THE Government of Saint Lucia has 

secured a loan in the amount of 

US$ 3.7 million equivalent from the 

International Bank for Reconstruction 

and Development (IBRD) and a credit in 

the amount of US$3.8 million equivalent 

from the International Development 

Association (IDA) towards the cost of 

the Second Saint Lucia Disaster 

Management Project and it intends to 

apply part of this the loan and credit to 

payments under the contract for the 

procurement of works for the Coastal and 

Flood Protection works for the Dennery 

Village of Saint Lucia. 


Dennery is a low-lying fishing Village 

on the East Coast of Saint Lucia. The 

village is confined by the Dennery River 

in the South and the Trou A L’eau River 

in the North. To the West the land rises 

steeply to the main highway, while the 

village is bordered to the East by the sea. 

The village is subject to periodic 

flooding and is particularly vulnerable to 

storm surges and damage by wave action 

and high sea, evidenced during the 

passage of storms such as Tropical Storm 

Debbie in 1994, Hurricane Allen in 1980, 

Tropical Storm Lily in 2002 and Tropical 

Storm Ivan in 2004. These storms have 

resulted in significant beach erosion and 

have threatened life and property. The 

Government of Saint Lucia is committed 

to providing Coastal Protection to the 

Dennery Village to ensure the protection 

of the Village from damage or erosion as 

a result of sea action. 

The works planned will be implemented 

in two phases: 

· Phase 1 

Phase 1 seeks to afford protection to 

the “front line” residents and 

infrastructure along High Street though 

the construction of a buried revetment 

as detailed below: 

Construction of a 415m long buried 

revetment, starting from the Dennery 

River in the South and going as far 

north as approximately opposite St. 

Peter’s Church 

· Phase 2 

Under Phase 2, three off shore 

breakwaters are to be constructed. These 

are intended to provide protection to the 

shoreline in their lee through the 

reduction of wave action. 

To this end the following works are 

planned: 

The construction of 3 offshore break 

waters, each 50m, 50m and 60m 

respectively, going from the south 

to the north. 

The breakwaters are to be sited in 

approximately 2-3m water depth and 

will each have a crest elevation of 

+1.5m 

Construction of an armored berm, at 

the north end of the bay, and 

immediately north of the Daito. 

Filling behind the berm, to create a 

landfill area at an elevation of +1.5m 

The volume of landfill is estimated 

to be 3,600 m 3 

Construction of a revetment along 

the north boundary of the village, 

for a linear distance of 50m. This 

revetment will be built with a crest 

elevation of +2m. 

Sand clearing and placement will be 

an ongoing component of the works to 

be implemented during both phases. 

This entails the clearing of the north of 

Dennery River (approximately 500m 3 ), 

and the placement of that sand on the 

beach front of the revetment, in the south 

central part of the beach. 

The construction period for the works 

planned in Phase 1 is twenty four weeks 

(24) while works under Phase 2 is 

estimated to be thirty (30) weeks. 

The contract for works (Phase 1 and 

Phase 2) is being procured as a single 

contract. 

The Project Coordination Unit of the 

Second Disaster Management Project 

now invites sealed bids from eligible 

bidders for the procurement of works for 

the Coastal and Flood Protection of the 

Dennery Village. 

Bidding will be conducted through the 

International Competitive Bidding (ICB) 

procedures specified in the World Bank’s 

Guidelines. Procurement under IBRD 

Loans and IDA Credits, January 1998 

(revised January and August 1996 and 

September 1997), and is open to all 

bidders from eligible source countries as 

defined in the Guidelines.
