br />
not located more than 45-minute bus drive from the venue where the senior<br />
team will play its UEFA Champions League match.<br />
Matches in the competition must <strong>be</strong> played in a stadium with meets the<br />
structural criteria of category 1, as defined in the UEFA Stadium<br />
Infrastructure Regulations. The UEFA administration may grant an exception<br />
to specific structural criterion for the stadium category in question in cases of<br />
particular hardship and upon reasoned request.<br />
Clubs would <strong>be</strong> asked to announce more than one venue for availability<br />
reasons, and in case higher requirements are needed to ensure proper TV<br />
coverage.<br />

14. Match organisation<br />
The UEFA flag and the Respect flag must <strong>be</strong> flown at the stadium at all<br />
matches in the competition. They will <strong>be</strong> provided to the clubs by their<br />
association.<br />
The UEFA Youth League centre board must <strong>be</strong> installed at all the matches, in<br />
accordance with UEFA’s instructions.<br />
Note: A club manual for the UEFA Youth League will <strong>be</strong> sent in due time for the participating clubs.<br />

14. Match organisation<br />
The clubs form partnership with UEFA to create the <strong>be</strong>st development and experience for the young players.<br />
The clubs should support and help each other to accommodate their respective needs (in particular<br />
agreements on match dates & kick-off times should <strong>be</strong> suitable for both teams).<br />
The clubs should adopt fair play on the pitch, as well as for the preparation and organisation of the matches.<br />
Without the close cooperation <strong>be</strong>tween clubs the UEFA Youth League will not <strong>be</strong> able to achieve the<br />
development goals defined.<br />

15. Final week format & venues<br />
In principle, the semi-finals and final will take place in the same venue. Venue and dates to <strong>be</strong> confirmed.<br />

16. Financial Provisions<br />
Article 26<br />
A. Group phase, Round of 16 and Quarter-finals<br />
26.01 The home club retains its revenue (sale of tickets, sale of refreshments, sale of concessions, etc.) and pays all match organisational costs (rental of match<br />
stadium, floodlighting, rental of training ground for the visiting club, security and medical arrangements, if applicable, installations for the TV production, etc.).<br />
26.02 The home club ensures the transportation of the visiting team delegation from their arrival in the city of the match until their departure.<br />
26.03 The travel and accommodation costs of the visiting team (up to 24 persons) will <strong>be</strong> borne by UEFA on the basis of the reimbursement policy<br />
communicated by UEFA at the start of the season. The difference <strong>be</strong>tween the UEFA contribution and the effective travel and accommodation costs will <strong>be</strong><br />
borne by the visiting team.<br />
Note: Reimbursement policy to <strong>be</strong> sent in June 2013.<br />

16. Financial Provisions<br />
Article 27<br />
B. Semi-finals and final<br />
27.01 UEFA will ensure the organisation of these matches and will pay for all<br />
related costs (including the transportation of the teams on-site).<br />
27.02 The travel and accommodation costs of the four teams (up to 24<br />
persons) will <strong>be</strong> borne by UEFA on the basis of the reimbursement policy<br />
communicated by UEFA prior to the semi-finals. The difference <strong>be</strong>tween the<br />
UEFA contribution and the effective travel and accommodation costs will <strong>be</strong><br />
borne by the teams.<br />

17. Marketing Guidelines<br />
“Marketing rights” include:<br />
advertising (including perimeter boards)<br />
sponsorship,<br />
hospitality,<br />
licensing,<br />
merchandising,<br />
publishing,<br />
<strong>be</strong>tting/gaming<br />
Clubs can exploit the Marketing rights for their home matches in the group phase, round of 16 and Quarter-finals (subject to UEFA’s guidelines).<br />
Semi-final/final will <strong>be</strong> marketed centrally by UEFA and will <strong>be</strong> linked to the UCL Commercial Programme.<br />
Key Points<br />
Clubs can sell pitch perimeter advertising, but must install UEFA Youth League centre board;<br />
Any use of the UEFA Youth League Mark must <strong>be</strong> submitted in advance to UEFA for approval;<br />
Clubs can run promotions in relation to its participation in the UEFA Youth League using the UEFA Youth League Mark;<br />
Clubs should not create any association <strong>be</strong>tween the competition and any third party;<br />
Clubs can use the Mark on t-shirts, scarves and caps, but these items must not include any third party brands/logos and may only <strong>be</strong> sold through official<br />
club outlets.<br />

17. Media approach<br />
No obligations for players to <strong>be</strong> exposed to media request.<br />
(Possible if clubs want to use this opportunity as Media training<br />
for the young players).<br />
Potential requests to staff mem<strong>be</strong>rs to conduct interviews.<br />
MEDIA<br />
Collaboration needed from the clubs to send pictures of the<br />
players/matches to UEFA for editorial purposes.<br />

18. Educational messages<br />
The UEFA Youth League will <strong>be</strong> used as an opportunity to relay educational messages as part of UEFA Respect campaigns including anti-racism & discrimination, peace<br />
& reconciliation, football for all, health, etc. The educational programme will also include anti-doping and match-fixing prevention messages.<br />

19. Ambassadors<br />
"Football legends inspire dreams; they have an even greater commitment towards the fans who try to emulate those dreams. If efficiently managed and<br />
involved in relevant projects or initiatives, those football legends will have a direct impact and positive influence on football communities across Europe<br />
and <strong>be</strong>yond. “<br />
Clubs will <strong>be</strong> requested to appoint an ambassador (ideally an iconic player of the club – in activity<br />
or not) to represent and promote the competition within the club and to the public.<br />
