Format of the Management Plan
The Management Plan sets out the planning context of Ayr Central Conservation
Area and proposes a framework to address the issues raised by the Character
Appraisal under the following types of action:
• Organisational measures
• Planning measures
• Economic measures
• Project measures
Finally the implementation programme and formal adoption process are
described.
1.3
Relationship with planning and other objectives
The objectives and measures in the Management Plan include several that
address planning matters and development issues. Objectives and actions that
reflect or relate to other policy areas or functions of the local authority are also
included, and are consistent with the ambitions of the Ayr Renaissance Strategy
and the Single Outcome Agreement 2008-2009 (LO13) between South Ayrshire
Council and the Scottish Government. Planning policies in the Management
Plan are consistent with the statutory planning position set out in the Council’s
Local Plan and the Ayrshire Joint Structure Plan.
1.4
Status of the Management Plan
The Management Plan will have the status of supplementary planning guidance.
Where the Management Plan addresses planning issues, it will be a material
consideration in determining proposals. The detailed objectives and actions set
out in the Management Plan are intended to complement the more general
policy objectives of the South Ayrshire Local Plan and should be used in
conjunction with it. The new South Ayrshire Local Plan (from 2012) will refer to
this Conservation Area Management Plan and other supplementary planning
guidance relating to built heritage conservation issues.
1.5
Stakeholders
Effective implementation of the Management Plan will depend on partnership
between the Local Authority and a wide range of stakeholders including other
public agencies, the private sector and the local community to maximise the coordination
of policy and action.
1.6
Disability Equality
South Ayrshire Council’s Disability Equality Scheme will inform the
implementation of the Management Plan. In particular the Council will seek to
involve disability groups and organisations in the development of measures set
out in the Plan, and will promote appropriate access improvements to the
historic built environment.
1.7
Period of operation
Subject to review and revision, the Management Plan will operate from August
2009 to July 2019.
