and Development (IBRD) and a credit in<br />
the amount of US$3.8 million equivalent<br />
from the International Development<br />
Association (IDA) towards the cost of<br />
the Second Saint Lucia Disaster<br />
Management Project and it intends to<br />
apply part of this the loan and credit to<br />
payments under the contract for the<br />
procurement of works for the Coastal and<br />
Flood Protection works for the Dennery<br />
Village of Saint Lucia.<br />

Dennery is a low-lying fishing Village<br />
on the East Coast of Saint Lucia. The<br />
village is confined by the Dennery River<br />
in the South and the Trou A L’eau River<br />
in the North. To the West the land rises<br />
steeply to the main highway, while the<br />
village is bordered to the East by the sea.<br />
The village is subject to periodic<br />
flooding and is particularly vulnerable to<br />
storm surges and damage by wave action<br />
and high sea, evidenced during the<br />
passage of storms such as Tropical Storm<br />
Debbie in 1994, Hurricane Allen in 1980,<br />
Tropical Storm Lily in 2002 and Tropical<br />
Storm Ivan in 2004. These storms have<br />
resulted in significant beach erosion and<br />
have threatened life and property. The<br />
Government of Saint Lucia is committed<br />
to providing Coastal Protection to the<br />
Dennery Village to ensure the protection<br />
of the Village from damage or erosion as<br />
a result of sea action.<br />
The works planned will be implemented<br />
in two phases:<br />
· Phase 1<br />
Phase 1 seeks to afford protection to<br />
the “front line” residents and<br />
infrastructure along High Street though<br />
the construction of a buried revetment<br />
as detailed below:<br />
Construction of a 415m long buried<br />
revetment, starting from the Dennery<br />
River in the South and going as far<br />
north as approximately opposite St.<br />
Peter’s Church<br />
· Phase 2<br />
Under Phase 2, three off shore<br />
breakwaters are to be constructed. These<br />
are intended to provide protection to the<br />
shoreline in their lee through the<br />
reduction of wave action.<br />
To this end the following works are<br />
planned:<br />
The construction of 3 offshore break<br />
waters, each 50m, 50m and 60m<br />
respectively, going from the south<br />
to the north.<br />
The breakwaters are to be sited in<br />
approximately 2-3m water depth and<br />
will each have a crest elevation of<br />
+1.5m<br />
Construction of an armored berm, at<br />
the north end of the bay, and<br />
immediately north of the Daito.<br />
Filling behind the berm, to create a<br />
landfill area at an elevation of +1.5m<br />
The volume of landfill is estimated<br />
to be 3,600 m 3<br />
Construction of a revetment along<br />
the north boundary of the village,<br />
for a linear distance of 50m. This<br />
revetment will be built with a crest<br />
elevation of +2m.<br />
Sand clearing and placement will be<br />
an ongoing component of the works to<br />
be implemented during both phases.<br />
This entails the clearing of the north of<br />
Dennery River (approximately 500m 3 ),<br />
and the placement of that sand on the<br />
beach front of the revetment, in the south<br />
central part of the beach.<br />
The construction period for the works<br />
planned in Phase 1 is twenty four weeks<br />
(24) while works under Phase 2 is<br />
estimated to be thirty (30) weeks.<br />
The contract for works (Phase 1 and<br />
Phase 2) is being procured as a single<br />
contract.<br />
The Project Coordination Unit of the<br />
Second Disaster Management Project<br />
now invites sealed bids from eligible<br />
bidders for the procurement of works for<br />
the Coastal and Flood Protection of the<br />
Dennery Village.<br />
Bidding will be conducted through the<br />
International Competitive Bidding (ICB)<br />
procedures specified in the World Bank’s<br />
Guidelines. Procurement under IBRD<br />
Loans and IDA Credits, <strong>January</strong> 1998<br />
(revised <strong>January</strong> and August 1996 and<br />
September 1997), and is open to all<br />
bidders from eligible source countries as<br />
defined in the Guidelines.<br />

Gazette Deadlines<br />
All notices to be published in the Gazette from whatever source should be sent to the <strong>National</strong> <strong>Printing</strong> <strong>Corporation</strong> and must<br />
be received no later than 4:00 p.m. on Wednesdays for hard copies and 4:00 p.m. on Thursdays for electronic copies.<br />
Electronic copies can be sent as attachments in any format but please confirm your transmission with a faxed copy of your<br />
document.<br />
