Job Summary: 

This post involves leadership, 

administrative and management work 

in directing, planning, analysing and 

coordinating the Mental Health Reform 

Project and mental health and substance 

abuse programs and/or services guided 

by the policy direction on mental 

health and the needs of clients. This 

will involve the community and 

hospital based health services, building 

capacity of the community to care for 

the mentally ill and ensuring effective 

referrals and back referrals between and 

among inpatient health care facilities 

i.e. general hospitals, the mental health 

facility and the community mental health 

services. The officer will be required 

to work with other technical programme 

managers in the Ministry of Health to 

ensure integrated planning strategies and 

programmes are implemented and that 

the mentally ill clients are adequately 

cared for at all levels of the health care 

system. The will include the design and 

implementation of quality monitoring 

mechanisms. 

Responsibilities: 

This officer will be responsible for 

monitoring and reporting on the overall 

implementation of the Mental Health 

Reform Project. However, in the 

first 18 months, specific responsibility 

will lie in the implementation of the 

project components as it relate to the 

decommissioning of the Golden Hope 

Hospital, the commissioning of the 

New Mental Health Facility and the 

implementation of the mental health 

reform programme islandwide. This 

will be done in collaboration with local, 

regional and international partners. 

The officer will be based in the 

Ministry of Health and will be required 

to manage the mental health project unit. 

The officer will report to the Technical 

working committee on the progress of 

the project. The Chief Medical Officer 

and the Corporate Planning Department 

will provide daily monitoring. 

Duties: 

Duties are in areas such as mental 

health promotion, comprehensive 

community focused psychiatric and 

substance abuse services, or related 

support areas or may encompass 

responsibilities in multiple programs 

or services of a clinical nature. The 

employee is expected to exercise 

considerable initiative and judgment in 

planning and carrying out assignments. 

In collaboration with the project team 

and Technical Working Committee, 

monitor the construction of the mental 

health facility to ensure that it meets the 

needs of clients and is in keeping with 

the paradigm of care proposed 

Develop policies, management 

structures and systems, programmes 

and operational pre-requisites such as 

procedural manuals and protocols. 

Coordinate the Mental Health Human 

Resource and Training programme. 

This will include selection and 

orientation of staff in areas of assigned 

responsibility. 

Directs or assists in the overall 

planning, development and administration 

of the assigned program(s) or 

service(s); assists in the direction of 

the development and implementation of 

departmental planning issues. 

Directs or assists administrative 

personnel in general management 

aspects of policy development and 

program planning and coordination 

as related to assigned responsibilities; 

assists in the evaluation of the effect of 

policy and/or organizational changes 

and new programs. 

Directs and/or coordinates the 

development and implementation of 

treatment or rehabilitation plans. 

Works closely with clinicians and 

other managers in developing delivery 

systems for clinical programs and 

services. 

Reviews and/or establishes programs 

in area of responsibility to ensure 

compliance of operations with laws, 

regulations, policies, accreditation and 

certification standards. 

Participates in the development, 

implementation or interpretation of 

new or revised program, departmental 

or legislative initiatives. 

Participates in conferences, training 

sessions and meetings relating to areas 

of assigned responsibility. 

Participates in the development of 

budget requests and the monitoring 

of expenditures according to budget 

allocations/appropriations and 

recommends and/or initiates costsaving 

measures. 

Conducts investigations, institutes 

special studies, and prepares and/or 

reviews reports and related information 

to evaluate existing organizations, 

policies, procedures and practices as 

related to the assigned program. 

Directs the continuous quality 

improvement and risk management 

programme for the area of 

responsibility. 

Ensures that standards of practice 

and standards of care including legal 

and ethical standards of mental health 

and substance abuse services are 

maintained, monitored and evaluated. 

Represents and/or serves as a liaison 

for the assigned area of responsibility; 

maintains contact, cooperates with, 

and addresses local and community 

organizations and other interested 

groups pertaining to the assigned 

programs. 

Performs other related work as 

assigned by the Chief Medical Officer 

and the Permanent Secretary.

Post graduate qualification from a 

recognised University with specialisation

related areas. 

Four years of professional experience 

in mental health, education, social 

services, public administration or 

closely related areas; 

Experience in policy and programme 

development, implementation and 

evaluation in mental health/substance 

abuse is an advantage. 

Remuneration: 

Salary is at the rate of $59,247.00 

per annum plus traveling allowance.

IN THE MATTER of the Land Acquisition Ordinance Chapter 109.

IN THE MATTER of a Notification by the Governor General, acting on the advice of 

Cabinet that a certain parcel of land situated at La Clery, quarter of Castries in 

the island of Saint Lucia are likely to be acquired for a public purpose. 

NOTIFICATION 

WHEREAS, it is enacted by section 4 of the Land Acquisition Ordinance Chapter 109 that if it appears to the Governor 

General acting on the advice of Cabinet that any land is likely to be required for a public purpose and it is necessary to 

make a preliminary surveyor other investigation of the lands she may cause a Notification to that effect to be published in 

the Gazette. 

AND WHEREAS it is considered by the Governor General acting on the advice of Cabinet, that part of certain 

Parcels of land situated at La Clery, in the Quarter of Castries is likely to be required for a public purpose to wit: Vehicular 

Access. 

NOW THEREFORE, it is hereby notified by the Governor General acting in accordance with the advice of Cabinet,

ELECTORAL NOTICE 

The public is hereby notified that effective June 1, 2006, the Electoral Department will commence the issuing of the new 

national I. D. cards at the various registration centres island-wide. 

This exercise will be undertaken in two phases: 

PHASE I (from June 1 -August 7, 2006) 

(i) All persons who have been previously registered as an elector and issued with an I. D. card; 

(ii) All persons who are 18 years and over and have never been registered as an elector.
