• Replacing all seats by new ones with backrests<br />

• Changing the standing areas into seating areas with Klagenfurt seats<br />

• Installation of a new press conference & media working room<br />

UEFA has categorized the stadium as CATEGORY 4, with the renovation to <strong>be</strong> concluded<br />

<strong>be</strong>fore the first UEFA competition match (announced by the Belgian Football Association on<br />

June 19, 2012).<br />

The renovation is scheduled to <strong>be</strong> concluded by July 15, 2012.<br />

C. UEFA CHAMPIONS LEAGUE CLUB MANUAL 2012/13<br />

Important notes<br />

• All chapters and the corresponding num<strong>be</strong>ring are taken from the UEFA Champions<br />

League Club Manual 2012/13.<br />

• Please check the "Constant Vanden Stock Stadium Category 4 Overview" document<br />

for all detailed information related to the UEFA Stadium Infrasctructure Regulations<br />

edition 2010, the UEFA Safety and Security Regulations edition 2006, and the<br />

Regulations of the UEFA Champions League 2012-2015 Cycle 2012/13 Season.<br />

2 GENERAL STADIUM FACILITIES<br />

2.2 SECURITY AND ACCESS<br />

• All gates and emergency exits are kept free of any obstruction. This is checked several<br />

times on Match Day. All 25 security gates remain unlocked and manned at all times;<br />

• All tickets have a unique barcode that is scanned at the electronic turnstiles. Without<br />

a valid barcode, access will not <strong>be</strong> granted. Access to one barcode can not <strong>be</strong> granted<br />

twice;<br />

• Specific directional signage in the areas reserved to visiting supporters will <strong>be</strong> installed<br />

in the mother tongue of the country of the visiting club;<br />

• The entrance <strong>be</strong>tween the TV Compound and the stadium can not <strong>be</strong> used by nonrights-holders.<br />

The entrance will <strong>be</strong> guarded. A dedicated room is foreseen to store all<br />

camera equipment of the non-rights-holders;<br />

• A body search will <strong>be</strong> executed on all public entering the stadium. The supporters will<br />

not <strong>be</strong> allowed to bring cameras and filming equipment into the stadium;<br />

• Security is foreseen for all seating areas, as well as all facilities for broadcasters and<br />

media.<br />

2.3 ACCESS TO STADIUM FACILITIES<br />

• All trucks will <strong>be</strong> parked on the stadium site;<br />

• The stadium has housekeepers who can open/close the stadium following the<br />

reasonable requirements of UEFA;<br />

• A clean stadium will <strong>be</strong> provided on MD-2 by <strong>RSCA</strong>. There will no matches <strong>be</strong><br />

organised in the stadium on MD-2.<br />

2.4 THE PITCH<br />

• The pitch of the Constant Vanden Stock Stadium was installed in Decem<strong>be</strong>r 2011 and<br />

is in excellent condition;<br />

• A green carpet is installed all around <strong>be</strong>tween the pitch and the LED boards;<br />

• An alternative training ground is available at the <strong>RSCA</strong> Training Centre 3 :<br />

2.5 TECHNICAL FACILITIES<br />

• All dressing rooms are fully equipped and meet the requirements as stipulated in the<br />

UEFA Stadium Infrastructure Regulations (2010 edition);<br />

• The Doping Control Station consists of a waiting room, a testing room with a sink<br />

with running water, and a toilet room with a shower and a sink with running water.<br />

Tables and seats are installed;<br />

• The UEFA Delegate's Room is located next to the players' tunnel with a direct access<br />

to this area. The office is equipped with fixed and wireless internet access, a phone, a<br />

computer, a white board, a desk and a meeting table. A fax machine is available next to<br />

this room;<br />

• The players' <strong>be</strong>nches consist of 15 purple leather seats each of which one seat will <strong>be</strong><br />

made unavailable. All publicity will <strong>be</strong> covered in the same purple leather;<br />

• The technical seats are located on the first row <strong>be</strong>hind the visiting players' <strong>be</strong>nch with<br />

direct access to the players' tunnel;<br />

• A medical room is available next to the home team's dressing room.<br />

2.7 POWER, LIGHTING AND UTILITIES<br />

• The latest floodlight certificate dates from Decem<strong>be</strong>r 18, 2011 4 .<br />

The average horizontal illimunance was 1.691,39 lux;<br />

• Alternative power (back-up) is installed 5 . It will take approx. 15 minutes for the<br />

stadium lights to return to their optimum level;<br />

• All telecommunication matters will <strong>be</strong> hosted by Belgacom, official partner of the club.<br />

Phone connections, wired and wireless internet are available all over the stadium and<br />

at all the media facilities.<br />

• Please send us a list of possible radio frequencies at least 3 weeks <strong>be</strong>fore the first<br />

match they will <strong>be</strong> used. RSC Anderlecht will clear the necessary frequencies with the<br />

responsible authorities free of charge.<br />

2.8 PUBLIC ADDRESS (PA) SYSTEM<br />

• The PA system installed in the stadium is connected to the back-up power in case of a<br />

main power failure;<br />

• The PA system can <strong>be</strong> taken over by the police commander in case of an emergency;<br />

• During the time spectators are in the stadium, the stadium speaker is located nearby<br />

the players' tunnel to communicate all necessary messages.<br />

2.9 SCOREBOARDS, VIDEOBOARDS AND INTERNAL STADIUM TV<br />

CHANNEL<br />

• Two LED Score Boards are available to inform the public on the score, timing, and<br />

match facts. These boards can only show video (audiovisuals) in an adapted size and<br />

form (approx. 7m x 1,5m);<br />

• An internal TV circuit is installed in the VIP zones only. Spectators in the stands are<br />

unable to see anything shown on these screens.<br />

2.10 TELEVISION SURVEILLANCE SYSTEM<br />

The Constant Vanden Stock Stadium has 29 cameras installed in a closed-circuit television<br />

system. 5 of these cameras are installed inside the stadium, 24 are installed outside the<br />

stadium. All cameras can <strong>be</strong> controlled by the personnel in the control room of the police<br />

commander at the stadium. The images can <strong>be</strong> viewed in colour on the monitors in that room.<br />

Still pictures can <strong>be</strong> taken at all times and all images can <strong>be</strong> stored on hard drive disks or any<br />

20 complimentary VIP seats will <strong>be</strong> available in the "Honorary Tribune" (10 for the<br />

play-off match), all with access to the club's VIP hospitality area. The exact location of<br />

the overflow tickets from the group stage on will <strong>be</strong> communicated as soon as<br />

possible, but will probably <strong>be</strong> in sections W16 and/or W17. The Honorary Tribune is<br />

locates in the central part of the main stands and has direct access to the VIP<br />

hospitality area and to the players' tunnel.<br />

• First Class<br />

The First Class complimentary tickets will <strong>be</strong> located in sections W16 and/or W17.<br />

Final confirmation of the exact location will follow as soon as possible.<br />

• First Class<br />

The First Class purchase tickets will <strong>be</strong> located in sections W16 and/or W17. Final<br />

confirmation of the exact location will follow as soon as possible.<br />

• Fan Tickets<br />

1.435 seats (= 6,8% of the total stadium capacity) are available in a segregated area for<br />

the visiting supporters in sections S3, S4, S5 and S6 in the lower tier, and in sections<br />

S14, S15, S16 and S17 in the upper tier, both located in Tribune 2 (south side);<br />

• Unsold tickets that are returned to RSC Anderlecht by the visiting club will not <strong>be</strong><br />

sold to supporters of RSC Anderlecht afterwards.<br />

3.2 HOSPITALITY<br />

• The Club VIP Hospitality is located on the first floor of the main tribune and is<br />

accessible for the UEFA and UCL partner VIP ticket holders free of charge. Only<br />

drinks are served;<br />

• The Champions Club will <strong>be</strong> organised in the Congress Centre located in Tribune 4 of<br />

the Constant Vanden Stock Stadium. Access is available by the walk path outdoor of<br />

the stadium. All necessary facilities are available.<br />

4 UEFA CHAMPIONS LEAGUE SPONSOR/<br />

4.1 PROMOTIONAL AREAS IN AND AROUND THE STADIUM<br />

• Several different areas are available. To <strong>be</strong> discussed based on the specific needs of the<br />

UCL sponsor/supplier partners.<br />

4.2 FACILITIES FOR MATCHNIGHT PROMOTIONS<br />

• Changing facilities are available in the gymnasium next to the stadium. Please send a<br />

request to use these facilities 2 weeks prior to the match at the latest to ensure a fluid<br />

organisation as this gymnasium is owned and managed by the city of Anderlecht.<br />

5 UEFA CHAMPIONS LEAGUE BROADCASTER FACILITIES<br />

5.2 CAMERA POSITIONS<br />

1 Match Coverage Cameras (max)<br />

• Main cameras (A1, A2, A3, A4)<br />

At the top of the upper tier of the main stands, two camera platforms are installed in<br />

the central part of the tribune. One platform is located exactly on the half line and can<br />

contain 1 camera. The second platform is located directly next to it and can contain up<br />

to four cameras. Power is provided by the TV Compound. Cable routes are installed.<br />

• Pitchside halfway camera (B)<br />

Due to the very limited space <strong>be</strong>tween the touchline at the main stands, the players'<br />

<strong>be</strong>nches and the players' tunnel, it is not possible to install a fixed pitchside halfway<br />

camera. A portable can <strong>be</strong> used, but not during match time.<br />

• Sixteen-metre cameras (C1, C2)<br />

At each of the 16m lines, a camera platform for 1 camera is installed in the upper tier<br />

of the main stands at exactly the same height as the main camera platform.<br />

• Behind-goal cameras (D)<br />

At the right hand side of the main stands, the area for the cameras is also an<br />

emergency evacuation route. One mount is available for to fix camera. A second<br />

camera can <strong>be</strong> placed on a light tripod with one extra assistant to remove the tripod<br />

when necessary. This remains always due to the authorisation of the local authorities.<br />

• Beauty-shot camera (E)<br />

One <strong>be</strong>auty-shot camera is available under the roof at the corner of the main tribune<br />

and tribune 2. This is not an HD camera, but one can <strong>be</strong> installed on the same mount.<br />

• Bench camera (F)<br />

At the left hand side of the home team players' <strong>be</strong>nch and at the right hand side of the<br />

visiting club players' <strong>be</strong>nch there is limited space available for one portable camera<br />

each.<br />

• High <strong>be</strong>hind-goal cameras (G1, G2)<br />

There is one camera platform installed in the upper tier of Tribune 4 (left hand side of<br />

the main stands). Camera G2 (Tribune 2) is not available due to the safety glass<br />

obstructing the view.<br />

• Reverse-angle cameras (H1, H2, H3, H4, H5)<br />

Two mounts are installed on top of the LED Boards to fix two reverse-angle cameras.<br />

Local authorities don't allow any reverse-angle cameras installed in the stands for<br />

security reasons.<br />

• Mini-cameras (J1, J2)<br />

A mini-camera can <strong>be</strong> installed <strong>be</strong>hind each goal, fixed on the poles of the nets<br />

installed <strong>be</strong>hind the goals.<br />

• Tunnel camera (K)<br />

The space inside the players' tunnel is very limited, but can host one portable camera,<br />

or one fixed mini-camera on a bar.<br />

• Crane cameras (L1, L2)<br />

Due to the limited space <strong>be</strong>tween the pitch and the stands, it is preferable not to use<br />

any crane cameras.<br />

• Six-metre cameras (M1, M2)<br />

The use of a six-metre camera is not foreseen.<br />

• Rail cameras (N1, N2)<br />

The use of a rail camera on the opposite side of the main cameras is not possible, due<br />

to the limited space and the possible security risk it could cause (it would obstruct an<br />

emergency evacuation route). The use of a rail camera on the side of the main<br />

cameras would only <strong>be</strong> available with special permission by UEFA as the remaining<br />

space <strong>be</strong>tween the touchline and the camera would <strong>be</strong> extremely limited.<br />

• Steadicams (O1, O2)<br />

The use of steadicams would not cause a problem. The camera used for the match<br />

coverage would preferably <strong>be</strong> installed on the left hand side of the main stands to<br />

avoid interfering with the players warming up or with the assistant referee.<br />

• Hot-head cameras (P1, P2)<br />

These cameras can <strong>be</strong> mounted on the LED boards.<br />

• Twenty-metre cameras (Q1, Q2)<br />

Both positions are foreseen.<br />

• Aerial camera system (R)<br />

The use of such camera is not foreseen.<br />

5.3 COMMENTARY POSITIONS<br />

• Commentary positions are available in the central part of the upper tier of the main<br />

stands, in front of the main camera platform;<br />

• Each position has three seats and standard power, phone/isdn/asdl and internet<br />

connections. Extra connections will <strong>be</strong> installed on request (match-by-match basis);<br />

• Extra commentary positions can <strong>be</strong> installed.<br />

5.4 PITCH REPORTER POSITIONS<br />

Pitch reporter positions are available approx. 5 metres next to each of the players' <strong>be</strong>nches<br />

and <strong>be</strong>hind the right hand goal.<br />

5.5 BROADCAST STUDIOS<br />

• Two indoor studios with pre-installed cable access routes can <strong>be</strong> made available, one<br />

of these does not fully meet the required size;<br />

• One indoor pitch view studio is available on ground level (opposite side of the main<br />

stands).<br />

5.6 INTERVIEW AREAS<br />

• Up to 8 (with 4 back-to-back) flash interview positions can <strong>be</strong> installed in a separate<br />

part of the main entrance hall next to the players' tunnel. Direct access is available to<br />

the commentary positions;<br />

• The super flash interview area is located at the side of the pitch next to the players'<br />

<strong>be</strong>nches (central part);<br />

• A VIP interview position can <strong>be</strong> created in the main tribune (floor 1 or floor 2).<br />

5.7 PITCHSIDE PRESENTATION AREAS<br />

Pitchside presentations can <strong>be</strong> installed on the right hand side of the main stands (warming up<br />

area of the players during match time).<br />

5.8 OUTSIDE BROADCAST (OB) VAN AREA<br />

• The OB Van Area is located next to the stadium with a direct access to the pitch by<br />

the corner of Tribune 1 and Tribune 2;<br />

• The area is on the stadium site which is secured. The specific OB Van Area will <strong>be</strong><br />

fenced. Its size can <strong>be</strong> adapted based on the needs for each match;<br />

• Pre-installed cable gates are installed and ADSL lines can <strong>be</strong> installed upon request;<br />

• The area has an unobstructed view of the southern horizon.<br />

5.9 PLAYER TRACKING SYSTEM<br />

The player tracking system can <strong>be</strong> installed at the main camera platform.<br />

5.10 CABLING<br />

• Pre-installed cable routes are available from the OB Van Area to the stadium and all<br />

around the pitch;<br />

• Extra cable routes can <strong>be</strong> installed if requested.<br />

5.11 POWER AND LIGHTING<br />

• All the necessary power outputs are available in all the areas;<br />

• A power group is installed in the OB Van Area by the host broadcaster at every<br />

match;<br />

• Working lights are available until the necessary work is finished.<br />

5.12 OBSERVER SEATS<br />

Observer seats are available on the first two rows <strong>be</strong>hind the visiting players' <strong>be</strong>nch.<br />

6 MEDIA FACILITIES<br />

6.1 MEDIA WORKING AREA<br />

• The club is installing a new media working room / press conference room for the<br />

2012-2013 season. This room is located in the main tribune, floor -1, and has direct<br />

access to the media tribune;<br />

• All desks have the necessary connections. Wi-Fi and wired internet are available;<br />

• The media working area is equipped with a bar and with separate toilets for women,<br />

men and disabled persons.<br />

6.2 MEDIA SEATING (MEDIA TRIBUNE)<br />

• Part of the renovation works at the stadium for the 2012-2013 season is the<br />

installation of a completely new media tribune in the lower tier of the main stands,<br />

next to the left handed 16m line;<br />

• The media tribune consists of 112 press seats equipped with a desk and the necessary<br />

connections. Wi-Fi and wired internet are available.<br />

6.3 PRESS CONFERENCE ROOM<br />

• The club is installing a new media working room / press conference room for the<br />

2012-2013 season. This room is located in the main tribune, floor -1, and has direct<br />

access to the media tribune;<br />

• 86 pre-installed seats are available for the journalists. A dedicated camera platform<br />

(6m) is installed and all necessary connections (split box) are available.<br />

6.4 MIXED ZONE<br />

The mixed zone is located in the main tribune <strong>be</strong>tween the dressing rooms and the parking of<br />

the teams' coaches. Sufficient lighting is installed and the necessary barriers are put in place<br />

immediately after the match has ended. The mixed zone is guarded at all time.<br />

6.5 PHOTOGRAPHERS' WORKING AREA AND MATCH POSITIONS<br />

• A fully equipped working area for photographers is available in the main tribune<br />

(corner T1/T2);<br />

• Hi-speed Wi-Fi is available all around the pitch for photographers to upload their<br />

pictures immediately.<br />

6.6 INTERNET CONNECTIVITY<br />

RSC Anderlecht has in-house Gbit lines and servers available both for upload and download<br />

(separate lines). Secured wired and wireless internet is available all over the stadium. Logins<br />

and passwords are communicated in the different media areas and in the related<br />

documentation.<br />

6.7 CAMERA STORAGE FOR NON-RIGHTS-HOLDING BROADCASTERS<br />

Non-rights-holding broadcaster cameras will <strong>be</strong> stored at the media entrance to the stadium.<br />

This area is secured at all times.<br />

6.8 MEDIA HOSPITALITY<br />

Hospitality is foreseen in the media working room.<br />

• Two storage rooms are available (Tribune 1 and Tribune 3), both with easy access to<br />

the parking of the truck;<br />

• One working room is available near to the UEFA office (Tribune 1). A second working<br />

room can <strong>be</strong> installed next to the storage room in Tribune 3.<br />

7.2 SIGNAGE TRUCK PARKING AND SECURITY<br />

In normal conditions, the signage truck can park on the stadium site, next to the OB Van<br />

Compound. If necessary, the truck can also park in a secured area next to the <strong>RSCA</strong> Training<br />

Centre.<br />

7.3 LED BOARDS<br />

A LED Board system (BARCO) is installed. Possible use due to the report of the review by<br />

UEFA.<br />

9.1 EXCLUSIVE AREAS AND DELIVERING A CLEAN STADIUM<br />

• A clean stadium will <strong>be</strong> delivered by RSC Anderlecht on MD -2. All publicity will <strong>be</strong><br />

removed or <strong>be</strong> covered up in white;<br />

• Nor the stadium, nor one of its stands has a commercial name or is attached to a<br />

commercial brand;<br />

• No commercial messages will <strong>be</strong> shown on Scoreboards and no commercial messages<br />

will <strong>be</strong> broadcast over the PA system;<br />

• The route <strong>be</strong>tween the parking and the entrance is not owned by the club. Existing<br />

advertising facilities can not <strong>be</strong> controlled, nor <strong>be</strong> covered up.<br />

• Simultaneous translation can <strong>be</strong> provided whenever necessary;<br />

• Press kits will <strong>be</strong> distributed in French and English;<br />

• Team lineups will <strong>be</strong> distributed in English to all media and VIP attendees.<br />

13 CLUB ACTIVITIES<br />

13.1 MEDICAL REQUIREMENTS<br />

• A medical doctor will attend all training sessions and the match;<br />

• The Belgian Red Cross will <strong>be</strong> on site on match days;<br />

• The following equipment will <strong>be</strong> available at all times:<br />

• defibrillator<br />

• spinal board<br />

• stretcher and first aid team<br />

• equipped emergency medical bag;<br />

• The medical room next to the home team's dressing room is available for training<br />

sessions and on match day;<br />

• The hospital is at about 500m from the stadium. Ambulances will <strong>be</strong> available at all<br />

13.7 SCOREBOARDS, VIDEOBOARDS AND INTERNAL STADIUM TV<br />

• Due to the odd size of the scoreboards of the stadium (approx. width: 7m and height:<br />

1,5m) all visual and/or audiovisual content provided by UEFA will <strong>be</strong> played in an<br />

adapted size and form;<br />

• No live images nor replays can <strong>be</strong> shown on the scoreboards;<br />

• A live feed is broadcasted on the internal TV channel which is only available at the<br />

indoor VIP areas (no visibility towards the spectators in the stands).<br />

13.8 PUBLIC ADDRESS (PA) SYSTEM<br />

• No commercial messages will <strong>be</strong> broadcasted over the PA system;<br />

• A 30 seconds non-commercial audiovisual clip is broadcasted over the PA system and<br />

the scoreboard prior to the players walking out of the tunnel;<br />

• A 10 seconds non-commercial audio jingle is played when a goal is scored by the home<br />

team.<br />
