NON-MOTORIZED TRANSPORTATION<br />
Goal 2.3<br />
To ensure the development of safe facilities to accommodate<br />
non-motorized transportation.<br />
2.3.1 Encourage non-motorized travel opportunities within the <strong>Community</strong>,<br />
with an emphasis on accommodation of the needs of <strong>Community</strong><br />
residents and employees.<br />
2.3.2 Require the installation of bike lanes where appropriate as part of new<br />
road construction projects.<br />
2.3.3 Where pavement width allows, designate bike lanes through striping.<br />
2.3.4 Improve roadway shoulders to accommodate pedestrians and bicyclists<br />
where roadway width does not allow designated lanes.<br />
2.3.5 Encourage establishment and maintenance of equestrian trails within<br />
the <strong>Community</strong>.<br />

Create a trails master plan to connect activity areas for pedestrians,<br />
bicyclists, and equestrians within the <strong>Community</strong>.<br />
CIRCULATION PLAN AND STANDARDS<br />
Figure 2-1 (Circulation <strong>Plan</strong>) depicts six typical roadway classifications: Freeway,<br />
Principal Arterial, Minor Arterial, Major Collector, Minor Collector and Local. Each<br />
of these classifications is associated with a variety of functional and physical<br />
characteristics. Table 2-1 outlines the basic character of each classification.<br />
