Job Summary:<br />
This post involves leadership,<br />
administrative and management work<br />
in directing, planning, analysing and<br />
coordinating the Mental Health Reform<br />
Project and mental health and substance<br />
abuse programs and/or services guided<br />
by the policy direction on mental<br />
health and the needs of clients. This<br />
will involve the community and<br />
hospital based health services, building<br />
capacity of the community to care for<br />
the mentally ill and ensuring effective<br />
referrals and back referrals between and<br />
among inpatient health care facilities<br />
i.e. general hospitals, the mental health<br />
facility and the community mental health<br />
services. The officer will be required<br />
to work with other technical programme<br />
managers in the Ministry of Health to<br />
ensure integrated planning strategies and<br />
programmes are implemented and that<br />
the mentally ill clients are adequately<br />
cared for at all levels of the health care<br />
system. The will include the design and<br />
implementation of quality monitoring<br />
mechanisms.<br />
Responsibilities:<br />
This officer will be responsible for<br />
monitoring and reporting on the overall<br />
implementation of the Mental Health<br />
Reform Project. However, in the<br />
first 18 months, specific responsibility<br />
will lie in the implementation of the<br />
project components as it relate to the<br />
decommissioning of the Golden Hope<br />
Hospital, the commissioning of the<br />
New Mental Health Facility and the<br />
implementation of the mental health<br />
reform programme islandwide. This<br />
will be done in collaboration with local,<br />
regional and international partners.<br />
The officer will be based in the<br />
Ministry of Health and will be required<br />
to manage the mental health project unit.<br />
The officer will report to the Technical<br />
working committee on the progress of<br />
the project. The Chief Medical Officer<br />
and the Corporate Planning Department<br />
will provide daily monitoring.<br />
Duties:<br />
Duties are in areas such as mental<br />
health promotion, comprehensive<br />
community focused psychiatric and<br />
substance abuse services, or related<br />
support areas or may encompass<br />
responsibilities in multiple programs<br />
or services of a clinical nature. The<br />
employee is expected to exercise<br />
considerable initiative and judgment in<br />
planning and carrying out assignments.<br />
In collaboration with the project team<br />
and Technical Working Committee,<br />
monitor the construction of the mental<br />
health facility to ensure that it meets the<br />
needs of clients and is in keeping with<br />
the paradigm of care proposed<br />
Develop policies, management<br />
structures and systems, programmes<br />
and operational pre-requisites such as<br />
procedural manuals and protocols.<br />
Coordinate the Mental Health Human<br />
Resource and Training programme.<br />
This will include selection and<br />
orientation of staff in areas of assigned<br />
responsibility.<br />
Directs or assists in the overall<br />
planning, development and administration<br />
of the assigned program(s) or<br />
service(s); assists in the direction of<br />
the development and implementation of<br />
departmental planning issues.<br />
Directs or assists administrative<br />
personnel in general management<br />
aspects of policy development and<br />
program planning and coordination<br />
as related to assigned responsibilities;<br />
assists in the evaluation of the effect of<br />
policy and/or organizational changes<br />
and new programs.<br />
Directs and/or coordinates the<br />
development and implementation of<br />
treatment or rehabilitation plans.<br />
Works closely with clinicians and<br />
other managers in developing delivery<br />
systems for clinical programs and<br />
services.<br />
Reviews and/or establishes programs<br />
in area of responsibility to ensure<br />
compliance of operations with laws,<br />
regulations, policies, accreditation and<br />
certification standards.<br />
Participates in the development,<br />
implementation or interpretation of<br />
new or revised program, departmental<br />
or legislative initiatives.<br />
Participates in conferences, training<br />
sessions and meetings relating to areas<br />
of assigned responsibility.<br />
Participates in the development of<br />
budget requests and the monitoring<br />
of expenditures according to budget<br />
allocations/appropriations and<br />
recommends and/or initiates costsaving<br />
measures.<br />
Conducts investigations, institutes<br />
special studies, and prepares and/or<br />
reviews reports and related information<br />
to evaluate existing organizations,<br />
policies, procedures and practices as<br />
related to the assigned program.<br />
Directs the continuous quality<br />
improvement and risk management<br />
programme for the area of<br />
responsibility.<br />
Ensures that standards of practice<br />
and standards of care including legal<br />
and ethical standards of mental health<br />
and substance abuse services are<br />
maintained, monitored and evaluated.<br />
Represents and/or serves as a liaison<br />
for the assigned area of responsibility;<br />
maintains contact, cooperates with,<br />
and addresses local and community<br />
organizations and other interested<br />
groups pertaining to the assigned<br />
programs.<br />
Performs other related work as<br />
assigned by the Chief Medical Officer<br />
and the Permanent Secretary.<br />

Four years of professional experience<br />
in mental health, education, social<br />
services, public administration or<br />
closely related areas;<br />
Experience in policy and programme<br />
development, implementation and<br />
evaluation in mental health/substance<br />
abuse is an advantage.<br />
Remuneration:<br />

TAKE NOTICE that a Claim has been filed against you by the Claimant, First Caribbean International Bank (Barbados)<br />
Limited formerly Barclays Bank PLC.<br />
WHEREAS by Order of the Honourable Justice Sandra Mason Q.C. on 18th May 2006 permission was granted to the<br />
Claimant to serve notice of the Claim Form and Statement of Claim and all other proceedings connected with this Claim<br />
on the Defendant by substituted service in the form of an advertisement in two issues of the Official <strong>Gazette</strong> and in two<br />
publications in a newspaper circulating in Saint Lucia.<br />
AND IT HAS BEEN ORDERED that service of the Claim herein be effected on you by advertisements.<br />
IF YOU DESIRE to defend this action or to be heard you must within twenty eight (28) days of the last publication<br />
file an Acknowledgment of Service at the Registry of the High Court of Justice, Peynier Street in the city of Castries in this<br />
Island.<br />
IN DEFAULT of filing Acknowledgment of Service within the time stipulated, the court may hear the case in your<br />
absence without further notice and Judgment may be granted in favour of the Claimant<br />

ELECTORAL NOTICE<br />
The public is hereby notified that effective <strong>June</strong> 1, 2006, the Electoral Department will commence the issuing of the new<br />
national I. D. cards at the various registration centres island-wide.<br />
This exercise will be undertaken in two phases:<br />
PHASE I (from <strong>June</strong> 1 -August 7, 2006)<br />
(i) All persons who have been previously registered as an elector and issued with an I. D. card;<br />
(ii) All persons who are 18 years and over and have never been registered as an elector.<br />
During this phase, weekly announcements will be made over the radio and television services, highlighting the movement of<br />
the cameras within the electoral districts.<br />
PHASE II (at a date to be announced)<br />
All persons from age 5 to 17.<br />

(a) MOBILE REGISTRATION CENTRES<br />
<strong>June</strong> 1st - July 14th, 2006<br />
Monday to Friday: 3.00 -9.00 p. m.<br />
Saturdays, Sundays and Public Holidays: 9.00 a. m. -6.00 p. m.<br />
July 15th - August 7th, 2006 -9.00 a.m. - 6.00 p. m.<br />

COLLECTION OF I. D. CARDS<br />
I. D. cards will not be issued to persons immediately after the photo has been taken. However, I. D. cards can be collected<br />
three days after, at the same location.<br />
