The Post-Cold War Challenge<br />

DIA also dispatched more than 100 employees<br />

into <strong>the</strong> Kuwaiti Theater to provide intelligence<br />

support, and deployed eleven National <strong>Intelligence</strong><br />

Support Teams overseas. <strong>Intelligence</strong> <strong>the</strong>y<br />

produced was key to <strong>the</strong> overwhelming coalition<br />

victory. Colin Powell, Chairman <strong>of</strong> <strong>the</strong> JCS during<br />

DESERT STORM, noted after hostilities that<br />

no combat commander had ever received more<br />

benefit from as full and complete a view <strong>of</strong> an<br />

adversary as U.S. and coalition commanders did<br />

prior to and during <strong>the</strong> conflict. This DIA-led effort<br />

remains a powerful example <strong>of</strong> <strong>the</strong> force multiplying<br />

effect that excellent intelligence support can<br />

<strong>of</strong>fer operational units in <strong>the</strong>ater.<br />

DIA’s restructuring early in <strong>the</strong> decade and<br />

<strong>the</strong> experience provided by Operation DESERT<br />

STORM prepared <strong>the</strong> agency for o<strong>the</strong>r challenges<br />

as well. Organizational reforms and intelligence<br />

threats during <strong>the</strong> opening years <strong>of</strong> <strong>the</strong> decade<br />

resulted in an unprecedented level <strong>of</strong> integra-<br />
