7.2 RURAL DEVELOPMENT<br />
The merging <strong>of</strong> two divisions proved to be a milestone for the agency in FY 2011.<br />
Business Services was brought under the Community & Rural Planning and<br />
Development banner and a new division was formed, Small Business and Rural<br />
Development. This merger has not only proven to have been successful but has also<br />
allowed the agency to expand his services and outreach.<br />
Rural Development continues its mission to improve the quality and competitiveness <strong>of</strong><br />
<strong>South</strong> <strong>Carolina</strong> communities through programming focused on community product and<br />
leadership development. The Division works closely with local leaders to create<br />
opportunities for greater investment, job creation, and leadership potential.<br />
Division staff members work with local leaders to develop economic development<br />
“product,” such as speculative buildings and industrial sites and parks to ensure that<br />
communities have available properties for investors and job creators to select from. In<br />
addition, they prove leadership, direction and guidance to communities and counties<br />
regarding developmental structure, strategic planning, and community outreach.<br />
Our site certification continues to gain momentum as more property owners, counties and<br />
municipalities see its value. This creative program placed <strong>South</strong> <strong>Carolina</strong> at the forefront<br />
for site certification.<br />

An inventory <strong>of</strong> both industrial sites and industrial parks is a must if <strong>South</strong> <strong>Carolina</strong> is<br />
going to be competitive in the industrial marketplace. Although the economic climate<br />
slowed the construction <strong>of</strong> new industrial parks and speculative buildings, certified sites<br />
have become the primary focus <strong>of</strong> product development. A complete overhaul <strong>of</strong> the<br />
