Minister for Tourism Honourable Phillip J. Pierre has been <strong>under</strong>scoring <strong>the</strong> intricate linkages between <strong>the</strong> survival of<br />

<strong>the</strong> tourism industry and that of national security. The Minister was at <strong>the</strong> time addressing <strong>the</strong> latest batch of Police and<br />

Ports recruits who graduated on Friday, August 29, 2003 as part of Course 24 administered <strong>by</strong> <strong>the</strong> Police Training School<br />

located at La Toc.<br />

Minister Pierre indicated that <strong>the</strong> greatest challenge to <strong>the</strong> close to fifty (50) recruits laid not with inadequate salaries and poor<br />

working conditions, although he pointed out that government, since 1998 had embarked on a series of measures aimed at<br />

improving physical working conditions for law enforcement officers, via <strong>the</strong> refurbishment or construction of new police<br />

stations. The biggest challenge he said would be <strong>the</strong> prevailing environment in society, which officers would have to contend<br />

with. “Let me suggest to you that <strong>the</strong> straight road is <strong>the</strong> best road,” he pointed out.<br />

“Remember that some of your partners on <strong>the</strong> block will test your fortitude, threaten, ridicule and tempt you in an effort to test<br />

your resolve. If you fall to <strong>the</strong>se temptations you may benefit in <strong>the</strong> short run but your self respect will disappear and <strong>the</strong>n you<br />

will become useless as a police officer.”<br />

According to Minister Pierre, who also holds <strong>the</strong> portfolio for Commerce, Investment and Consumer Affairs, <strong>the</strong> police play a<br />

critical role in support of <strong>the</strong> tourism industry and will be called upon even more in light of post September 11. Locally tourism<br />

contributes between 11 – 12% of Gross Domestic Product (GDP), provides 50% of <strong>the</strong> island’s foreign exchange earnings and<br />

employs 20% of <strong>the</strong> labour force. With $28 million being invested to promoting <strong>the</strong> industry, Ministry Pierre said proper security<br />

was key to its survival.<br />

“With <strong>the</strong> increase in <strong>the</strong> use of <strong>the</strong> internet and technologies that make communication easier, bad news travel faster and to<br />

more people than before. It we agree with <strong>the</strong> <strong>the</strong>ory that tourism is a large part of our economy and local security is important,<br />

<strong>the</strong>n we can postulate that criminal activity is indeed an attack on <strong>the</strong> economy of our country. Police officers are guardians of<br />

<strong>the</strong> peace and are <strong>the</strong>refore <strong>the</strong> main defenders of our economic fortunes,” he said.<br />

Thirty-five (35) of <strong>the</strong> recruits will be deployed to <strong>the</strong> Police Force while thirteen (13) will go to <strong>the</strong> St. Lucia Air and Sea Ports<br />

<strong>Authority</strong>. Acting Police Commissioner Ausbert Regis called upon <strong>the</strong> recruits to carry out <strong>the</strong>ir assigned duties with <strong>the</strong><br />

greatest professional integrity in keeping with <strong>the</strong> high standards currently being set <strong>by</strong> <strong>the</strong> police force and demanded <strong>by</strong> <strong>the</strong><br />

public.<br />

CHAMBER IDENTIFY KEY ISSUES FOR<br />

CANCUN MEETING<br />

As St. Lucia prepares for <strong>the</strong> 5th Ministerial Meeting of <strong>the</strong> World Trade Organisation WTO in Cancun-Mexico September<br />

10-14, 2003, Permanent Secretary in <strong>the</strong> Ministry of External Affairs, International Trade and Civil Aviation, Cosmos<br />

Richardson has identified some of <strong>the</strong> more sensitive areas that need to be thoroughly examined leading up to <strong>the</strong> Cancun<br />

meeting. Richardson was at <strong>the</strong> time addressing an in-country seminar organised <strong>by</strong> <strong>the</strong> St. Lucia Chamber of Commerce,<br />

dubbed “ On <strong>the</strong> Road to Cancun?, is tomorrow too late?”<br />

The two day seminar was attended <strong>by</strong> representatives of both <strong>the</strong> private and public sector of St. Lucia, <strong>the</strong> OECS and St.<br />

Lucia’s representatives at <strong>the</strong> WTO Dr. Kathy Ann Brown. According to Richardson, agriculture remains an issue of vital<br />

importance since <strong>the</strong> preservation of <strong>the</strong> value attached to preferential arrangements continues to be critical concern for St.<br />

Lucia and <strong>the</strong> o<strong>the</strong>r small island states.<br />

Richardson identified market access as ano<strong>the</strong>r sensitive area, particularly <strong>the</strong> process and <strong>the</strong> formula used for tariff reduction<br />

including <strong>the</strong> time frame, particularly given to <strong>the</strong>se countries heavily dependent on revenue on international trade taxes.<br />

“ Services is ano<strong>the</strong>r area we frequently mentioned, <strong>the</strong> service issue, <strong>the</strong> question of small service suppliers is very important<br />

for us, given <strong>the</strong> preponderance of small firms in our economy.” Richardson said.<br />

President of <strong>the</strong> St. Lucia Chamber of Commerce, Guy Mayers called for resistance to what has been dubbed <strong>the</strong> “Singapore<br />

Issues.” Mayers explained that some developing countries and in particular <strong>the</strong> European Union are pressing for negotiations<br />

on <strong>the</strong>se issues, which include competition policy, investment, transparency in government procurements and trade facilitation.<br />

“We must resist this. How can we enter negotiations on new areas while we have not even been able to implement existing<br />

agreements? I agree with <strong>the</strong> sentiments that <strong>the</strong> Cancun Agenda is already ambitious and that progress should be made on<br />

existing agreement such as agriculture before <strong>the</strong> introduction of new proposals.” Mayers said.<br />

During <strong>the</strong> two day meeting, Permanent Representative of Saint Lucia to <strong>the</strong> WTO in Geneva, Ambassador Edwin Laurent<br />

spoke on Saint Lucia’s interest in <strong>the</strong> Doha Development Round.<br />

O<strong>the</strong>r key personnel who attended <strong>the</strong> in-country seminar were CARICOM’s representaive Byron Blake, Senior Economic<br />

FARMERS TO BECOME EUREP-GAP<br />

COMPLIANT BY YEAR END<br />

The major players in <strong>the</strong> banana industry here have launched what is anticipated to be a very aggressive campaign to get<br />

banana farmers to be EUREP-GAP compliant <strong>by</strong> December 31, 2003.<br />

This was sparked off as a result of an initiative <strong>by</strong> <strong>the</strong> European Retailers Working Group, known as EUREP, which represents<br />

<strong>the</strong> main supermarkets. Their main objective is to seek common standards and procedures for <strong>the</strong> development of Good<br />

Agricultural Practices, GAP. The EUREP-GAP came into being principally to ensure food safety for <strong>the</strong>ir customers.<br />

Chairman of <strong>the</strong> Banana Emergency Recovery Unit (BERU), Hilary La Force, says in an effort to meet <strong>the</strong> December 31<br />

deadline and realising <strong>the</strong> limited time available in which to do so, a subcommittee has been appointed to develop an action<br />

plan to get banana farmers to be EURREP-GAP certified in <strong>the</strong> quickest possible time.<br />

According to La Force, among <strong>the</strong> issues that <strong>the</strong> committee recommended are: a massive education programme which is<br />

expected to sensitize <strong>the</strong> farming community as well as <strong>the</strong> public to <strong>the</strong> importance of this initiative; a programme aimed at<br />

working with farmers on an individual basis in an endeavour to meet <strong>the</strong> various criteria to become certified; instituting some<br />

support services which would allow <strong>the</strong> farmer to meet that certification initiative.<br />

Permanent Secretary in <strong>the</strong> Ministry of Agriculture, Julius Polius, stated that in spite of <strong>the</strong> many challenges that have confronted<br />

<strong>the</strong> farmer in <strong>the</strong> past and at present; <strong>the</strong>y have continued to maintain a certain level of competitiveness in <strong>the</strong> industry.<br />

Polius indicated that <strong>the</strong> EUREP-GAP protocol will streng<strong>the</strong>n <strong>the</strong> Ministry’s resolve to continue to maintain a viable banana<br />

industry. However, he added that for this to be achieved <strong>the</strong> farmers must be prepared to work toge<strong>the</strong>r since it will be<br />

impossible for individual farmers to do this single-handedly.<br />

“The challenge that this EUREP-GAP will bring, will force us to get our farmers to work toge<strong>the</strong>r one more time. I think this is<br />

what is vital for <strong>the</strong> success of <strong>the</strong> banana industry” Polius said.<br />

The main stakeholders involved in <strong>the</strong> EUREP-GAP Compliance Campaign are <strong>the</strong> five banana companies, WIBDECO and<br />

BERU.<br />

SAINT LUCIA TO BENEFIT FROM EUROPEAN<br />

DISASTER FUND<br />

St. Lucia in one of half a dozen Caribbean states in line to benefit from funding following <strong>the</strong> latest mission to select regional<br />

states <strong>by</strong> Co-ordinator of <strong>the</strong> Dominican Republic based Humanitarian Aid Office of <strong>the</strong> European Commission (ECHO).<br />

Mr. Stéphane Quinton’s fact finding mission began here on Wednesday, August 20th, 2003 and will end on <strong>the</strong> 24th of August,<br />

2003. While on island, he will work closely with <strong>the</strong> Saint Lucia Red Cross on <strong>the</strong> exercise, which has been organized <strong>by</strong> <strong>the</strong><br />

International Federation of Red Cross and Red Crescent Societies, and will discuss funding for Disaster Management<br />

Projects for <strong>the</strong> Region.<br />

In April 2003 The European Commission announced that it had approved a €2.5 million Action Plan to help vulnerable groups<br />

in <strong>the</strong> Caribbean prepare for and respond to natural disasters.<br />

Funds would be allocated to international agencies, such as <strong>the</strong> International Federation of Red Cross and Red Crescent<br />

Societies, operating in <strong>the</strong> region, via <strong>the</strong> European Commission’s Humanitarian Office, ECHO. The present funding will focus<br />

on Haiti, Cuba, <strong>the</strong> Dominican Republic, Jamaica, St. Kitts and Nevis, Saint Lucia, and St. Vincent and <strong>the</strong> Grenadines and will<br />

fund early warning equipment, disaster preparedness training, small scale mitigation actions, and will also help develop<br />

emergency response mechanisms.<br />

The programme’s principal objective is to reduce <strong>the</strong> impact of natural disasters <strong>by</strong> streng<strong>the</strong>ning local physical and human<br />

resources in high-risk areas. The Caribbean region is particularly vulnerable to a wide range of natural disasters, including<br />

hurricanes, volcanic activity and earthquakes.<br />

Since 1998 <strong>the</strong> European Commission Humanitarian Office has provided some €6.8 million to <strong>the</strong> Caribbean through its<br />

disaster preparedness programme.<br />

BNTF’S 5 TH PHASE SET TO GO<br />

Project Manager of <strong>the</strong> Basic Needs Trust Fund (BNTF) Clive Hippolyte says to date all of <strong>the</strong> preconditions for <strong>the</strong> disburse<br />

ment of funds <strong>under</strong> <strong>the</strong> 5th phase of <strong>the</strong> programme has been satisfactorily met. This latest development comes on <strong>the</strong><br />

heels of <strong>the</strong> signing last week <strong>by</strong> Prime Minister and Minister for Finance Honourable Dr. Kenny Anthony, of a grant agreement<br />

with <strong>the</strong> Canadian International Development Agency (CIDA).<br />

Under <strong>the</strong> agreement CIDA from 2003 up until 2010 will provide an additional US$1.76 million for poverty reduction activities.<br />

That amount will be fur<strong>the</strong>r augmented <strong>by</strong> Government who will make available supplementary funds, totalling EC$425<br />

thousand.<br />

Hippolyte says however <strong>the</strong>re are select criteria regarding <strong>the</strong> allocation of funds coming from CIDA. “The first thing is that a<br />

limit of 20% of <strong>the</strong> total funding must be spent on rural roads, drains and footpaths. In addition, we will need to make<br />

amendments to our operations manual as one of <strong>the</strong> pre-conditions for <strong>the</strong> disbursement of funds <strong>under</strong> <strong>the</strong> BNTF 5 Programme.<br />

Under <strong>the</strong> modified amendment we will have to conduct an environmental assessment for every sub-project and also a gender<br />

analysis for every sub-project.”<br />

Also forming part of <strong>the</strong> CIDA pre-conditions, BNTF sub-projects would now have to focus on alleviating <strong>the</strong> plight of persons<br />

affected <strong>by</strong> HIV/AIDS, while promoting greater prevention and education. The funds will boost those of <strong>the</strong> BNTF’s principle<br />

financial backer, <strong>the</strong> Caribbean Development Bank (CDB). An estimated EC$14.8 million will be spent on poverty alleviation<br />

<strong>under</strong> Phase 5.<br />

NATIONAL HAZARD MITIGATION POLICY<br />

Second Draft Policy Document<br />

PREFACE<br />

This <strong>National</strong> Hazard Mitigation Policy document was prepared through a collaborative <strong>under</strong>taking <strong>by</strong> <strong>the</strong> Government of<br />

Saint Lucia, <strong>the</strong> Caribbean Disaster Emergency Response Agency (CDERA) and <strong>the</strong> Caribbean Development Bank (CDB).<br />

The Project for developing <strong>the</strong> Policy document was initiated <strong>by</strong> a three-day workshop entitled Model Hazard Mitigation Policy<br />

Adaptation which was held in May 2003 and comprised broad representation of a cross section of <strong>the</strong> public and private<br />

sectors. Subsequently, a Policy Development Committee (PDC) was formed and an independent consultant recruited to<br />

coordinate <strong>the</strong> formulation and documentation of <strong>the</strong> Policy.<br />

The PDC developed a work plan to collect information, formulate and review <strong>the</strong> various drafts of <strong>the</strong> Policy document. A<br />

number of PDC meetings were held <strong>under</strong> <strong>the</strong> general guidance of <strong>the</strong> chairperson - Ms. Dawn French, Director of <strong>the</strong><br />

<strong>National</strong> Emergency Management Organisation (NEMO), Saint Lucia. The CDERA-CDB Model <strong>National</strong> Hazard Mitigation<br />

Policy document 1 was used as a broad template in developing <strong>the</strong> Policy document. The CDB appointed Hazard Mitigation<br />

Policy Consultant reviewed <strong>the</strong> first draft of <strong>the</strong> Policy document as well as provided general guidance in its preparation.<br />

The second draft was <strong>the</strong>n sent to <strong>the</strong> <strong>National</strong> Hazard Mitigation Council for comments and advice. In order to develop a<br />

more comprehensive and participative approach to hazard mitigation in Saint Lucia, a national consultation on <strong>the</strong> first draft<br />

Policy document was held on —— September 2003 to provide an opportunity for <strong>the</strong> public to comment on <strong>the</strong> Policy during<br />

<strong>the</strong> drafting stage. In that regard, <strong>the</strong> various Government ministries, statutory agencies, private sector organizations, nongovernment<br />

organizations, Christian organizations, unions and o<strong>the</strong>r representatives 2 including regional agencies and<br />

service groups were invited to attend <strong>the</strong> national consultation. The first draft of <strong>the</strong> Policy document was also circulated to<br />

all public libraries as well as <strong>the</strong> Saint Lucia Gazette and posted on Government’s website to encourage open public<br />

comments.<br />

Based on <strong>the</strong> national consultation, a second draft of <strong>the</strong> Policy document was developed. The second draft was <strong>the</strong>n sent<br />

to <strong>the</strong> <strong>National</strong> Emergency Management and Advisory Council for <strong>the</strong>ir comments prior to submission to <strong>the</strong> cabinet of<br />

Ministers for <strong>the</strong>ir approval.<br />

The Project for developing <strong>the</strong> Policy document was jointly financed <strong>by</strong> CDERA through its Caribbean Hazard Mitigation<br />

Capacity Building Programme and CDB through its Disaster Mitigation Facility.<br />

Climate Change – Change observed in <strong>the</strong> climate on a global, regional or sub-regional scale caused <strong>by</strong> natural processes<br />

and/or human activity. Climate change adaptation is an adjustment in natural or human systems in response to actual or<br />

expected climatic stimuli or <strong>the</strong>ir effects, which moderates harm or exploits beneficial opportunities.<br />

Disaster – A serious disruption of <strong>the</strong> functioning of a community or a society, causing widespread human, material,<br />

economic or environmental losses which exceed <strong>the</strong> ability of <strong>the</strong> affected community/society to cope using only its own<br />

resources. Disasters are often classified according to <strong>the</strong>ir cause (natural or manmade).<br />

Hazard – A potentially damaging physical event, phenomenon and or human activity, which may cause <strong>the</strong> loss of life or<br />

injury, property damage, social and economic disruption or environmental degradation.<br />

Hazard Analysis/Assessment – Identification, study and monitoring of any hazard to determine its potentiality, origin,<br />

characteristics and behaviour.<br />

Hazard Mitigation – Structural and non-structural measures <strong>under</strong>taking to limit <strong>the</strong> adverse impact of natural hazards,<br />

environmental degradation and technological hazards. In climate change terminology, hazard mitigation is synonymous with<br />

adaptation to some degree.<br />

Hazard Risk Management – The systematic management of administrative decisions, organization, operational skills and<br />

responsibilities to apply policies, strategies and practices for hazard risk reduction.<br />

Hazard Risk Reduction – The development and application of policies, procedures and capacities <strong>by</strong> <strong>the</strong> society and<br />

communities to lessen <strong>the</strong> negative impacts of possible natural hazards and related environmental and technological<br />

disasters. This includes structural and non-structural measures to avoid (prevention) or to limit (mitigation and preparedness)<br />

adverse impact of hazards, as well as <strong>the</strong> development of coping capabilities.<br />

Natural Hazard – Natural Processes or phenomena occurring in <strong>the</strong> biosphere that may constitute a damaging event.<br />

Risk – The probability of harmful consequences, or expected loss (of lives, people injured, property, livelihoods, economic<br />

activity disrupted or environment damage) resulting from interactions between natural or human induced hazards and<br />

vulnerable/capable conditions. Conventionally, risk is expressed <strong>by</strong> <strong>the</strong> equation Risk = Hazards x Vulnerability/Capacity.<br />

Stakeholders – Persons or entity holding grants, concessions, or any o<strong>the</strong>r type of value that would be affected <strong>by</strong> a<br />

particular action or policy.<br />

Sustainable Development – Development that meets <strong>the</strong> needs of <strong>the</strong> present without compromising <strong>the</strong> ability of future<br />

generations to meet <strong>the</strong>ir own needs. It contains within it two key concepts: <strong>the</strong> concept of “needs”, in particular <strong>the</strong> essential<br />

needs of <strong>the</strong> world’s poor, to which overriding priority should be given; and <strong>the</strong> idea of limitation imposed <strong>by</strong> <strong>the</strong> state of<br />

technology and social organization on <strong>the</strong> environment’s ability to meet present and <strong>the</strong> future needs.<br />

Technological Hazards (Man-Made Hazards) – Danger originating from technological or industrial accidents, dangerous<br />

procedures, infrastructure failures or certain human activities, which may cause <strong>the</strong> loss of life or injury, property damage,<br />

social and economic disruption or environmental degradation.<br />

Vulnerability – A set of conditions and processes resulting from physical, social, economic, and environmental factors,<br />

which increase <strong>the</strong> susceptibility of a community to <strong>the</strong> impact of hazards<br />

1.0 INTRODUCTION<br />

Saint Lucia is highly vulnerable to a number of natural and man-made hazard events with <strong>the</strong> potential for substantial loss of<br />

life and property damage. These hazard events include hurricanes, floods, earthquakes, volcanic eruptions, fires, marine<br />

accidents involving oils and hazardous material spills as well as o<strong>the</strong>r man-made hazards. Additionally, <strong>the</strong>re is growing<br />

concern about <strong>the</strong> vulnerability of Saint Lucia to <strong>the</strong> non-traditional threat of climate change and sea level rises.<br />

Experience from previous disasters has indicated that <strong>the</strong> potential impact of hazards is severe, particularly in terms of losses<br />

to lives. Whilst some hazard events are inevitable and cannot be prevented or controlled, mitigation measures can serve to<br />

reduce <strong>the</strong> impacts of <strong>the</strong>se hazards and offer many potential sustained benefits over time. With respect to <strong>the</strong> slow and<br />

cumulative deleterious effects of <strong>the</strong> non-traditional hazard of climate change, adaptation measures have <strong>the</strong> potential to<br />

lessen <strong>the</strong> impacts <strong>the</strong>re<strong>by</strong> resulting in significant benefits.<br />

It is against this background that <strong>the</strong> <strong>National</strong> Hazard Mitigation Policy has been developed as a strategic instrument for hazard<br />

mitigation to be integrated into all aspect of public and private sector activities including those of local community groups. The<br />

development of <strong>the</strong> Policy will serve to ensure that programmes for hazard mitigation are carried out according to clear<br />

objectives and common approaches. Fur<strong>the</strong>r, <strong>the</strong> Policy will facilitate <strong>the</strong> more effective use of scarce technical and financial<br />

resources in a comprehensive approach to disaster management in Saint Lucia.<br />

It is not <strong>the</strong> intention of <strong>the</strong> Policy to address disaster preparedness and response issues. It is <strong>the</strong>refore critical that those<br />

components of comprehensive disaster management be implemented simultaneously with <strong>the</strong> Policy in order to achieve<br />

effective long-term hazard mitigation.<br />

2.0 BACKGROUND<br />

2.1 Status of Hazard Vulnerability<br />

Historically, hurricanes and flooding have been <strong>the</strong> most likely hazard to affect Saint Lucia. Tropical Storm Debbie in 1994,<br />

resulted in losses over EC$230 million 1 . The Tropical Wave of October 1996 also incurred an estimated EC$12 million in<br />

damages to properties and infrastructure.<br />

The uncontrolled or untimely releases of dam water due to wea<strong>the</strong>r conditions, natural forces and o<strong>the</strong>r causes may lead to<br />

flash flooding in downstream areas and eventually destruction of properties and loss of lives.<br />

There is general consensus that <strong>the</strong> world is entering a stage of significant global climate change. Some of <strong>the</strong> hazard related<br />

issues are sea level rise, increased frequency and severity of large storms or hurricane events as well as reduced rainfall. Sea<br />

level rise has dramatic adverse impacts; <strong>the</strong> most apparent being shoreline erosion and flooding which may occur. This has<br />

serious implications for Saint Lucia as <strong>the</strong> towns, villages and City are located in <strong>the</strong> coastal areas which have major<br />

infrastructure and substantial amounts of properties.<br />

By virtue of its geographic location, Saint Lucia is susceptible to earthquakes and seismic hazards. Many of <strong>the</strong> tremors pass<br />

unnoticed; however, strong shocks of magnitude 7.5 have been recorded. Also, <strong>the</strong> Soufriere Volcano has demonstrated its<br />

ability to produce violent and destructive eruptions causing serious damage to life and property. Since <strong>the</strong> last major eruption<br />

was over 200 years ago, one of such magnitude is considered less likely in <strong>the</strong> near future. However, small and moderate<br />

eruptions are more likely to occur.<br />

Marine traffic, especially oil tankers and cruise vessels in transit through coastal waters in <strong>the</strong> Atlantic Ocean and Caribbean<br />

Sea present <strong>the</strong> risk of oil pollution from marine accidents. Such pollution can threaten recreational areas, sea birds, marine<br />

life, coastal installations and fisheries. Also, oil tankers en route to <strong>the</strong> Hess Oil’s multi million-barrel storage facility in <strong>the</strong><br />

south of Castries pose serious threat to <strong>the</strong> entire coastline.<br />

The history of Saint Lucia is marred <strong>by</strong> fires. These fires which may start <strong>by</strong> natural causes such as lightening or indiscriminate<br />

human actions can usually cause significant damage to bush or grasslands and forests that cover extensive areas. In<br />

addition, <strong>the</strong> environment is at risk from terrestrial activities, which would include <strong>the</strong> transportation, storage and use of<br />

hydrocarbons and o<strong>the</strong>r hazardous materials and waste. Potential pollution sources include garage’s workshops, service<br />

stations and industrial installations; many of which lack suitable procedures or facilities to prevent uncontrolled discharge into<br />

<strong>the</strong> environment.<br />

2.2 Overview of Existing Enabling Legislations<br />

There are a number of existing legislations which support and encourage <strong>the</strong> issue of hazard mitigation. The main existing<br />

enabling legislation which supports <strong>the</strong> proposed Hazard Mitigation Policy relates to <strong>the</strong> legal, regulatory and administrative<br />

frameworks for <strong>the</strong> role of NEMO. The Disaster Preparedness and Response Act # 13 of 2000, based on <strong>the</strong> CDERA Model was<br />

approved in August 2000 and gives emergency management responsibilities to NEMO, its Director, members and subcommittees<br />

including NHMC and NEMAC.<br />

O<strong>the</strong>r legislations which support hazard mitigation include <strong>the</strong> Emergency Powers (Disaster) Act of 1995 of Saint Lucia and <strong>the</strong><br />

Constitution (Order 1978). The draft Emergency Shelter Management Policy provides a basis for <strong>under</strong>taking hazard mitigation<br />

actions within available resources. Additionally, <strong>the</strong>re are a few policies which have some supporting implications for<br />

hazard mitigation. These include <strong>the</strong> recently approved Climate Change Policy and Adaptation Plan, as well as <strong>the</strong> draft Water<br />

Policy and Land Use Policy. 2<br />

2 Current Hazard Mitigation Efforts<br />

A number of initiatives have been taken <strong>by</strong> <strong>the</strong> Government in order to reduce <strong>the</strong> impact of damage due to hazards. The<br />

<strong>National</strong> Emergency Management Office is in <strong>the</strong> process of revising <strong>the</strong> <strong>National</strong> Hazard Mitigation Plan to reflect an appreciation<br />

and commitment to hazard risk reduction.<br />

A national Building Code is currently being developed to improve <strong>the</strong> construction quality of structures in order to minimise <strong>the</strong><br />

impact of hazard events on <strong>the</strong> Island’s infrastructure and properties. In that regard, <strong>the</strong> new Planning Act would provide <strong>the</strong><br />

supporting legislative framework <strong>under</strong> which <strong>the</strong> Building Code would be implemented.<br />

With funding from <strong>the</strong> CDB, two major hazard mitigation projects have been/are being implemented. These include <strong>the</strong><br />

Improvement of <strong>the</strong> Drainage Systems in Castries and Anse La Raye; <strong>the</strong> construction of <strong>the</strong> Castries River Wall and <strong>the</strong> Vieux<br />

Fort East Drainage projects. Also, <strong>under</strong> <strong>the</strong> World Bank/OECS Emergency Recovery and Disaster Management Project a<br />

number of projects have been/are being <strong>under</strong>taken. These include <strong>the</strong> Hewanorra Airport Flood Protection Works, Bridges<br />

and Rivers Training. Cul de Sac Prevention Works, Supplementary Reservoir for Victoria Hospital, Disaster Management<br />

Programme for schools and libraries, Study and Design of Coastal Protection for Dennery Village.<br />

In post Tropical Storm Debbie (1994) Government <strong>under</strong>took a series of special hazard mitigation initiatives 3 within <strong>the</strong><br />

respective Ministries. With <strong>the</strong> advent of <strong>the</strong> Tropical Wave of 1996 <strong>the</strong>se Ministries were again called upon to revisit <strong>the</strong> actions<br />

of two years before.<br />

Understandably, most of <strong>the</strong>se disaster management efforts have tended to focus on a post-disaster approach which is<br />

essential in disaster response, recovery and rehabilitation. However, <strong>the</strong>re is a need to place greater emphasis on <strong>the</strong> longerterm<br />

hazard mitigation that would serve to minimise <strong>the</strong> impacts of future disasters and engender a more comprehensive<br />

approach to disaster management in Saint Lucia. Additionally, whereas <strong>the</strong> current development planning process provides a<br />

supporting framework for <strong>the</strong> coordination of hazard mitigation, <strong>the</strong>re is a need for more effective integration of hazard mitigation<br />

measures into all aspect of public and private sector activities including local community groups.<br />

3.0 POLICY CONTEXT<br />

The context in which <strong>the</strong> Hazard Mitigation Policy will operate is based on <strong>the</strong> <strong>under</strong>lying belief that reduction in vulnerability can<br />

significantly minimize <strong>the</strong> deleterious impacts of hazards on <strong>the</strong> economic, social and environmental fabric of Saint Lucia. This<br />

reduction in vulnerability and consequently savings in long-term costs can lead to sustainable development of <strong>the</strong> Island.<br />

In view of this context, existing initiatives at <strong>the</strong> national, regional and international levels provide an enabling framework for<br />

hazard mitigation. At <strong>the</strong> national level, NEMO’s Disaster Preparedness and Response legislation and <strong>the</strong> various disaster<br />

management plans have given significant impetus to government’s commitment to <strong>the</strong> principles of hazard mitigation.<br />

Through its active participation in regional conventions, <strong>the</strong> Government of Saint Lucia has taken a number of activities in<br />

support of hazard mitigation. Some of <strong>the</strong>se conventions include inter-alia, <strong>the</strong> Strategy and Results Framework for Comprehensive<br />

Disaster Management in <strong>the</strong> Caribbean (2001) and <strong>the</strong> CDERA Model Disaster Management Legislation (1996). At <strong>the</strong><br />

international level, <strong>the</strong> Government of Saint Lucia is also signatory to a number of conventions including <strong>the</strong> Basel Convention<br />

on <strong>the</strong> Trans-Boundary Movement of Hazardous Wastes and Their Disposal (1993) as well as <strong>the</strong> United Nations’ conventions<br />

on Biological Disasters (1993) and Climate Change.<br />

4.0 CHALLENGES TO IMPLEMENTATION OF THE POLICY<br />

The major challenge to be addressed in implementing <strong>the</strong> Hazard Mitigation Policy is <strong>the</strong> need to inculcate a hazard mitigation<br />

ethos within <strong>the</strong> public and private sector organisations and more importantly, in local community groups. This has far<br />

reaching implications for <strong>the</strong> technical and human resources required to implement <strong>the</strong> Policy. More specifically, <strong>the</strong> administrative,<br />

institutional and legislative framework for hazard mitigation would need to be upgraded particularly with respect to<br />

human capacity.<br />

Also, <strong>the</strong>re is a need for public education and outreach in order to streng<strong>the</strong>n relations and attitudes within community groups,<br />

private sector organisations and civil society who are useful partners in <strong>the</strong> formulation and implementation of hazard mitigation<br />

measures. An overriding challenge to implementation of <strong>the</strong> Policy is <strong>the</strong> requirement for funding and <strong>the</strong> upgrading of<br />

information system to support multi-sectoral decision-making in <strong>the</strong> implementation of hazard mitigation programmes.<br />

5.0 GUIDING PRINCIPLES<br />

The review of <strong>the</strong> existing hazard vulnerabilities, current hazard mitigation initiatives taken as well as lessons learnt from past<br />

disasters indicates that <strong>the</strong>re are a number of issues which needs to be considered in developing <strong>the</strong> Policy. Therefore, <strong>the</strong><br />

following five guiding principles will be used to <strong>under</strong>pin <strong>the</strong> strategy in order to address those issues:<br />

i. Hazard risk management integrated in development planning<br />

ii.<br />

iii.<br />

iv.<br />

Minimising risks to <strong>the</strong> environment<br />

Fostering stakeholder participation and collaboration<br />

The need for public awareness and capacity building<br />

v. Hazard mitigation is an investment in sustainable development<br />

(i)<br />

Hazard Risk Management Integrated In Development Planning<br />

Hazard mitigation is more effective when integrated into <strong>the</strong> economic, social and environmental aspects of development<br />

plans for all sectors of <strong>the</strong> economy. An integrated approach is important in minimising <strong>the</strong> use and cost of limited technical<br />

administrative and financial resources. In addition, this approach serves to reduce any potential conflicts in policy development<br />

and promote coordination among all stakeholders groups in hazard mitigation.<br />

(ii) Minimise Risks to <strong>the</strong> Environment<br />

Hazard mitigation presents several opportunities for preventing damage to <strong>the</strong> environment. It also serves to improve environmental<br />

management <strong>by</strong> lessening <strong>the</strong> impact of hazards on <strong>the</strong> environment. Fur<strong>the</strong>r, hazard mitigation measures that<br />

minimise risks to <strong>the</strong> environment provide feasible long-term approaches to hazard risks reduction and have <strong>the</strong> potential to<br />

optimise future benefits to <strong>the</strong> nation.<br />

(iii) Maximum Stakeholder Participation and Collaboration<br />

In order to be successful, it is necessary that hazard mitigation involve <strong>the</strong> full participation of all stakeholders including, <strong>the</strong><br />

local communities, private sector partners, non-governmental organisations, regional and international agencies. A multistakeholder<br />

approach is based on mutual respect and responsibility, which is essential from an early stage in order to gain<br />

genuine support and partnership in reducing <strong>the</strong> future vulnerabilities to hazards.<br />

(iv) The Need for Public Awareness and Capacity Building<br />

Hazard mitigation is most effective when it increases public awareness and has full public support at all levels of local<br />

stakeholder groups. It is important to streng<strong>the</strong>n <strong>the</strong> capacities of communities and institutions in order to develop a full<br />

appreciation of <strong>the</strong> extent of hazards vulnerability and risks. Streng<strong>the</strong>ning public awareness and mobilising capacities also<br />

serves as a mechanism for <strong>the</strong> support of implementation of hazard mitigation measures within a comprehensive disaster<br />

management framework.<br />

(v) Hazard Mitigation Is an Investment in Sustainable Development<br />

Hazard mitigation is consistent with sustainable development. Current investments in proactive measures to limit <strong>the</strong> impact<br />

of hazards result in a reduction in disaster losses and consequently a decline in <strong>the</strong> future cost of recovery as well as faster<br />

disaster recovery time. The reduction in <strong>the</strong> demand for future post-disaster investments leads to <strong>the</strong> long-term social,<br />

economic, financial and environmental development as well as recurring benefits to future generations.<br />

6.0 POLICY STATEMENT<br />

Saint Lucia is vulnerable to a wide range of hazards events that could lead to severe social, economic and environmental<br />

damages to our nation. However, hazard mitigation can significantly reduce <strong>the</strong> vulnerabilities to <strong>the</strong>se hazard events. Therefore<br />

in striving to become resilient, hazard mitigation measures that incorporate <strong>the</strong> broad principles of sustainable development<br />

will be pursued.<br />

6.1 Vision Statement<br />

A nation highly resistant to hazard impacts and adaptable to hazard risks.<br />

6.2 Policy Goals<br />

In order to achieve <strong>the</strong> vision, <strong>the</strong> goals of <strong>the</strong> Policy are to:<br />

Develop social, economic, and environmentally sustainable processes which minimise <strong>the</strong> risks of hazards.<br />

Incorporate hazard risk reduction in everyday activities at every level of society.<br />

6.3 Policy Objectives<br />

The objectives of <strong>the</strong> Hazard Mitigation Policy are to:<br />

1. Encourage <strong>the</strong> incorporation of hazard mitigation measures in all corporate and development planning initiatives<br />

and programme budgets.<br />

2. Foster a collaborative approach to hazard risk reduction among all stakeholder groups.<br />

3. Develop an effective and comprehensive legislative framework that supports hazard mitigation.<br />

4. Empower local community groups and institutions to <strong>under</strong>take hazard mitigation measures.<br />

5. Increase <strong>the</strong> awareness at every level of society and encourage <strong>the</strong>ir involvement in hazard risk reduction.<br />

7.0 STRATEGY<br />

The policy is centered on <strong>the</strong> belief that a culture of hazard mitigation is critical to achieving sustainable development particularly<br />

in a Small Island Developing State. The strategy emerging from this belief is <strong>the</strong> integration of hazard mitigation measures<br />

in all aspects of economic, social, physical and environmental aspects of development planning. The strategy will require <strong>the</strong><br />

full participation of private and public sector organisations as well as <strong>the</strong> collaborative involvement of local community groups<br />

and institutions in hazard mitigation measures.<br />

8.0 PRIORITY AREAS FOR ACTION<br />

Five broad priority areas have been identified for action. These priority areas provide <strong>the</strong> platform for <strong>the</strong> development of <strong>the</strong><br />

strategic interventions necessary to implement <strong>the</strong> Policy. The priority areas are:<br />

i. Encourage <strong>the</strong> incorporation of hazard mitigation measures in all corporate and development planning initiatives<br />

and programme budgets.<br />

9.0 STRATEGIC INTERVENTIONS<br />

A number of specific interventions will be required to achieve <strong>the</strong> Policy’s objectives. These include:<br />

Provide incentives to developers for use of hazard mitigation technologies and practices.<br />

Develop and implement strategic land use planning<br />

Promote <strong>the</strong> conduct of hazard impact assessment to identify hazard mitigation components required in development<br />

plans.<br />

9.2 Develop an effective and comprehensive legislative framework that supports hazard mitigation.<br />

i. Review, update and coordinate all existing legislations that have implications for hazard risk management to allow<br />

for more effective administration.<br />

Develop regulations and standards to implement legislations.<br />

Ensure <strong>the</strong> incorporation of legislative initiatives that would enhance <strong>the</strong> responsibilities and participation of <strong>the</strong><br />

Streng<strong>the</strong>n institutional capacity to implement laws, regulations and standards.<br />

v. Enforcement and periodic revision of <strong>the</strong> Building Code.<br />

Establish an effective monitoring system to ensure that all development initiatives are consistent with <strong>the</strong> relevant<br />

regulatory framework<br />

9.3 Foster a collaborative approach among all stakeholder groups for <strong>the</strong> implementation of HM Measures.<br />

i. Design an integrated approach to hazard mitigation involving all stakeholder groups.<br />

Identify key stakeholder groups and <strong>the</strong>ir roles in hazard mitigation.<br />

v. Regular monitoring and evaluation of <strong>the</strong> collaborative approach<br />

9.4 Increase <strong>the</strong> awareness of <strong>the</strong> society and encourage <strong>the</strong>ir involvement in hazard risk reduction.<br />

i. Develop and <strong>under</strong>take training programmes aimed at sensitising specific community groups and institutions<br />

hazard mitigation.<br />

Develop and implement a public awareness programme to sensitise all stakeholders with respect to <strong>the</strong>ir roles and<br />

responsibilities in hazard risk management.<br />

Streng<strong>the</strong>n <strong>the</strong> financial capacity of local communities and agencies to implement hazard risk reduction measures.<br />

Develop and maintain a regular information management system on hazard mitigation measures and human<br />

resource capacities of <strong>the</strong> various community groups and institutions<br />

v. Develop a mechanism and action plan to facilitate community group acceptance and participation.<br />

Regular monitoring and evaluation of <strong>the</strong> effectiveness of hazard mitigation awareness programmes.<br />

9.5 Empower local community groups and organisations to <strong>under</strong>take hazard mitigation measures.<br />

i. Develop specific programmes projects and activities in hazard mitigation for implementation <strong>by</strong> community groups<br />

and organisations.<br />
