Definitions<br />
coordinating authority. A commander or individual assigned responsibility for<br />
coordinating specific functions or activities involving forces of two or more Military<br />
Departments or two or more forces of the same Service. The commander or individual<br />
has the authority to require consultation between agencies involved, but does not have<br />
the authority to compel agreement. In the event that essential agreement cannot be<br />
obtained, the matter shall be referred to the appointing authority. Coordinating authority<br />
is a consultation relationship, not an authority through which command may be<br />
exercised. Coordinating authority is more applicable to planning and similar activities<br />
than to operations. (JP 1-02)<br />
direction. Guidance to or management of support staff functions. Inherent within<br />
command but not a command authority in its own right. In some cases, can be<br />
considered an explicit instruction or order. Used by commanders and their designated<br />
subordinates to facilitate, channel, or motivate support staff to achieve appropriate<br />
action, tempo, or intensity. Used by directors of staff agencies on behalf of the<br />
commander to provide guidance to their staffs on how best to accomplish stated<br />
objectives IAW the commander’s intent. (AFDD 1)<br />
joint force air component commander. The commander within a unified command,<br />
subordinate unified command, or joint task force responsible to the establishing<br />
commander for making recommendations on the proper employment of assigned,<br />
attached, and/or made available for tasking air forces; planning and coordinating air<br />
operations; or accomplishing such operational missions as may be assigned. The joint<br />
force air component commander is given the authority necessary to accomplish<br />
53
