‣ Petition by human rights advocates, concerned citizens, and counsel to the<br />

Department of Justice, calling <strong>for</strong> the Secretary of Justice to require all prosecutors<br />

nationwide to ensure the compliance by law en<strong>for</strong>cers with Article 191 of the Child<br />

and Youth Welfare Code (Presidential Decree 603), signed/received on January 7,<br />

Section 3(e) of the Anti-Graft and Corrupt Practices Act (Republic Act 7610), covered<br />

2003. This resulted in the reiteration of the Commission’s resolution calling <strong>for</strong> the<br />

Office of the President to comply with the <strong>Philippine</strong> government’s treaty obligation,<br />

feigned ignorance about the illegal practice of jailing some 20,000 children on a<br />

yearly basis with adults in police jails. They instead subtly passed the buck to the<br />

judiciary, although the detention occurred without the knowledge and authority of the<br />

court, since the children were arrested and locked up without judicial warrants.<br />
