In all of these stages, development of the draft<br />

has drawn on engagement with the follow<strong>in</strong>g<br />

through a series of workshops and sem<strong>in</strong>ars:<br />

• Jo<strong>in</strong>t agency steer<strong>in</strong>g group (DCS, SNH, FCS,<br />

Rural Directorate);<br />

• Jo<strong>in</strong>t agency discussions (DCS, SNH, FCS,<br />

Rural Directorate);<br />

• Stakeholder Advisory Group.<br />

Strategic environmental assessment<br />

The Environmental Assessment (<strong>Scotland</strong>) Act<br />

2005 <strong>in</strong>troduces an obligation on all public<br />

bodies to consider the potential significant<br />

effects on the environment when develop<strong>in</strong>g<br />

plans and policies. This assessment is known as<br />

Strategic Environmental Assessment (SEA).<br />

The SEA process is an <strong>in</strong>tegral part of strategy<br />

development and its purpose is to ensure that<br />

potential significant effects on the environment<br />

are considered and communicated <strong>in</strong> develop<strong>in</strong>g<br />

the strategy, and that mitigation aga<strong>in</strong>st negative<br />

effects is <strong>in</strong>corporated where appropriate.<br />

• Scottish Natural Heritage;<br />

• Scottish Environment Protection Agency;<br />

• Historic <strong>Scotland</strong> (on behalf of Scottish<br />

M<strong>in</strong>isters).<br />

The SEA is be<strong>in</strong>g carried out with the<br />

assistance of specialist consultants<br />

(Envirocentre and Coll<strong>in</strong>gwood Environmental<br />

Plann<strong>in</strong>g). Further detail on the SEA<br />

methodology is given <strong>in</strong> the Environmental<br />

Report.<br />

Socio-economic assessment<br />

There is no statutory requirement to assess<br />

the potential socio-economic effects of a new<br />

strategy <strong>in</strong> the same way that SEA requires<br />

assessment of potential environmental effects.<br />

However, given the importance of socio-economic<br />

objectives <strong>in</strong> susta<strong>in</strong>able deer management and<br />

the wider policy context of rural development,<br />

DCS is carry<strong>in</strong>g out an assessment, at a strategic<br />

level, of potential significant socio-economic<br />

effects. This process is limited by the availability<br />

of data, but also highlights the need to obta<strong>in</strong><br />

more socio-economic data <strong>in</strong> future.<br />

The SEA legislation and accompany<strong>in</strong>g<br />

guidance sets out the required assessment<br />

process and a series of topic head<strong>in</strong>gs under<br />

which the potential effects of the strategy on<br />

the environment should be considered. The<br />

process <strong>in</strong>cludes an obligation to consult on<br />

the assessment of potential environmental<br />

effects and there are opportunities <strong>for</strong> <strong>in</strong><strong>for</strong>mal<br />

and <strong>for</strong>mal consultation with all <strong>in</strong>terested<br />

stakeholders. Formal consultation with relevant<br />

stakeholders is required at key stages of the<br />

SEA process and <strong>in</strong>cludes the follow<strong>in</strong>g three<br />

statutory consultation authorities:
