4. <strong>The</strong> <strong>discourse</strong> on European <strong>in</strong>tegration before and after 1992. What changes ?<br />

A party/historical comparison based on two <strong>dimension</strong>s<br />

It is time to summarise the <strong>in</strong>formation we have collected <strong>in</strong> our qualitative analysis, <strong>in</strong> the<br />

attempt to provide a rough quantitative measurement <strong>of</strong> the changes occurred <strong>in</strong> the party<br />

<strong>discourse</strong> on European Integration. S<strong>in</strong>ce our task is to comb<strong>in</strong>e a party by party comparison<br />

with an assessment <strong>of</strong> the longitud<strong>in</strong>al evolution <strong>of</strong> <strong>political</strong> preferences about European<br />

<strong>in</strong>tegration, we can now build a two-<strong>dimension</strong>al space where it is possible to locate the<br />

empirical distribution <strong>of</strong> the 129 party documents we have coded. Namely, for each<br />

document we will consider the pure distribution <strong>of</strong> measurements <strong>of</strong> the broad positions on<br />

European Integration (that is, a five po<strong>in</strong>t scale from –2 to 2), and a second <strong>dimension</strong> where<br />

the measurement <strong>of</strong> the perceptions about ECC/EU impact on domestic <strong>in</strong>terests is<br />

comb<strong>in</strong>ed with the historical vision <strong>of</strong> European <strong>in</strong>tegration and with the presence <strong>of</strong> a solid<br />

party unity on the issue 27 .<br />

<strong>The</strong> result <strong>of</strong> this exercise is a simple scatterplot, where the axes reflect the two <strong>dimension</strong>s<br />

described above, and the cases are def<strong>in</strong>ed as the means <strong>of</strong> the measurements for each<br />

party by the four historical periods we have taken <strong>in</strong>to consideration. <strong>The</strong> strong correlation<br />

between the score <strong>of</strong> overall perception <strong>of</strong> the European <strong>in</strong>tegration process (calculated on<br />

the bases <strong>of</strong> the different stances) and our own evaluation about the prevail<strong>in</strong>g content on<br />

European <strong>in</strong>tegration is confirmed here (0,686 statistically significant at 0,01). However, the<br />

distribution <strong>of</strong> the means over time is significantly fluctuat<strong>in</strong>g: as one can see, the pattern <strong>of</strong><br />

the first republic age presents two ma<strong>in</strong> features: a certa<strong>in</strong> simplicity <strong>of</strong> positions <strong>in</strong> the<br />

horizontal <strong>dimension</strong> and a certa<strong>in</strong> “compression” along the second one. In fact, all the three<br />

parties considered here had clear-cut approach to European <strong>in</strong>tegration (with the only partial<br />

exception <strong>of</strong> Pci, due to its “conversion” occurred dur<strong>in</strong>g the seventies). On the other hand,<br />

the factionalism with<strong>in</strong> Dc and Psi underm<strong>in</strong>ed the “positive” performances on the <strong>dimension</strong><br />

<strong>of</strong> the perceptions <strong>of</strong> costs and benefits <strong>of</strong> the <strong>in</strong>tegration process.<br />

other side, the highest value (5) corresponds to two favourable visions: a prevalence <strong>of</strong> positive impact<br />

<strong>of</strong> the European <strong>in</strong>tegration for the country and the vision <strong>of</strong> the <strong>in</strong>tegration process as a construction<br />

<strong>of</strong> a <strong>political</strong> union or a federal Europe. A further correction has been applied to those documents<br />

com<strong>in</strong>g from a party characterised - at any given po<strong>in</strong>t <strong>in</strong> time - by clear <strong>in</strong>ternal divisions. In those<br />
